Abstract

In this paper, we put forward three-level indicators and 13 secondary indicators via Delphi method. We improved the new fuzzy synthetic evaluation method from the aspect of coal-mining information management. After a comprehensive evaluation, 72.28% of people believed that security levels of Huaibei Mining Group belonged to good & moderate one, and 27.72% of people held that security status of Group was poor & very poor condition on the basis of comprehensive evaluation. Therefore, security management information system in Huaibei Mining Group belonged to the middle level. By using the new indicators and research method, the countermeasures were given to improve safety management on the basis of the internet of things. DOI: http://dx.doi.org/10.11591/telkomnika.v11i10.3433

Abstract

The recommendation system is an intelligent system gives recommendations to users to discover the best interesting items. The purpose of this proposed recommendation system is to develop a system to find the best electrical devices according to weather conditions and user preferences. The proposed solution relies on the characteristics of electrical appliances and their suitability to weather conditions in any city. The proposed solution is the first recommendation system combines devices properties, weather conditions, and user preferences using a new combination of algorithms. The clustering algorithms are the most applicable in the field of recommendation system. The proposed solution relies on a combination of Elbow method, pro­­posed modified K-means and Silhouette algorithm to find the best number of clusters before starting the clustering process. Then calculate the weights for each cluster and compare them with the weather weights to find the required clusters sorted from the near to far according to a computed threshold. The empirical results showed that the proposed solution demonstrated a 94% accuracy to match the characteristics of the recommended devices with the climatic characteristics of the region and user preferences. The accuracy is measured using Silhouette algorithm.

Abstract

It is inevitable that information system (IS) has been the essential role in the management and academic functions of the higher education institutions (HEIs) in developing countries, like Indonesia. In this country, despite the IS project developments have been performed since 1980s, but its performances tended still low. The efforts have been performed for responding this issue, but the studies have been remained in limited number. Accordingly, this study was carried out to know what factors that influence the satisfactions, in respect of its significant effects towards the project performances. The internal stakeholders were the population, which was sampled using the purpose random sampling. The 52 (87%) paper based data and the 61 (9%) online ones were then used in the data analysis stage with the partial least squares-structural equation modeling (PLS-SEM) method. The results revealed that, besides the system and service qualities directly affected the endogenous variable, the institutional contexts also indirectly influenced the variable. The study remained limitations, but its findings may theoretically and practically contributes towards the user satisfaction measurement, especially from the perspectives of the Islamic HEIs in Indonesia.

Abstract

Cross language information retrieval (CLIR) is a retrieval process in which the user fires queries in one language to retrieve information from another (different) language. The diversity of information and language barriers are the serious issues for communication and cultural exchange across the world. To solve such barriers, Cross language information retrieval system, are nowadays in strong demand. CLIR is a subset of Information Retrieval (IR) system. Information Retrieval deals with finding useful information from a large collection of unstructured, structured and semi-structured data to a user query where the query is a set of keywords. Information Retrieval can be classified into different classes such as Monolingual information retrieval, Bi-Lingual Information Retrieval, Multilingual information retrieval and Cross language information retrieval. This paper focuses on the various IR variants and techniques used in CLIR system. Further, based on available literature, a number of challenges and issues in CLIR have been identified and discussed. It gives an overview of the advantages, limitations, tools available in CLIR research. It also describes new application areas of CLIR such as medical, multimedia, question answering system etc. The need for exploring and building more specialized information system that enable speakers of an Odia language to discover valuable information beyond linguistic and cultural barriers. This study is aimed at building an experimental CLIR system between one of the under-resourced language (i.e. Odia) and one of the most commonly used online language (i.e. English) in future.

