Abstract

ABSTRACT :Waste problems has received serious attention from various parties, so it has been placedasone of the main issues for local governments throughout Indonesia. So this is indicated by theenactment of law No.18 Of 2008 on waste management. Garbage growth was in line with thepopulation growth rate continues grow naturally in respect of this study to answer the Question “HowFar The Effect Of Policy Implementation Of Waste Management Of Environmental Hygiene InWestern Sub-District Amurang, South District Minahasa”.Refers to the finding in this study, it is necessary to put forward some suggestion, such as: (1) toimprove the effectiveness of waste management through waste management system policy,particurarly in the western sub-district Amurang, the cleanliness and landscape management officeneeds to request the addition of organizational resources. (2) sonsidering the dimensions of theimplementation of the communication is still not optimal, it is suggested that the local governmenttogether with other stakeholders who handle trash build better communication.Keywords: Policy Implementation, Environmental Hygiene

Abstract

Giving Policy Special Autonomy for Papua Province which is based on Law No. 21 of 2001 on the policy of this Special Autonomy in essence has the government's goal centere authority for the Papuan people to manage their own natural resources are owned and given the devolution of responsibility to promote, accelerate development both in terms of political, economic, cultural, and social welfare. Therefore, education is very important for every citizen of Indonesia. Department of Education that works must actively participate in policy implementation public services, starting with kindergarten elementary, junior high through high school/vocational school. One of the challenges faced by the Government of Papua Province, more specifically in the district of Lanny Jaya maximize the level of education of the Papuan people in addressing the issue of lagging development in various sectors in the district of Lanny Jaya, especially on the development of quality education, both natural resources and human resources, so that able to reduce the problem of underdevelopment and social welfare and creating a quality society. This study aimed to analyze the implementation of special autonomy policy in education in the District of Lanny Jaya Papua Province.This study used a qualitative design, which focused on the implementor communication, the sources of policy implementation, trends relating to the impact of dispositions, the appointment of bureaucrats and bureaucratic structures executor/organizer. The primary data obtained through observations through interviews with 10 informants consists of 6 people from relevant agencies and the 4 elements in society who are knowledgeable about education, and supported by studies related documentation. The data were processed and analyzed through the stages of categorization, data reduction, data grouping, which in turn are arranged in the form of narratives, data interpretation, and conclusions based on the arrangement of the narrative, and to verify the results of the data with the informant that is based on the conclusions.The results showed that the communication is done over emphasize internal communications in which the government should have to provide space for the community so that the implementation of policies run under Law No. 21. 2001 on special autonomy. Organizations in solving the educational bureaucracy is not in the communication to introduce and disseminate the existence and the services performed in connection with education services in the general population. Factors human resources in education both in quality and quantity still tranquility, given the lack of qualified human resources factor even sumbedaya development. Factors disposition in performing work based more responsibility as a government to run the administrative functions not serving the public do not even run a bureaucratic administrative functions for education in the interior. Bureaucratic structure which is operationally services, namely education and training section and a public service that reflects the service as contained in the basic tasks, functions and scope of activities defined, and not supported standard operating procedures (SOP) as a working guideline implementation of the special autonomy.The study concluded that the implementation of special autonomy in Papua Province District Lanny Jaya is not maximized in efforts to achieve a healthy society, cultured, qualified and independent in realizing the various aspects of the construction of more specialized education. It is recommended that education should be improved communication media such as newspapers, radio, banners, brochures and billboards about the existence of special autonomy, and need socialization of all theimplementation of the measures taken, it is necessary to do the evaluation, supervision and planning and services clear implementation of the Law on Special Autonomy for Papua. 21 in 2001. In addition, it should be added helpers bureaucracy by considering appropriate educational background with the required fields. Perluh pulah attempted to placed the public service means more strategic and easily accessible by the public. Outlines the main duties and functions based on a clear organizational structure, as well as reorganize the organizational structure with more focus on the technical and operatin standard "procedures as guidelines in implementing the policy of public services in the field of education.

Abstract

Abstract: Poverty in Indonesia is an evidence and also as a valuable lesson that top-down policies is not good absolutely for the Indonesia people . Everything which is not open forcreativities will influence in high dependency , creating weakness and, blunting creativity .National Program for Community Empowerment comes as a solution from thegovernment to empower communities by maximizing and optimizing capital - social capital in the community such as mutual cooperation , togetherness , solidarity , and cooperation as the cornerstone of any poverty alleviation program that will be implemented .In this case , the PNPM believes that a more effective approach to realize the process of behavioral change is through a community empowerment approach and strengthening the role of local government in appreciating and supporting the independence of its people . Empowerment process is done by constantly striving to develop a critical awareness of the community towards universal human values , social principles and the principles of sustainable development as a solid foundation to build an independent and prosperous society . Abstract

