Abstract

Openness of information is demonstrated in information services that minimize disputes over public information and adapt to new media by involving public participation. The implementation of KIP by government agencies needs to be assessed or measured and analyzed based on evidence. Public information disclosure is a fundamental element of transparent, accountable, and participatory governance, particularly in the context of digital transformation and open government. This study aims to measure and analyze the Public Information Disclosure Index (IKIP) in Majalengka Regency and to provide an in-depth explanation of the factors underlying its measurement results. The study employed a mixed- methods approach with a sequential explanatory design, integrating quantitative and qualitative methods in two consecutive stages. The quantitative stage involved 100 respondents, with data collected through structured questionnaires designed to measure the dimensions and indicators of public information disclosure. The quantitative data were analyzed using descriptive statistical analysis and index measurement to determine the level and characteristics of IKIP. Subsequently, qualitative data were collected through interviews and observations to explain, deepen, and validate the quantitative findings. The qualitative data were analyzed through data reduction, data presentation, interpretation, and conclusion drawing. The findings provide an empirical assessment of public information disclosure and identify aspects that support or constrain the quality of information openness in Majalengka Regency. The novelty of this study lies in integrating IKIP measurement with explanatory qualitative analysis, thereby moving beyond numerical index assessment to provide contextual evidence regarding the conditions underlying the resulting scores. This approach contributes to the development of a more comprehensive framework for evaluating public information disclosure and provides practical evidence for local governments to strengthen transparency, accountability, digital information governance, and public participation. The aim is to determine the clear value of IKIP accompanied by evidence-based explanations. The results of the study show that the Public Information Disclosure Index (IKIP) value of 86.3 is in the B quality category, which is good. This is supported by evidence of the Majalengka Regency Government's actions in public information disclosure, which show open governance, new media, and community participation

Abstract

SMKS Yapenap still manages tuition fee payments manually using spreadsheets, which increases the risk of recording errors and slows down report preparation. This study aims to analyze and design a website-based tuition fee payment information system to improve operational efficiency and data accuracy. The methodology used is Rapid Application Development (RAD) with Unified Modeling Language (UML) modeling. System requirements analysis is also supported by the PIECES framework to evaluate performance and service aspects. The results of the study are a system design with a centralized database that enables real-time data management. An automatic validation feature is designed to minimize human error and speed up the transaction process. In addition, this portal provides transparency for parents in monitoring payment status independently. In conclusion, the RAD method is effective in producing a professional and accountable financial management solution for SMKS Yapenap.

Abstract

Bima Regency has diverse tourism potential, including natural, cultural, historical, and marine tourism, supported by accommodation and tourism businesses. However, tourism information is still distributed across several platforms, is not centralized, and is not presented completely. This condition makes it difficult for local communities and tourists to obtain information about destinations, facilities, road access, accommodation, events, and tourism news. This study aims to design the UI/UX of a web-based tourism information system for Bima Regency using the Design Thinking method. The research stages include empathize, define, ideate, prototype, and testing. Data were collected through interviews with the Bima Regency Tourism Office and 20 respondents, then analyzed using empathy maps, user personas, affinity diagrams, How Might We, site maps, user flows, and prototype design using Figma. The prototype was evaluated using the System Usability Scale (SUS) with 56 respondents. The resulting prototype includes destination, event, news, accommodation, detailed tourism information, and admin pages for managing tourism content. The SUS test produced an average score of 84.55, categorized as acceptable, grade B, and an excellent adjective rating. These results indicate that the UI/UX design has good usability and can be used as a reference for developing a tourism information system in Bima Regency.

Abstract

Purpose: The main focus of this study is to evaluate the extent to which the implementation of Safety Risk Management and Management Information System (MIS) affects the performance effectiveness of Avsec personnel at Kualanamu International Airport. Research Method: This study employed a quantitative survey approach, with primary data obtained through questionnaires distributed to 100 active Avsec personnel. The data were subsequently processed using Multiple Linear Regression analysis assisted by the SPSS statistical application. Results and Discussion: The results showed that Safety Risk Management and the Management Information System (MIS) had a significant positive effect on Avsec personnel's performance. These findings indicate that more optimal implementation of risk management and information systems leads to higher levels of personnel preparedness and effectiveness in maintaining aviation security. Implications: This study implies that airport management should strengthen safety risk management practices and optimize the implementation of an integrated management information system to improve Aviation Security performance. These findings provide practical insights for developing risk-based security strategies, improving personnel preparedness, and supporting more effective decision-making in airport security operations. Originality: The originality of this study lies in integrating Safety Risk Management and Management Information System as simultaneous determinants of Aviation Security Performance.

