Abstract

ABSTRACT :The fact that the large volume of work and endured by the apparatus was tough because ofthe limited number of personnel, the state apparatus thus indeed requires a skilled, resilient, and high qualityof the duties and responsibilities. One way that can be done to create such apparatus is supervised todetermine the results of the assessment of performance, namely by doing a systematic evaluation of theresults of monitoring reports has been delayed. Performance of the apparatus can be influenced by manyfactors, including the standard-setting work, operational implementation of the work, and the implementationof the mechanism of action. The purpose of this study was to inspectorate functions Controlling in thegovernment apparatusin the district Amurang sout he ast county minahasa.So thisprompted theauthorstoseethe implementation of Structural and Functional oversight function in the South MinahasaDistrict Inspectorate. Abstract

The fundamental problem faced by the Farmers is the lack of interference from the Governmentin empowering the Kalipitu Village Community. Viewed from an economic perspective, the Local Potentialin the Village of Kalipitu constitutes the majority of Agriculture or crops, (nutmeg wija) such as tomatoes,vegetable onions, and corn. But the big question is, with so many plants in the Kalipitu Village it cannotempower the Community in the economic field, with this the Community is helpless and it turns out that theKalipitu Village Community only stands alone without any assistance, protection, and strength for theadvanced farmer Community to develop in technology agriculture, the lack of the Government's role in thewelfare of the Peasant Community in Kalipitu Village. this is seen from the lack of counseling, socialization, and assistance from the Government in developing the existing potential in the Kalipitu Village, there is noaction so that the community stops operating in farmer groups. The purpose of this study was to determinethe empowerment of KaliPitu Village Community in Central Tobelo District, North Halmahera Regency.This study uses a descriptive qualitative research method. Data collection techniques used are observation,interviews and data collection with documents. To see how the Community Empowerment of Kali PituVillage in the Agriculture sector in the District of Tobelo Tengah, North Halmahera Regency, VillageCommunities. Based on the results of research conducted on Kalipitu Village Community Empowerment inthe agricultural sector in Central Tobelo District, North Halmahera district, there has been no progress interms of increasing the economic income of the Village Community or in terms of empowering. This is dueto the lack of understanding and the lack of role of the Regional and Village Governments in payingattention to the Kalipitu Village Community. The suggestion is that there is a need for full attention fromthe Regional Government (Agriculture Office) and more specifically the Village Government in payingattention to the Kalipitu Village Community, in order to build coordination with the local Government.Keywords: Empowerment, Communities, Economic Development.

Abstract

Abstract: This study aimed (1) to describe the condition of the organizational structure and quality of publicservices in the Department of Population and Civil Registration Regency of North Halmahera. (2) to analyze theeffect of organizational structure on the quality of public services in the Department of Population and CivilRegistration North Halmahera Regency.This research uses descriptive method with quantitative approach. Samples were drawn by purposive sampling ofrespondents as many as 33 employees / personnel services, and 33 other respondents are elements of servicerecipients, then spread Questionnaire (questionnaire) and the results are analyzed by applying descriptivestatistical analysis techniques and simple regression analysis and correlation of product moment.Results of the study were presented as follows: (1) Organizational Structure Office of Population and Civil NorthHalmahera Regency is in the category "medium" or reasonably support the achievement of the quality of publicservices, while the quality of public services, according to respondents element employees perceive higher thanrespondents element of the user community services which can only perceive the "moderate" or medium. (2) Theorganizational structure has positive influence on the quality of public services. That means that if theorganizational structure optimally managed, it will boost the quality of public services, particularly in theDepartment of Population and Civil North Halmahera.Thus, it can be concluded that the hypothesis which states "The organizational structure of positive andsignificant impact on the quality of public services at the Department of Population and Civil North Halmaheravalidity can be tested empirically, as well as justify terori-the underlying theory.Keywords: organizational structure, quality of public service

Abstract

The organizational culture in Molompar Dua Village is called Mapalus. Culture mapalus inMolompar Dua Village one of which is mapalus house construction. Which where consisting of thirtymembers each member of the mapalus of house building must include building materials and labor. Themethod used is descriptive with qualitative approach. The informants in this study include the Village Headof Molompar Dua, Mapalus Board of House Construction, Member Mapalus House Construction, HostReceiver. Data collection techniques used in the form of interviews, observation and documentation. Dataanalysis is done by data collection, data reduction, data presentation, and conclusionThe results showed that the application of family values must always exist in maintaining togethernessin the mapalus of house construction, the implementation of deliberation and consensus must always putforward the common interest to accept any opinion and the results of the decision can not be disputed. theimplementation of deliberation and consensus in the chairman's house and can be in the guard hall.Cooperation is needed to achieve the goal of building the home mapalus. Unity and unity are important inthe developmental mapalus of the house because with the unity and unity all members can work together, tobuild and complete the homes of the recipient members of the housing mapalus.Suggestion given in this research is if always maintain the value of kinship, deliberation and consensus,cooperation, and unity mapalus development of house to reach organizational goals.Keywords: Organizational Culture, Community, Mapalus, House Construction

Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

ABSTRAK : Sebagai fokus penelitian dalam mengukur keberhasilan Implementasi Kebijakan yangdibuat Pemerintah Desa di Kecamatan Tombulu ,berdasarkan Aspek standart dan tujuan kebijakan,sumber daya, karakteristik organisasi pelaksana, sikap para pelaksanan, komunikasi antar organisasiterkait dan kegiatan – kegiatan pelaksana dan lingkungan sosial, ekonomi, politik . Keenam aspek inimerupakan aspek yang sangat berpengaruh yang dapat menentukan berhasil tidaknya suatuimplementasi kebijakan. Hasil penelitian yang dilakukan melalui pengumpulan data yang diperolehmelalui observasi dan wawancara. ABSTRACT : According to the mandate uu. No. 32 2004 that every village in the form of community instutions (LPM,PKK, and Others )which has the taks of as sisting the government of the village and is a partner inempowering communities to empower the village community institutions PP No. 72.2005 set clearly the position ofthe duties, functions and social institutions working relationship with the village government the aim of this study todetermine the extent of implementation of the policy of empowering the village community institutions in the districof fak – fak , fak-fak regeney.Results of the date analysis addressed ; (1) social institutions in villages, villages in the district have given fak– fak optimal role in the management of village government with establisment of the village ; (2) the development ofquality human resource administrators in social institutions did not optimal ; (3) the relationship work andcommunication between civil society and the government generally good village ; (4) the allocation of budgetaryfunds for the activities of social institutions ( LPM, PKK ) both of APB villages as well as from the budget still verryminimal.Based on the results of research in policy implementation deduced village empowerment of civil society in themanagemt of the distric rural development fak – fak is good enough but not optimalKeywords : Policy implementation, empowering the village community

Abstract

Abctract: The purpose of this research is to find out how the promotion of CIVIL SERVANTS in the Office of the Civil Service Agency in the area of structural Ternate city. This study uses qualitative methods. Informant this study as much 6 officials/employees at BKD, i.e.: Secretary (1 person), head (2), the head of the subfields (1 person), CIVIL SERVANTS ever in the promotion (1 person), and CIVIL SERVANTS have never been in the promotion (1 person). Data collection techniques used are interviews. Data analysis was done with a qualitative analysis techniques, interactive analysis models from Miles and Hubernann. Based on research results drawn conclusion:(I) requirements for the promotion of structural officials (i.e. rank/category, educational level, work achievement, competency, training, structural seniority, experience, and age) applied with a fairly consistent and objective enough. (2) Promotion of structural officials also consider it pretty consistently and fairly objective factor of dedication and loyalty, and morality. Shove off from the results of this research, suggested:(I) forward, the process of the promotion of structural officials at BKD Ternate city be done openly through the term of the auction system was implemented in some areas. (2) Team Baperjakat be more rigorous and objective selection process in the promotion of CIVIL SERVANTS in the structural position in accordance with the mandate of the ACT. Abstract

ABSTRACT Civil Service Discipline stipulated in Government Regulation No. 30 of 1980 that was later revised in Government Regulation No. 53 of 2010. The purpose of this study is to investigate the application of public administration ethics / duties of the State in the implementation of the bureaucratic apparatus in the district secretariat Talaud Islands.The method used is descriptive. The focus of this study: Responsibility, Service,; Faithfulness,; Sensitivity, Similarities,; Deserving. Data sources / informants drawn from the number of employees by 10 informants structural officials, and 10 staff employees, the number of informants as many as 20 people. Collecting data using interview techniques.Analysis of the data used is descriptive analysis techniques interaaktif models. Based on the analysis of data drawn the conclusion that the application of ethics in the discharge of public administration that appears on the attitudes and behavior of personnel in performing their duties and responsibilities of office as, devotion, loyalty, sensitivity, equality, and decency in the bureaucratic apparatus regional secretariat Talaud Islands in general carried out effectively.Based on the results of the study generally recommended advice to the government secretariat Talaud Islands region through the implementation of public administration ethics are viewed from the aspect of responsibility, devotion, loyalty, sensitivity, equality and kepantasanya now rightly claim to do the moral or ethical considerations in conducting action intensified to more streamlined.Keywords: Application of the Public Administration Ethics

Abstract

The purpose of this study was to determine the accountability for the use of Village Funds in theSouth Karatung Village, Manusa District, Talaud Islands Regency. This research uses a descriptive qualitativeapproach. Accountability for the use of Village Funds can be seen from three dimensions ofpublic accountability, namely financial accountability, benefit/effectiveness accountability, andprocedural accountability. The research informants were the village head, village secretary, villagetreasurer, BPD chair, LPMD chair, and several figures and residents of South Karatung Village. Datacollection uses interview guidelines, while the analysis technique used is an interactive model analysisfrom Miles and Hubernann. The results of the study show: (1) Financial Accountability is good enough,that is the received Village Funds are announced or informed transparently to the general public; its useplanning involves the BPD and LPM, as well as elements of community representatives, and the results ofthe implementation are accounted for in a transparent manner by the authorities and informed to thewider community. (2) Accountability Benefits / Effectiveness is quite good, namely: the program isplanned/determined according to the needs of the village community; the benefits can be felt by thecommunity in terms of improving public services and in improving the standard of living and welfare ofthe community. (3) Procedural accountability is good enough, i.e. program planning is determinedthrough village deliberations involving all relevant elements in the community; program/activityimplementation procedures in accordance with the implementation instructions and technicalmanagement guidelines; and reporting and accountability mechanisms are carried out properly inaccordance with village financial management guidelines.Keywords: Accountability, Village Funds.
