Abstract

Abstract

This study aims to examine the aspects of democratic values on the implementation of the SIPOL policy implemented by the KPU to facilitate the process of registration and verification of political parties as candidates for the 2019 and 2024 elections. The method of this writing is qualitative in the form of a library research by using various literature that supports the topic of discussion. Furthermore, the classification of various information collected from various literature sources is carried out. Then it is researched and analyzed qualitatively descriptively, the relationship between data information between one another, so that it can be assembled into a coherent writing. SIPOL as a system that is still relatively new, in its implementation there are several weaknesses that need to be considered and improved for better performance. In the 2019 elections, issues such as technical, validation/verification, and data manipulation occurred a lot. Meanwhile, in the 2024 elections, the central problems were legal/regulatory issues, transparency, and data manipulation, which also dominated. Although, there are a number of these problems, on the one hand, SIPOL turns out to be able to support democratic values. As Robert A. Dahl's view, especially in the aspect of democratic values which emphasizes that an official must be elected through careful and integrity elections, and there must be public freedom in accessing information sources. On the one hand, SIPOL can guarantee the principle of election integrity as a condition for the establishment of democratic values, which is measured on four indicators, namely transparent, honest, accurate and accountable.

Abstract

Abstract

This study analyzes how the practice of digital photography in public spaces poses new challenges to privacy protection and information ethics in Indonesia. Advances in photography technology and the dissemination of visuals through digital platforms have encouraged people to spontaneously produce and distribute images, exposing individuals as subjects of photographs to the risk of privacy violations, especially when photographs are taken without consent. This study uses a normative juridical method that examines the provisions in the Personal Data Protection Law and the Electronic Information and Transaction Law to assess the legal boundaries related to the processing of individual portraits. The results of the study show that portraits and visual identities of individuals are categorized as personal data that must be protected, so that the act of taking, using, or commercializing photos without permission can have legal and ethical consequences. In addition, the practice of taking photos in public spaces, such as during Car Free Day activities, illustrates a change in the meaning of public space, which has now been transformed into a space for the production of visual data that is difficult to control. This phenomenon has created tension between freedom of expression and the protection of dignity, security, and personal integrity. This study confirms that harmonizing the right to freedom of expression and the principle of personal data protection requires a more adaptive regulatory and cultural approach, especially in the face of a rapidly changing and competitive digital ecosystem. Thus, efforts to improve digital literacy, photography ethics, and legal compliance are essential prerequisites for creating a safe, civilized digital public space that respects the rights of every individual.

Abstract

This study aims to design and develop a web-based Pension Information and Personnel Data System (SIMPENDA) as a digital solution for managing employee data and pension administration processes at the Kudus Regency Agriculture and Food Service. The system was developed using the Waterfall method, which consists of the stages of needs analysis, system design, implementation, testing, and maintenance. The results show that SIMPENDA is able to integrate all personnel and pension processes into one efficient and secure digital platform. This system provides convenience in managing employee data, calculating pensions, and tracking pension administration status in real time. Based on functional tests and user acceptance tests (UAT), all system features functioned well and obtained an average user satisfaction score of 4.65 out of 5, indicating excellent user acceptance. This system has been proven to improve administrative efficiency, data accuracy, and transparency of the pension process. In addition, SIMPENDA also supports the implementation of the Electronic-Based Government System (SPBE), in accordance with government policy to encourage the digitalization of public services. These findings not only benefit the Kudus Regency Agriculture and Food Service, but can also be used as a model for personnel digitalization in other regional government agencies, which is expected to improve the overall quality of public services.

Abstract

This study investigates the relationship between the maturity level of village fund management and the competence of village officials in determining the readiness to implement a Digital Accounting Information System (SIAD). Unlike previous studies that separately analyzed either organizational maturity or human resource competence, this research integrates both constructs into a single explanatory framework, highlighting their direct and indirect effects through community trust as a mediating variable. Using an quantitative design, data were collected through questionnaires distributed to 111 village officials in Buton Regency, Southeast Sulawesi. Data were analyzed using Structural Equation Modeling based on Partial Least Squares (PLS). The findings reveal that the maturity level of village fund management has a significant effect on SIAD implementation readiness, both directly and indirectly through community trust. Conversely, the competence of village officials does not directly affect readiness but significantly contributes to strengthening public trust. These results indicate that the readiness of village governments to adopt SIAD is primarily determined by the maturity of governance structures, which must be supported by human resource capacity building and reinforced by public trust. The study contributes to the growing body of literature on digital governance by proposing an integrated empirical model for assessing digital accounting system readiness at the village level in developing countries