Abstract

Purpose: This study examines how trust, transaction ease, and information quality influence online purchase decisions among young adult e-commerce users. Research Method: A quantitative explanatory survey was conducted with 64 eligible users recruited from a private university setting in Makassar, Indonesia. All respondents had prior purchasing experience on the focal marketplace platform. Trust, transaction ease, information quality, and online purchase decision were measured using multi-item five-point Likert scales. The analysis employed item-total validity assessment, Cronbach’s alpha, classical regression diagnostics, multiple linear regression, t-tests, an overall F-test, and the coefficient of determination using SPSS. Results and Discussion: The findings support a transaction-centered explanation of e-commerce behavior. Consumers are more willing to decide to purchase when they trust the exchange environment, perceive the transaction process as easy, and receive information that is sufficiently accurate, timely, relevant, and complete. Ease and trust display almost identical standardized coefficients, indicating that process convenience and transaction confidence should be regarded as joint priorities rather than as competing explanations. Information quality has a smaller unique effect but remains an important part of the purchase-conversion environment. Implications: Marketplace managers should reduce transactional friction, protect trust through reliable seller and platform signals, and improve the accuracy, relevance, timeliness, and completeness of product information. Originality: The study integrates Technology Acceptance Model logic, e-commerce trust, and information quality theory into a single conversion-oriented framework and compares their relative effects within a tightly defined segment of young adults.

Abstract

This study develops SIPUS, a campus business information system for the Business Management Unit (BPU), by integrating procedure analysis with intelligent consumer behavior considerations to improve both operational correctness and user-facing service experience. The research applies a requirements-driven approach in which current procedures are documented, key procedural issues are identified (e.g., fragmented coordination, unclear responsibility boundaries, inconsistent schedule handling, non-explicit handoffs, and incomplete decision gates), and the findings are translated into traceable functional requirements and user-oriented acceptance criteria. SIPUS implementation is organized across five BPU service domains, including facility rentals and food stall participation, and emphasizes standardized workflow control points such as availability validation, conflict detection, closure status handling, approval routing where applicable, and payment verification. System validation combines stakeholder review of procedure–requirement–implementation alignment with user-oriented evaluation using CSUQ. CSUQ results show consistently high ratings on a 1–7 scale, with an overall mean of 5.79 (82.7% of the maximum score) and low dispersion (SD = 0.12), indicating favorable perceived usability and interaction quality. Overall, the results demonstrate that incorporating consumer-oriented evidence during requirements formulation strengthens alignment between operational procedures, implemented system behavior, and user expectations in campus service delivery.

Abstract

The rapid development of digital technology has significantly transformed the management, exchange, and utilization of electronic information and personal data in Indonesia. While digital transformation provides various benefits for economic, social, and administrative activities, it also creates increasing risks related to privacy violations, unauthorized access, data misuse, and cybercrime. This study aims to analyze the enforcement of Law No. 19 of 2016 concerning Amendments to Law No. 11 of 2008 on Electronic Information and Transactions in protecting electronic information and personal data in Indonesia. This research applies a normative juridical method using statutory, conceptual, and analytical approaches. The analysis is conducted through the examination of relevant legislation, legal doctrines, and academic literature concerning electronic information security and personal data protection. The findings indicate that Law No. 19 of 2016 provides an essential legal foundation for regulating electronic information, electronic transactions, and sanctions against unlawful activities in cyberspace. However, its effectiveness in protecting personal data remains limited due to the absence of comprehensive provisions regarding personal data processing, data subject rights, and institutional supervision mechanisms. The implementation of Law No. 27 of 2022 concerning Personal Data Protection strengthens Indonesia’s legal framework by providing more specific protection mechanisms, but regulatory harmonization and effective enforcement remain necessary. This study concludes that the protection of electronic information and personal data requires not only adequate legal regulations but also consistent law enforcement, institutional strengthening, technological security measures, and increased public digital awareness.

