Abstract

The development of the Indonesian nation requires the integration of religious values and state ideology. Ibn Taymiyyah emphasized that a prosperous state must be built upon the principles of justice, trustworthy leadership, and adherence to Islamic law—concepts that resonate with Pancasila, particularly the fourth principle of democracy and the fifth principle of social justice. Aceh, as a region implementing Islamic law, provides an appropriate locus for examining the interconnection between classical Islamic thought and Indonesia’s modern ideology. This study aims to analyze Ibn Taymiyyah’s concept of a prosperous state and its relevance to Pancasila through a case study of the society and government of Aceh Province. A qualitative descriptive approach was applied using interviews, observations, and documentation conducted between May 14 and July 29, 2025. The findings demonstrate alignment between Ibn Taymiyyah’s ideas and Pancasila values, as reflected in the Aceh government’s efforts to balance the implementation of Islamic law with national principles. The people of Aceh also perceive prosperity as not only dependent on religious norms but also on economic justice and trustworthy leadership. The study concludes that Ibn Taymiyyah’s concept of a prosperous state and Pancasila values can complement one another in building a just and prosperous society grounded in both spiritual and national ideals.

Abstract

This study is grounded in the evolving political, legal, and social dynamics in Indonesia, where, despite not being a religious state, Islam as the majority religion continues to exert a significant influence on the direction of change. The study aims to provide an in-depth analysis of the implementation of the Islamic political system and to evaluate its relevance in the context of Indonesia as a modern state based on Pancasila, with a particular focus on governmental practice in Kecamatan Anyer, Banten Province. A qualitative method with a phenomenological approach was employed, concentrating the analysis on the administration of sub-district government. The findings show that the integration of the Islamic political system in Indonesia is not realized through the formalization of an Islamic state ideology, but rather through the adaptation and negotiation of Islamic values within a democratic and pluralistic framework. In the context of the Anyer Sub-District Government, the relevance of Islamic political values is evident in their function as a source of ethics and morality that contributes to shaping the character of public officials and to formulating just and civilized policies. The apparatus of Kecamatan Anyer have applied values consistent with the Prophet’s political principles, although implementation remains uneven due to bureaucratic constraints and low levels of community participation. The values of syura (consultation), justice, and exemplary leadership are shown to be relevant in supporting the effectiveness of development deliberations and in improving the quality of public service. This study affirms that the Prophet’s political values can be adapted within a modern democratic system without altering the fundamental structure of the state and can make both theoretical and practical contributions to strengthening governance grounded in ethics and religious values. Overall, the integration of the Prophet’s political values can serve as an applicative guideline for improving the quality of local government in Indonesia.

Abstract

The integration of Islamic values into local governance practices is a critical priority in the context of community development at the village level, given the strategic role of village governments in public service delivery, budget management, and the empowerment of citizen participation. This study aims to examine the implementation of good governance principles, based on the thought of Ibn Taymiyyah, within village governance practices in East Java. A qualitative approach was employed, using literature review and in-depth interviews with village heads across several regions. The findings reveal that Ibn Taymiyyah’s concept of good governance emphasizes public welfare through the development of strategic sectors such as politics, society, education, and the economy. At the core of sound governance is social justice, which, according to Ibn Taymiyyah, must be realized by the state or governing authorities, regardless of the form or name of the institution. Field implementation shows that many villages have begun to adopt these principles through mechanisms such as village deliberations (musyawarah desa), budget transparency, and the establishment of internal oversight bodies. However, challenges remain in strengthening integrity, leadership ethics, and the consistent application of Islamic values. The study concludes by underscoring the importance of enhancing the moral and spiritual capacity of local leaders and the need for systematic integration of Islamic values into village governance. The implications include contributions to the literature on the Islamization of public governance and policy recommendations for ethically grounded village development.
