Abstract

Abstract : The purpose of this study was to determime how camat rolein empowering communities in the districtRainis Talaud islands district. The method used is descriptive gualitative method. The focus of research includes: The subdistrict govermments to encourage public participation in delelopment planning in the district; role toguide the work units implementing the orogram/community developmend activities in the district; successfulresearch informants interviewd as many as 10 persons namely : 2 sub-district government officials, 2 villageheads 2, 2 Orang LMP members, two community leaders, and two villagers data collection technigues usedwere interviews. Data was analysed using qualitative descriptive analysis technigues-interactive model of Milesand Huberann. Based on the results of the study conclude : (1) role toencourage public participation indevelopment planning in the discussion forum of development planning in the district has done fairiy weill; (2)role to provide guidance to the working units of government and community organization in the district havebeen done fairily well ; (3) role in empowering communities through the role to supervise theprogram/community development activities whether perpetrated by units of government work and civil societyorganizations have also done fairly well. Based on these conciusions suggested : (1) let more active inmobilizing the community to engage in development planning at the vollage and sub-district; (2) let moreeffective coordination meeting forum/consultation on guidance to the work units that acted uponprogram/activities of people in the district pemerdayaan; (3) let improve the implementation ofmonitoring/pemantauan and reporting systems on a regular basis about the implementation ofprogram/community development activities in the district.Key words : The role of community empowerment.

Abstract

Development aims to create a just and prosperous society, to improve the community's harmony in the villageroles of village government and BPD is very important to realize the welfare of the community, to succeed constructionthat has been agreed together in muslembang should be implemented as planned. This study uses qualitative researchmethods tailored to the title and the problem of the purpose of this study is To determine the BPD supervision functionin the implementation of village development in performing the BPD Supervision function on the performance of thevillage government, to supervise how the implementation of development in the field of development in Bataka Village,West Halmahera.BPD supervision function in the implementation of rural development has not been good, and theresult of poor development, resulting from the function of BPD that does not perform the task well and the lack ofcooperation between the BPD with the village government and BPD supervision function in the village is very helpfulfor the success of development, the presence of direct and indirect supervision then the desired development can beachieved.Keywords: Supervision, Implementation of Development, Village Consultative Agency

Abstract

Abstract: The problems of poverty are quite complex requiring the intervention of all parties together and coordinated. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment (PNPM's) began in 2007. The method used in this research is descriptive method with qualitative approach. A qualitative approach is used because researchers are planners, the interpreter of data / information, and in the end as well as a reporter research. This research was conducted in the village Ranotana Sario Manado District of focusing research on the effectiveness of the implementation of the National Program for Community Empowerment Urban. PNPM Mandiri is a national program to reduce poverty, especially that based on community empowerment. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment began in 2007. The problems of poverty are quite complex requiring the intervention of all parties together and coordinated. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment (PNPM) began in 2007. The method used in this research is descriptive method with qualitative approach. A qualitative approach is used because researchers are planners, the interpreter of data / information, and in the end as well as a reporter research. Based on the results of research and discussion, it can be concluded that the implementation of the National Program for Community Empowerment in Urban Village District of Sario Manado Ranotana not effectively be seen from the output or the amount issued results, level of satisfaction, creative products and intensity. In the determination of the action plan should involve not only the general public and government officials LKM village so that it can fit the needs of the community.   Keywords: The effectiveness of the implementation of the national program of community empowerment, poverty.

Abstract

This research aims to know the effectiveness of the implementation of Rural Infrastructure development programme in the village Bulude, district Kabaruan Talaud Islands Regency. This research uses qualitative descriptive approach, the author assesses the effectiveness indicators based on data collected through in-depth interview techniques, the study of librarianship, and observations. Against 10 informants directly related to the implementation of the rural development programme in the village of Bulude Sub-district Kabaruan. Through this research is also Bulude Village Government and people could find out if the program has been running effectively?. After the data is collected, either in the process of collecting and after collecting the data, and then in the analysis with the results it was concluded that is the implementation of the programme of infrastructure development in the rural village of Bulude had enough runs well were carried out and completed in a timely manner.Key words: Effectiveness, Rural Infrastructure, development.

Abstract

Abstract : This research aims to know how policy implementation appointing structural officials onthe government Ternate Regional Personnel Board in particular. This research uses qualitativeresearch. Informant or was as many as 10 people officials/staffs in Regional Personnel Board,namely: the head of the body (1), the chief (2), the heads of sub division (2), and the head of subsection(2), and the staff/executive (3 persons). Technical data collection is an interview. Dataanalysis done by analysis techniques qualitative analysis interactive model of Miles andHubernann. Results of research shows: (1) seen from dimensions policy implementation modelEdward III (communication, resources, this appointment, and the structure) policy implementationappointing structural generally it is good but has not yet, there is still a weakness. (2) processadoption (selection and the determination) structural generally it is good, but they have not beenseen in optimum objectivity; not all structural officials that are to meet all the conditions page infull for the structural positions as stipulated in certain pp.no.13 in 2002.Keywords : policy implementation, the appointment structural

Abstract

Abstract:Leadership is needed to direct or guide others or subordinate toward the achievement of anorganizational goal. To achieve these goals, required the better human resources inside company ororganization through career development activities. Currently, the employee job satisfaction is very importantnow days because it can affect the way of the company. The purpose of this research is to examine the influenceof leadership and career development to employees’ job satisfaction at PT. Bank Sinarmas, Tbk branchManado.The method used in this research is quantitative method using logistic regression model. Thepopulation is 48, total sampling is used as sampling technique in order to obtain all 48 employees as the sample.Interviews, observation, questionnaires are used in collecting data. Analysis method is using R-Squarecoefficient, Hosmer and Lemeshow test as well as hypothesis test using EXP value or ODDS ratio and ChiSquare to measure the effect of variables using SPSS 16.0 Windows.The result shows the significant value of leadership variabel is 0,035 and career development variabelis 0,01, both variables has significant influence to job satisfaction. Furthermore, the result show that leadershipand career development has significant influence as partial and simultaneous toward job satisfaction.Keywords: Leadership, Career development, Job satisfaction

