Abstract

Abstract: This study aims to describe how the implementation of administrative governance in theimplementation of village governance.This research uses qualitative descriptive method, and data collection techniques used are observation,interview and documentation. The number of informants in this study as many as seven people. In this studyusing the theory of basic principles of good governance. The results of this study indicate that in theimplementation of government in the village of Mundung Satu, not all village administrations can be appliedin accordance with applicable regulations that refers to PERMENDAGRI No. 47 of 2016. Lack of toolsneeded to manage village administration, as well as lack of capabilities and government responsibilitiesvillages in implementing their duties, and the implementation of work tasks that are not in accordance withthe main duties and functions of the village apparatus, are the factors behind the implementation of goodadministrative governance. Therefore, the village government should work harder and improve the abilityof village officials to realize good governance and in accordance with the regulations.Keywords: Governance, Village Administration, Village Government Implementation.

Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

ABSTRAK : Sebagai fokus penelitian dalam mengukur keberhasilan dalam satu komunitas salingmembutuhkan satu sama lain. Berbagai konflik terjadi pada masyarakat hingga akhirnya menimbulkankrisis kepercayaan, dan permusuhan diantara kelompok yang berbeda. Seperti halnya konflik yangterjadi pada pelaksanaan pemilihan kepada desa kumo.Konflik adalah sebuah gejala sosial yang selaluterdapat didalam setiap masyarakat dalam setiap kurun waktu.Konflik merupakan bagian yang tidakterpisahkan dari kehidupan bermsyarakat karena konflik merupakan salah satu produk dari hubungansosial (social relation).

ABSTRACT : Governance of area can walk because of existence of support various resource factorcapable to move organizational wheel of governance in order to attainment of target management of areaautonomy, including in it is Earnings Of Genuiness Area. Problem of which in questioning in thisresearch is how a far influence of Implementation Policy Of Reform Bureaucracy To Revenue OfGenuiness Area Sub-Province of Minahasa South-East".Method which used in this research isquantitative method. this Research Subyek is public servant of civil in On Duty Earnings Of Area Sub-Province of Minahasa South-East. Sampel Research taken by counted 39 people, consist of 23 people ofPNS and the rest counted 16 people officer honorer.data collecting by using kuesioner Result of dataanalysis After calculated by using correlation analysis of product assisted moment with analysis of tools ofprogram of Exel, hence obtained by correlation coefficient of Implementation Policy Of ReformBureaucracy ( X) to Earnings Of Genuiness Area ( Y) is real and positive and correlation coefficient andalso determinasi reside in at high category. Relate at pickings analyse data which have been elaborated byprevious shares, hence it is can be pulled by some final conclusion as follows.1. Implementation policy of bureaucracy reform represent one of the determinant revenue of areagenuiness.2. Result of statistical analysis indicate that between implementation policy of bureaucracy reform withrevenue of area genuiness have relation of kontributif and have positive linear pattern . Relation both ofvariable very signifikan at level test 1%, whereas degree of determinant energy equal to 87,8%. Mountingand or down it revenue of Genuiness Area Sub-Province of Minahasa South-East equal to 87,8 %determined by Reform Bureaucracy factor.Keyword : Implementation Policy, Revenue Of Genuiness Area

Abstract

Abstract: In practice, the performance of the resulting Government seems to have not yet showed better conditions change significantly. Some government officials still shows low level of accountability, responsiveness and efficiency in the conduct of the service. Effected by the importance of the role of institutional performance on one side and the number of issues that bind them on the other hand, issues concerning the performance of the institutions as well as public service apparatus became one of the important issues in the reform of public administration in different countries, including for the context of Indonesia at the present time. The performance of the public service are often interchangeable with government performance measurement, it is not too surprising since basically the public service became the responsibility of the Government and related agencies that provide services to the community. BPJS health is a legal entity formed for national health assurance program organize (JKN) and is responsible to the President and has the task to organize national health guarantee.Based on some of the opinions or theories of performance then the author refers to the performance of theory Kumorotomo which States that the performance can be formulated through indicators-charge indicators will namely, efficiency, effectiveness, fairness and responsiveness. The reason this performance theory used is that problems are found, the situation can be solved or sought solution by using the performance theory. This research is a descriptive methode using qualitative approach by digitally describe data obtained from research results about Performance Office BPJS Health Branch of Manado. In qualitative research, data collection is done by observation, in-depth interviews and documentation. The overall conclusion of all indicators that there is, the performance of the Office organizer of social security (BPJS) to Manado Branch Health currently is already quite good, in terms of efficiency because of the service in accordance with the procedure. For effectiveness, it's been pretty good, but should be optimized again about the socialization of social security program so that people understand the concept of JKN, system funding, aware of the benefits to the community as well as the procedures for his service to the service of their health. And then for Justice is already good enough. And responsiveness, the overall service provided to the community already is good enough just yet to a maximum until the required leadership role in directing and supervising the performance of the employee in order that the overall performance is better.Keywords : BPJS Health office performance

