Abstract

Abstrak : Penelitian ini bertujuan untuk mengetahui implementasi prinsip-prinsip pemerintahan yang baikdalam pelkasanaan pelayanan publik bidang pendidikan di Kecamatan Amurang Barat Kabupaten MinahasaSelatan.Prinsip-prinsip good governance. Kunci utama memahami good governance yaitu pemahaman atasprinsip-prinsip di dalamnya. Bertolak dari prinsip-prinsip ini akan didapatkan tolak ukur kinerja suatupemerintahan. Baik-buruknya pemerintahan bisa dinilai bila ia telah bersinggungan dengan semua unsurprinsip-prinsip good governance. Menyadari pentingnya masalah ini, prinsip-prinsip good governancemenurut UNDP (UNDP, 1997) sebagaimana tertera berikut ini : Partisipasi Masyarakat, TegaknyaSupremasi Hukum, Transparansi, peduli pada Stakeholder, berorientasi pada konsensus, kesetaraan,efektivitas dan efisiensi, akuntabilitas, visi strategis.Dalam Undang-Undang Nomor 25 Tahun 2009 dikemukakan bahwa pelayanan publik adalahkegiatan atau rangkaian kegiatan dalam rangka pemenuhan kebutuhan pelayanan sesuai dengan peraturanperundang-undangan bagi setiap warga negara dan penduduk atas barang, jasa dan/atau pelayananadministratif yang disediakan oleh penyelenggara pelayanan publik. Pelayanan publik dalam penelitian inidiarahkan pada pelayanan bidang pendidikan yang merupakan salah satu jenis pelayanan publik yang olehpemerintah yang merupakan pemberian pelayanan kepada publik atau masyarakat.Metode yang digunakan dalam penulisan ini adalah metode deskriptif. Fokus penelitian yaitu :Penerapan prinsip-prinsip pemerintahan yang baik dalam pelakasanaan pelayanan publik bidang pendidikandi Kecamatan Amurang Barat. Informan dalam penelitian ini adalah pimpinan dan staf kantor UPT DinasPendidikan Pemuda dan Olah Raga Kecamatan Amurang Barat, serta tokoh-tokoh masyarakat, guru,pelajar/siswa dan mahasiswa jumlahnya 15 orang. Analisis yang digunakan dengan mendeskripsikanmenggambarkan keadaan objek penelitian pada saat sekarang berdasarkan fakta - fakta yang ada.Hasil penelitian bahwa implementasi prinsip partisipasi masyarakat dalam pelaksanaan pelayananpublik bidang pendidikan terlihat bahwa sekolah sudah menunjukan suatu keberhasilan yang baik, Penerapanprinsip supremasi hukum terlihat sekolah dan para guru sudah lebih baik dalam menerapkan aturan-aturan,ketentuan-ketentuan yang berlaku. Sekolah sudah lebih transparan dalam menyampaikan kebijakan sesuaiaturan-aturan, ketentuan-ketentuan yang berlaku yang berkaitan dengan pelaksanaan pendidikan diKecamatan Amurang Barat. Selain keberhasilan masih terlihat kendala kendala, hal ini terjadi padakebijakan yang dilaksanakan berkaitan dengan pelaksanaan pendidikan yaitu yang berkaitran denganpemberian berasiswa, administrasinya harus lebih transparan, masih ada pegawai yang bersifat tertutup dalammemberikan informasi pelayanan publik. Pemerintah Kecamatan Amurang Barat Kabupaten MinahasaSelatan dapat meningkatkan pelaksanaan tugas pokok dan fungsi dalam penyelenggaraan pendidikan danselalu berkomitmen untuk meningkatkan derajat pendidikan masyarakat dengan menerapkanpelaksanaan pemerintahan yang baik. Masyarakat dapat meningkatkan partisipasinya untuk mempengaruhipemerintah dalam membuat kebijakan untuk meningkatkan kualitas sumber daya melalui peningkatan bidangpendidikan.Kata Kunci : Good Governance, Pelayanan Publik, Pendidikan

