Abstract

In bureaucratic practice, public services often involve many stages, work units, and officers, so that without standard procedures, the service process is prone to irregularities, inconsistencies, and even deviations. Standard Operating Procedures (SOPs) exist to answer the need for work standards that can be followed consistently by all service personnel. SOPs have an important role in creating structured, efficient, transparent, and accountable services. This study aims to examine the urgency of implementing Standard Operating Procedures (SOPs) in public services through a literature study approach. This research was conducted using a literature review method through a literature study approach and a narrative model. The results of the study based on literature analysis indicate that SOPs as a standardization of public services, SOPs play a role in increasing the effectiveness and efficiency of public services, SOPs encourage service transparency, and are able to increase public satisfaction with the services provided.

Abstract

This study aims to analyze participatory leadership in improving the motivation and performance of public sector employees through a literature review approach. The research method uses a literature study with a narrative model through analysis of various scientific journals and relevant sources. The results of the study indicate that participatory leadership plays a significant role in improving motivation, job satisfaction, internal communication, and employee performance through employee involvement in decision-making. However, its effectiveness is influenced by organizational culture, work environment, institutional systems, and employee characteristics. In addition, organizational culture has been shown to contribute significantly to improving the performance of public sector employees. Therefore, the implementation of participatory leadership needs to be supported by a collaborative work culture, open communication, accountability, and sustainable human resource development to improve the quality of public services.

Abstract

This study analyzes the framing of news related to regional innovation policies in Southeast Sulawesi Province. Using Robert M. Entman's framing model, this study identifies how the media frames problems, causes, moral judgments, and recommended solutions for various regional innovation initiatives. The results of the analysis show that in terms of problem definition, the media highlights that regional development requires a renewed perspective and a technology-based approach and collaboration. In terms of cause diagnosis, the media identifies the main causes of the issues raised as old (conventional) patterns and low capacity, both in terms of human resources, technology, and inter-institutional coordination. In terms of making moral judgment, the media conveys a positive moral assessment of innovative efforts that are being or have been carried out by the regional government or related institutions. In terms of treatment recommendations, the media suggests a collaborative, data- and technology-based approach, as well as strengthening human resource capacity. The application of technology (both in agriculture and transportation), strengthening synergy between regions (agglomeration), industrial downstreaming, and integration between the government and the private sector are the common threads of all suggested solutions.
