Abstract

Langsa City has a river that runs through the city, namely the Krueng Langsa. Critical land will disrupt the land’s ability to regulate water management, flood control, and sedimentation in downstream areas. The method used by GIS is a weighted scoring analysis: the weighted overlay method, the scoring method, and the weighted overlay.   The weighted overlay is a spatial analysis technique that overlays multiple maps related to the factors affecting the vulnerability assessment. The analytical tool used is the geographic information system (GIS). The search parameters were the sloping map, the erosion risk map, the land use map, and the land management map. The results for land importance in the Langsa River showed that it falls into three categories: not important, potentially important, and slightly important. The most predominant land type was unimportant, covering 13,269.23 ha (65.31%), followed by potentially important land, covering 7,030.22 ha (34.60%). These two land importance criteria were found in Langsa Baro District, Langsa West District, Langsa Lama District, Langsa East District, and Langsa City District. “The Slightly Critical class is the smallest class which is only found in Langsa Lama District, specifically in Pondok Factory Village and Petow Village, which are geographically located between 04◦ 42’ 23.99” N – 04◦ 44’ 68.91” N North Latitude and 97◦ 91’ 86.81” E – 97◦ 90’41, 99” N with an area of 15.12 ha (0.07%).

Abstract

This study examines the role of Human Resource Information Systems (HRIS) in enhancing human resource management efficiency using a quantitative approach. In the context of digital transformation, organizations are required to optimize HR functions through the effective use of integrated information technology. HRIS facilitates the automation of administrative processes, enables real-time data availability, and supports data-driven decision-making. Data were collected from 150 HR practitioners working in various companies in the Greater Jakarta area who had implemented HRIS for at least one year, using purposive sampling. The research instrument was a structured questionnaire measured on a five-point Likert scale, which demonstrated strong validity and reliability, with Cronbach’s Alpha values exceeding 0.87 for all variables. Data analysis was conducted using SPSS version 25 and multiple linear regression after meeting classical assumption tests, including normality, multicollinearity, heteroscedasticity, and autocorrelation. The results indicate that administrative process automation (β = 0.412, p < 0.001), data-driven decision-making (β = 0.358, p < 0.001), and employee productivity improvement (β = 0.287, p < 0.01) have significant positive effects on HR management efficiency, both individually and simultaneously. The coefficient of determination (R² = 0.723) shows that these HRIS dimensions explain 72.3% of the variance in HR management efficiency. Overall, the findings confirm that HRIS implementation enhances HR operational efficiency by reducing processing time, minimizing manual errors, and improving the quality of strategic decision-making. Nevertheless, organizations must address challenges related to implementation costs, system integration, and resistance to change through strategic planning, continuous training, strong top management support, and adequate technological infrastructure.

Abstract

The digital transformation of public institutions demands the integration of policy, governance, technology, and user behavior to generate public value. This qualitative study analyzes the implementation of the DPR RI Minutes Information System (SIRIH) at the DPR RI Secretariat General through a multi-level approach. At the macro level, the OECD Digital Government Policy Framework is used to assess digital governance maturity. At the meso level, a socio-technical system approach is used to analyze the integration of SPBE policies, organizational design, and court proceedings. At the micro level, the UTAUT model is used to explain the factors of system adoption and utilization by officials. Data were obtained through analysis of official documents and observation of work processes. The results show that at the macro level, SIRIH strengthens the efficiency, transparency, and accountability of court proceedings. At the meso level, SIRIH implementation encourages standardization of work processes and cross-unit coordination, but still faces limitations in system integration and alignment of technology design with organizational needs. At the micro level, performance expectancy and social influence are the main determinants of adoption, with challenges in digital literacy and interface quality. This study confirms that digital transformation of court proceedings is a multi-layered socio-technical process that requires simultaneous strengthening of policy, organizational design, and user capacity.
