Abstract

Public service innovation through the Online Administrative Services Information System (SIOLA), developed by the Ministry of Home Affairs (Kemendagri), represents a strategic effort to modernize public administration by promoting efficiency, transparency, and accountability in service delivery. SIOLA is designed to integrate various administrative services into a unified digital platform, enabling online submission, monitoring, and evaluation of administrative processes while reducing bureaucratic complexity and service delays. This study aims to analyze the role of SIOLA in transforming public service governance within the Ministry of Home Affairs and to assess its alignment with contemporary public administration paradigms. The research employs a qualitative descriptive approach, utilizing secondary data obtained from academic articles, official government reports, policy documents, and relevant literature. The findings indicate that SIOLA has significantly improved administrative efficiency, enhanced transparency through traceable service processes, and strengthened accountability by providing measurable performance indicators. Moreover, SIOLA supports the broader agenda of digital bureaucracy transformation by reinforcing standardized procedures and professional work mechanisms within public institutions. From a theoretical perspective, the implementation of SIOLA reflects the principles of the Neo-Weberian State, particularly the strengthening of the state’s coordinating role, the professionalization of public services, and the integration of managerial efficiency with legal-rational authority. Despite its positive impacts, the study also highlights challenges related to technological readiness and human resource capacity. Overall, SIOLA demonstrates substantial potential as a model of digital public service innovation for other government institutions.

Abstract

This study examines transaction costs in the marketing of salt produced by small-scale farmers in Indonesia, focusing on the institutional arrangements that shape market access and farmer dependency. Using qualitative research design with a phenomenological approach, data were collected through in-depth interviews and document analysis involving salt farmers, intermediaries, letter owners, and related institutional actors in Pesanggrahan Village, Bangkalan Regency. The findings reveal that transaction costs arise primarily from asymmetric information, negotiation processes, and contractual constraints, particularly through the requirement to rent road permits issued by intermediaries to access salt processing firms. These costs, incurred outside production activities, limit farmers’ ability to sell directly to factories and weaken their bargaining position. As a result, farmers become structurally dependent on intermediaries within the salt supply chain. This study contributes to the transaction cost economics literature by highlighting how informal institutional arrangements and market regulations generate persistent inefficiencies and dependency among small-scale agricultural producers, with important implications for policy interventions aimed at improving farmer autonomy and market efficiency.

Abstract

This study investigates the effects of system quality, information quality, and service quality on driver satisfaction in a ride-hailing platform context. The research focuses on drivers using the Maxim application in Mimika Regency, Central Papua, Indonesia. A quantitative explanatory approach was employed using survey data collected from 114 drivers. Data were analyzed using multiple regression and path analysis to examine both partial and simultaneous effects of the independent variables on driver satisfaction. The results indicate that information quality has a significant positive effect on driver satisfaction, while system quality and service quality do not show a significant direct influence. However, jointly, the three variables significantly explain variations in driver satisfaction, accounting for 63.1% of the total variance. These findings suggest that accurate, complete, and timely information plays a critical role in shaping driver satisfaction, particularly in regions with geographical and infrastructural constraints. This study contributes to the literature on information systems success by providing empirical evidence from an emerging and peripheral regional context.

Abstract

The internet has become an essential source of information for adolescents, especially when it comes to accessing information about reproductive and sexual health. However, inadequate access to accurate reproductive and sexual health information, minimal parental supervision, and a culture that considers sexuality a taboo topic make adolescents vulnerable to misinformation and risky behavior. The absence of sex education in schools and limited access to reproductive health services further exacerbate this problem. On the other hand, the SDG 2030 target emphasizes universal access to reproductive health information and services. This study focuses on how high school students understand and evaluate reproductive and sexual health information from the internet and the factors that influence their access and interpretation. This study uses a qualitative approach with a case study design. Informants were selected using purposive sampling and snowball sampling techniques. The research subjects were students from SMK X and SMA Y Semarang. In this study, saturation was achieved in the 10th interview with the primary informants (students aged 15-19 years) with an interview duration of 30-45 minutes per informant. In addition, there were four triangulations of teachers and two triangulations of close friends. Data analysis was performed using thematic analysis with NVivo 12 software. The results show that the internet is the primary source of reproductive and sexual health information for adolescents, but their ability to sort information is still limited. Cultural barriers, conservative norms, and generational gaps hinder open communication, while family and school support remain weak. There is a need to integrate SRH material into the curriculum, train teachers, and improve adolescents' digital literacy through collaboration between families, schools, and communities.

Abstract

Micro, Small, and Medium Enterprises (MSMEs), such as the Sukamurni Cracker Factory, often rely on manual financial recording, a practice prone to human error, data loss, and significant inefficiencies in generating financial reports. This research addresses these challenges by developing a web-based financial management information system tailored to the operational needs of MSMEs. The primary objective was to design and implement a system that improves the effectiveness, efficiency, and accuracy of financial record-keeping. The study employed the Rapid Application Development (RAD) methodology, encompassing requirements planning, user design, rapid construction, and system validation. The resulting system was built using the Laravel framework, PHP programming language, and a MySQL database. Functional validation was conducted through Black Box testing, which confirmed that all system modules—including income and expense tracking, automated report generation, and role-based access control for Admins and Staff—operate as specified. The novelty of this work lies in its practical application of the RAD model to create a user-centric and rapidly deployable solution for a resource-constrained MSME environment. This research provides a functional model for digital transformation in small-scale businesses, demonstrating that a well-designed system can significantly enhance operational efficiency and support strategic decision-making.
