Abstract

This study aims to analyse the role of the Sabang Merah Award Programme in Sanggau Regency in optimising the contribution of Corporate Social Responsibility (CSR) to regional development, particularly in increasing company participation, directing CSR fund allocation, and creating synergy between the private sector and the government. The method used is a literature review with a descriptive-qualitative approach, collecting and analysing data from government reports, scientific journals, and related articles. The research findings indicate that this award has successfully increased corporate engagement and the amount of CSR funding support. This success is driven by the implementation of a transparent evaluation mechanism aligned with regional development priorities. However, the study also identified challenges that need to be addressed, including programme sustainability, strengthening CSR assessment indicators, and the need for long-term impact evaluation. Overall, the Sabang Merah Award has proven to be an effective policy instrument and an innovative model with the potential to be adopted by other regions to maximise CSR contributions towards sustainable development.

Abstract

Kebijakan Transfer Anggaran Kabupaten berbasis Ekologis (TAKE) merupakan bagian dari skema Ecology Fiscal Transfer (EFT) yang bertujuan meningkatkan kualitas lingkungan hidup dan mendorong pelestarian ekologis di tingkat daerah. Penelitian ini menganalisis implementasi TAKE dengan pendekatan kualitatif deskriptif, menggunakan data dari Organisasi Perangkat Daerah (OPD), wawancara mendalam dengan aktor pada OPD terkait, observasi, dan studi dokumentasi. Analisis data dilakukan melalui reduksi data, penyajian data, dan verifikasi untuk memahami tantangan dan dinamika pelaksanaannya. Hasil penelitian menunjukkan bahwa efektivitas TAKE memerlukan penguatan kelembagaan, panduan operasional yang jelas, dan evaluasi berbasis dampak guna mencapai tujuan pembangunan berkelanjutan. Temuan ini memberikan implikasi kebijakan bagi pemerintah daerah dalam memperbaiki skema insentif fiskal berbasis ekologi. Kata Kunci: TAKE, EFT, insentif kinerja, kualitas lingkungan hidup

Abstract

Fiscal decentralization in Indonesia has not yet achieved its expected outcomes in promoting efficiency, transparency, and environmental sustainability. To address these issues, the Indonesian government introduced the Ecological Fiscal Transfer (EFT) framework, which integrates ecological indicators into fiscal allocation formulas. One of its local adaptations is the Alokasi Anggaran Kelurahan Berbasis Ekologi (ALAKE), or Ecological Village Budget Allocation, implemented in Singkawang City. This study aims to analyze the implementation of ALAKE within the EFT policy framework and identify strategic programs and sub-activities that support its performance indicators. A mixed-methods approach was applied through document analysis, field observations, and Focus Group Discussions (FGD) involving 26 urban villages. The findings reveal that ALAKE effectively integrates fiscal and ecological goals through participatory planning and green budget tagging. Priority actions include waste management, drainage maintenance, urban greening, and disaster preparedness. However, challenges remain in data standardization, administrative capacity, and incentive mechanisms. The study concludes that ALAKE represents an innovative micro-level fiscal policy instrument that links ecological performance with budgetary incentives, offering a replicable model for sustainable local governance and equitable fiscal policy in other regions of Indonesia.
