Abstract

This study aims to determine the role of legal protection regulations, as this protection is a right granted to investors given the numerous risks involved in stock trading, which can affect stock offerings. When investors sell a large number of company shares, the stock value can decline. Every investment carries a different level of risk, and stocks, as a high-risk, high-return investment instrument in the capital market, are no exception. Rational investors aim for investments that offer maximum returns with a certain risk or specific returns with minimal risk, based on individual preferences. This study uses a normative juridical research method, based on legal norms with a literature study approach. This research is descriptive, and qualitative data analysis methods are applied. The results show that companies, as issuers, can be held liable through civil, criminal, and administrative liability. In cases where false information is provided, liability for manipulation may arise under Article 78 paragraph 1 or for omitting material facts necessary to prevent misleading investors.

Abstract

Persistent challenges in health workforce planning, distribution, and performance management remain prevalent in developing countries, largely due to fragmented and underutilized human resource data systems. Human Resource Information Systems (HRIS) have emerged as a strategic tool to support evidence-based decision-making and strengthen health workforce governance. This Systematic Literature Review (SLR) synthesizes empirical evidence published between 2015 and 2024 on the role of HRIS in enhancing strategic health workforce management in developing countries, with the objectives of identifying key Information System (IS) evaluation models, examining the relationship between system quality and individual performance, exploring the integration of competency planning and Person–Job Fit (P–J Fit), and highlighting critical research gaps. A systematic review of 20 peer-reviewed studies was conducted following the PRISMA protocol, encompassing system design foundations, adoption processes, interoperability challenges, and workforce-related outcomes in healthcare settings. The findings indicate that HRIS functions as a strategic enabler for decentralized management, evidence-based workforce planning, and performance improvement; however, its effectiveness is constrained by persistent interoperability barriers, fragmented data architectures, and the absence of internationally standardized workforce data. In conclusion, maximizing the strategic value of HRIS requires a dual emphasis on data standardization and organizational readiness, while future research should integrate behavioral theories with IS success frameworks, assess long-term HRIS impacts, and foster international collaboration to establish unified health workforce data standards that support policy coherence and digital health transformation in the public sector.

Abstract

This study examines the gap between information security understanding and practice among employees of the Department of Trade, Industry, Cooperatives, Small and Medium Enterprises of Buleleng Regency when using M-Banking services vulnerable to phishing. Its objective is to measure the overall level of information security awareness and identify the weakest areas to serve as a basis for more focused mitigation recommendations. This research employs a quantitative approach using a survey method involving 119 employees. The research instrument was developed based on the Human Aspects of Information Security Questionnaire (HAIS-Q) framework to measure the dimensions of Knowledge, Attitude, and Behavior. The collected data were analyzed using the Multiple Weighted Score Analysis (MWSA) method to determine vulnerability scores and rankings. The overall level of employees' information security awareness falls into the “Good” category with a composite score of 3.69. However, the findings reveal a significant knowledge-attitude-behavior gap, where the "Good" scores for Knowledge and Attitude dimensions are not matched by the Behavior dimension score, which is categorized as “Moderate.” To bridge this gap, recommendations focus on developing Standard Operating Procedures (SOPs) designed as tools to foster secure habits. For effectiveness, SOP implementation must be supported by socialization activities oriented towards behavioral change, rather than mere information dissemination. This socialization should include practical training and direct simulations, particularly phishing attack simulations.

Abstract

Private university in Palembang that has utilized information technology to support its educational processes. This study demonstrates how COBIT 2019 design factors can be operationalized to identify strategically critical governance domains in higher education, shifting IT governance evaluation from generic domain assessment toward contextualized governance design, This study designs an information technology governance system based on COBIT 2019 and applies design factors to align governance objectives with university institutional context and strategic direction, thereby identifying priority domains and capability level targets that are most relevant to the university’s digital transformation. The application of these design factors highlights the EDM05 Ensure Stakeholder Engagement and BAI09 Manage Assets domains as the primary focus, as they are closely related to the need to enhance transparency in stakeholder involvement and to optimize IT asset management within the university environment. The study aims to assess the capability level of IT governance in the EDM05 and BAI09 domains, identify gaps between the current conditions and the targeted capability levels, and formulate improvement recommendations that are aligned with institutional needs and strategies. The research adopts a case study approach with a descriptive mixed method design, employing observation, interviews, and questionnaires, which are then analyzed using RACI Chart mapping, COBIT 2019 capability level measurement, and gap analysis to develop proposed process improvements. The findings indicate that the capability levels in both domains are still below the targeted levels, resulting in gaps related to stakeholder engagement, role and responsibility structures, IT performance reporting mechanisms, and IT asset lifecycle management. The implications of this research are the provision of a practical foundation for university in Palembang’s management to strengthen IT governance, as well as an academic contribution on the application of COBIT 2019 design factor–based governance in higher education institutions that can serve as a reference for other universities.   Keywords : IT Governance, COBIT 2019, Capability, Recommendation
