Abstract

Purpose: This study analyzes the strategic implications of Indonesia’s membership in BRICS on national defense and security, focusing on its potential to strengthen military cooperation, diversify defense procurement, and enhance geopolitical positioning while navigating complex global alignments. Research methodology: This study employs a qualitative method using a literature review and secondary data analysis. These sources include policy documents from the Indonesian government, international reports, and academic publications related to BRICS, defense diplomacy, and global security dynamics. Descriptive and comparative analysis techniques were used to explore the strategic implications and potential shifts in Indonesia's foreign policy. Results: The study finds that BRICS membership offers Indonesia enhanced access to alternative funding via the New Development Bank, broader defense cooperation, and opportunities to modernize military capabilities through technology transfer. It also provides a platform for more assertive defense diplomacy. However, risks include potential diplomatic friction with Western allies, internal power asymmetries within BRICS countries, and challenges to Indonesia’s non-aligned foreign policy stance. Conclusions: Indonesia’s BRICS membership can bolster national defense and strategic autonomy if managed with diplomatic prudence. A balanced foreign policy is essential to leverage the advantages of BRICS while preserving partnerships with Western powers and ASEAN allies. Investment in cybersecurity, military modernization, and defense diplomacy is crucial for long-term stability. Limitations: This study relies solely on secondary data, limiting insights into internal policy dynamics and practical implementation. Contribution: It offers a strategic perspective on Indonesia’s BRICS engagement and its implications for defense diplomacy and national security.

Abstract

Indonesia's defense industry faces significant challenges in achieving self-reliance, including a heavy dependence on imported military technology, which limits its strategic autonomy and industrial competitiveness. This research analyzes how Indonesia can strengthen its defense industry by leveraging strategic insights from Japan’s defense systems. This country has successfully built an advanced defense industry despite constitutional constraints. The study employs a qualitative method, focusing on literature review and secondary data from various sources. The findings suggest that Japan’s collaboration model, which involves the government, private sector, and academia, can be adopted in Indonesia. Technology transfer strategies and dual-use technologies can foster innovation and reduce import reliance. The implications of this research highlight the importance of increasing investment in research and development (R&D) and expanding international cooperation to enhance Indonesia’s defense industry self-reliance.

Abstract

This research analyzes the AI components Machine Learning, Neural Networks, Natural Language Processing, and Robotics and their allocation within Indonesia’s three-tiered defense structure: operational, tactical, and strategic. This paper explores the integration of Artificial Intelligence (AI) into Indonesia's national defense policy, examining opportunities, challenges, and strategic implications. AI's transformative potential spans operational efficiency, strategic decision-making, and robust cyber security. This research employs a qualitative approach, examining previously published scholarly articles across various journals to understand the multifaceted dimensions of Artificial Intelligence. Key challenges are identified: infrastructure requirements, dependence on foreign technology, ethical concerns including data bias, and transparency in AI-driven decisions. A comprehensive policy framework is proposed, emphasizing strategic partnerships, robust data governance, and ethical guidelines to mitigate risks and maximize AI’s benefits. The discussion highlights the crucial need for AI-specific hardware investment, including microchips and supercomputing infrastructure, while advocating for fostering local expertise and reducing reliance on external providers. The paper argues that AI empowers Indonesia to enhance military capabilities, strengthen cyber defenses, and optimize strategic decision-making. However, a balanced approach that prioritizes ethical considerations, transparency, and a clearly defined command chain is crucial for responsible AI deployment. This research serves as a roadmap for Indonesian policymakers to navigate the complex landscape of AI in national defense, ensuring sovereignty, security, and ethical alignment in the digital age. The implementation of AI is not just an option but a strategic imperative.

Abstract

This study explores the strategic transformation of national defense policy through the implementation of Network-Centric Warfare (NCW) in addressing asymmetric threats. As modern warfare evolves with the rise of cyber operations, hybrid threats, and unconventional tactics, traditional military doctrines are increasingly inadequate. NCW, characterized by real-time intelligence sharing, high-speed communication networks, and AI-powered decision-making systems, offers a paradigm shift that enhances situational awareness, operational efficiency, and strategic agility. Through a qualitative analysis of theoretical and empirical studies, the research identifies the core benefits of NCW, including improved interoperability, decentralization of command, and enhanced battlefield precision. However, the study also reveals significant challenges such as cyber vulnerabilities, interoperability gaps, and ethical concerns surrounding autonomous systems. To address these issues, the paper recommends a comprehensive defense policy reform that includes robust cybersecurity infrastructure, cross-sector collaboration, human capital development, and standardized operational protocols. The findings underscore that NCW is not merely a technological upgrade but a foundational change in military doctrine, essential for ensuring strategic superiority and resilience in an increasingly complex global security landscape.
