Abstract

Digital transformation in personnel administration management is an urgent need for military institutions such as the Indonesian Army (TNI AD). This study aims to evaluate the effectiveness of the Electronic Personnel File Information System Application (SIAP Dosel) in improving the quality of personnel management in Ditajenad and analyze the readiness of Information Technology (IT) infrastructure and human resources (HR) supporting its implementation. The research method used is quantitative, with a survey approach involving 63 respondents from various Army units. The data were analyzed using regression analysis techniques to examine the relationship between the effectiveness of SIAP Dosel, IT infrastructure readiness, and HR readiness on the quality of personnel administration services. The results indicate that the effectiveness of SIAP Dosel, IT infrastructure readiness, and HR readiness positively and significantly affect the improvement of personnel administration service quality. The study concludes that optimizing SIAP Dosel, supported by adequate IT infrastructure and trained HR, can accelerate administrative processes, enhance data accuracy, and facilitate better decision-making within the Indonesian Army.

Abstract

This study aims to analyze the influence of financial literacy, risk tolerance, and herding behavior on the investment decisions of Generation Z in IPO stocks, with prospectus information serving as a moderating variable. The research adopts a quantitative approach involving 180 Gen Z investors in Semarang City who purchased IPO stocks during the period of 2023 to 2025. Data were collected through a structured questionnaire and analyzed using SmartPLS version 4 to assess both the measurement model and the structural model. The findings reveal that financial literacy and herding behavior do not exhibit a significant direct effect on investment decisions. In contrast, risk tolerance shows a positive and significant influence, indicating that individuals with a higher ability to accept risk tend to make more decisive investment choices in IPO stocks. Furthermore, prospectus information does not moderate the relationship between financial literacy or risk tolerance and investment decisions, suggesting that the availability of information does not necessarily enhance the impact of these variables. Interestingly, prospectus information is found to strengthen the influence of herding behavior on investment decisions. This indicates that when investors are exposed to clear, detailed, and credible information, their tendency to follow the actions of the majority becomes more pronounced. Overall, the study highlights that psychological aspects, particularly risk tolerance play a crucial role in shaping Gen Z’s investment behavior, while informational factors may interact differently depending on the nature of the investor's behavioral tendencies.

Abstract

This study aims to examine the role of information technology (IT) integration in strengthening strategic management practices at PT. Bangka Tin Industri, a company engaged in mining and tin processing industry. As the sector faces increasing operational complexity and market uncertainty, the effective use of digital technologies becomes essential for sustaining competitiveness. This research adopts a qualitative case study approach to gain in-depth understanding of how IT supports strategic processes within the organization. Data were collected through semi-structured interviews with key managerial personnel, direct field observations, and a review of internal documents related to strategic planning and operational control. The findings reveal that the implementation of integrated information systems, particularly Enterprise Resource Planning (ERP) and Business Intelligence (BI), has contributed significantly to improving strategic formulation and execution. These systems enable real-time data access, enhance interdepartmental coordination, and provide analytical insights that support more informed and responsive decision-making. As a result, the company demonstrates greater strategic adaptability in responding to operational challenges and market dynamics. Despite these benefits, the study also identifies several obstacles that hinder optimal IT utilization. Organizational resistance to change, limited digital literacy among managerial staff, and the need for cultural adjustment emerge as key challenges during the digital transformation process. The results underscore the critical role of top management commitment, effective change management, and continuous capacity-building initiatives in ensuring successful IT integration. This study offers practical insights for mining and manufacturing firms seeking to align information technology with strategic management to navigate an increasingly dynamic business environment.

Abstract

Objectives: This study aims to analyze the effectiveness of using Wordwall as a learning medium in strengthening students’ freedom of expression within the principles of Pancasila Democracy in junior high school students. Method: Using qualitative approach with a descriptive design, data were collected through survey, depth interview, observation, and documentation at State Junior High School 12 Surabaya. Results: The result show that Wordwall effective being implemented at State Junior High School 12 Surabaya with N-gain score 78% This research found that integrating Wordwall with Problem-Based Learning (PBL) significantly reinforces students’ abilities in several areas: 1) understanding of freedom of expression; 2) understanding of Pancasila democracy; 3) attitudes and behaviour in expressing opinions; 4) availability to analyze information; and 5) encouraging student freedom of expression. The challenges in this research were faced by both students and teachers, such as technical problems and limited internet connection. These outcomes collectively contribute to developing students’ democratic competence and their awareness of expressing opinions responsibly in accordance with Pancasila Democracy. Novelty: The novelty of this reach lie in interrogation of the use of technology in learning media, Wordwall, in the Framework of Pancasila democracy into freedom of expression learning, offering.