Abstract

Abstract: This study by using qualitative methods. Informant research consists of head of the agency, secretary,and heads of fields. Staff / executives; all amounted to six State Civil Apparatus. Implementation of competencedevelopment of State Civil Apparatus has been applied by local government, although for the development ofcompetence has not become a priority of regional needs based on regional content not only based on fulfilmentof fundamental need of organization, performance management and competence development still limited bylack of budget and managing staff. The state of apparatus / employee in Local Employment Agency RegencyTalaud Islands generally have good work performance. Development of the competence of the State CivilApparatus Local Employment Agency Talaud District personnel agency is programmed through education,training and training. The development of apparatus competence is also done through the workplace.Therefore, this research recommends some things as follows: 1) In order to improve the ability of employees,sending employees to follow the structural training prioritized those who have held positions / those who aremore senior both in terms of rank and work period. So as not to cause social jealousy among employees. Besides,for the requirements to occupy a position really fulfilled. 2) Implementation of merit system can support thedevelopment of employee competency in the office of the Regional Personnel Agency of Talaud IslandsRegency. As well as to overcome the development of spoil system and ensure the bureaucracy is filled byprofessional people then Law 5 of 2014 mandates the application of civil servant management based on merit.Keywords: Competence Development, State Civil Apparatus (ASN)

Abstract

ABSTRAK : Sub-district is the district / city that has an important position and role in the framework of theeffectiveness of the regional administration, so it must be able to effectively implement good governance.Accordingly, the study is intended to answer the question "how the implementation of good governance in thesub-district government Pasan Southeast Minahasa regency.From the literature review determined the six principles of good governance are the focus of research, namely:participation, transparency, responsiveness, fairness, of efficiency and effectiveness, and accountability.This study was designed as a descriptive survey research. Sources of data / research informants are allgovernment civil servants districts Pasan many as 22 people, and the citizens of 30 people were taken in fivevillages in the sample, so that the total number of respondents / informants there were 52 people. Primary datacollection using questionnaire techniques and assisted with the interviews. Data analysis was performed usingdescriptive statistical analysis and the percentage frequency distribution analysis.The result showed that the implementation of the principles of good governance (participation,transparency, responsiveness, fairness, efficiency and effectiveness, akuintabilitas) in the sub-district governmentPasan is still at the level of the medium category, but it is good enough.Based on the results of these studies conclude that implementation of good governance can not berealized optimally by Pasan sub-district government, however, has been quite good.Departing from these studies it is necessary to attempt to improve the implementation of goodgovernance in the sub-district government Pasan by doing several things, among others, namely: to increase thenumber of employees, improving employee competence of human resources, adds to the means and facilities tosupport the implementation of tasks, and increase the commitment of forces to realize good governance inoptimal.Key Word : Good Governance

Abstract

In the Minister of Home Affairs Regulation Number 20 Year 2018 concerning Village FinancialManagement, it is stated that village finance is all village rights and obligations that can be valued withmoney and everything in the form of money and goods related to the implementation of village rights andobligations. The purpose of this study was to find out the village financial management in Tompaso VillageII, Tompaso Subdistrict, Minahasa District. The method of approach that is suitable for use in this study isa qualitative method. Data collection techniques used were interviews, observation and documentaries.Based on the results of the research and discussion, the authors draw conclusions regarding VillageFinancial Management in Tompaso II Village, Tompaso Subdistrict, Minahasa District, seen from the fourstages of the government financial management cycle, namely: (1) Planning and Preparation (2)Ratification, (3) Implementation, ( 4) Reporting and evaluation. Suggestions that can be given are Planningand Preparation, Ratification, Implementation of the Village APB needs to be improved in quality and APBVillage Reporting and Evaluation should be truly in accordance with the facts.Keywords: Management, Finance, Village.

Abstract

Abastrack: In accordance with the village development goals mandated in Law No. 6 of2014, thus, the Utilization of Village Allocation Fund (ADD) is expected by the GovernmentBolaang North Mongondow can increase community participation in rural development in mutualcooperation. Rural development is directed to make optimum use of natural resources and humanresources development by improving the quality of life, skills and initiative with guidance andassistance from the government.To find out how the Village Fund Allocation Utilization in promoting rural development inthe village of Tanjung Sidupa District of North Mongondow Pinogaluman Bolaang.As for the benefits of this research are: (1) Purpose Theoretical results of this study areexpected to be useful in the development of science related to the science of government. Especiallyin the analysis of the Village Fund Allocation Utilization (ADD). (2) Practical Uses results of thisstudy are expected to contribute ideas on the implementation of the policy to the perpetrators ofthe policy and decision makers related to the development of regional development.In this regard the government to increase the capacity of the village, development andempowerment of rural communities need to gain greater attention, including through the patternof allocation of funds pengelolahan village or the Village Fund Allocation (ADD). ADD isdistributed to all villages in North Mongondow Bolaang fair and equitable manner and its use inaccordance with the needs of the village.Based on the results of these studies in deduced that the utilization of the Village FundAllocation (ADD) as a replacement for the use of development funds / District Village can increasecommunity participation in village development in Tanjung Sidupa.Based on the conclusions of the research results it is suggested several things: (1) Tointensify community participation in rural development. (2) Create a bulletin board in every villageto announce the implementation report the use of ADD to be known by the whole community.Key Word :Village Fund Allocation (ADD), Rural Development
