Abstract

Penelitian ini bertujuan untuk mengkaji pengembangan karier Aparatur Sipil Negara (ASN) dalam meningkatkan kualitas pelayanan publik di Kecamatan Kairatu Barat, Kabupaten Seram Bagian Barat. Penelitian ini menggunakan pendekatan kuantitatif, penelitian ini mengumpulkan data melalui kuesioner dan wawancara terstruktur yang melibatkan 37 ASN di kantor kecamatan tersebut. Hasil penelitian menunjukkan bahwa mayoritas ASN memiliki persepsi positif terhadap pengembangan karier, di mana faktor kualifikasi, kompetensi, prestasi kerja, dan keadilan memainkan peran penting. Sebanyak 71% responden menyatakan bahwa kualifikasi pendidikan dan pelatihan mereka memadai untuk posisi yang ditempati saat ini. Kompetensi ASN juga dinilai sangat baik, dengan kemampuan menggunakan teknologi, komunikasi, dan keterampilan manajerial berada pada kategori "Sangat Baik" (84,8%). Prestasi kerja ASN tercatat sangat memuaskan, dengan 90,8% responden merasa pencapaian mereka dihargai oleh atasan. Adapun keadilan dalam promosi dan penilaian karier mencapai 96,76%, mencerminkan kepercayaan tinggi responden terhadap objektivitas dan transparansi di lingkungan kerja. Berdasarkan temuan ini, penelitian merekomendasikan peningkatan sistem pengembangan karier melalui pelatihan berkelanjutan, peningkatan transparansi dalam promosi, dan penyusunan kebijakan yang lebih responsif terhadap kebutuhan ASN di daerah. Penelitian ini diharapkan memberikan kontribusi terhadap peningkatan kualitas pelayanan publik melalui pengembangan sumber daya manusia ASN yang lebih terstruktur dan berkelanjutan

Abstract

This study evaluates the performance of Civil State Apparatus personnel in delivering public services in Kairatu Barat Sub-district, West Seram Regency, a remote archipelagic region in Eastern Indonesia. Using a sequential explanatory mixed-methods design, the research involved 94 respondents comprising 37 Civil State Apparatus staff and 57 community service recipients. Data collection employed structured questionnaires and in-depth interviews to obtain comprehensive perspectives on public service quality. Findings reveal that Civil State Apparatus performance is generally categorized as good, with work precision emerging as the primary strength (score: 3.92). However, significant weaknesses exist in service innovation (score: 3.51). From the community perspective, staff friendliness received the highest appreciation (score: 3.88), reflecting the internalization of local cultural values of "Pela Gandong." Conversely, procedural simplicity obtained the lowest rating (3.44), particularly in licensing services. Correlation analysis revealed that staff friendliness has the strongest relationship with community satisfaction (r=0.734), confirming the importance of relational aspects in public service delivery within Maluku's cultural context. Competency and work motivation are the most influential internal factors affecting performance, while limited technological infrastructure constitutes the primary external constraint. The study identifies significant intergenerational digital divides and geographic variations in service usage patterns. Key policy recommendations include: (1) implementing simple communication technology aligned with infrastructure capacity; (2) streamlining service procedures to reduce citizen burden, especially for island communities; (3) strengthening Civil State Apparatus reward systems to sustain motivation; and (4) developing differentiated service strategies that leverage cultural capital while accommodating diverse community needs. These findings provide actionable guidance for improving public service delivery in archipelagic governance contexts.

Abstract

Gold mining also affects the education sector of local children, one of which is Lele Village, located in Lolong Guba Sub-district, Buru Regency. This problem is presented through qualitative research with descriptive methods that aim to describe the conditions and situations related to the impact of waste gold mining in Lele Village. The analytical methods used are participatory problem analysis and stakeholder analysis. The waste of gold mining in Lele Village is significant enough to affect the community's income. However, the impact on education can be that children experience a setback because children who participate in work tend to ignore school. When faced with economic problems, they have no choice, especially since working in this waste gold mine is quick to make money. Therefore, it requires the attention of the local government as well as indigenous peoples to care about resolving the phenomenon of children working in mining areas, as well as school-age people who do not continue their education.

Abstract

Waihaong Village is one of the villages in Nusaniwe Subdistrict which is the spearhead of services to the community and is also referred to as a public service base. some of the problems encountered in the service section are that there are still complaints from the public about the service of making business certificates that are so convoluted and take a long time. This is because people who want to get services are less informed. Service is less satisfying in terms of employee friendliness to the community. This study aims to determine "The Effect of Service Accountability on Community Satisfaction in Public Services in Waihaong Village, Ambon City. The sample taken was 25 respondents using probability sampling technique with purposive sampling approach. The method used in this research is simple linear regression analysis method with the help of SPSS 29 software, obtained the regression equation Y = 0.925 + 1.000. From the research results the hypothesis produces a "t-count" value of 4,271 with a probability of 0.000 or (p <0.5).

Abstract

Desa Suli, yang terletak di Kecamatan Salahutu, Kabupaten Maluku Tengah, memiliki potensi besar untuk dikembangkan menjadi desa wisata berbasis kearifan lokal. Permasalahan utama yang dihadapi adalah kurang optimalnya pengelolaan potensi wisata alam dan budaya, serta minimnya promosi yang dilakukan. Tujuan dari kegiatan pengabdian ini adalah untuk meningkatkan pemahaman masyarakat mengenai pengembangan desa wisata yang berkelanjutan dan melibatkan partisipasi aktif mereka dalam pengelolaan potensi yang ada. Kegiatan ini dilakukan dengan metode ceramah, diskusi kelompok, dan curah pendapat, yang melibatkan masyarakat Desa Suli dan fasilitator dari berbagai bidang terkait pariwisata. Ceramah diberikan untuk menjelaskan konsep dasar desa wisata dan langkah-langkah yang diperlukan untuk mengelola potensi wisata. Diskusi kelompok bertujuan untuk memperdalam pemahaman peserta, sementara curah pendapat membuka ruang bagi masyarakat untuk menyampaikan saran dan aspirasi mereka. Hasil kegiatan menunjukkan bahwa masyarakat memiliki antusiasme tinggi dalam mengembangkan desa mereka sebagai destinasi wisata. Mereka menyadari pentingnya peningkatan infrastruktur, fasilitas umum, serta penggunaan promosi digital untuk menarik wisatawan. Kegiatan ini berhasil meningkatkan kesadaran masyarakat tentang potensi wisata lokal yang dimiliki, serta pentingnya menjaga kelestarian alam dalam pengembangan pariwisata. Pelatihan lanjutan dan kerjasama dengan pemerintah serta pihak swasta disarankan untuk mendukung keberlanjutan program pengembangan desa wisata ini.
