Abstract

Information system (IS) projects represent substantial investments for public and private organizations, yet many fail to achieve their intended objectives. Despite advances in project management practices and information technologies, project failure remains a persistent challenge. Global IT investment reached approximately USD 3.11 trillion in 2022, while Standish Group CHAOS reports indicate that only about one-third of projects are completed on time, within budget, and with the required functionality. This systematic literature review synthesizes evidence from 67 studies published between 1990 and 2024 to examine how organizational, managerial, and technical factors influence IS project success and failure. Guided by a critical realist perspective and thematic synthesis, the review identifies critical success factors, explores relationships among failure factors, and compares priorities across public and private sectors. The findings reveal that people-related factors including committed project teams, active user involvement, clearly defined requirements, effective leadership, and executive support have the strongest influence on project success. While many success factors are common to both sectors, public organizations place greater emphasis on stakeholder engagement, governance, procurement compliance, and change management, whereas private organizations prioritize cost efficiency, rapid delivery, innovation, and technical performance. User participation, communication, and training consistently strengthen other success factors. The review extends the DeLone and McLean IS Success Model by incorporating project-level determinants and supports a contingency perspective, offering practical guidance for project managers, IT executives, and policymakers to improve IS project outcomes.

Abstract

This research aims to develop a web-based Information System for Consumable Goods Control at the Department of Public Works, Highways, and Water Resources of Sidoarjo Regency. The primary constraint in this institution lies in the manual inventory recording system, which is prone to data irregularities, reporting delays, and suboptimal stock control. To address these issues, this study employs the Research and Development (R&D) method with a Waterfall development model, encompassing the stages of preparation, system design, implementation, verification, and maintenance. The software is built using the PHP programming language and MySQL database, featuring master data management, transaction recording for incoming and outgoing goods, and real-time stock reporting. Based on the results of black-box testing, the system achieved a 100% success rate, proving that all functions operate according to specifications. The implementation of this system is expected to enhance data accuracy, operational efficiency, and transparency in managing consumable goods.

Abstract

The development of an information system in this study was carried out to meet the needs of the Sidoarjo Regency Environment and Sanitation Agency (DLHK) for an integrated system. More specifically, this web-based system was designed to handle services related to the use of Green Open Spaces (RTH), which until now have been dependent on manual processes and have lacked data integration. This condition has the potential to hinder the optimization of management, supervision, and service quality. In building the system, the researchers chose the Waterfall method. The reason is that this method provides clear and sequential stages. We went through these stages, starting from analyzing user needs at DLHK, then designing the system and database, then programming using a specific language, then testing the system, and finally preparing maintenance documents. To ensure that the system runs well, two types of tests were conducted. The first test was a Black Box functional test with 27 scenarios created based on use case schemes. The second test was a User Acceptance Test (UAT) involving potential users to fill out questionnaires. The results of this series of tests were encouraging. In the Black Box test, 96.3% of the functions were recorded as successful. According to the researchers, this figure shows that almost all core features are functioning optimally. Meanwhile, in the UAT, the user satisfaction score reached 91%. Based on our interpretation, this score falls into the "very satisfied" category and proves that the system is well received at the end-user level.

Abstract

The rapid development of digital technology has transformed the way information is produced, distributed, and consumed by society. While digital media facilitates access to information, it also contributes to the widespread dissemination of hoaxes, misinformation, and disinformation that may threaten social stability and public trust. In this context, the Islamic principle of tabayyun (information verification) becomes increasingly relevant as an ethical framework for evaluating information before accepting or disseminating it. This study aims to analyze the hadiths concerning information verification and examine their relevance from the perspective of maqāṣid al-sharī‘ah in responding to the challenges of the digital era. This research employs a qualitative approach using library research. The primary data consist of hadiths related to information verification, communication ethics, and caution in conveying information, while secondary data are derived from books, scientific articles, and studies on digital communication and maqāṣid al-sharī‘ah. Data were analyzed using content analysis with a normative-contextual approach. The findings reveal that the hadiths on information verification emphasize the values of honesty, caution, responsibility, and critical evaluation of information. From the perspective of maqāṣid al-sharī‘ah, tabayyun contributes to the protection of religion (ḥifẓ al-dīn), intellect (ḥifẓ al-‘aql), life (ḥifẓ al-nafs), and wealth (ḥifẓ al-māl) from the harmful effects of misinformation and digital disinformation. Therefore, tabayyun can be understood not only as an ethical principle of communication but also as an instrument for realizing public welfare and preventing social harm in the contemporary digital environment.

Abstract

Village-government digitalization often stops at information publication and does not yet integrate citizen needs, administrative workflows, and secure software operations. This study develops a website-based information-system design for Kute Rumah Bundar, Ketambe, Southeast Aceh, by combining Design Thinking, Agile, and DevSecOps. An artifact-oriented design approach is used. The service context is represented through a problem map, actor needs, service scenarios, architecture, product backlog, access-control matrix, threat model, and acceptance criteria. Design Thinking maintains alignment with citizen and staff needs; Agile translates those needs into measurable increments; and DevSecOps embeds security checks throughout software change. The result comprises five service domains, eighteen core requirements, four user roles, three development increments, and twelve security-risk scenarios. Traceability inspection shows that every core requirement is mapped to a module and acceptance criterion, while each risk scenario is connected to preventive, detective, or recovery controls. The combined approach therefore produces a design that is user-centered, incrementally deliverable, and secure by design. The main contribution is an integrated working pattern that can be replicated for digital service transformation in resource-constrained village administrations.

