Abstract

Drug abuse in Indonesia has reached an alarming level and has become a complex legal and health problem. This study aims to examine the criminal law policy applied to drug abusers from a health perspective, with a focus on the rehabilitative approach as an alternative to punishment. The method used is normative legal research with a statute approach and a conceptual approach, through a literature study of laws and regulations, court decisions, and relevant scientific literature. The results of the study indicate that Law Number 35 of 2009 concerning Narcotics contains a dualistic approach, namely punishment (penal) and rehabilitation (non-penal), but its implementation still tends towards imprisonment. From a health perspective, drug abuse is an addictive disorder that requires a medical and psychosocial approach, not solely a criminal repressive approach. An ideal criminal law policy should combine proportional criminal sanctions with a comprehensive medical and social rehabilitation program. This study recommends policy reforms that are more oriented towards the health recovery of drug abusers without neglecting the aspect of law enforcement against drug dealers and traffickers.

Abstract

The digital transformation in Indonesia’s banking sector has significantly increased the use of digital banking services; however, it has not been fully accompanied by optimal customer trust. This study aims to examine the effect of perceived risk, data privacy protection, and digital service quality on customer trust, both partially and simultaneously. A quantitative approach was employed using survey data collected from 150 digital banking users in Indonesia. Data were analyzed using Structural Equation Modeling based on Partial Least Square (SEM-PLS). The results indicate that perceived risk has a negative and significant effect on trust, while data privacy protection and digital service quality have positive and significant effects on trust. Simultaneously, all variables significantly influence trust, with an R² value of 0.672, indicating strong explanatory power. Compared to prior studies, this research contributes novelty by integrating these three variables into a comprehensive model. The findings reveal that digital service quality is the most dominant factor influencing customer trust. This study concludes that enhancing customer trust requires an integrated approach through effective risk management, strengthened data protection, and continuous improvement in digital service quality.

Abstract

Digital transformation in the healthcare sector is driving the adoption of electronic medical records as an effort to improve efficiency, service quality, and patient data integration. However, this digitalization also poses risks to the protection of sensitive patient personal data, such as potential data leaks, information misuse, and privacy violations. This study aims to analyze the legal protection provisions for electronic medical records and assess the effectiveness of law enforcement in digital healthcare services in Indonesia. The research method used is normative juridical with a statutory and conceptual approach. The legal materials consist of laws and regulations, scientific literature, and previous research results, which are analyzed qualitatively using descriptive-prescriptive methods. The research results show that, normatively, the protection of electronic medical records is regulated through the Personal Data Protection Law and sectoral regulations in the health sector, which emphasize the principles of confidentiality, security, and accountability of patient data. However, regulatory harmonization remains problematic, particularly regarding the division of legal responsibilities and cross-system data management mechanisms. Furthermore, the effectiveness of law enforcement remains suboptimal due to weak oversight, limited institutional capacity, low legal awareness, and uneven distribution of technological infrastructure. In conclusion, the protection of electronic medical records requires strengthening through regulatory harmonization, increased law enforcement capacity, and enhanced security systems and digital literacy. These efforts are crucial to ensure the protection of patient privacy rights while supporting the development of secure and reliable digital healthcare services.

Abstract

Considering the risk of infection and spread of disease in the workplace, it is necessary to provide health checks or what is called a medical check-up (MCU) for workers. This research aims firstly to find out how medical check-ups are implemented for workers and, secondly to find out the supporting and inhibiting factors for implementing medical check-ups at the Santika Premiere Dyandra Hotel Medan. This research uses qualitative research, which is descriptive using a theoretical basis to present information according to facts in the field, interview data collection techniques, and documentation. The results of the research show firstly, Hotel Santika Premiere Dyandra Medan has implemented medical check-ups for its workforce but it is still not optimal by Minister of Manpower Regulation 02 of 1980 concerning the Implementation of Occupational Health Checks. Supporting factors for carrying out medical check-ups are government regulations and hotel SOP rules which require workers to carry out medical check-ups, while the inhibiting factor for carrying out medical check-ups at hotels is the high cost of medical check-ups at hospitals/clinics.Key words: Hotels; Occupational health and safety (K3); Medical check-up
