Abstract

This study aims to analyze the role of the Jayapura City Government in facilitating access to public information as a community-based development strategy, identify the community's critical capacity in responding to such information, and formulate a constructive interaction model to support local economic development within the context of Papua's Special Autonomy. Utilizing a descriptive qualitative approach supplemented by quantitative data from a survey of 165 respondents across five districts, the research finds that the Jayapura City Government has initiated a digital transformation through the Smart City program and the provision of various information infrastructures, such as Command Centers and free internet access in rural villages. The analysis reveals that a majority of the community (71.5%) perceives the government as moderately to highly active in disseminating development information, with 66.7% of respondents considering the information services relatively user-friendly and responsive. Despite these advancements, structural challenges such as the digital literacy gap and uneven internet access between regions, particularly in peripheral areas like the Muara Tami District, remain significant obstacles to creating inclusive and accountable information governance.

Abstract

The advancement of digital technology has promoted the application of digital surveillance in many fields, including public health and social risk management. Nonetheless, little research has comprehensively mapped the field of digital surveillance studies. This paper seeks to investigate the publications, scientific structures, and significant topics of digital surveillance research through a systematic literature review integrated with bibliometric and thematic analyses. Records retrieved from Scopus, 2009-2025resulted in 286 articles that fulfilled the inclusion criteria. Bibliometric analysis was performed using VOSviewer to identify publication trends, main scientific fields, and relationships between keywords. Meanwhile, thematic analysis using NVivo was used to reveal research themes and sub-themes. The results showed that digital surveillance publications had increased significantly since 2020. Social sciences, medicine, and computer science dominated the publications. Thematic analysis revealed that the main research themes focused on the application of digital surveillance in public health, data and information system management, and the use of digital technology. However, issues of governance, ethics, and privacy protection were still underexplored. These findings contribute theoretically by mapping the landscape of digital surveillance research and, practically, by helping academics and practitioners identify opportunities for research and policy development that pay greater attention to ethical and digital governance aspects.

Abstract

It must be able to stand alone since abstracts are frequently given apart The utilization of information technology has developed into a vital instrument in enhancing operational efficiency and business competitiveness, particularly in the medium-scale retail sector. Accurate inventory management is the primary foundation for business sustainability to maintain consistent customer satisfaction. However, John Store currently faces complex operational obstacles as it relies entirely on manual recording methods. The absence of a structured internal database system causes significant data synchronization issues between administrative records and physical stock in the warehouse, thereby increasing the risk of sudden stockouts. The most fundamental and crucial issue lies in managing bundling category products, where a single package transaction often fails to accurately deduct the stock balance of individual components due to the high risk of human error in manual calculation. To address this inefficiency, this research aims to build the web-based John Store Information System (SIJOHNS) as an integrated internal back-office solution. System development applies the Waterfall method systematically, covering requirements analysis, system design through Flowmap, Data Flow Diagram (DFD), and Entity Relationship Diagram (ERD), to implementation using PHP programming language and MySQL database. Key system features include the automation of bundling stock mapping and multi-role access rights management. Based on Black Box Testing, the system is proven valid. The implementation of SIJOHNS successfully transforms inventory management into a digital format, ensures the accuracy of stock deduction in real-time, and presents analytical data visualization on the dashboard to facilitate the store owner in monitoring sales trends for more strategic and targeted business decision-making
