Abstract

This study investigates the adoption of digital technology in Indonesian village governance, specifically through the "Desaku Pintar" program aimed at digitizing Population Data Administration. It addresses the existing challenges of low public adoption rates and declining satisfaction indicators, aiming to explore how Digital Leadership and Information Technology Capability influence technology acceptance and usage within the public sector, and the moderating role of Readiness for Change. Utilizing the Unified Theory of Acceptance and Use of Technology (UTAUT) framework, this study employed a quantitative survey method involving 270 village government staff members. Data were analyzed through Structural Equation Modeling (SEM) using the AMOS software to test the proposed relationships and moderating effects. The study finds that Digital Leadership and IT Capability have a significant positive impact on Acceptance and Use of Technology. Specifically, Digital Leadership (β=0.724, p<0.001) and IT Capability (β=0.200, p=0.025) substantially enhance technology acceptance when moderated by Readiness for Change. The moderating effect of Readiness for Change was also confirmed, strengthening the relationship between Digital Leadership (β=0.116, p=0.041) and IT Capability (β=0.132, p=0.035) on technology acceptance. This research makes a novel contribution by integrating Readiness for Change into the UTAUT framework, contextualized within Indonesian village governance. Practically, the findings offer valuable insights for policymakers to enhance digital leadership and IT capabilities, facilitating effective technology adoption and improved public service delivery. Future research should employ longitudinal designs, mixed methods, and multilevel analyses, incorporating theories like Diffusion of Innovation (DOI) for deeper insights.

Abstract

This study develops a conceptual model for integrating the Siskamling (Community Security System) into the Smart Village architecture by combining three core theoretical dimensions—information system efficiency, socio-technological sustainability, and digital governance integration. Through a conceptual–theoretical approach, the research synthesizes multiple frameworks, including Information System Integration Theory, the DeLone and McLean IS Success Model, Socio-Technical Systems Theory, and the Digital Sustainability Framework. The model positions Siskamling as more than a digital security platform; it is conceptualized as a socio-technical subsystem that fosters citizen participation, transparency, and institutional collaboration in rural governance. The findings highlight that Smart Village success depends not only on technological infrastructure but also on how digital systems align with social participation and collective resilience. Efficiency in information systems enhances trust and engagement, which in turn sustains socio-technical adaptation and supports integrative smart governance. Theoretically, the model bridges technological and social dimensions in community-based digitalization, while practically, it provides a reference for policymakers and local governments to design participatory and sustainable digital governance strategies. Future research is encouraged to empirically validate this conceptual framework using mixed methods, integrating variables such as digital literacy, policy support, and infrastructure readiness to ensure broader applicability.

Abstract

Research in Library and Information Science (LIS) and Health has substantial applicability, including its use as a reference in the development of policy documents. This study aims to conduct a thematic mapping of policy documents that draw upon LIS and Health research. Using the Latent Dirichlet Allocation (LDA) method and Python-based machine learning, the research followed stages of data collection, filtering, processing, and analysis. The findings show that the Journal of Health Communication is the most frequently cited journal, with 1,756 citations. The United States emerges as the country that most extensively incorporates LIS and Health research into policy documents, accounting for 1,181 citations. The Centers for Disease Control and Prevention (CDC) is identified as the institution producing the highest number of policy documents referencing LIS and Health research, with 840 publications. The peak year for such publications was 2019, with a total of 384 documents. Thematic mapping reveals five dominant topics in these policy documents: Health Prevention, Youth Health, Science Dissemination, Risk Evaluation, and Development Strategies. The study highlights that LIS and Health research plays not only an academic role but also serves as a normative and strategic foundation for national policy formulation. Future research may apply similar methods to other disciplinary domains or conduct longitudinal analyses to identify thematic developments in policy documents over time.

Abstract

Bibliometric analysis provides valuable insights into the evolution, patterns, and distribution of research topics addressed in student final projects within the Department of Library and Information Science, Faculty of Humanities, Universitas Indonesia. This study investigates the development of these projects and the progression of research themes from 1973 to 2022, categorized into 20 thematic areas as outlined by Yelim Mo (2019). Using descriptive bibliometric methods, the study maps shifts in topic selection across five decades and identifies thematic areas that have emerged as dominant. The results indicate that topics related to library management, information user studies, collection management, records and archives management, and introductory studies in library and information science (LIS) appear most frequently. Conversely, areas such as introduction to information science, history of information and culture, metadata, and the history of libraries are notably underrepresented. Overall, the findings offer a comprehensive overview of research trends in library and information science at Universitas Indonesia and contribute to a broader understanding of knowledge production within the field. These insights have implications for curriculum refinement and future research planning, encouraging a more diverse and balanced distribution of themes in student scholarly work.

Abstract

This study evaluates the application of the ISO 16175-1:2020 standard in improving digital archive management within the online Police Record Certificate (SKCK) system integrated into the Polri SuperApp at the Bener Meriah Resort Police. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis. The findings show that the Polri SuperApp meets most of the functional requirements outlined in ISO 16175-1:2020, particularly in the areas of record creation, discovery, use, access control, and processes related to duplication and redaction. The system effectively enhances information retrieval efficiency through its comprehensive metadata-driven search capabilities and strengthens data security through two-factor authentication, encryption mechanisms, and detailed activity logs. However, the research also identifies notable limitations, especially in terms of system interoperability. The lack of seamless integration between the Polri SuperApp and external systems restricts efficient data exchange. Furthermore, features related to search result personalization and external collaboration require further development. Overall, the study concludes that the Polri SuperApp has made a positive contribution to transparent and accountable digital archive management in public services. Nonetheless, more extensive system integration and functional enhancement are necessary to achieve optimal information retrieval efficiency and fully support public service delivery.

