Abstract

The implementation of the legislative function of the House of Regional Representatives (DPD) of the Republic of Indonesia in regional development faces serious challenges due to the limited authority it has. DPD, which is supposed to be the mouthpiece of the regional community, in practice functions more as a complement to the House of Representatives (DPR) in the Indonesian parliamentary system. This study aims to analyze the implementation of the legislative function of DPD during the working period of 2020-2024, as well as to identify solutions that can strengthen the role of DPD in the legislative system. The method used in this research is field research with a normative juridical qualitative approach. The data sources of this research include primary data, secondary data, and legal materials. Data retrieval techniques are taken through interviews as well as documentation and analyzed using inductive descriptive techniques. The results indicate that the amendment to Article 20 Paragraph (1) and Article 22D Paragraph (2) of the Constitution of the Republic of Indonesia is necessary as a strategic step to strengthen the legislative authority of DPD. By strengthening through reformulation of these articles, the role of DPD can run more optimally and substantively in encouraging regional development.

Abstract

Tourism development in Papua Province requires a strategic approach to maximize its potential and address existing challenges. This article proposes several recommendations to enhance the tourism sector in Papua. First, investment in infrastructure improvements and digital technology development should be prioritized to enhance destination quality and facilitate promotion. Second, expanding promotional strategies through effective digital platforms and social media, as well as improving the quality of promotional content, can broaden market reach. Furthermore, diversifying tourism products with a focus on cultural and environmental preservation will attract various market segments. Improving human resource quality through training and collaboration with various stakeholders is also a crucial step. In addition, the formulation and implementation of a Regional Tourism Master Plan (RIPDA), along with strengthening regulations and policies, will provide clear guidelines for tourism management. Addressing challenges such as migration and potential cultural degradation, as well as improving security systems, should also be considered. Lastly, innovation in digital promotion and the empowerment of local MSMEs can enhance the appeal and economic contribution of the tourism sector. The implementation of these recommendations is expected to foster sustainable tourism growth and provide tangible benefits for local communities in Papua.

Abstract

Sustainable agriculture requires efficient and environmentally friendly use of local resources. One practical effort is converting banana peel waste into liquid organic fertilizer (LOF). Banana peels are rich in macro- and micronutrients but are often discarded, causing potential environmental problems. This community service program was conducted in Kampung Sungai Gumut Tambahan, Hulu Selangor, Malaysia, using an experimental method with a participatory approach. Residents were directly involved in the LOF production process, including chopping banana peels, mixing with molasses, and adding bioactivators (EM4 or probiotics containing Lactobacillus casei). Fermentation was carried out in a 10-liter container for 7–14 days. The resulting fertilizer had a brown color, distinctive fermentation aroma, and homogeneous texture, which improved soil fertility and plant growth. This activity not only reduced dependence on chemical fertilizers but also raised community awareness of organic waste management and created opportunities for small-scale agribusiness development.
