Abstract

The management of Indonesia's Flight Information Region delegated to Singapore raises sovereignty challenges, particularly in the case of the Ethiopian Airlines ETH 3728 violation in 2019, which entered the airspace of the Riau Islands without direct permission from Indonesia. The research problem is whether Indonesia's delegation of FIR management to Singapore complies with the 1995 bilateral agreement and the 1994 Chicago Convention, and whether Indonesia has the authority to enforce the law against foreign aircraft entering its airspace without permission where the FIR is managed by Singapore. The research method employed is normative legal research that is descriptive, using secondary data in the form of primary and secondary legal materials analyzed qualitatively. The research findings indicate that discrepancies between practices and the agreement's content, along with inadequate coordination between Singaporean and Indonesian aviation authorities, led to this airspace violation by Ethiopian Airlines. Indonesia also holds the authority to enforce the law through force down actions based on Article 1 of the 1944 Chicago Convention and Law Number 1 of 2009 on Aviation. In conclusion, Indonesia's airspace sovereignty remains exclusive, and strengthened coordination as well as updates to the bilateral agreement are needed to prevent future sovereignty violations.

Abstract

This study analyzed the effectiveness of Hospital Management Information System (SIMRS) implementation in improving hospital service performance by examining the interaction between technological, human, and organizational dimensions. A qualitative literature synthesis with a conceptual narrative review design was employed by integrating secondary data from scientific journals, academic books, and health information system policy documents. Data were analyzed using qualitative content analysis guided by the De Lone and McLean Information System Success Model and enriched with a socio-technical systems perspective. The synthesis showed that SIMRS implementation improved service efficiency, data accuracy, inter-unit coordination, and decision-making quality through better system quality, information quality, and service quality. However, its effectiveness depended on system-user alignment, digital competence, infrastructure readiness, and organizational support. Poor alignment between system design and actual work practices may reduce adoption and encourage workarounds. Therefore, SIMRS should be implemented holistically by balancing technical infrastructure, user capacity building, and adaptive organizational governance.

Abstract

Public information disclosure constitutes a fundamental prerequisite for democratic, transparent, and accountable governance. Although Law Number 14 of 2008 concerning Public Information Disclosure provides a strong legal foundation, existing transparency practices in Indonesia remain predominantly administrative and insufficiently integrated with organisational performance governance. Previous studies have largely focused on regulatory compliance and implementation mechanisms, while limited attention has been given to positioning transparency as a data-driven governance system supported by digital technology. Responding to this gap, this study examines the relevance and implementation strategies of SMART Transparency based on the principles of Specific, Measurable, Accessible, Relevant, and Timely as an integrative model of public information governance supported by information technology and artificial intelligence (AI). This research employs a qualitative literature review analysing regulatory frameworks, institutional reports, and national and international scholarly publications published between 2015 and 2025 using thematic analysis. The findings demonstrate that SMART Transparency enables the transformation of public information disclosure from procedural openness into performance-based governance through digital service integration, AI-assisted monitoring and dispute resolution, and strengthened public literacy and electoral oversight. Theoretically, this study contributes by reconceptualising transparency as a measurable governance framework integrating accountability, digital governance, and adaptive public management in the digital era.

Abstract

This article examines the optimization of the performance of the NTB Information Commission (KI NTB) in resolving public information disputes in the digital era. The study aims to analyze the dispute resolution process, identify existing challenges, and explore opportunities for institutional improvement using a qualitative descriptive method through observation, interviews, and document analysis during a student internship at the University of Muhammadiyah Mataram from January 22 to March 13, 2026. The findings show that KI NTB has implemented a systematic dispute resolution mechanism consisting of application intake, mediation, and non-litigation adjudication, while maintaining the principles of transparency and accountability in accordance with Law No. 14/2008. However, several obstacles remain, including limited human resources, low public awareness, resistance from certain public bodies, and the underutilization of digital technology. In conclusion, KI NTB has demonstrated a significant role in safeguarding citizens’ rights to information and promoting accountable governance, although further optimization is still required. The implications of this study indicate that service digitalization through online registration and e-archiving, capacity building, and more intensive public outreach can strengthen KI NTB’s effectiveness in delivering fair and efficient dispute resolution services.
