Abstract

This study aims to analyze the influence of social media use, particularly WhatsApp, on community participation in the government administration process in Kulo Sub-district, Sidenreng Rappang Regency, Indonesia. Complex Central Symptoms model was used to understand the central factors that encourage citizen participation. Data was collected through in-depth interviews, participatory observation, and document analysis using a descriptive qualitative approach. The results showed that WhatsApp improved communication efficiency between the community and the government, accelerated the service process, and increased transparency and accountability. Most respondents rated the use of WhatsApp as easy and the response of officers as fast. However, the study also identified key constraints, such as low digital literacy and limited technological infrastructure in rural areas. The implications of this study include the need to strengthen digital literacy through training programs for communities and government officials and the development of more inclusive technological infrastructure. This research makes a theoretical contribution to the e-government literature and offers practical solutions for technology-based public service innovation in rural areas.

Abstract

This research aims to analyze the factors that influence community participation in village governance and the role of the village government in increasing such participation. This study also examines the relationship between village government leadership, transparency, public services, and coordination with community leaders on the level of community participation in village development. The method used in this research is a qualitative approach with a descriptive research type. Data were collected through in-depth interviews, observation, and documentation studies. The data were analyzed using thematic analysis. The collected data were analyzed using thematic analysis to identify patterns that exist among the variables studied. The results showed that transformational leadership, transparency, and active community participation play a significant role in improving the quality of village governance. Communities tend to participate more actively in village meetings and decision-making when there is clarity of information and good public services. In addition, the role of community leaders and the use of information technology also have a positive impact on the community participation process. The implication of this study is the importance of increasing the capacity of village governments in improving transparency mechanisms and public services, as well as strengthening coordination with community leaders to expand community participation.

Abstract

This study explores the implementation of transparency principles in local governance in Sidenreng Rappang Regency using a qualitative descriptive approach. Using the Humanitarian Forum Indonesia (HFI) framework, this study focuses on six main principles of transparency, including access to public information, financial reporting, media publication, and institutional guidelines. Data were collected through in-depth interviews with government officials from Bappeda, Kominfo, and the Finance Office, in addition to document analysis and thematic coding using NVivo. The results show that transparency is systematically promoted through digital platforms, financial dissemination, and public engagement. However, several challenges remain, such as inconsistent implementation of SOPs across institutions, uneven bureaucratic capacity, and limited public understanding of published data. The study concludes that while transparency has become an integral part of governance practices in Sidrap, its full institutionalization requires stronger inter-agency coordination, improved public communication strategies, and standardized information management protocols. These findings contribute to a deeper understanding of how local transparency practices align with good governance and institutional strengthening goals.

Abstract

Penelitian ini bertujuan untuk menganalisis tingkat partisipasi masyarakat dalam penyusunan Rencana Kerja Pemerintah Daerah (RKPD) di Kabupaten Sidenreng Rappang berdasarkan teori tangga partisipasi Arnstein. Menggunakan pendekatan kuantitatif deskriptif, penelitian ini mengumpulkan data melalui kuesioner skala likert terhadap 55 responden yang terlibat dalam forum konsultasi publik dan musrenbang kecamatan. Hasil penelitian menunjukkan tingkat partisipasi masyarakat didominasi oleh level tokenism, khususnya tangga consultation (77,64%) dan informing (77,36%), diikuti oleh level citizen power dengan tangga partnership yang cukup baik (76,73%) namun menurun signifikan pada tangga delegated power (68,18%) dan citizen control (67,09%). Level non-participation menempati posisi terendah dengan tangga manipulation (47,73%) dan therapy (51,27%). Analisis distribusi frekuensi mengonfirmasi temuan ini, dengan mayoritas responden menyatakan ketidaksetujuan terhadap praktik manipulation (86,91%) dan therapy (84,00%), sementara menunjukkan persetujuan tinggi terhadap praktik consultation (91,28%) dan informing (90,54%). Temuan ini mencerminkan proses transformasi partisipasi masyarakat yang bergerak melampaui fase non-partisipasi tetapi belum mencapai partisipasi substantif dalam pengambilan keputusan.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh lingkungan kerja terhadap kinerja pegawai Puskesmas di Kabupaten Sidenreng Rappang dengan kepuasan kerja sebagai variabel mediasi. Menggunakan pendekatan kuantitatif dengan metode eksplanatif, penelitian melibatkan 230 responden dari empat Puskesmas dengan teknik yang digunakan adalah purposive sampling. Data dikumpulkan melalui kuesioner dan dianalisis menggunakan regresi linier berganda dan analisis jalur. Hasil menunjukkan lingkungan kerja berpengaruh signifikan terhadap kinerja pegawai dengan koefisien regresi 0,624 (p-value 0,000) dan nilai R² sebesar 0,725. Kepuasan kerja terbukti berperan sebagai mediator dengan koefisien jalur 0,373 (p-value 0,000). Hasil penelitian menunjukkan bahwa lingkungan kerja berpengaruh signifikan terhadap kinerja pegawai, baik secara langsung maupun tidak langsung melalui kepuasan kerja sebagai variabel intervening. Lingkungan kerja fisik (fasilitas, ruang kerja, pencahayaan, suhu) dan lingkungan kerja non-fisik (hubungan antarpegawai, komunikasi, dukungan manajerial) terbukti menjadi faktor penting dalam meningkatkan kinerja pegawai. Hasil ini berkontribusi pada pemahaman tentang strategi peningkatan kualitas pelayanan kesehatan melalui perbaikan lingkungan kerja di Puskesmas.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE) berdasarkan Peraturan Presiden Nomor 95 Tahun 2018, dengan studi kasus pada aplikasi SRIKANDI di Kabupaten Sidenreng Rappang. Pendekatan yang digunakan adalah kualitatif deskriptif dengan metode studi kasus, menggunakan model implementasi kebijakan George C. Edward III yang mencakup komunikasi, sumber daya, disposisi, dan struktur birokrasi. Penelitian dilakukan selama November 2024 hingga Januari 2025. Data diperoleh melalui wawancara mendalam dengan lima informan kunci, observasi partisipatif, dan analisis dokumen. Hasil penelitian menunjukkan bahwa aplikasi SRIKANDI telah diadopsi oleh 98,5% Organisasi Perangkat Daerah (OPD) dan meningkatkan efisiensi pengelolaan arsip dinamis. Namun, implementasi masih menghadapi kendala, terutama dalam struktur birokrasi yang belum memiliki SOP, serta keterbatasan SDM dan infrastruktur teknologi. Penelitian ini memberikan kontribusi terhadap pengembangan model implementasi kebijakan e-government di daerah serta menawarkan rekomendasi kebijakan untuk mempercepat transformasi digital kearsipan. Keterbatasan penelitian terletak pada fokusnya di level organisasi. Penelitian lanjutan disarankan untuk mengkaji dampak kebijakan ini secara lebih luas terhadap tata kelola pemerintahan daerah.