This study aims to determine competence in terms of aspects of knowledge, skills, and attitudesof the village officials Efi-Efi District of South Tobelo towards their work. This research method isqualitative descriptive and research focus in Efi-Efi Village, South Tobelo District, North HalmaheraRegency with data collection techniques conducted through interviews, observation and documentation.The research data obtained were processed using qualitative analysis, namely data reduction, datapresentation and conclusion drawing. The results showed that the competence of the village apparatus ofthe Efi-Efi District of South Tobelo District, North Halmahera Regency was still not good. This can beseen based on the results of the interview by looking at indicators of knowledge, skills and attitudes. Fromthe results of this study, it can be concluded that the Competency of the Efi-Efi Village Apparatus in theDistrict of South Tobelo, North Halmahera Regency is still not good enough. This needs to be consideredso that local governments can increase the competence of their village apparatus.Keywords: Competence of Village Apparatus

Abstract

ABSTRACT: As it is known that the Organization of Indigenous Peoples is one container to collectand bamboozle indigenous peoples so that the role of traditional leaders more directly in supportingthe wheels of government in the implementation of development and provide guidance to the publicas mandated. In Law No. 21 of 2001 on Special Autonomy for Papua Province. Containing organizeand manage their own household / own government. Chieftain, is not set in legislation, but in the Act.No. 21, 2001, Article 1 Paragraph 13 of the "Consultative Council of Kampung or called by any othername is a group of people who form a unity composed of various elements, in the village as well aselected and recognized by local residents to provide advice and consideration to local government.The purpose of this study was to determine the role of Chief Moni in the implementation of roadinfrastructure development in the District Wendai Intan Jaya district of Papua province. Researchusing qualitative methods. Informants in this study were 10 people employed several elements takenfrom the head of the district, members of the traditional council, village heads, chiefs, religious figure,and the common people. Collecting data with interview techniques; while the data analysis usinganalytical techniques interactive model of Miles and Hubernann.The results showed the role of chieftain Moni in the construction of road infrastructure is realizedin three aspects: a role in decision making, a role in providing information to the public, and a rolein encouraging and mobilizing community participation. Based on the results of these studiesconclude that the chief Moni has a significant role in the implementation of development in theDistrict of Intan Jaya district Wandai.Based on the Conclusions of the research results it is suggested that the government districts andvillages should always involve; the chiefs in decision-making, in providing information to the public,and to encourage and Mobilize community participation in the construction of road infrastructure inthe District Wandai.Keywords: Role of Chief Moni, Road Infrastructure Development.

Abstract

Abstract: The realization of village funds is a follow-up to the government's program of building Indonesiafrom the periphery by strengthening the regions and villages within the framework of the Unitary State of theRepublic of Indonesia aimed at improving the welfare and equity of development through improving publicservices, promoting the economy, overcoming the inter-village development gap and strengthening thecommunity as subject of development. The purpose of this study is to determine the extent of effectiveness ofvillage fund management in Kalinaun Village, East Likupang District, North Minahasa District. This researchis a descriptive research with qualitative approach. Technique of collecting data in this research is usingobservation method that is direct observation to research location and do interview and documentation. Thefocus of research is the achievement of goals, integration and adaptation. Based on the results of the research,the effectiveness of the management of village funds in Kalinaun Village, East Likupang District, NorthMinahasa Regency, can not be said to be effective because the development done by the government still findssome problems and the development is not done evenly, making social jealousy among the community. TheKalinaun Village Government is also inconsistent with what it deliberates so that people are reluctant to worktogether.Keywords: Effectiveness of Village Fund Management.

Abstract

ABSTRACT : This study aims to describe the quality of service of transport, especially transport Damri pioneers in North Sulawesi in the development of the science of public administration. The Ministry is exercised by the public company Damri based on Government Regulation No. 31 of 2002 on the establishment of the public company damri, was founded to help problems in terms of transportation. However, in practice as well as the fact that there is a phenomenon of issues management and service, like many vehicles that are not worthy of wearing, not precise time in his Ministry, operational system procedures are unclear and the fare price. The research methods used in this research is a descriptive study of qualitative methods, with the techniques of primary and secondary data collection is done with the interview, observation and documentation study. As for the informant, among others: 1head of the station, 2 drivers, 2 conductor, and 7 people pioneering service user community. In the discussion of the quality of service of transport damri in North Sulawesi is related to aspects of the Tangibles, Reliability, Responsiveness, assurance and empathy can be said to have not been fullest. It is proven by the provision of the facilities, such as a waiting room, and the toilet is not yet available. In addition the complaint room service complaints also have not provided by damri public company said. Based on the discussion and conclusions on the above then suggest Damri Public Company manado station must provide to the passenger waiting room, and make a toilet in each existing fleet. In addition the need for improvements on the seat because it was not appropriate. The Damri Public Company will also have to provide media services complaints such as hot-line service. Abstract