Abstract

Abstract : Administration vulnerable population population population is experiencing barriers in obtaining documents population caused by natural disasters and social disaster victims. In accordance with the results in dapati masi prasurvei many residents in North Halmahera are still experiencing vulnerable population administration. Therefore it is necessary to conduct further research on the "Implementation of Policies Vulnerable Population Administration in the Department of Population and Civil Registry of North Halmahera.Based on the conclusions of this study, it can be recommended for general advice for North Halmahera district government in this case the Department of Population and Civil Registry of North Halmahera regency that is hoped to North Halmahera district government to be able to follow up on the Minister of Home Affairs Regulation No. 11 of 2010, concerning the implementation of Data Collection and Publishing Guidelines policy document Population Population Share Vulnerable Population Administration to implement, and can also optimize the existing resources in the Department of Population and Civil Registry and add facilities to support the services of the agency itself.

Abstract

Bureaucracy is an important instrument in a society whose presence is inevitable. Bureaucracyis a logical consequence of accepting the hypothesis that the state has a sacred mission that is to prosper itspeople through bureaucratic media, therefore the state must be directly involved in producing public goodsand services needed by its people. The state is actively involved in the social life of its people even if it isnecessary for the state to decide what is best for its people. For this reason, the state builds an administrativesystem that aims to serve the interests of its people, which is called the bureaucracy. Current conditionsobtained in the regions indicate that the implementation of public services is still faced with a governmentsystem that has not been effective and efficient and the quality of human resources of the apparatus isinadequate. This can be seen from the still many complaints on complaints from the public both directly andthrough mass media, such as convoluted procedures, there is no certainty in the period of settlement, costs tobe incurred, less transparent requirements, the attitude of officers who are less responsive and etc. Giving riseto a bad image that is not good for the government image in the eyes of its own people, especially in the eyesof ordinary people who do not know anything about bureaucracy. Basically, effectiveness is a level of successin achieving goals. Stating that effectiveness comes from the word effectives which means the extent to whichor to what extent the group reaches its goal. The system is a set of elements that are interrelated and influenceeach other in carrying out joint activities to achieve a goal, the bureaucracy is a system of government that isrun by government employees because it has held to the hierarchy and levels of office. Service is an action onthe actions of a person or organization to provide satisfaction to customers of a product or a service that theyneed. This research then this research uses descriptive qualitative research methods. The services provided bythe Population and Civil Registry Office cannot be said either because the management of documents has notbeen running optimally, the program system in Capil is still often experiences disruptions as a result of the e-ID card manufacturing process being hampered. the services provided are still not good either because theexisting services are still not quickly captured and consequently the public service process is hampered.Keywords: Evectivity, System Bureaucracy, Public Service.

Abstract

The purpose of this research is to determine the motivation impact of village governmentapparatus in Wasian village of Dimembe district of North Minahasa Regency.This study uses a descriptive-qualitative approach method. Work motivation is seen from the sixdimensionalwork motivation of Hezberg. The research informant of the village head, village secretary, headof affairs, and the Dusun/guard heads. Data collection uses interview guidelines, while the analyticaltechniques used are interactive model analyses of Miles and Hubernann.Based on the results of the study concluded: 1. The motivation of the government apparatus of Walianvillage is generally still less maximum. Acceptable allowances have not been able to realize the high workingmotivation among village government officials. 2. The motivation of the village government apparatus toachieve high achievement is still lacking/low. The village apparatus works as it is without pursuingachievements. 3. Motivation to work the village government apparatus to gain recognition of the results ofwork is still lacking/lower. The village apparatus works as it is and does not think of recognition of theresults of work/achievement. 4. Motivation to work the village government apparatus to get a task whoseresponsibility is greater still less/lower. 5. Motivation for the work of village government apparatus to gainprogress on the results of the work is still low. The village government apparatus only works according toexisting assignments, and does not work to pursue progress. 6. Abstract

ABSTRACT : Rolling is an incarnation or manifestation of the dynamics of organizations that serve as one way to achieve organizational goals and implemented to reduce the tedium of the job, increase knowledge, skills and increase the motivation and morale, in addition to placing the appropriate officials with expertise in the field of duty each. Problems to be answered in this research is how Rolling officials can affect the quality of public services in the scope of government staffing minahasa south. This study uses quantitative methods. This study aims to measure the relationship Rolling Minahasa district officials in the south with indicators of work experience, knowledge and skills and employees. This research was conducted by taking 5 samples at several SKPD with sample set of  20 respondents. Gathering date using questionnaires and interviews aided engineering. Date analysis using linear regression analysis and correlation of product moment. Management of data analysis using manual calculation formulas based on statistical analysis of linear regression and correlation product moment. Based on the analysis of the data showed: (1) correlation coefficient Rolling Minahasa officials in the southern district of the quality of public services is positive in the amount of 0.239 scale. (2) The correlation coefficient Rolling officials on the quality of public services delivery regency minahasa south is 0.306 while the coefficient of determination is 0.093 .  results of these studies concluded that the influence of officials Rolling positive and significant impact on the quality of public services in the district minahasa south.
