Abstract

The increasing interest of Indonesian students in studying Arabic, both domestically and abroad, highlights the importance of this language in the context of globalization and intercultural interconnectivity. This interest is reflected in their various learning goals, ranging from understanding the Islamic religion to exploring the rich Arab culture. However, differences in learning contexts between studying at home and abroad may affect students' formulation of learning goals, motivation, and learning outcomes. This study aims to review the Arabic learning goals of Indonesian students at domestic and overseas universities. Using a descriptive quantitative approach, this study analyzes data from university students to understand their goals, confidence levels, and evaluations of Arabic language learning. The results show that most students have a high level of confidence in learning Arabic, with varied goals, with domestic students tending to be more about deepening religious knowledge and supporting their careers, while overseas students are more about deepening religious knowledge and communication skills. Different evaluation methods and perceptions of the learning environment reflect the differences in learning goals between domestic and international students. Overseas students tend to feel more supported and have greater access to support resources, while domestic students may face challenges obtaining adequate support. Despite this, both groups showed high confidence in achieving their learning goals.

Abstract

The ambiguity of the relationship between the state and religion in Indonesia causes the unique dynamics experienced by the legislative process of Islamic law in Indonesian laws and regulations. In this context, the Indonesian Ulama Council has a strategic position to encourage the legislative process of Islamic law into state law, including zakat norms. This paper discusses the legislation of Islamic philanthropic fatwas in state law that regulates zakat management in Indonesia, which is manifested in public policy. This research is normative research with a philosophical and historical approach. The research data used were the 22 fatwas of the Indonesian Ulama Council regarding zakat. The research results showed that Islamic philanthropic fatwa norms contribute significantly to public policy interventions that are oriented toward empowerment and community welfare improvement. This paper argues that the relationship pattern of the Indonesian Ulama Council's fatwa regarding zakat and positive law is as follows: first, sometimes a zakat fatwa strengthens state policies for the public benefit (ta'yīdī), and second, it becomes legal materials in formulating and making public policies (insyā'ī). Thus, the Islamic philanthropic fatwas of the Indonesian Ulama Council can become a tool of social control and a tool of social engineering for the Indonesian Muslim community.

Abstract

Global societies have been significantly influenced by the COVID-19 pandemic, which has increased socioeconomic disparities and put a tremendous burden on the social welfare, health, and educational systems. An effective tool for post-pandemic recovery and sustainable development in this setting is the Islamic endowment system known as Waqf. Using a case study methodology, this research investigates the function of Waqf in reconstructing post-COVID-19 society, emphasizing its use in tackling important issues including healthcare, educational reform, and poverty reduction. The paper illustrates how these institutions responded to the challenges of the pandemic and enhanced community resilience by examining effective Waqf models from different geographical areas. It also looks at how Waqf's influence may be increased in a world that is changing quickly through the use of novel financial structures, policy reform, and digital transformation. In order to assess Waqf's role in addressing post-COVID-19 societal challenges, the study uses a qualitative case study methodology, analyzing data from documented Waqf initiatives, stakeholder interviews, and secondary literature. The findings highlight the necessity of collaborative governance frameworks involving governments, religious institutions, and civil society in order to maximize Waqf's role in fostering equitable and sustainable post-pandemic recovery. Policymakers and stakeholders are given recommendations on how to incorporate Waqf into broader recovery strategies, making sure that it is in line with long-term development objectives and modern societal demands