Abstract

Micro-scale laundry services require fast, transparent, and accessible information to remain competitive in an increasingly digital customer environment. Laundry Kocan previously relied on conventional information delivery, which limited customer access to business profiles, service prices, operating hours, and communication channels. This study aims to develop a responsive website-based information system as a service-information and digital-promotion medium for Laundry Kocan. A descriptive qualitative approach was employed. Primary data were obtained through field observation and an in-depth interview with the business owner, while secondary data consisted of price documents, promotional materials, and supporting literature. Data analysis followed reduction, display, conclusion drawing, and verification stages. System development comprised requirements analysis, interface design, HTML and CSS implementation supported by Bootstrap, and display testing on desktop and smartphone device categories. The implementation produced a landing page, business profile, digital price list, navigation, operating-hour information, and a responsive WhatsApp communication button. The source draft reports that the post-implementation indicator of new customers increased from 20% to 80%; because absolute counts, measurement period, and a comparison group were not documented, this figure is interpreted descriptively rather than as causal evidence. Overall, the website establishes a digital identity and improves the reach, consistency, and transparency of Laundry Kocan service information.

Abstract

The management of financial transactions is essential for ensuring effective and reliable financial administration. PT Mitra Mandiri Transindo Semarang previously relied on manual procedures for recording cash receipts and disbursements, resulting in reporting delays, data redundancy, difficulties in retrieving historical records, and a higher risk of human error. This study aims to develop a web-based accrual accounting information system that integrates account management, cash receipts, cash disbursements, and financial reporting. The study employed a Research and Development (R&D) approach involving problem identification, data collection, system analysis and design, validation, implementation, revision, and testing. Data were collected through observation, interviews, and literature review. The system was developed using PHP and MySQL and evaluated through Black Box Testing. The results showed that all major system functions operated successfully according to user requirements. The developed system improved transaction recording efficiency accelerated financial report preparation, reduced recording errors, facilitated data retrieval, and supported more accurate financial information through accrual-based recognition. Therefore, the system provides an effective solution for improving financial administration and supporting managerial decision-making.

Abstract

This study, entitled The Mediating Role of Third-Party Logistics in the Relationship between Truck Operator Performance, Crane Rental Costs, and Information Integration Capability on Logistics Revenue at PT Nulin Sarana Jaya Balikpapan, aims to analyze the direct and indirect relationships among the research variables. A quantitative research approach was employed using a sample of 117 customers selected through purposive sampling. Data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 3. The results indicate that Truck Operator Performance has a positive and significant effect on Third-Party Logistics (T = 4.222; p = 0.000) and Logistics Revenue (T = 4.102; p = 0.000). Crane Rental Costs positively and significantly affect Third-Party Logistics (T = 2.693; p = 0.007) and Logistics Revenue (T = 2.291; p = 0.020). Information Integration Capability positively and significantly influences Third-Party Logistics (T = 3.886; p = 0.000) and Logistics Revenue (T = 3.073; p = 0.004). Furthermore, Third-Party Logistics has a positive and significant effect on Logistics Revenue (T = 3.500; p = 0.000). The mediation analysis confirms that Third-Party Logistics significantly mediates the effects of Truck Operator Performance (T = 2.463; p = 0.014), Crane Rental Costs (T = 2.310; p = 0.021), and Information Integration Capability (T = 2.656; p = 0.008) on Logistics Revenue. These findings indicate that improving operational performance, optimizing crane rental costs, and strengthening information integration capability, supported by effective Third-Party Logistics management, can enhance the company's logistics revenue.

Abstract

This study aims to improve our understanding of the factors affecting customer satisfaction with the PT. XYZ expedition service. Many people prefer to shop online rather than offline. This study is a quantitative descriptive study conducted by collecting data through questionnaires distributed to PT. XYZ service users. The analysis used is SEM-PLS (Structural Equation Model - Partial Least Squares). With a total of 110 respondents with criteria having used PT. XYZ for the last 6 months and domiciled in South Jakarta, taking a pure sample to collect data through a questionnaire using a Likert scale of 1-5. The results of this article are: 1) Service quality affects customer satisfaction; 2) Information affects customer satisfaction; 3) Timing affects customer satisfaction. In this study, the satisfaction rate of PT. XYZ customers in South Jakarta was 63.3%; the remaining 36.7% was due to other variables not discussed in this study.

Abstract

The Department of Electrical Automation Engineering manages Project-Based Learning (PjBL) through several separate media. This condition makes it difficult for users to browse documents, monitor progress, access assessment rubrics, and publish project results. This study designs an information system model for PjBL and e-Showcase management using a Design Thinking approach. Carrying out the Empathize, Define, Ideate, Prototype, and Test stages. Then, data is collected through observations and interviews with 12 students and 4 lecturers. Processing the findings into 17 initial codes, 10 themes, 10 functional requirements, and 4 non-functional requirements. Determine the impact-effort score through discussions with developers who understand the level of difficulty of each feature. Then, an interactive prototype is created and tested on 19 users, consisting of 12 students, 4 lecturers, and 3 admins. The test resulted in 139 task implementations. Participants completed 131 tasks, or 94.2%, without instructions, and 8 tasks, or 5.8%, with general instructions regarding menu locations. The average task ease of use was 4.38 out of 5, while the System Usability Scale score was 79.61, falling into the acceptable category. The Yangyang model is designed to support document management, progress monitoring, rubric transparency, cross-semester archiving, and project publication through e-Showcase. However, the prototype still requires improvements in menu naming, button visibility, and guide search before the system is implemented.
