Abstract

The mosque has a comprehensive function covering the spiritual, educational, economic, and social aspects. However, the potential of mosques as centers for economic development within local communities remains underexplored and underutilized. Many mosques lack the strategic framework and resources to effectively implement economic activities that could benefit their communities. This study aimed to examine the impact of economic activities in mosques on the local community. Furthermore, this study also analyzes the implementation of economic activities through Waqf. The qualitative methodology was chosen for this study, where a selection of respondents was made by purposive sampling. Therefore, the sampling involved 20 informants, including officers from the religious Islamic department and a committee from 10 mosques throughout the Sarawak state. These have been identified as actively carrying out economic activities. The list of mosques is derived from the Sarawak Islamic Religious Department. The instruments used for this study are semi-structured interviews and content analysis, whereas the data obtained is analyzed using an atlas.ti software. The finding shows that economic activities at the mosque can be implemented and impact the community. Besides that, waqf helps the mosque enhance its economic activity. The positive impact of the economic activities carried out in the mosque undeniably improves the community's standard of living and increases the mosque’s funds. Moreover, it indirectly attracts more people to come to the mosque.

Abstract

This research examines the implementation of the digital zakat application process for eligible recipients via the "Zakat on Touch" (ZoT) platform, managed by the Kedah State Zakat Board (LZNK), Malaysia. Amidst technological advancements, the LZNK has introduced the ZoT application to facilitate zakat transactions. Although this system offers a range of features that benefit zakat contributors in Kedah, it has yet to implement the digitalization of the application process. This study evaluates the potential for incorporating a zakat application functionality within the ZoT system. The methodology adopted for this research includes in-depth interviews with seven LZNK officials. The findings suggest that, with proposed enhancements currently under evaluation, the ZoT application could facilitate the online zakat application process for eligible recipients. Moreover, LZNK's adept implementation of digital solutions has markedly improved the zakat management system, benefiting the payers, beneficiaries, and administrators. The community's favorable response to these initiatives is evidence of LZNK's successful innovation in innovating zakat management practices within Kedah.This research makes a significant contribution to knowledge fourfold.  First, to reveal the zakat management models used in various countries, which are valuable benchmarks and indicators for the development of digital zakat. Second, the importance and need for increased use of technology in Malaysia, especially focusing on the competence of zakat institutions in the field of financial technology through the LZNK case study.  Third, the findings of this research found that the positive impact of digital zakat in the state of Kedah is greater than the negative impact.

Abstract

The fatwas coordination of Amanah Saham Nasional (ASN) and Amanah Saham Bumiputera (ASB) in 2017 revealed a subsequent growth in the number of ASB shareholders. To the extent that there is a connection between investor behaviors and the coordination of fatwas in making investment decisions. The systematic literature study also proves the inconsistency of fatwa studies, especially concerning human behaviour based on the sharia. Numerous studies have been done on how religion affects conduct, but they do not specifically refer to a fatwa when they address religion. In order to break the current gap, this paper investigates how the coordination of fatwas in Malaysia affects the behavior of Amanah Saham Nasional (ASN) and Amanah Saham Bumiputera (ASB) investors. A total of 452 samples were descriptively and inferentially analyzed using SPSS utilizing a series of questionnaires given through Google Forms to ASN and ASB investors. The findings indicate that the correlation coefficient for behavior variables is 1,000, whereas the correlation value for fatwa variables is 0.460. The Spearmen Table reveals a relatively significant relationship between investor behaviors variables and fatwa variables that correlate linearly. These findings show that ASN and ASB investors consider fatwa variables in their investment decisions, which influences financial service providers, fatwa institutions, and the community, particularly in terms of addressing fatwa inconsistency for the sake of the ummah. The implications of this research focus on showing the beneficial role of religious organizations in the country's economic growth. It also highlights the concern of financial service providers in fulfilling the community's demands in accordance with Islamic law.