Abstract

This study examines the implementation of an artificial intelligence (AI)–based information retrieval system at the University of North Sumatra (USU) Library. The research aims to describe how the system has been applied, particularly in supporting electronic journal searches. A descriptive qualitative approach was used, with data collected through observations, interviews, and document analysis. Six informants participated in the study, including the head librarian, librarians, lecturers, and students. The findings show that the AI chatbot is capable of interpreting user search intent through Natural Language Processing (NLP), processing queries intelligently, and providing fast, relevant, and detailed results from 18 electronic journal databases subscribed to by the USU Library. Users reported substantial time savings and greater convenience in obtaining accurate academic references. Overall, the introduction of AI has contributed positively to the quality of information services, although challenges remain in areas such as infrastructure, staff training, and digital collection development. The study concludes that AI-based information retrieval represents a strategic innovation for enhancing library services, enabling them to become more adaptive, efficient, and responsive in the digital era.

Abstract

Abstract. In the current era of digital transformation, local governments are responsible for providing convenient and fast services to the public. Therefore, adequate preparation of information and communication technology (ICT) infrastructure is crucial to supporting the digital transformation initiated by the Mojokerto Regency government. The Mojokerto Regency Communications and Information Technology Office (Diskominfo) faces several challenges related to managing ICT service infrastructure. These include the uneven distribution of ICT network infrastructure across all service departments and the lack of integration of data services within Diskominfo's data center. The purpose of this study is to examine the current situation and provide recommendations regarding the stages and priorities for managing ICT network infrastructure at Diskominfo. Therefore, an appropriate method is needed to identify the condition of the ICT infrastructure and evaluate its performance achievements using the COBIT 2019 framework. The research was conducted through problem identification, stakeholder discussions, data collection, data analysis, and reporting. The results of this study are a measurement of the maturity of ICT infrastructure governance and management, based on the COBIT 2019 framework with objective domain processes BAI02 Managed Requirements Definition, BAI03 Managed Solutions Identification and Build, BAI06 Managed IT Changes, and BAI10 Managed Configuration. These recommendations and suggestions can be used to further improve ICT governance and management services in all organizations.

Abstract

This study examines the relationships among information quality, subjective norms, and behavioral control in influencing Generation Z’s Islamic investment decisions during the COVID-19 pandemic, while assessing the moderating role of information media. A quantitative method was employed using SmartPLS 3.0 for statistical analysis. Primary data were collected through purposive sampling of 500 Islamic investors between December 2021 and December 2022 using Google Forms, and all variables were measured with a Likert scale. The findings show that information quality and behavioral control had a positive and significant impact on Generation Z’s Islamic investment decisions during the pandemic. In contrast, subjective norms exhibited a negative relationship, implying that social pressure and external expectations did not consistently promote sharia-based investment behavior. Information media acted as a moderating factor that strengthened the relationship among information quality, subjective norms, and behavioral control in investment decision-making. The results suggest that digital media platforms provided access to timely, accurate, and relevant information, enhancing confidence among young Muslim investors. However, Islamic investment instruments remain limited compared to conventional alternatives. Therefore, expanding and diversifying Islamic financial products is essential to assist investors in developing sustainable and Sharia-compliant investment portfolios that promote ethical growth and long-term economic resilience.

Abstract

SIMPUS is an arrangement that provides information to assist the decision-making process in carrying out health center management in achieving its target activities. The implementation of RME requires an element of SM management related to its implementation aimed at identifying the application of RME both promotive, preventive, curative and rehabilitative. The purpose of the study was to determine the implementation of SIMPUS at Pamulan Health Center. The type of research used is descriptive method with a qualitative approach ... The sample used 5 officers consisting of SIMPUS admin staff, Medical Records officers, Nurses, Doctors and Pharmacy. This research instrument uses observation and interviews. The results of the study were obtained by interviews using SM elements at Pamulang Public Health Center in the Implementation of the Puskesmas Management Information System has been running well, but there are still some that are not in accordance with Permenkes 24 of 2022 article 13 paragraph (1) and have not met the RME standards with there are still obstacles from several aspects, namely in the aspect of mnø there is only one officer with a medical record education background and is no special training for all officers, There are still constraints, machines still have menus that cannot be used, methods aspects already have SOPs related to the flow of SIMPUS operations,the aspect of unstable internet connectivity  and money aspects related to the budget have been budgeted annually through the South Tangerang City Health Office government. Abstract

This research is motivated by the importance of increasing value added in public sector companies in Indonesia, particularly state-owned enterprises (SOEs), through optimizing information technology, improving the effectiveness of internal control systems, and improving human resource competency. The main objective of this study is to analyze the partial and simultaneous effects of these three variables on company value added. This study uses a quantitative approach with secondary data obtained from the annual reports and financial statements of 20 state-owned enterprises (BUMN) for the period 2019–2023, and processed using panel data regression analysis with a Random Effect model. The results show that information technology and human resource competency have a positive and significant effect on value added, while internal control systems have a positive but insignificant effect. Simultaneously, these three variables have a substantial effect on increasing value added, with an Adjusted R² value of 96.35%. This finding confirms that digital transformation and strengthening human resource capacity are key factors in creating added value and increasing the competitiveness of SOEs in the modern era.
