Abstract

Penelitian ini ingin mengkaji dan menganalisis mengenai peran Teknologi Informasi dan Mekanisme Collaborative Governance dalam mendukung penyelenggaraan Transportasi Berkelanjutan di Provinsi Sulawesi Tenggara.  Penelitian ini menerapkan metode kualitatif dimana informan dipilih secara purposive yaitu menggunakan pertimbangan bahwa mereka memahami permasalahan dalam penyelenggaraan transportasi darat di wilayah Provinsi Sulawesi Tenggara. Hasil penelitian menyimpulkan bahwa peran dari Teknologi Informasi terhadap Kebijakan Transportasi berkelanjutan yaitu melakukan pengumpulan data, monitoring dan pengolahan data lebih mudah, efisien dan efektif serta mendorong pengambilan keputusan lebih akurat. Sedangkan peran dari mekanisme Collaborative Governance terhadap Kebijakan Transportasi berkelanjutan yaitu mendorong keterlibatan berbagai pihak, mendorong pengambilan keputusan yang lebih baik karena masukan berbagai pihak serta mendorong keputusan yang lebih fleksibel dan responsivitas terhadap perubahan kondisi dan kebutuhan masyarakat.

Abstract

Pelabuhan memiliki peran penting dalam perekonomian Negara untuk menciptakan pertumbuhan ekonomi . Pelabuhan Nambo di Kabupaten Buton memiliki potensi besar dalam mendukung pengembangan ekonomi daerah, khususnya dalam distribusi Asbuton (Aspal Buton) yang merupakan komoditas unggulan. Penelitian ini dilakukan untuk menyajikan model pengembangan Pelabuhan Nambo untuk optimalisasi distribusi Aspal Buton dalam mendukung pengembangan wilayah Kabupaten Buton. Teknik pengolahan data menggunakan metode Analytical Hierarchy Process (AHP). Berdasarkan hasil penelitian dan analisis maka ditemukan bahwa Pengembangan infrastruktur (A1) menjadi prioritas utama karena memiliki bobot tertinggi dalam hampir semua kriteria penelitian ini. Selain itu modernisasi logistic (A2) adalah solusi pendukung untuk meningkatkan optimalisasi dalam pengembangan Pelabuhan Nambo. Sementara pembangunan baru dan optimalisasi kolaborasi memiliki pemeringkatan yang lebih rendah.

Abstract

Penelitian ini dilakukan untuk melihat pengaruh persepsi harga dan promosi online terhadap loyalitas pelanggan dengan dimediasi oleh kepuasan pelanggan Grab Bike di Kota Kendari. Populasi penelitian adalah seluruh pelanggan Grabbike di Kota Kendari sementara sampel penelitian adalah 130 pelanggan Grabbike di Kota Kendari. Pendekatan yang dupergunakan adalah dengan metode Structural Equation Modeling-Partial Least. Square (SEM-PLS). Hasil penelitian menyimpulkan a)Persepsi harga berpengaruh negative dan sigmifikan terhadap kepuasan pelanggan, b)Promosi online berpengaruh positif dan signifikan terhadap kepuasna pelanggan, c)Kepuasan pelanggan berpengaruh positif dan signifikan terhadap loyalitas pelanggan, d)Persepsi harga berpengaruh negative dan signifikan terhadap loyalitas pelanggan, e) Promosi online berpengaruh positif dan signifikan terhadap loyalitas pelanggan, f) Kepuasan Pelanggan memediasi hubungan antara perspsi harga terhadap loyalitas pelanggan Grabbike di Kota Kendari dan g) Kepuasan Pelanggan memediasi hubungan antara promosi online terhadap loyalitas pelanggan Grabbike di Kota Kendari.

Abstract

This study aims to analyze the influence of the governance of the free homecoming program on the quality of public transportation services in Southeast Sulawesi Province. The study used a quantitative approach with descriptive methods and simple linear regression analysis. The sample consisted of 99 respondents who were users of the free homecoming service in 2026. The results showed that governance had a positive and significant effect on service quality, with a regression coefficient of 0.964 and a determination value of 60.7%. This indicates that better governance improves the quality of public transportation services. These findings emphasize the importance of transparency, accountability, and inter-agency coordination in increasing the effectiveness of the free homecoming program, thus ensuring optimal, safe, and comfortable service delivery and sustainably increasing public satisfaction.

Abstract

Sustainable infrastructure development is a crucial approach to driving economic growth, regional equity, environmental preservation, and social welfare. In Indonesia, geographical challenges, regional disparities, and climate change demand adaptive and integrated development. This study aims to examine the role and strategies of adaptive human resource (HR) development in supporting sustainable infrastructure development through a literature review. The results indicate that adaptive HR plays a crucial role in all stages of development, from planning to evaluation. Key competencies include adaptability, digital literacy, innovation, and cross-sector collaboration. Successful HR development is influenced by the synergy of policy, education, technology, and the pentahelix approach. However, challenges remain, including competency gaps and low digital literacy. Therefore, a systemic, collaborative, and sustainable HR development strategy is needed to realize inclusive, competitive, and sustainable infrastructure development.