Abstract

This study examines the regulation of child marriage in post-reform Indonesia through a socio-legal approach that integrates the principles of maqāṣid al-sharīʿah. Although recent reforms have raised the minimum age for marriage, existing policies remain inadequate to address fundamental challenges such as gender inequality, educational disparities, and public health risks. Using a doctrinal legal method complemented by content analysis, this research analyses statutory texts, academic literature, and policy documents within a qualitative interpretive paradigm informed by social jurisprudence in its socio-religious context. The findings reveal that child marriage persists due to deeply rooted structural issues, including poverty and gender inequality, which are reinforced by socio-religious norms surrounding marriage, sexuality, and morality. Regulatory inconsistencies and divergences among institutional actors further exacerbate the problem, disproportionately affecting girls. The study argues that efforts to eliminate child marriage require policies aligned with a maqāṣid al-sharīʿah framework that addresses structural root causes and fosters a gender-just transformation of society. In terms of academic contribution, this research bridges Islamic legal theory with contemporary socio-legal challenges, demonstrating how maqāṣid al-sharīʿah can inform progressive policy reform. It contributes to the literature by providing a framework for integrating normative Islamic values with socio-legal interventions, highlighting the interplay between law, culture, and religion in shaping social outcomes. Methodologically, it advances the combination of doctrinal and content analysis within a qualitative interpretive approach, offering a model applicable to other socio-legal issues in Muslim-majority contexts. The study concludes with normative recommendations for reforming child marriage policies in accordance with Islamic legal principles, prioritising the protection, dignity, and rights of children and women while promoting gender equality and long-term societal well-being.

Abstract

Many researchers in the second language field face the challenge of choosing the right method for their research, often relying on one method for their various studies. This study aims to explore various research methods in the context of the second language classroom by conducting a content analysis based on a book by Rod Ellis. This research is qualitative and is conducted through a literature study, the analysis uses Krippendorff's content analysis method, which includes six stages: unitizing, sampling, recording, reducing, inferring, and narrating. The research findings show that Ellis categorizes research methods into two main categories: formal and practical. Formal research includes experimental, descriptive, and hybrid, theory-driven research. While practical research involves action and exploratory, practitioner research does not stem from theory but from teachers' desire to experiment with innovations in their classrooms.

Abstract

Zakat, which should be a strategic instrument of social justice, is often still positioned as short-term charitable assistance rather than transformative socio-economic capital. This study proposes an understanding of productive zakat not only as an Islamic economic instrument but also as a welfare policy practice with broad implications for the configuration of social justice in Indonesian urban spaces. This study uses a non-empirical qualitative method, with a critical literature review and an integrative conceptual analysis. The results indicate that productive zakat in Indonesia will be truly meaningful only if it does not stop at mere religious jargon or a financial redistribution mechanism, but becomes a social movement that upholds structural justice in a capitalist, unequal urban ecosystem. Zakat must transcend its role as an aid and function as an agent of change that challenges the roots of poverty, reorganises the power relations between muzakki, amil, and mustahik, and restores the spirit of maqāṣid al-syarī‘ah as an ethical energy for the liberation of humans from dependence and injustice. The success of productive zakat, therefore, is not measured by the number of program success reports or nominal increases in funds, but by the courage of zakat institutions to position themselves as a space for moral resistance against an economic system that breeds inequality by proving that Islamic spirituality not only teaches compassion, but also solidarity with those who are most marginalised in the city.

Abstract

This study analyzes Presidential Decree Number 6 of 2025 concerning the Cost of Organizing the Hajj (BPIH) for 1446 H/2025 AD, which establishes a new Hajj cost structure based on Hajj Travel Costs and Benefit Value. The study employs a normative legal approach using three methods: a statute approach to examine Presidential Decree No. 6/2025 and related regulations, a comparative approach to compare Indonesia’s Hajj cost policy with those of other countries, and a fiqh approach to evaluate its conformity with the principles of maslahah (public benefit) and the prevention of mafsadat (harm). Data were collected through a literature review of relevant books, journals, fatwas, and legal documents. The findings indicate that although the 2025 Hajj cost policy aims to promote public benefit, its implementation has not fully reflected the fiqh principle of Tasharruf al-Imam 'ala al-Ra'iyyah Manuthun bi al-Maslahah. The imbalance between achieving benefits and preventing adverse impacts, particularly the financial burden on lower-income prospective pilgrims, limits the realization of maqasid al-shariah. Consequently, the policy has not optimally fulfilled the principles of justice (al-'adl) and protection of wealth (hifzh al-mal). The study recommends improving future Hajj cost policies through a better balance between maslahah and mafsadat, with public participation.
