Abstract

Effective communication management is the foundation for reducing and resolving horizontal conflict, which is disagreement between individuals or groups at the same hierarchical level. Horizontal conflict between the Civil Service Police (Satpol PP) and the public, particularly street vendors, remains a recurring issue in West Java, often leading to social tension and public dissatisfaction. This research aims to analyze the communication management of the West Java Provincial Civil Service Police (Satpol PP) in handling horizontal conflicts with the community. Previous studies rarely discussed communication management strategies for dealing with horizontal conflict. This research uses a qualitative approach with a case study method. Data was collected through in-depth interviews with 10 key informants, participant observation over three months, and document analysis. The research results show that the Civil Service Police (Satpol PP) implement three stages of communication management: planning, execution, and evaluation. During the planning phase, Satpol PP conducts early detection through routine patrols and coordinates with the Police and the Military. The implementation phase is characterized by a persuasive, humanistic, and professional approach, prioritizing dialog and mediation to avoid repressive actions. Finally, the evaluation stage becomes part of continuous learning, where each case serves as material for improving future strategies. The West Java Provincial Satpol PP has implemented structured and effective communication management in addressing horizontal conflicts. However, there is room for improvement, such as enhancing responsiveness to feedback and adopting a more empathetic and holistic approach, including collaborating with local governments to provide economic solutions for affected communities

Abstract

Digital transformation has driven the recruitment and selection process to shift to online systems to improve efficiency and candidate reach. This study aims to analyze the effectiveness and relevance of online systems in recruiting interns at PT. X Pulp and Paper Riau and their impact on employee performance. The research employs a qualitative descriptive approach with case study methods through perspectives of Sociotechnical System (STS), Transaction Cost Economics (TCE), and Resource-Based View (RBV). The results indicate that online systems effectively improve operational efficiency through reduced transaction costs and accelerated recruitment processes. However, the online system still has limitations in assessing certain aspects such as physical condition and candidate honesty. Nevertheless, the performance of the intern employees remains high, with 90% of participants rated good. This high performance reinforces the RBV principle, as the technology relevance gap is compensated by a strict offline evaluation system during internships. This finding indicates that operational effectiveness is achieved, while technology relevance limitations are offset through comprehensive offline assessments during the internship program.

Abstract

Digital transformation in the insurance industry requires organizations not only to adopt technology but also to ensure that their human resources are ready to utilize it optimally. However, in practice, the claims process still often experiences delays, impacting service quality and customer satisfaction. This study aims to analyze the role of human resource digital skills in accelerating the claims process at insurance Broker companies in Indonesia, employing a qualitative approach through the Systematic Literature Review (SLR) method. The data were collected from scientific articles and institutional publications obtained through Google Scholar and credible websites between 2022 and 2026. From the initial 50 identified articles, a rigorous selection process was conducted based on relevance and methodological quality to examine the role of digital skills in improving operational efficiency, communication quality, and the accuracy of information management in the claims process. The findings indicate that digital skills play an important role in enhancing work process efficiency, strengthening digital communication, improving the accuracy of information management, and accelerating coordination among parties involved in the claims process. Based on the perspective of Resource-Based Theory (RBT) and the VRIO framework, digital skills can be categorized as strategic resources that are valuable, relatively rare, difficult to imitate (inimitable), and require organizational support (organized), thereby creating sustainable competitive advantage. This research provides theoretical contributions by integrating the concepts of digital skills and RBT within the context of insurance Broker companies, as well as practical implications for the development of digital-based human resource strategies.

In Kebayoran Lama, South Jakarta, the Generation Z population reached 84,933 people in 2024, making it a potential labor market segment. This study aims to determine the effect of Employer Branding, Job Description, and Compensation on Job Application Intention among Generation Z in Kebayoran Lama. The research employs a quantitative approach with a survey method. The sample consisted of 115 Generation Z respondents selected through accidental sampling. Data analysis used Structural Equation Model - Partial Least Square (SEM-PLS). Results show that Employer Branding has a positive and significant effect on Job Application Intention (t-statistic 11.280 > 1.96). Meanwhile, Job Description (t-statistic 1.346) and Compensation (t-statistic 0.506) have no significant effect. The R-Square value of 0.976 indicates the three variables collectively explain 97.6% of the variance in Job Application Intention. These findings indicate that Generation Z prioritizes company image and reputation over technical job aspects and financial rewards during initial job searches. Abstract

Abstract Education remains a major challenge in rural Papua due to geographical barriers, limited educational infrastructure, shortages of qualified teachers, and the lack of culturally relevant educational approaches for indigenous communities. Community-based education organizations have emerged as important actors in addressing these challenges and expanding educational access in remote areas. Despite the growing body of literature on strategic management, existing studies have predominantly focused on business organizations, urban non-governmental organizations, and formal educational institutions, while limited attention has been given to community-based education organizations operating within indigenous contexts in rural Papua. This study aims to analyze the strategic management practices of Yayasan Hano Wene Indonesia, a community-based education organization serving indigenous communities in rural Papua. The study employs a qualitative case study approach using interviews, observations, documentation, and literature review as data collection methods. Resource-Based Theory (RBT) and the VRIO Framework are applied to identify and evaluate the organization’s strategic resources. The findings reveal that the organization’s primary strengths are derived from intangible resources, including community trust, cultural knowledge, social networks, field experience, and volunteer commitment. The VRIO analysis demonstrates that community trust, local cultural understanding, and strong social relationships constitute sustainable strategic advantages because they are valuable, rare, difficult to imitate, and effectively organized within the institution. The findings also highlight the significant influence of indigenous Papuan cultural contexts on organizational strategy and decision-making processes. This study contributes to the strategic management literature by extending the application of Resource-Based Theory and the VRIO Framework to community-based education organizations operating in indigenous settings. Practically, the findings provide insights for community organizations, policymakers, and educational stakeholders seeking to strengthen sustainable and culturally responsive education initiatives in rural and indigenous communities. Abstract

The COVID 19 pandemic accelerated digital transformation across various sectors, including education. Previous studies on Chinese cross border e commerce SMEs demonstrated that organizations capable of surviving and growing during and after the pandemic were not merely technology adopters but organizations that fundamentally transformed their business processes, service delivery mechanisms, and value creation systems. Drawing upon Digital Transformation Theory and Harrington’s Business Process Improvement (BPI) framework, this article examines the implementation of the School Literacy Ecosystem (Ekosistem Literasi Sekolah—ELIS), developed by Generasi Cerdas Indonesia (GCI), as a case of digital transformation in educational institutions. Through conceptual analysis, this study demonstrates how ELIS transforms conventional school literacy practices into a digital literacy ecosystem that integrates content creation, digital publishing, knowledge dissemination, and economic value generation. The findings suggest that ELIS represents not only a digital library initiative but also a comprehensive business process redesign capable of creating sustainable educational and economic impacts. The study contributes to the growing discourse on educational digital transformation and knowledge based economic ecosystems in emerging economies.
