Abstract

The Cross-Border Pass is a travel document that functions similarly to a passport and visa for residents living in the land border areas between Indonesia and Timor-Leste. This study aims to identify and describe the impact of the Cross-Border Pass Card (KPLB) policy in Silawan Village, East Tasifeto Subdistrict, Belu Regency. This research employs a descriptive method with a qualitative approach. Data were collected through in-depth interviews, observation, and documentation. The results of the study, based on William N. Dunn’s policy evaluation theory, indicate that the KPLB policy has a positive impact in facilitating community mobility in a legal, orderly, and secure manner, as well as supporting social and economic activities in border areas. However, in terms of adequacy, the policy has not fully met the needs of the community, as there are still residents who do not possess the card and face limited access to services. In addition, several challenges were identified in the implementation of the policy, including limited socialization, inadequate supporting facilities and infrastructure, and the potential misuse of the card for illegal activities such as smuggling.

Abstract

The phenomenon of incumbent defeat in the 2024 Belu Regency Election, particularly the defeat of Agus Taolin, who previously served as an active regional head, has become an interesting subject of study because incumbents generally have greater opportunities to win political contests due to their experience, political networks, and established popularity. This study aims to analyze the dynamics of incumbent defeat and the factors contributing to shifts in voter support. This research employs a qualitative approach using a descriptive-analytical method. Data were collected through in-depth interviews with community leaders, campaign teams, and voters, supported by observation and documentation. The analysis applies the Retrospective Voting theory to understand how the public evaluates incumbent performance based on their experiences during the administration period. The findings indicate that the incumbent’s defeat was influenced by negative public assessments of economic performance, public services, policies, and development programs, which were perceived as not fully meeting community expectations. Furthermore, limited communication and public involvement contributed to strengthening public dissatisfaction. Voter decisions reflected an evaluation of past performance, resulting in a “political punishment” through their choices at the ballot box.

Abstract

This study examines the role of non-state actors in resolving the border conflict between Indonesia and Timor Leste. Non-state actors have significant influence in border communities, through social, political, and economic networks. They often act as mediators in conflict negotiations, bridging the interests of local communities and the governments of both countries. This study focuses on: first, what is the role of non-state actors in the process of resolving the Indonesia-Timor Leste border conflict? Second, what is the relationship between state and non-state actors in the context of conflict resolution? The theoretical framework used in this study is conflict resolution theory to examine the relationship between state and non-state actors in managing border conflicts, both in resolution efforts and efforts to maintain peace on the border. This study uses a qualitative method by utilizing a case study of the role of Non-State Actors in resolving the Indonesia-Timor Leste border conflict in Oepoli. This study found that conflict resolution efforts by non-state actors actually have a significant contribution and are more accepted by the conflicting communities/actors. Conflict resolution efforts by non-state actors also contribute to maintaining peace and represent a new approach to conflict resolution on the border.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi penggunaan media sosial oleh pasangan calon petahana Edistasius Endi dan Yulianus Weng (Edi-Weng) dalam kampanye Pemilihan Kepala Daerah di Kabupaten Manggarai Barat. Fokus utama penelitian ini adalah bagaimana media sosial digunakan untuk membangun citra diri, menyampaikan program kerja, dan berinteraksi dengan masyarakat di tengah pesatnya perkembangan teknologi informasi. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara mendalam bersama pasangan calon petahana, admin media sosial, ketua tim kampanye, dan perwakilan partai pengusung. Hasil penelitian menunjukkan bahwa pasangan Edi-Weng menggunakan media sosial, khususnya Facebook, sebagai saluran komunikasi utama karena memiliki jangkauan luas hingga ke pelosok desa di Manggarai Barat. Strategi yang diterapkan berfokus pada narasi keberlanjutan melalui jargon "Jual Bukti, Bukan Janji," di mana konten yang disajikan berupa video dan foto nyata dari pencapaian pembangunan infrastruktur serta fasilitas publik selama masa jabatan sebelumnya. Selain itu, penelitian ini menemukan bahwa efektivitas kampanye digital didukung oleh integrasi yang kuat antara tim kreatif dan mesin partai politik pengusung (Hanura, Gerindra, PKS, PKB, PBB, NasDem, dan PDIP) dalam menyebarkan konten secara organik serta menjaga citra harmonis pasangan calon. Media sosial juga berfungsi sebagai sarana untuk membangun kedekatan emosional dengan warga dan menangkal berita bohong (hoax). Secara keseluruhan, strategi media sosial petahana bersifat taktis dan terukur dengan memanfaatkan data interaksi serta tren platform untuk mendominasi percakapan publik di wilayah Kabupaten Manggarai Barat. ABSTRACT This study aims to analyze the social media strategies used by the incumbent candidate pair, Edistasius Endi and Yulianus Weng (Edi-Weng), in the Regional Head Election (Pilkada) campaign of West Manggarai Regency. The main focus of this research is how social media is utilized to build personal branding, communicate work programs, and interact with the public amidst rapid information technology developments.The research method used is qualitative, with data collection techniques through in-depth interviews with the incumbent candidates, social media administrators, campaign chairs, and representatives of the supporting political parties. The results indicate that the Edi-Weng pair uses social media, particularly Facebook, as their primary communication channel due to its extensive reach to rural villages in West Manggarai, where approximately 59.61% of the population are users. The strategy implemented focuses on a narrative of continuity through the jargon "Selling Evidence, Not Promises," where the content presented consists of real videos and photos of infrastructure achievements and public facilities from their previous term.Furthermore, the study finds that digital campaign effectiveness is supported by strong integration between the creative team and the supporting political party machinery Hanura, Gerindra, PKS, PKB, PBB, NasDem, and PDIP to distribute content organically and maintain the harmonious image of the candidates. Social media also serves as a tool to build emotional closeness with citizens and counter fake news (hoax). Overall, the incumbent's social media strategy is tactical and measured, utilizing interaction data and platform trends to dominate public discourse in West Manggarai Regency.

