Abstract

Effective public relations (PR) management in educational institutions is essential for aligning school regulations with stakeholder expectations while maintaining a positive institutional image. Drawing on Legitimacy Theory, this study explores the reconstruction of PR communication strategies at SMA Muhammadiyah 3 Surabaya, particularly in reconciling strict disciplinary rules with flexible interaction patterns to secure social legitimacy. A descriptive qualitative approach with a field-study design was employed. Data were collected through direct observation, in-depth interviews with school management, teachers, school committee representatives, and parents, as well as analysis of school discipline documents for the 2025/2026 academic year. The findings show that internal communication is strengthened through a daily evaluative coordination forum conducted consistently after the morning recitation activity. Teacher-student interactions outside the classroom are also developed in a more fluid, personal, and humane manner. Although the school enforces strict disciplinary rules, including closing the gate at 06:45 and requiring late students to study from home, these measures have not generated substantial parental resistance. This outcome is supported by the PR function, which reframes regulatory firmness through interactive two-way communication, 24-hour personal consultation channels for urgent matters, and optimized home-visit programs. The study demonstrates that adaptive PR communication can reduce tension between institutional discipline and stakeholder expectations while preserving institutional authority and consistent regulatory implementation. It contributes to the formulation of a school-discipline-based PR communication model for strengthening social legitimacy, sustaining stakeholder trust, and enhancing the competitiveness of educational institutions in an increasingly dynamic and globalized educational environment.

Abstract

Penelitian ini bertujuan menganalisis perencanaan, implementasi, dan evaluasi strategi manajemen sarana dan prasarana dalam meningkatkan prestasi non-akademik siswa di SMA Negeri 3 Bojonegoro. Metode: Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara terstruktur terhadap kepala sekolah, wakil kepala sekolah bidang sarana prasarana dan kesiswaan, guru pembina ekstrakurikuler, serta siswa berprestasi, dilengkapi observasi lapangan dan studi dokumentasi. Data dianalisis melalui kondensasi, penyajian, serta penarikan kesimpulan dan verifikasi model Miles dan Huberman, dan diuji keabsahannya melalui triangulasi sumber, teknik, dan waktu. Hasil: Perencanaan dilakukan secara partisipatif melalui rapat koordinasi tahunan yang berpedoman pada Renstra sekolah, dengan prioritas berdasarkan urgensi kompetisi dan kondisi inventaris. Implementasi berjalan melalui pengadaan yang bersumber dari dana BOS, APBD, dan hibah alumni, penjadwalan penggunaan fasilitas melalui SK semesteran, serta pemeliharaan preventif bulanan, meskipun fasilitas olahraga dan kepanduan jauh lebih memadai dibandingkan fasilitas seni. Evaluasi dengan model CIPP menunjukkan tren prestasi yang positif pada cabang olahraga dan kepanduan selama 2022-2025, sementara cabang seni belum meraih gelar juara. Kebaruan: Penelitian ini menegaskan bahwa penentuan prioritas yang adaptif dan diversifikasi sumber daya, bukan semata kelengkapan fasilitas atau besaran anggaran, menjadi faktor penentu utama yang menghubungkan manajemen strategik sarana prasarana dengan keberlanjutan prestasi non-akademik di sekolah menengah negeri.

Abstract

University students are routinely expected to evaluate scientific articles, yet academic reading is often assigned without explicit instruction in how to identify claims, appraise methods, verify evidence, or monitor comprehension. This article critically integrates research on metacognition, academic literacies, critical reading, and strategy instruction to answer two questions: which processes distinguish evaluative reading from surface reading, and how can those processes be translated into an implementable higher-education protocol? A concept-centred integrative review was conducted using peer-reviewed empirical, review, and theoretical sources identified through publisher platforms, ERIC, and citation chaining. Sources were retained when they addressed academic or critical reading, metacognitive regulation, disciplinary literacy, source evaluation, or embedded literacy instruction. The synthesis compared constructs, instructional mechanisms, reported outcomes, and implementation conditions rather than pooling heterogeneous effects. Five recurring functions emerged: framing a reading purpose, mapping the article's argument and research design, interrogating assumptions, verifying the relationship between claims and evidence, and synthesizing a defensible judgment. These functions were consolidated into the FRAME-V protocol, an iterative heuristic for reading scientific articles. The review indicates that named routines such as SQ3R, PQ4R, questioning, annotation, collaborative reading, and digital scaffolds are useful only when they activate monitoring, evaluation, and evidence integration; procedural completion alone does not guarantee critical reading. The article contributes an aligned set of learning activities and assessment criteria for lecturers and student-support units. Because the review is integrative rather than exhaustive and the protocol has not yet been experimentally validated, the framework should be treated as a theory-informed design proposition for subsequent classroom testing.

Abstract

This research reveals the process of redistributing teachers' needs at SMPN 16 Surabaya, highlighting its impact on the quality of learning experiences. This research utilizing a qualitative descriptive approach, the research centers on the school environment as the focus of teacher redistribution. Primary data were gleaned from in-depth interviews, focused group discussions, and participant observations, while secondary data were garnered through document analysis, including school records and educational policies. The research outcomes offer valuable perspectives for education administrators, policymakers, and researchers, suggesting the potential implementation of efficacious practices for continuous enhancement in SMPN 16 Surabaya and analogous educational institutions.