Abstract

The discipline and compliance of public transportation drivers are crucial factors in ensuring safe, comfortable, and secure transportation. North Kolaka Regency, as one of the entry and exit points to Southeast Sulawesi Province, with its high volume of goods and people, faces various challenges related to administrative violations, vehicle roadworthiness, and compliance with transportation laws. This community service initiative aims to improve drivers' and transportation business owners' understanding of the importance of implementing regulations, licensing procedures, and applicable legal sanctions through outreach, direct education, enforcement, supervision, and law enforcement. The activities included problem mapping, outreach, outreach, education, and evaluation of drivers' perceptions and understanding. The results of the initiative indicate an increase in drivers' knowledge of law enforcement provisions and their awareness of complying with technical and administrative transportation requirements.

Abstract

Terminal land utilization is a crucial aspect in improving the effectiveness of transportation services, developing the local economy, and optimizing regional spatial planning. However, various issues such as inappropriate land use, lack of understanding among the public and business actors, and weak coordination between stakeholders remain challenges in terminal management. This community service activity aims to provide outreach regarding the importance of appropriate and sustainable terminal land utilization. The methods used included outreach, focus group discussions, and participant understanding assessments. The outreach activity lasted one day (Saturday, November 8, 2025), targeting the community around the Sangi-Sangi Type B Terminal in South Konawe Regency. The results showed a significant increase in understanding of terminal functions, land zoning regulations, legal business opportunities, and the positive impact of terminal development on the regional economy. This activity is expected to be the first step in strengthening terminal governance to be more efficient, orderly, and economically valuable for South Konawe Regency.

Abstract

Abstrak Penelitian ini membahas mengenai tantangan yang dihadapi oleh Kantor Staff ahli gubernur bidang pemerintahan hukum dan politik Provinsi Sulawesi Tenggara dalam kepemimpinan digital serta upaya yang telah dilakukan dalam mengatasi tantangan tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Penelitian dilakukan pada Kantor Staf Ahli Gubernur Bidang Pemerintahan, Hukum, dan Politik Provinsi Sulawesi Tenggara.  Hasil penelitian menemukan bahwa Beberapa tantangan yang dihadapi dalam kepemimpinan digital diantaranya Tantangan infrastruktur dan kesenjangan digital, Kapasitas Sumber Daya Manusia, transparansi dan akuntabilitas dan manajemen perubahan dan budaya kerja. Sedangkan upaya yang sudah dilakukan dalam mengatasi tantangan itu diantaranya peningkatan Kapasitas Sumber Daya Manusia, pengembangan Infrastruktur Teknologi yang memadai,  menjadi bagian dari dukungan terhadap kebijakan daerah mendukung transformasi digital sehingga mendorong adanya asas transparansi dan akuntabilitas, mendorong manajemen perubahan dan pola komunikasi yang efektif dan mengefektifkan kolaborasi dan kemitraan. Kata kunci:  Kepemimpinan, Kepemimpinan Digital, Transformasi Digital, Sumber Daya Manusia     Abstract This study discusses the challenges faced by the Office of the Governor's Expert Staff for Government, Law and Politics of Southeast Sulawesi Province in digital leadership and the efforts that have been made to overcome these challenges. This study uses a qualitative method with a case study approach. The study was conducted at the Office of the Governor's Expert Staff for Government, Law and Politics of Southeast Sulawesi Province. The results of the study found that several challenges faced in digital leadership include infrastructure challenges and the digital divide, Human Resource Capacity, transparency and accountability and change management and work culture. Meanwhile, efforts that have been made to overcome these challenges include increasing Human Resource Capacity, developing adequate Technology Infrastructure, becoming part of the support for regional policies supporting digital transformation so as to encourage the principles of transparency and accountability, encouraging change management and effective communication patterns and making effective collaboration and partnerships. Abstract

This activity aims to evaluate the effectiveness of supervision and law enforcement in passenger and freight transportation in Southeast Sulawesi Province in 2023, particularly following the GAKUM activity centered in Baubau City. The methods used included cross-agency coordination, evaluation meetings, analysis of field findings, and the formulation of joint recommendations. The evaluation meeting was held in Kendari City on December 14, 2023. The meeting was attended by 40 people. The analysis method included compiling field data and a post-meeting evaluation questionnaire. The evaluation results indicated that various violations persist, including the use of black plates, infrequent periodic inspections, and weak compliance with transportation permits. Limited task division, technical coordination, and a lack of outreach were also major obstacles. However, the evaluation activity succeeded in increasing participants' understanding and led to a more structured improvement strategy. In conclusion, inter-agency collaboration and regular evaluation are necessary to strengthen safe, orderly, and sustainable transportation governance.

Abstract

This study analyzes the actualization of national defense through public service reform in the transportation sector in Southeast Sulawesi Province. National defense is understood as a non-military responsibility manifested through the professionalism, integrity, and dedication of state civil servants in providing fair, safe, and inclusive transportation services. The research method used a descriptive qualitative approach with data from interviews, observations, literature, and policy documents. The results of the study indicate that the digitalization of services, improved safety, strengthened civil service integrity, and expanded regional connectivity strengthen public trust and social cohesion. Transportation service reform not only increases efficiency but also serves as a non-military national resilience strategy that affirms the state's presence for all communities, including those in remote areas of Southeast Sulawesi Province.