Abstract

Budaya patriarki yang sering dipandang sebagai hambatan bagi perempuan yang ingin maju sebagai pemimpin di ruang publik, dalam penelitian ini dikaji dari perspektif lain, yakni budaya patriarki dalam konteks kekuatan politik calon kepala desa perempuan di Desa Oinlasi pada Pilkades 2022. Tujuan penelitian ini adalah mendeskripsikan dan menganalisis bagaimana budaya patriarki beroperasi dalam konteks kekuatan politik calon kepala desa perempuan pada Pilkades 2022 di Desa Oinlasi. Metode penelitian yang digunakan adalah metode kualitatif dengan jenis penelitian deskriptif-analitis, dengan sumber data primer dan sekunder yang dikumpulkan melalui wawancara, observasi, dan dokumentasi. Penelitian dilandaskan pada konsep bargaining with patriarchy dari Deniz Kandiyoti (1988) yang didukung konsep modal simbolik dari Pierre Bourdieu. Hasil penelitian menunjukkan bahwa kemenangan kepala desa pada Pilkades 2022 merupakan hasil negosiasi dalam patriarki yang dimungkinkan oleh statusnya sebagai keturunan Usif, keturunan tuan tanah, sekaligus anak dari mantan kepala desa yang memimpin selama 20-an tahun dan sangat disegani. Proses legitimasinya berjalan melalui sistem adat yang otonom, bukan melalui transfer kekuasaan yang dirancang keluarga. Fenomena ini terjadi karena sistem adat yang masih berlaku serta peran tokoh adat dalam menjaga kelestarian adat Desa Oinlasi, sehingga seorang perempuan dalam hierarki patriarkal dapat dipilih melalui sistem adat menjadi kepala desa perempuan pertama di Desa Oinlasi. Kemenangan ini bukan proses melawan patriarki, melainkan kemenangan yang dimungkinkan atau bekerja dalam patriarki itu sendiri. ABSTRACT Patriarchal culture, which is often viewed as an obstacle for women seeking to advance as leaders in the public sphere, is examined in this study from a different perspective: patriarchal culture in the context of the political power of female village head candidates in Oinlasi Village during the 2022 village head election. This study aims to describe and analyze how patriarchal culture operates in the context of the political power of female village head candidates in the 2022 village head election in Oinlasi Village. The method used is qualitative with a descriptive-analytical design; data were obtained from primary and secondary sources collected through interviews, observations, and documentation. The research was grounded in Deniz Kandiyoti's (1988) concept of bargaining with patriarchy, supported by Pierre Bourdieu's concept of symbolic capital. The results indicate that the victory in the 2022 village head election was the result of negotiation within patriarchy, made possible by her status as a descendant of Usif, a descendant of a landowner, and the daughter of a former village head who led for over twenty years and was highly respected. The legitimation process took place through an autonomous customary system, not through a family-orchestrated transfer of power. This phenomenon occurred because of the customary system still in place and the role of traditional leaders in preserving the customs of Oinlasi Village, so that a woman within a patriarchal hierarchy could be elected through the customary system to become the first female village head in Oinlasi Village. This victory is not a triumph over patriarchy, but rather one made possible by—or operating within—patriarchy itself.