Abstract

Knowledge sharing session between Universiti Kebangsaan Malaysia and Universitas Syiah Kuala was aimed to exchange knowledge about creating future entrepreneur. The event was held on 21-22 November 2022 at Universiti Kebangsaan Malaysia with 30 people in attendance. It used the public lecture method where both universities share their ideas about the issues and the students also share their involvement in universities entrepreneurship program. The following recommendations were made in response to the issues raised by this activity: student activity units on entrepreneurship should not only teach students about business but also help them develop their entrepreneurial personalities, enhance instructional strategies that inspire students to think creatively, and design events that connect them with students from different universities.

Abstract

Conditional Cash Transfer (CCT) programs have been highly effective in reducing poverty globally, particularly in countries such as Brazil and Mexico. However, numerous OIC countries continue to experience high poverty levels, emphasizing the need for programs that are specifically adapted to their unique socio-economic contexts. The goal of this study is to systematically review and synthesize the evidence on the effectiveness of Conditional Cash Transfer (CCT) programs in poverty eradication in OIC member countries. This study utilized a systematic review following the ROSES protocol for transparency and rigor. Inductive thematic analysis was applied to identify key patterns, synthesizing 23 articles published between 2018 and 2023 for comprehensive insights into the research topic. Five significant themes were identified based on the thematic analysis: (1) Health Conditionality and Impact on CCT Programs; (2) Education Conditionality and Impact on CCT Programs; (3 CCT Programs Impact on Poverty; (4) Issues and Challenges in CCT Programs; (5) Intervention in CCT Programs. Thirteen sub-themes were built from these five fundamental concepts. This study reviews recent advancements in CCT programs and their impact on poverty alleviation in OIC countries, offering insights for implementation and providing valuable information for scholars. It emphasizes the potential integration of Islamic fiscal resources, such as zakat, and the incorporation of religious principles as conditionalities within CCT models from an Islamic legal perspective. These aspects offer promising avenues for future research, providing valuable insights that could enhance poverty reduction strategies and serve as important guidance for scholars and policymakers.

Abstract

This study addresses the absence of structured Shariah audit mechanisms in zakat institutions, particularly in the operational aspects of zakat distribution. Hence, the objective of the study is to develop Shariah audit criteria grounded in authoritative references such as fatwas, governance manuals, and Islamic finance standards. Adopting a qualitative document analysis approach guided by the Logical Framework model, this study systematically translates key Shariah principles into practical audit criteria. The findings aim to enhance Shariah assurance, improve institutional accountability, and support more consistent zakat governance practices across decentralized systems. This study presents the development of Shariah audit criteria for zakat distribution by integrating documentary sources such as fatwas, governance standards, and institutional SOPs with practical operational considerations. Key findings include a structured set of audit criteria rooted in principles such as comprehensiveness, prioritisation, and data completeness, which were translated into actionable audit tools. The study also identifies critical enablers such as trained personnel, dedicated Shariah committees, and supportive digital systems that are necessary for effective Shariah auditing. Discussions highlight three key governance gaps: the lack of structured Shariah oversight mechanisms, limited legal institutionalisation of Shariah functions, and insufficient stakeholder competency. The study calls for the establishment of a formal Shariah governance framework, aligned with national enactments and supported by a Shariah Audit Competency Framework. Overall, this research contributes to institutionalising Shariah auditing as both a compliance and strategic governance tool in zakat management, fostering transparency, accountability, and public trust in line with the maqasid of zakat.

Abstract

Character education has been subjected to a top-down approach with a student center system. The values embedded completely come from the teachers or the school. This study explored how the participatory learning model could effectively instill character values in students. Students are given space to be involved and subjected to a series of character education processes. It aims to describe how students’ and teachers’ participation could compile the points of character values, how students apply the learning materials designed together, and how they are involved in providing evaluations for themselves and their friends. The qualitative descriptive method was employed in the current study. It aimed to observe and listen to the stories of students and teachers regarding their involvement in the process of curriculum development. Documentation on the learning modules was made for data collection. The data were taken by considering the representation of students and teachers. They engaged in every pulse of the learning process, which led to cognitive and affective development. The research proposed a cooperative investigation alongside other educational institutions, factoring in both the type and affiliation of these schools, aiming to produce more diverse and well-rounded outcomes.

