Abstract

This study aims to describe the reasons why the Tarbiyah Department emphasizes competence in the field of Information Technology (IT) for its students and to explain the efforts made by the department to provide such competence. This research uses a qualitative approach, with the subjects consisting of the Dean of the Faculty of Islamic Studies (FAI) at Muhammadiyah University of Malang (UMM) for the 2005–2009 period, Drs. Khozin, M.Si; the Vice Dean I of FAI UMM for the 2005–2009 period, Drs. Sunarto, M.Ag; the Head of the Tarbiyah Department, Dra. Romlah, M.Ag; and the lecturer of IT-based courses in the Tarbiyah Department, Ir. Wahono, MT. The Tarbiyah Department of FAI UMM was chosen as the research setting based on field findings. First, among 29 students taking the Educational Technology course in the sixth semester of the 2008–2009 academic year, only five achieved a “very good” score. Second, there was a “contradictory implementation” in which two of four students who had completed their teaching practicum (PPL) at a multimedia-based school—Madrasah Aliyah Negeri III Malang, Jalan Bandung—did not apply several materials previously taught, particularly those from the Educational Technology course. Third, 65% of 28 students who had completed the Educational Information System Planning course in the odd semester of the 2007–2008 academic year were unable to re-operate (had forgotten) the material taught. Data collection techniques included participatory observation, interviews, and documentation. Data analysis was conducted using a qualitative data analysis model. The results of the study show that there are two main reasons why the Tarbiyah Department of FAI UMM emphasizes competence in IT: (1) to support the professional competence of Tarbiyah students in their respective fields, and (2) to serve as a distinctive advantage of graduates from the Tarbiyah Department of the Islamic Education Study Program at FAI UMM, differentiating them from graduates of other Islamic Education Study Programs. Efforts to provide IT competence are carried out through two processes: (1) curriculum design and development, and (2) teaching and practicum in IT-based courses

Abstract

The quantitative descriptive approach utilized in this research is derived from firsthand information collected fromfinancial authorities who are in charge of creating government financial reports via questionnaires. With the aid of SPSS software the information was examined employing multiple linear regression, t-test, and F-test. The outcomes demonstrate that: (1) The quality of financial reports is positively impacted by civil servant competency, yet this effect is not statistically significant because the statistical importance level is 0.080, which exceeds 0.05; (2) With a statistical importance level of 0.000, which falls below0.05, the efficacy of SIPD results in a favorable and statistically significant impact on financial reporting standards; and (3) Additionally, they had a affirmative and considerable combined impact on the Jambi Provincial Government's fiscalreporting standards when examined simultaneously, with an F-statistic of 51.580 and a statistical importance level of 0.000. These findings suggest that a key factor in raising financial reporting standards is the efficacy of information systems. However, increasing public servant capability is still essential to making the most of SIPD.

Abstract

This study examines the adoption of Blockchain Technology in Accounting Information Systems (AIS) within local governments in Yogyakarta using the Unified Theory of Acceptance and Use of Technology (UTAUT) framework. Specifically, it investigates the effects of performance expectancy, effort expectancy, social influence, and facilitating conditions, along with trust and regulatory support, on behavioral intention and actual usage. A quantitative survey was conducted among accounting and IT personnel in local government agencies, and data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results indicate that performance expectancy, trust, and regulatory support significantly and positively influence the intention to adopt blockchain-based AIS, while facilitating conditions are more closely associated with actual usage. Trust mediates the relationship between effort expectancy and intention, and regulatory support strengthens the effect of performance expectancy. The study contributes to the extension of the UTAUT model by incorporating trust and regulatory support in a public sector context, offering theoretical and practical implications for enhancing blockchain adoption. Findings suggest that improving system reliability, digital infrastructure, and regulatory clarity can increase the likelihood of successful implementation in local governments.

Abstract

This article presents a comprehensive analysis of the dynamics of E-Learning in the context of higher education and its relevance to the Merdeka Belajar Kampus Merdeka (MBKM) policy. This study also analyzes the strategic initiative of the Indramayu Library and Archives Service (DPA) which launched a Website-Based E-Learning Information System as an inclusive and free community-based non-formal education program. The method used is a qualitative and descriptive-analytical literature review, which focuses on the synthesis of data from scientific journals and academic publications. The results of the study identify four main pillars: (1) The development of E-Learning has evolved from passive CBT to an AI-supported Adaptive, Mobile, and Immersive model; (2) There are significant differences in implementation, where universities emphasize autonomy, specialization, and research, in contrast to the instructional nature of schools; (3) The advantages of E-Learning lie in flexibility, cost efficiency, and increased digital competence, while its disadvantages include challenges in infrastructure access (digital divide) and deficits in social interaction; and (4) As a contribution to Wiralodra University, a blended-flexible strategy, improved lecturer e-Tutor competency, and diversified digital assessments are recommended. Overall, the success of the DPA Indramayu e-Learning system depends heavily on the DPA's ability to address ICT infrastructure challenges and continuously develop an adaptive and interactive curriculum, thus serving as an inclusive solution for enhancing community capacity in the digital age. E-Learning is a transformative catalyst that requires inclusive pedagogy and careful risk management to optimize its full potential in producing competitive graduates in the digital age.