Abstract

This study aimed to design and implement a web-based Savings and Loan Information System for Koperasi Konsumen Raudhah Amanah Bunobogu while supporting the improvement of its existing business processes. The study was motivated by operational challenges arising from manual transaction recording, fragmented data management, reporting delays, and limited access to centralized information. Data were collected through observation, interviews, and documentation studies. A Fishbone Diagram was employed to identify the root causes of operational problems, whereas Business Process Model and Notation (BPMN) was used to analyse the existing (As-Is) and proposed (To-Be) business processes. The system was developed using the Software Development Life Cycle (SDLC) Waterfall model and evaluated through Black Box Testing to verify its functional requirements. The developed system successfully integrates key cooperative operations, including member management, savings transactions, loan processing, installment payments, and financial reporting within a centralized web-based platform. The Black Box Testing results confirmed that all implemented functionalities operated in accordance with the specified system requirements. These findings demonstrate that integrating BPMN-based business process redesign with information system development provides a structured approach to supporting the digitalization of savings and loan cooperative operations. Future studies are encouraged to evaluate the organizational impact of the system through quantitative performance measurements and user-based assessments.

Abstract

This study aims to design a website-based information system for waste management at the Integrated Waste Processing Site (TPST) in Siwalanpanji Village, Sidoarjo Regency. This system is designed to facilitate the recording and analysis of waste data, including recycled waste and waste disposed of at the Waste Processing Site (TPS). The method used is Rapid Application Development (RAD), which includes the stages of planning needs, design, construction, and testing using Black Box Testing. The results of this study are expected to improve the efficiency of waste management and support better decision making in waste management in the village.

Abstract

Pengelolaan FIR Indonesia-Singapura menyentuh isu kedaulatan udara, keselamatan penerbangan, dan pertahanan negara. Pasal 1 Konvensi Chicago 1944 menegaskan kedaulatan penuh negara atas ruang udaranya, namun FIR bersifat teknis sehingga tidak dapat disamakan dengan pengalihan kedaulatan. Penelitian ini menganalisis implikasi pengelolaan FIR terhadap kedaulatan udara Indonesia serta Perjanjian Penyesuaian FIR 2022 dalam perspektif hukum internasional.. Penelitian ini bertujuan menganalisis implikasi pengelolaan FIR Indonesia–Singapura terhadap kedaulatan udara Indonesia serta mengkaji Perjanjian Penyesuaian FIR Tahun 2022 dalam perspektif hukum internasional.. Penelitian ini bertujuan untuk menganalisis implikasi pengelolaan FIR Indonesia–Singapura terhadap kedaulatan udara Indonesia serta mengkaji dampak Perjanjian Penyesuaian FIR Indonesia–Singapura Tahun 2022 dalam perspektif hukum internasional. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan perundang-undangan, konseptual, dan historis melalui analisis Konvensi Chicago 1944, ketentuan International Civil Aviation Organization (ICAO), serta peraturan perundang-undangan nasional dan perjanjian bilateral terkait. Hasil penelitian menunjukkan bahwa pendelegasian pelayanan navigasi udara kepada negara lain tidak bertentangan dengan prinsip kedaulatan negara sepanjang dilakukan dalam kerangka teknis ICAO dan tidak menghilangkan hak kedaulatan negara atas wilayah udaranya. Selain itu, Perjanjian Penyesuaian FIR Tahun 2022 mencerminkan bentuk kerja sama bilateral yang tetap mengedepankan keselamatan penerbangan internasional sekaligus memperkuat posisi Indonesia dalam pengendalian wilayah udara nasional. Oleh karena itu, penguatan kedaulatan udara Indonesia memerlukan dukungan diplomasi penerbangan, modernisasi infrastruktur navigasi udara, serta peningkatan kapasitas nasional secara berkelanjutan.