Abstract

The Management Information System (MIS) in Higher Vocational Education such as Polytechnics functions to coordinate and monitor the planning, implementation, and evaluation of education activities, especially at the study program level. The current MIS serves BAAK’s data and information needs, reporting for internal management and providing PD-DIKTI Database. MIS has not fully served the needs of internal customers. The aim of this research is to describe in depth the process of planning and evaluating MIS at the study program level. This research is limited to MIS academic services and support preparation for study program’s accreditation of BAN-PT. The theoretical study is supported by theological foundation of Al Qur’an and Hadits, the philosophical constructivism and the theory of Total Quality of Management (TQM). This research uses a qualitative descriptive approach, explore deeply into the data and information needs for students, lecturers, study program, and BAAK. The informant involved internal Polban namely BAAK’s person, head of department and study program, lecturers and students, reviewing statute documents, strategic plans, academic regulation, laws and government’s regulations related to polytechnic’s management. This research reveals that the current MIS program is not based on customer’s needs yet by paying attention to business processes in planning, implementing, and evaluating teaching and learning process. MIS in implemented stage solely for BAAK needs, does not yet serve data needs for study programs, lecturers and students, including not yet supports the preparations of program study’s accreditation by BAN-PT. Customers are still difficult to get the information needed. The results of the evaluation show that there is a gap between data and information due to several inhibiting factors and a management system that is not yet based on complete data. The novelty of this research is MIS which is integrated with the current management system. MIS is designed comprehensively, not partially on project based. The conclusion is that the MIS program must be designed in the form of grand design that maps all data and information needs for internal and external customers which is customers oriented. MIS implantation will be successful if it is supported by socialization for customers, integrating existing MISs including databases and online communication networks, adequacy of MIS infrastructure include hardware, bandwidth capacity and high speed accessibility of information.

Abstract

Manual donation management at Pondok Pesantren Daarul Multazam poses challenges related to efficiency, reach, and transparency, which could potentially reduce donor trust. This study aims to design and develop an integrated web-based donation reception information system to address these issues. The software development methodology used is the Prototype Method, which emphasizes an iterative process through continuous evaluation with stakeholders to ensure the system built meets the real needs of users. This system is developed using a combination of modern technologies, namely the Laravel framework for the backend, Vue.js for a dynamic user interface, and Tailwind CSS for responsive design. The result of this study is a functional web donation application that has undergone a series of tests. Functional testing using the Black Box Testing method showed that all features worked as expected, while feasibility testing through User Acceptance Testing (UAT) showed a task completion success rate of 100%, indicating that the system is highly acceptable and easy to use. The limitation of this study is its focus on a single case study, and future research could explore the scalability as well as the implementation of advanced security features. The key features of the system include campaign management, online donation processes through payment gateway integration, and a crucial module, the Fund Usage Report, to enhance transparency and accountability, providing a replicable model for similar nonprofit institutions.

Abstract

Based on Spatial Planning Law No. 26 of 2007 concerning Spatial Planning, Article 29 states that the proportion of public green open space is 20% of the city area. In Tebing Tinggi City, based on the 2013-2033 RTRW of Tebing Tinggi City, it is stated that Public RTH covers an area of ??approximately 72.49 Ha or 1.89% of the city area, which means it is not in accordance with the mandate of Spatial Planning Law No. 26 2007 concerning Spatial Planning. This research was conducted to assess the availability of existing public green open space in Tebing Tinggi City based on image interpretation techniques, spatial distribution, the area of ??existing public green open space, the service radius of existing public green open space, and the suitability of existing public green open space land. This type of research uses quantitative research and uses spatial analysis techniques. The results identified as many as 60 public green open spaces in Tebing Tinggi City with an accuracy score of 86.36%, which means that the interpretation is considered correct because the spatial distribution pattern of public green open spaces in Tebing Tinggi City is random because the distribution of public green open spaces is not evenly distributed in all sub-districts in Tebing Tinggi City. From the results of the spatial distribution pattern, digitization was then carried out with the result that the total public open space area was 105.27 Ha, which was dominated by the burial area of ??59.67 Ha or 57.07%. Then, based on each area of ??green open space obtained, a topological classification of public green open space is carried out, consisting of 7 typologies of green open space, namely City Forest, City Park, District Park, Village Park, RW Park, RT Park, Cemetery and Green Belt, which is then analyzed. Service radius. As a result, it is known that the City of Tebing Tinggi has not been served optimally by public green open space because there is not yet one type of public green open space typology that is capable of serving the city of Tebing Tinggi based on buffer analysis carried out using ArcGis. The only public green open space whose service radius almost covers the city of Tebing Tinggi is the cemetery whose existing existence is capable of serving 99.19 percent of the area of ??the city of Tebing Tinggi. Finally, a land suitability analysis was carried out between the existing public green open space and the Tebing Tinggi City RTRW for 2013-2033 which resulted in land suitability of 79.92%. Meanwhile, the remaining 20.08% was designated for areas that were not public green open space.