Abstract

Irrigation district informative construction is an effective way to improve the management and to rational allocate and effectively utility irrigation water resources. This paper is directed against the characteristics such as large-scale monitoring data amount, complex data types, high real-time requirement, strong spatial correlation, etc. combine Multi-Agent theory with irrigation district information system together, and use GSM communication network as the communication network of system, established an agricultural irrigation district information system based on Multi-Agent and GSM, which can full utility intelligent of Agent and the good communication coordination of Multi-Agent system, so to provide comprehensive technical support for irrigation management and decision making. DOI : http://dx.doi.org/10.11591/telkomnika.v12i5.3583

Abstract

This paper proposes a winner-takes-all based multi-strategy learning for information extraction. Unlike the majority of multi-strategy approaches that commonly combine the prediction of all base learnings involved, our approach takes a different strategy by employing only the best, single predictor for a specific information task. The best predictor (among other predictors) is identified during training phase using k-fold cross validation, which is then retrained on the full training set. Empirical evaluation on two benchmarks data sets demonstrates the effectiveness of our strategy. Out of 26 information extraction cases, our strategy outperforms other information extraction algorithms and strategies in 16 cases. The winner-takes-all strategy in general eliminates the difficult situation in multi-strategy learning when the majority of base learners cannot make correct prediction, resulting in incorrect prediction on its output. In such a case, the best predictor with correct prediction  in our strategy will take over for the overal prediction.

Abstract

Information system (IS) utilizations may have been one of the determinant factors for the survival requirement of the higher education sector in Indonesia. Despite the IS projects have been conducted since the 1980s in this country, but many studies indicated that success of the projects seems like in the low level. This survey study was purposed to know the status of the IS project success among universities by involving the internal stakeholders. The higher education database of the Ministry of Research, Technology, and Higher Education (MRTHE) and the Association of Computing and Informatics Institutions Indonesia (ASCII-I) in the year 2015 were used for selecting around 1.230 respondents based on a purposive random sampling. The blended questionnaires were then distributed with almost 298 (±24%) responses. This paper presents five project profiles, including the aim, IS strategic plan availability, internal team involvement, budget allocation, and the success level of the projects.

Abstract

This paper discusses compression methods focused on data transmission over communication channels. The characteristics of different algorithms for different types of incoming data are analyzed. The purpose of this study is to evaluate the speed of operation of each of the compression algorithms for different types of information and different compression parameters, on the basis of the obtained results to make recommendations for the application of compression methods in systems critical to the performance of the algorithm. Based on the results of the analysis, the methods of compression that can be used in communication channels are selected: LZW, LZH, Vitter and matrix. The practical research of the selected methods on different information flows (text, graphics, measurement data, combined data) was carried out, their comparative analysis was performed. Research has highlighted compression methods that give the most optimal results in each case. Comparative evaluation of algorithms for different parameters is made, the possibility of data compression implementation in systems running in real time is analyzed. Based on the results of the study, recommendations are made for the application of particular compression methods in specific conditions.

Abstract

User satisfaction is one of the system use variables which is affected by the system creation variables in the information system (IS) success measurements, especially in the mandatory use of IS. This paper reports the relational variable assessments between three variables of the system creation dimension towards the user satisfaction variable in the library information system (LIS) implementation of a sampled university in Indonesia. Practically, the measurement has never been done since the early system implementation in the institution. The study focused on the status of the user satisfaction construct and what are the factors which influenced the construct. The used measurement model was adopted and adapted from the DeLone and McLean’s IS success model. A total of 185 respondents were selected in this study using multi-stage purposeful random sampling. The researchers used the partial least squares structural equation modeling (PLS-SEM) with the SmartPLS version 2.0 for analyzing the collected data. Findings of the study showed that users of the LIS were sufficiently satisfied and the proposed hypotheses were accepted. In terms of the adopted model, besides the findings theoretically proved that the user satisfaction construct has affected by the system creation constructs; the findings may also have proposed the practical recommendations to the sampled institution for the next LIS improvements in particular.

Abstract

Information systems have become important factors in a company, where information systems are useful in providing useful information for the company itself. The information system helps companies implement corporate activities at the beginning of the process until the decision making. In the concept Information system, we know the term of vertical information system, which is another strategy for increasing vertical information capacity. Vertical information system includes the periodic report, written information, and computer-based communications distributed to managers. In this article, discusses the approach in the development of vertical information system which will be preceded by comparison of operational systems, management information systems, and business intelligence systems. We will give explanations about the role in the BI system in an organization, the challenges faced in the implementation of vertical information systems, approaches in vertical information systems, approaches that we choose, and how it implement in  civil servant teachers data in Manado City.
