Abstract

A hospital operating under the Regional Public Service Agency (BLUD) financial management model requires an accurate, well-documented, and traceable planning process, as it is directly linked to the formulation of programs/activities, budgeting, control, and performance accountability. In practice, the BLUD planning process at RSUD Raden Mattaher Jambi still encounters challenges, including fragmented data processing, duplicate data entry, low data consistency, and suboptimal integration among supporting applications. These conditions result in prolonged planning cycles, a higher risk of errors, and limited transparency as well as insufficient audit trails in the approval process. This study aims to analyze business process requirements and design a web-based BLUD Hospital Planning Information System using an Enterprise Application Integration (EAI) approach. The research methods include literature review, observation, interviews, business process analysis, and system design using UML modeling. The results of the study consist of a web application architecture design that supports master data management, unit-based planning proposals, verification, revision, tiered approval, automatic recapitulation, and reporting. In addition, an EAI integration architecture is designed through services (service/API) to enable data synchronization across systems, including mechanisms for data mapping and transformation, logging, and integration error handling. The proposed design is expected to improve the efficiency of the BLUD planning process, enhance data consistency and availability, strengthen accountability through audit trails, and provide a more reliable integration foundation among applications within the hospital environment.

Abstract

Abstract− Jambi Province Industry and Trade Service, which is located at Jl. Lt. Gen. Suprapto No. 28, Telanaipura, Kec. Telanaipura, City of Jambi, Jambi 36122 is one of the provincial level administrative institutions in Jambi that processes administrative data not yet computerized and causes problems to occur. In terms of administrative data processing, there were difficulties and errors in recapitulating employee data both for reports that would be given to the secretary or given to the head of the field, because it recorded matters relating to the processing of personnel data using Microsoft office word and Excel but was only limited to input data for reporting. and there were also several problems including inconsistent data due to input errors, irregularly stored data, difficulty finding the required employee data, sometimes providing information that took quite a long time and also the occurrence of duplicate data. Resulting in the process of making reports regarding the desired staffing is often late to leadership. Therefore, to help simplify data processing, a good personnel information system is needed. Abstract

Institutional communication on social media addresses publics with unequal levels of knowledge and experience. This study analyzes differences in the information needs of technical and non-technical publics in INKA's digital communication on Instagram. The article applies a secondary thematic analysis to an in-depth interview corpus from the author's thesis research involving six purposively selected informants, consisting of three technical and three non-technical participants. The re-analysis focuses on sources of knowledge, evaluative orientations, information considered important, expected forms of evidence, and conditions that support trust. The findings show that technical publics prioritize information about production structures, local and imported components, domestic content, engineering processes, testing, technological collaboration, and system reliability. Non-technical publics prioritize information connected to use experience, including comfort, travel time, facilities, service consistency, maintenance, problem resolution, and follow-up to user feedback. However, the boundary between the two groups is not rigid because both demand transparency and verifiable evidence. The study proposes a layered information architecture for institutional digital communication consisting of an accessible shared layer, a technical-industrial layer, and an operational-user layer. This approach allows national-pride narratives to remain communicatively relevant while strengthening accuracy, relevance, and responsiveness to different audience needs. In a state-owned enterprise context, it places public information needs at the center of message design rather than treating them only as post-publication feedback.