Abstract

Digital transformation in the public sector requires information systems that provide consistent and equitable services to diverse stakeholder groups. A National Research Funding Information System (NRFIS) has become a strategic digital platform for managing research funding processes end-to-end across government institutions, universities, and research organizations. While previous evaluations have examined such systems using structural models, limited attention has been given to differences in perceptions between internal stakeholders and external research stakeholders. This study compares user perceptions regarding System Quality (SY), Information Quality (IQ), Service Quality (SQ), Use (UE), User Satisfaction (US), and Net Benefits (NB) between internal and external users of NRFIS. A total of 335 respondents participated, comprising 290 external stakeholders and 45 internal stakeholders. Descriptive results show that internal users consistently reported higher perceptions across all constructs: SY (4.28 vs. 3.94), IQ (4.42 vs. 3.99), SQ (4.39 vs. 3.87), UE (4.42 vs. 3.97), US (4.47 vs. 3.98), and NB (4.56 vs. 3.95). Chi-Square tests confirm statistically significant differences across all constructs (p < 0.01). Mann–Whitney U tests further validate substantial median differences (all p < 0.001). These findings demonstrate robust perception gaps between user groups, highlighting the need for improved onboarding, training, and support mechanisms for external stakeholders. This study contributes to digital governance literature by revealing structural disparities in user experience and provides policy recommendations for enhancing inclusiveness and effectiveness of NRFIS-based research funding services.

Abstract

This study discusses the transformation of mobile library services as an innovation in supporting information literacy and access to digital collections. The development of information technology in the digital era has changed the way people access and utilize information, requiring libraries to innovate through mobile-based services that allow access anytime and anywhere. Mobile libraries are an innovation that integrates digital collections, interactive features, and electronic lending systems to improve information literacy and equalize access to information. This study uses a literature review approach with data collection through the iPusnas, iJakarta, and several other mobile library applications. The data obtained was then triangulated to ensure validity. The analysis focused on three main aspects of mobile library services, namely information transparency, information retrieval, and digital service accessibility. The results of the study show that mobile libraries have implemented the principle of transparency by providing clear information on services, borrowing policies, and collection availability. In terms of information retrieval, there are search features based on title, author, category, and keywords that make it easy for users to find information. In terms of accessibility, the application is designed with a simple display, easy navigation, and flexible access via mobile devices This transformation of mobile library services supports information literacy, expands access to digital collections, and strengthens reading culture. It is also expected to serve as a reference for further research.

Abstract

The rapid development of information technology has driven significant changes to libraries, from conventional libraries to digital libraries. These changes have made libraries more popular and accessible through various mobile library applications such as iPusnas, iJakarta, and University eLibrary. Mobile applications are software designed specifically to run on mobile devices, such as smartphones or tablets. The implementation of smart mobile libraries is still uneven due to suboptimal technological collaboration. This condition has the potential to cause these services to be displaced by other applications that are more attractive and easier to use. Therefore, this gap demands a more integrated technological solution. This study aims to analyze how technological collaboration in smart mobile libraries can improve accessibility, information utilization, and user experience. The research method used is a qualitative research method with a library research approach. Data was obtained from secondary sources such as books, scientific journals, academic articles, dissertations, and official documents. Data collection techniques were carried out through the selection of relevant, credible, and up-to-date literature. The triangulation used was triangulation from various sources. The results of the study show that technological collaboration is very effective in helping to improve library accessibility, especially through online catalog features that support user needs. The online catalog feature facilitates real-time collection searches because it is integrated with the library system. In conclusion, the integration of digital library systems has an impact on improving accessibility in libraries, both in terms of ease of searching for information, flexibility of time and place, and service efficiency. Therefore, mobile libraries play an important role in improving the accessibility of library use and have the potential to become the main foundation for the development of more modern digital library services.
