Abstract

(Factors Affecting the Performance of Small Business Partners in Infrastructure Project Development in Sorong Regency) Kebijakan otonomi khusus (Otsus) yang memberikan kelonggaran dalam proses pengadaan barang dan jasa, termasuk penunjukan langsung hingga dengan nilai penggadaan mancapai maksimal dua miliar rupiah, hal ini membuka peluang bagi keterlibatan pengusaha lokal dengan kualifikasi kecil dalam proyek infrastruktur, khususnya pekerjaan jalan di kabupaten sorong, Papua Barat Daya. Konsekuensi implementasi kebijakan ini menemui berbagai tantangan. Minimnya pengetahuan teknis dan manajerial dari para penyedia jasa pengusaha lokal dengan kualifikasi kecil seringkali menyebabkan pekerjaan tidak sesuai dengan Kerangka Acuan Kerja (KAK)/Term of Reference (TOR), maraknya praktik subkontrak tidak resmi, hingga mutu konstruksi yang tidak memenuhi standar teknis. Tingkat kepuasan masyarakat pun rendah akibat cepat rusaknya infrastruktur yang dibangun. Pemerintah daerah belum memiliki instrumen evaluasi yang terukur untuk menilai kinerja proyek-proyek yang dilaksanakan oleh pengusaha pengusaha lokal dengan dengan kualifikasi kecil. Penelitian ini bertujuan untuk menggali faktor penyebab rendahnya kualitas pekerjaan oleh pengusaha lokal dengan kualifikasi kecil, sehingga dapat disusun strategi dalam mengatasi rendahnya kualitas serah terima pekerjaan. Melalui metode kualitatif dalam bentuk literature review dan indepth interview penelitian ini menghasilkan faktor yang dianggap mempengaruhi rendahnya kualitas serah terima proyek oleh pengusaha lokal dengan kualifikasi kecil. Penelitian ini dapat dimanfaatkan oleh pemerintah daerah dalam mengembangkan strategi penyusunan indikator kinerja berbasis faktor yang dihasilkan. Abstract The special autonomy policy, which provides flexibility in the procurement process for goods and services, including direct appointments with procurement values reaching a maximum of two billion rupiah, has opened up opportunities for the involvement of local entrepreneurs with low qualifications in infrastructure projects, particularly road construction in Sorong Regency, Southwest Papua. The implementation of this policy has faced various challenges. The lack of technical and managerial knowledge among service providers with low qualifications often results in work that does not comply with the Terms of Reference (TOR), the prevalence of informal subcontracting practices, and construction quality that does not meet technical standards. Public satisfaction is also low due to the rapid deterioration of the infrastructure being built. The local government does not yet have a measurable evaluation instrument to assess the performance of projects carried out by local entrepreneurs with low qualifications. This study aims to explore the factors causing the low quality of work carried out by local entrepreneurs with low qualifications, so that strategies can be developed to address the low quality of work handovers. Through qualitative methods in the form of literature reviews and in-depth interviews, this study produces factors that are considered to influence the low quality of project handovers by local entrepreneurs with low qualifications. This research can be utilized by local governments in developing strategies for compiling performance indicators based on the resulting factors.

Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi Tingkat Komponen Dalam Negeri (TKDN) pada pekerjaan elektrikal proyek konstruksi bangunan gedung pemerintah di Indonesia. Metode yang digunakan adalah pendekatan kuantitatif deskriptif–evaluatif melalui studi kasus pada delapan lokasi proyek pemerintah. Evaluasi dilakukan terhadap capaian TKDN pada pekerjaan MVMDP, LVMDP, pemasangan kabel, pencahayaan, genset, trafo distribusi, dan biaya transportasi berdasarkan dokumen kontrak dan ketentuan regulasi yang berlaku. Hasil penelitian menunjukkan bahwa capaian TKDN antar proyek sangat bervariasi, dengan kecenderungan nilai TKDN rendah pada komponen berteknologi tinggi dan proyek di luar Pulau Jawa. Temuan ini mengindikasikan bahwa keterbatasan material lokal dan ketimpangan distribusi industri menjadi tantangan utama dalam implementasi TKDN. Penelitian ini memberikan kontribusi empiris dalam mengevaluasi kebijakan TKDN pada pekerjaan elektrikal serta menjadi dasar rekomendasi kebijakan peningkatan TKDN yang lebih terarah.

Abstract

The government is currently encouraging readiness in government projects using the Design & Build project delivery system, as regulated in the Construction Services Law No. 7 of 2017. Design and Build (DB) from various previous literature has been proven to provide advantages compared to Design Bid Build (DBB) including speed of implementation, project risks, design changes and the absence of change orders during project implementation. This study aims to examine what factors influence the partnership of contractors and designers in design and build projects to produce good project performance including cost, quality, time, K3 and environment. The research method used in this study is a quantitative method with 50 respondents and processed through SPSS to explore respondents' perceptions, about factors that are considered to influence the partnership of contractors and designers in Design and Build (DB) projects. The respondents came from contractors and consultants who have worked on government projects with design & build project delivery. The results of this study indicate six key factors influencing contractor–designer partnerships in Design and Build projects, including relationship factors, process factors, and environmental factors, with partnership maturity acting as a moderating variable. These factors contribute to improved project performance in terms of cost, quality, time, safety, and environmental aspects. The findings provide practical insights for contractors and designers in strengthening collaboration and readiness for implementing Design and Build project delivery systems.

Abstract

Corrosion is a metal degradation process caused by chemical or electrochemical reactions between metals and their surrounding environment. This phenomenon leads to significant technical, economic, and environmental losses in various industrial sectors. The use of synthetic corrosion inhibitors that may cause environmental hazards has encouraged the development of environmentally friendly corrosion inhibitors known as green inhibitors derived from natural materials. This study aims to analyze the effectiveness of plant-based extracts as corrosion inhibitors for steel through a comparative literature review approach. The research was conducted using a systematic literature review by analyzing 30 scientific articles published between 2015 and 2024 obtained from databases such as Scopus, ScienceDirect, and Google Scholar. The analysis focused on several parameters including types of natural materials, active compounds, adsorption mechanisms, inhibition efficiency, and optimum concentration. The results show that mangosteen peel (Garcinia mangostana), papaya peel (Carica papaya), and banana peel (Musa paradisiaca) have significant potential as green corrosion inhibitors with inhibition efficiencies reaching 93–95%, 78–83%, and 65–72% respectively. Active compounds such as tannins, flavonoids, pectin, and alkaloids contribute to the formation of a protective adsorption layer on the steel surface that reduces corrosion rate. These findings indicate that natural materials have strong potential as environmentally friendly and sustainable corrosion inhibitors for future industrial applications.