Abstract

Budaya Organisasi merupakan proses meleburkan gaya budaya dan atau perilaku tiapanggota/individu yang dibawa sebelumnya kedalam sebuah norma-norma dan kehidupan yang baru,yang memiliki kekuatan serta kebanggan kelompok dalam menghadapi sesuatu dan tujuan tertentu,Sedangkan kekuatan dari budaya organisasi itu sendiri sangat bergantung pada nilai-nilai yang dibangun dan memengaruhi cara mereka bertindak. penelitihan ini bertujuan untuk mengetahuibudaya organisasi Samsat Tondano dalam Pelayanan Surat tanda nomor kendaraan bermotor.Penelitian ini menggunakan metode penelitihan kualitatif. Penelitian ini mendeskripsikan data yangdiperoleh dari informan, observasi, dan penelusuran dokumen di bantu dengan instrumen tambahanberupa pedoman wawancara, alat perekam, dan alat tulis menulis. Berdasarkan indikator dariKreitner dan Angelo Kinicki yang digunakan dalam penerlitian ini, Disiplin, kesiapan/keterbukaan,kerjasama, maka diketahui bahwa Budaya Organisasi Samsat Tondano pada Pelayanan Surat TandaNomor Kendaraan Bermotor (STNKB) sudah cukup baik meskipun masih ada beberapa hal yangperlu diperbaiki seperti Kedisiplinan pegawai sehingga pelayanan kedepannya menjadi lebih baik.Kedisiplinan pegawai Samsat Tondano hendaknya lebih ditingkatkan lagi dengan cara memberikansanksi – sanksi yang tegas seperti memberikan surat peringatan, penurunan jabatan, denda, ataupemotongan gaji kepada pegawai yang melanggar peraturan yang berlaku.Kata kunci : Budaya Organisasi, Pelayanan Surat Tanda Nomor Kendaraan BermotorAbstract: Organizational Culture is the process of fusing the style of culture and / or behavior of eachmember / individual brought before into a new norm and life, which has the strength and pride of thegroup in facing certain things and goals, while the strength of the organizational culture itself is verydependent on values that are built up and influence the way they act. This research aims to find out theorganizational culture of Tondano Samsat in the service of vehicle number certificate. This research usesqualitative research methods. This research describes the data obtained from informants, observation, anddocument tracing is assisted with additional instruments in the form of interview guidelines, recordingdevices, and writing instruments. Based on indicators from Kreitner and Angelo Kinicki that is used inthis research, Discipline, readiness / openness, cooperation, it is known that the Tondano SamsatOrganizational Culture in the Service of Vehicle Number Certificate (STNKB) is good enough that needto be improved like employee discipline so that future services will be better. The discipline of TondanoSamsat employees should be further enhanced by providing strict sanctions such as giving warning letters,demotion, fines, or salary deductions to employees who violate the applicable regulations.Keywords: The Organization Culture, service of motor vehicle number sign

Abstract

ABSTRACT : The purpose of this study was to describe the role of the Regional EmploymentBoard in the implementation of recruitment Scope of Structural Officials in SouthHalmahera District Government. To explain Factors (Internal and External) thatmenpengaruhi Regional Employment Agency in peleksanaan recruitment of Civil Servants(PNS) in structural positions within the Government of South Halmahera.The method used is descriptive qualitative approach which describe answer theproblem of the role of the Regional Employment Board in the implementation of recruitment,where the collected data is processed and analyzed descriptively qualitative. The datacollection techniques done using observation, namely through direct observation in the fieldon the real conditions that occur and Interview namely through direct interviews withrespondents, informants or sources.Operationalization of recruitment normatively regulated by Government RegulationNo. 13 of 2002 on Appointment of Civil Servants (PNS) in structural positions, implementedbased on the principle of professionalism in accordance with kopentensi, perestasiemployment ladder rank set for the job, as well as objective conditions other regardless ofgender, ethnicity, race, religion and class.Based recruitment system structural position in South Halmahera Districtmenyisahkan various problems that can affect the performance and program implementationof development of personnel resources in the future. These conditions resulted in employeemotivation is less motivated to achieve organizational effectiveness. ABSTRAK: In order to pay part of the people's wealth for the state, the question that often arises in the societyis how the procedure of payment and supervision implementation, so that was born Law Republic of IndonesiaNumber 6 Year 1983 About General Provisions and Procedures Taxation and has been revised and changedinto Law of the Republic of Indonesia Number 28 Year 2007. It is realized that there are still things that havenot been accommodated so as to demand the need for improvement in line with socio-economic developmentand government policy. In addition, public expectations of the existence of increasingly capable and clean taxlaws remain to be considered in various provisions. As with one of the government organizations, theorganization in the Tax Office Pratama Manado City also requires a strong commitment and serious to be ableto run a variety of services covering the field of taxation, one of the services making Taxpayer IdentificationNumber (NPWP). Abstract

Manado as the capital city of North Sulawesi is growing rapidly, therefore it requires cooperation from many parties, not only from government but also from the various elements of community to develop Manado to become better. In practice there are still many issues that need to be addressed, for instance, in obtaining permits still have problems on bureaucracy system where the licenses are still convoluted by several agencies.Manado City Government in this regard as policy maker have a clear commitment to the communities which also included in service where it has been stated in the Manado City Regional Regulation Number 05 Year 2008 Regarding with Organization and Work Integrated Licensing Service Agency and the Manado Major Regulation Number 40 Year 2008 Regarding detail Duties and Functions Integrated Licensing Service Agency Manado.However, in this thesis researcher found Manado City Government policy in terms of obtaining permits as one stop service –‘One Roof One Door’- has not been well implemented that there are still constraints, among others, human resources professionals and policy in the issuance of permits (SOP), by improving this issue then hopefully the future of public service -in this case obtaining the permits by employers and society- will be better and will eventually lead to the prosperity of Manado City Government and Society.