The purpose of this study is to find out how much influence the performance of employees on service quality with quantitative research using instruments, validity, and reliability tests, while data analysis using simple regression analysis techniques. From the problems that occur due to research on the performance of employees in the Minahasa regency regional government, especially at the Minahasa District Population and Civil Disability Office, it seems that they are still less effective and efficient. This can be seen from the performance of each employee that is still not maximal in completing the functions and tasks that have been determined by the local government agencies. This has an impact on the lack of employee performance.This certainly impacts on the quality of services provided to people who have government administrative affairs at the Minahasa District Civil Registry Service office this phenomenon is evidenced by the various highlights of employee performance in providing services as described above.From the observations carried out by the author at the office of the Minahasa District Civil Registry Service, it shows that employee performance is felt to be very far from the expectations of the people who are dealing with the office, causing unrest and unfavorable public opinion. The lack of facilities and infrastructure is another problem possessed by the Minahas Regency Civil Registry office and the lack of officers who oversee employee performance results has made this agency seem to work as well as possible without the process of accountability in accordance with the principles of centralization and decentralization.Keywords: Employee Performance, Service Quality

Abstract : Organizational knowledge is an important factor to explain the effectivenessas it relates to the organization’smorale employee. Bureaucratic organization’s impressed thegovernment has not been able to motivate emploe morale to improve the effectiveness of its workbecause of the critical diminsions of organizational climate has not been realized in accordancewith the needs and espectation of employes, and the suspeck is the of the causes have notmakximum service effectiveness.Inconnection with this matler,this study was to determine theeffect of organizational climate on the district government public service effectiveness TaliabuUtara north sula island.This research uses methods quantitative data source research respondents are as manyas 30 officer/employess government districts Taliabu Utara.Data collection technique usingquestionnaires and interviews quide.Techniquehelp with data analysis to test the hypothesissimple regressionanalysis and correlation simple/product moment.Data analysis showe : (1) variable regression coefficient effectiveness organizationclimate on public services is positive and the real significance level of 0,01 or 1%. (2) Thecorrelation coefficient and the power of organization climate variable determination of theeffectiveness of public services is high/close and rear to the significant level of or 1%.The conclusions suggested by the results of the study the effectiveness a public servantin the office distrct heard north Taliabu needs to be improved by improving the qualitydimensions of organizational climate can push high morale of employes such as:tskstructure,the relationship reward - penalties,communications within the organization ,thedevelopment of human resources mployee,the personal relationship between the atmospherewithin the organization,facilities and/support eguipment executing the task,and the safety andcomfort of the organization’s environment.Keywords:Organizational knowledge, public services effectiveness.

Abstract

This study focuses attention on the Application of Civil State Apparatus Discipline in the Regional PersonnelTraining Board of Siau Tagulandang Biaro Regency. This study was conducted because the discipline of the state civilapparatus has not complied with the prevailing government regulation. This research is expected to be useful for theGovernment of Siau Tagulandang Biaro Regency, especially in the Office of the Regional Personnel Training Agency inan effort to apply the discipline. This research was conducted at the office of the Regional Human Resources TrainingBoard of Siau Tagulandang Biaro Regency. As the selected informant is the head of the agency, Head of the sub-section ofgeneral and staffing, Head of field of mutation and promotion information, Head of appraisal performance appraisal andawards development, Head of discipline sub-division and awards together with 4 persons as staff. This research is conductedby in-depth interview and by way of direct observation on the implementation of disciplinary application of State civilapparatus. The results of this study indicate that in applying the discipline of state civil apparatus is firm but there are stillemployees who ignore the rules of discipline in effect proved that disciplinary violations still occur. Disciplinary behavioursthat often occur in the Regional Human Resources Training Board of Siau Tagulandang Biaro Regency. The conclusionthat the researcher got in this research is the regulation that has been made concerning discipline of civil servant not yeteffective executed because weakness of supervision from leader, civil apparatus of State still not realize its obligation soviolating prohibition. The researcher's suggestion from this research is to be more assertive from the leadership of thediscipline in the implementation of the discipline, the leader is more direct with all employees, so that the employees canreally perform the task in accordance with their obligations and need to be conducted research to improve the effectivenessof the Application of Civil State Apparatus Discipline the imposition of strict discipline this affects the employee when theEmployee performs. Likewise with employees in the BKDD to more understand and obey government regulations.Keywords: Implementation, Discipline, State Civil Apparatus.