Abstract

The politicization of religion in general elections has been a global issue in both religious and secular countries. Since 1955 to 2019, Indonesia experienced political contests laden with religious attributes, which sparked conflicts. This research aims to analyze the relevant issues and motives associated with using religious elements in the presidential election campaign 2019. This study  is  empirical  research  and  involves  interviews  with  high-level  officials of  political  parties.  Furthermore,  the  online  mass  media,  official  blogs  of candidate  pairs  for  president  and  vice  president,  and  social  media  were employed  as  secondary  data.  Following  the  analysis,  the  result  implies  that the politicization of religion in the 2019 presidential election campaign firmly appears  amidst  the  decline  of  presidential  and  vice  presidential  candidates' religious  polarization.  The  use  of  religious  issues  in  the  campaign  yielded public  sympathy  and  antipathy,  affecting  the  electability  of  presidential and  vice  presidential  candidates.  Meanwhile,  counter-elements  contradict negative images that discredit presidential and vice presidential candidates. The motives for politicizing religion were identified as "political pragmatism" and "culturalism politics". Ideological interest was also identified as a motive but  did  not  arise  in  the  2019  presidential  election.  From  siyāsah  shar'iyyah perspective, the politicization of religion could threaten the sharia objective of  creating  social  advantage  (maṣlaḥah).  Politicization  using  religious  issues amounts  to  religious  commodification,  which  is  irrelevant  to  the  sharia objective.Keywords: politization of religion; campaign; presidential election; siyāsah shar'iyyah AbstrakPolitisasi agama dalam pemilihan umum telah menjadi isu global di banyak negara, baik negara-negara berbasis agama maupun sekuler. Indonesia telah  melaksanakan  pemilihan  umum  sejak  tahun  1955  hingga  2019  dalam prosesnya  banyak  sekali  muncul  isu-isu  keagamaan  yang  menyebabkan terjadinya konflik dan perpecahan. Penelitian ini bertujuan untuk memetakan dan menganalisis isu-isu terbaru dan motif penggunaan isu keagamaan dalam kampanye  Pilpres  2019.  Penelitian  ini  merupakan  penelitian  fenomenologis empiris. Data diperoleh dari pengurus dan anggota partai politik. Selain itu diperoleh dari media cetak, media elektronik, media online/internet seperti blok resmi  pasangan  calon  presiden-calon  wakil  presiden  dan  media  sosial.  Hasil penelitian menemukan bahwa politisasi agama dalam kampanye Pilpres 2019 semakin menguat di tengah melemahnya polarisasi agama. Isu-isu keagamaan dalam  kampanye  telah  menimbulkan  simpati  dan  antipati  publik  sehingga mempengaruhi elektabilitas pasangan calon presiden-calon wakil presiden. Di sisi  lain  isu-isu  yang  mengkonter  berusaha  menormalisasi  citra  negatif  yang dialamatkan  pada  pasangan  calon  presiden-calon  wakil  presiden.  Isu-isu  ini muncul untuk kepentingan sesaat sebagai wujud politik pragmatis, di samping politik kultural. Kepentingan ideologis tetap terbaca walaupun tidak mengemuka secara  transparan,  karena  hambatan  konstitusional.  Dalam  pandangan  siyāsah shar'iyyah, politisasi agama dapat mengancam tujuan syariat untuk mewujudkan kemashlahatan. Politisasi dengan menggunakan isu-isu keagamaan merupakan komodifikasi agama yang tidak sejalan dengan cita-cita syariat itu sendiri.Kata Kunci: politisasi agama; kampanye; pemilihan presiden; siyāsah shar'iyyah