Abstract

This research focuses on tourism management, namely planning, organizing, mobilizing andmonitoring tourism activities carried out by the Regional Government of Talaud Islands Regency.The aim is to be studied because of the management implemented by the Talaud Islands DistrictGovernment. The research method used in this study is a qualitative method with data collectiontechniques with triangulation (combined).Talaud Regency starts with the village Musrembang,subdistrict Musrembang, and district Musrembang. Work distribution is also available for eachindividual and their respective fields in accordance with their duties. In carrying out its activities, itwas agreed on the rules and technical instructions. Abstract

Tambahan penghasilan pegawai (TPP) merupakan tambahan yang diberikan kepada PNSdan CPNS yang dikaitkan dengan penilaian kehadiran dan kinerja. Tunjangan kinerja daerahmerupakan penyempurnaan dari tunjangan yang telah ada dan akan menjadi satu tunjangan yangspesifik untuk memacu kinerja dan sekaligus menjamin keadilan dalam pemberian tunjangan.Metode penelitian yang di gunakan dalam penelitian ini adalah kualitatif deskriptif yaitudengan teknik pengumpulan data melalui observasi lapangan dan juga wawancaraberdasarkan hasildari penelitian penulis melakukan kesimpulan dan saran melalui empat metode kebijakan publicoleh Edward III yang memenuhi beberapa aspek yakni komunikasi, sumber daya, Disposisi dan jugastruktur birokrasi.penelitian ini adalah seluruh aparat Kantor kecamatan bunaken Kota Manado provinsiSulawesi Utara yang berjumlah 17 orangHasil penelitian menunjukan Bahwa Tambahan Penghasilan Pegawai (TPP) di kantorkecamatan Bunaken Manado belum sepenuhnya sesuai dengan efektivitas yang ada, di karenakanpenilaian kehadiran Kinerja yang berdapak pada Disiplin pegawai yang masih Kurang dalam tugasdan tanggung jawab mereka, selain itu masih kurangnya penilaian kehadiran pegawai pada Apel diSore hari yang kadang tidak di laksanakan oleh sebagaian pegawai yang bertugas pada hari tersebut.Kata Kunci : Implementasi Kebijakan Tambahan Penghasilan Pegawai

Abstract

Abstract: Coastal and marine areas are areas that have potential and prospective resources for a region if themanaged optimally. This is a challenge for a region in managing resources in a sustainable manner toencourage the acceleration of regional development. As a very atrategic area, the coastal area is a zone ofallotment of various human activities both social, cultural, economic, industrial and utilization of naturalresources directly.High dependence on marine resources has led to massive exploitation. This is what happens with the resourcesof coral reefs which are the most important ecosystems in the coastal and marine areas. The main threats tocoral reefs are overfishing, destructive fishing practices, sedimentation and pollution from the land. Burke etal, (2002) suggests that human activity is currently estimated to threaten 88 percent of Southeast Asian reefs,threatening important biological and economic values for society. About 50 percent of the coral reefs that arethreatened, are at a high or very high level of vulnerability. Only 12 percent of them are at a low threat level.Result of researchconducted through data collection obtained through observation, dokuments and interviews.The results of this study indicate that the process of coastal are management goes well. Thanks to thecooperation between the village head and the village apparatus and the villagers so that they can producemaximum results. The basis and reference in measuring the effectiveness of coastal area management programin improving the economics of Maririk village community of Essang district of Talaud islands is in theregulation of Law Number 27 year 2007.Keywords: Peis Area Management

Abstract

Abstract. This study aims to determine the effect of price, product, and promotion of the Consumer Loyalty. Data were obtained through interviews with the owners of the company and distributing questionnaires to 60 consumers. This study uses multiple linear regression analysis approach. The results showed Price, Product, and Promotion jointly affect the Consumer Loyalty. However, prices partially greater influence on Consumer Loyalty compared with the Product and Promotion. Therefore, to increase customer loyalty Big Jay Family Karaoke, it is necessary to implement appropriate marketing strategies according to customer requirements. Abstract

Trading License is a license to be able to carry out trading business. But in reality the policy implementation services business trading license has not run baiktolak of the matter, this study dimasuksudkan to answer the question of how policy implementation services business license trade. In this study using the model of George C. Edwards III where implementation can be started from the abstract state and a question of whether the conditions for policy implementation to be successful is communication, communication is between implementing policies / programs with community target groups. Resources, is the human resources and financial resources available or provided for the implementation of policies / programs. Disposition, is characteristic that attaches to the pelakana like honesty, commitment and democratic attitudes. Bureaucratic structure, the structure of the mechanism is operational procedures and organizational structure implementing policy. This research uses descriptive qualitative approach through in-depth interviews to 10 informants, observation and tracking documents and this research is assisted by an additional instrument in the form of a list of guidelines for interviewing, recording equipment and stationery. The results showed that in general the overall results of the interview on the results of the implementation of service policies Trade Permit the conclusion that the rate of successful implementation of service policies Trading License in Integrated Licensing Service Agency Manado pretty good.   Keywords: Implementation of Policies, Services Trade Permit.
