Abstract

The era of information disruption has brought significant changes to governance, particularly in terms of transparency, accountability, and public legitimacy. The virality of the presidential diploma issue in Indonesia serves as a concrete example of how a personal issue can escalate into a national debate, impacting public trust in the government. This study aims to describe the process of the presidential diploma issue's virality within the context of information disruption and analyze its impact on legitimacy and governance in Indonesia. The method used was a qualitative case study design. Data were obtained from academic literature, mass media coverage, social media content, and independent online media. Data collection techniques included documentation studies, digital discourse observations, and interviews. Data analysis employed a critical discourse analysis approach, emphasizing how narratives are produced, distributed, and received in the digital public sphere. The results show that the issue's virality is shaped through the interaction between social media algorithms, online media framing, and the involvement of political actors. This issue has resulted in declining public trust and weakening government legitimacy, despite formal clarification. The government's response has been deemed slow, reactive, and has not fully utilized regulations on information disclosure or the public document digitization system.

Abstract

Information security has become a vital specification and element in modern digital and electronic environments as organizations, governments, and individuals at an accelerating rate rely on information systems to fulfill indispensable operations. The rapid growth of digital communication, cloud computing, mobile technologies, and the Internet of Things (IoT) has augmented the volume of data generated and transmitted, making it more susceptible to cyber threats. Information security underscores on protecting data confidentiality, integrity, and availability through a synthesis of technical, organizational, and human-centered measures. This abstract provides summary of key elements of information security, examines major emerging threats, and highlights the importance of embracing comprehensive security frameworks. Cyberattacks such as ransomware, phishing, Distributed Denial of Service (DDoS), and social engineering have become more advanced, addressing system susceptibilities and human behavior. These attacks can result in financial loss, data breaches, reputational damage, and operational disruption. As a result, organizations must carry out robust security frameworks, including encryption, access control mechanisms, multi-factor authentication, intrusion detection and prevention systems, firewalls, and progressive system tracking. In addition, the integration of artificial intelligence and machine learning has enhanced cybersecurity capabilities by enabling automated threat detection and predictive analysis. However, besides technological advancements, human factors remain a major cause of security breaches. Employee negligence, weak passwords, lack of awareness, and susceptibility to social engineering attacks continue to undermine security efforts. Therefore, effective information security needs not only advanced tools but also strong organizational policies, regular training programs, and a special way of security awareness. Overall, information security is a flexible and evolving field that requires a nonstop adaptation to new threats and technologies. A holistic approach that brings togethar technical solutions, human-centered techniques, and regulatory compliance is essential for safeguarding digital assets and ensuring the resilience of information systems in an increasingly interconnected world.

Abstract

The adoption of Population Information System is crucial to enhance work effectiveness and serves as a manifestation of transparency in population data management. The complexity from design to implementation of such a population information system poses its own challenges. There are at least three main issues in system design, namely time estimation, team management, and ensuring the quality of system being developed. These issues must be addressed early on to prevent potential team management problems during the design and development stages of the application. One suitable method that can be employed for the design of the population information system is the Scrum methodology. Scrum is a software development framework that emphasizes a collaborative and adaptive approach. It falls under the Agile methodology, aiming to produce products that are more responsive to changes and enabling teams to adapt quickly in a dynamic environment. Scrum also promotes transparency in the development process, aiding in monitoring system progress and information accuracy. Through the implementation of the Scrum methodology, it is expected that the design of the Population Information System can be well-managed, preventing the issues mentioned earlier. Moreover, the application of the Scrum methodology in designing the population information system is a tangible step in the implementation of large-scale application development projects. It is envisioned that Scrum could replace the traditional Waterfall methodology, which has been commonly used until now.

Abstract

Human resources constitute a critical element in organizational functioning, as one of the primary determinants of an organization's success is the managerial capacity to coordinate all employees, enabling them to contribute effectively to every operational process in pursuit of established goals. Fundamentally, the advancement or even regression of an organization is determined by the quality of its human capital. This study aims to analyze the influence of workload, information technology usage, and work environment on employee performance at the Cileunyi District Office. A quantitative approach employing descriptive and verificative methods was utilized. Data were collected via questionnaires distributed to all 43 employees and analyzed using multiple linear regression with SPSS version 30. Field findings indicate that employee performance at Cileunyi District remains suboptimal, attributable to a workload imbalance relative to staff numbers, uneven employee proficiency and comprehension in utilizing information technology, and a work environment that is no longer adequate. The derived regression equation, Y = 11.058 + 0.903X₁ + 1.050X₂ + 0.317X₃ + e, demonstrates that all three variables exert a positive influence on employee performance, albeit with varying degrees of impact. Specifically, information technology usage and workload show substantially higher coefficients, whereas the work environment exhibits a comparatively lower coefficient. A correlation coefficient (R) of 0.863 indicates a very strong relationship between workload, information technology usage, work environment, and employee performance. Furthermore, the coefficient of determination (R²) reveals that the combined contribution of these three variables accounts for 74.5% of the variance in employee performance, while the remaining 25.5% is influenced by other factors not examined in this study.
