Abstract

Community Empowerment Institution or LPM in Indonesian language is an organization formed bysociety initiatively as a partnership organization with the government to contain and deliver the society?sopinion especially about development.The position of LPM in the society is very important and strategic because this institution is the tool todeliver and contain the aspiration of the society and also an organization to encourage the society toparticipate in every aspect of development in the village. LPM basically is giving more space inimplementing the democracy especially for the society.LPM as the partner of the government can contain, facilitate and deliver the message or aspiration fromthe society. Abstract

The communication of the Soatobaru village government in the implementation of development wasimportant among all parties involved in the village development effort, especially between the villagegovernment and the community. Dissemination of development information that has been carried out untilnow is carried out through communication media from communicators to communicants, both thosehandled by the village government and the media. In the concept of communication, a communicator hereplays a very important role, why? Because a Communicator must have good communication skills so that acommunicant can capture messages quickly and accurately. In implementing village development forvillage-scale local authority, the village government needs to carry out development stages which include;Planning, Budgeting, Implementation, Reporting, Monitoring and Monitoring. Reliable indicators areknowledgeable communicators. Abstract

The implementation of the regional autonomy law in force since 1999, actually had the basicconcept based on potential, preferences, and the aspirations of a democratic secarah area with include therole of the local community. one of the potential development and natural resource conservation throughecotourism which is a form of tourism that very closely with the principles of conservation, even in thedevelopment strategy of ecotourism is also using the strategy of conservation, ecotourism is thus very preciseand berdayaguna in maintaining the integrity and authenticity of the ecosystems in the area. Therefore,who became the Program's Implementation Strategy is the research of ecotourism in the city of Manado.This research uses Qualitative Research Methods using SWOT analysis. Analysis of internalfactors of yield factors of strength and weakness. Strength (Strenghts). the potential Natural touristdestinations, training or training for the improvement of HUMAN RESOURCES, Event or activity sectorof tourism, the presence of public awareness related to tourism, and the creation of access roads to thetourist destinations. Factors of weakness (Weakness), namely the lack of budget, lack of capital/humanresources expert at bidannya, Less the maximum transport facilities and infrastructure, the presence ofbeach reclamation in the Bay of manado, the lack of a Government policy or regulation that sustainprograms of ecotourism. External factors the factors generating opportunities and threats. A factor ofopportunity (Opportunities) that the development of information and technology, the growth of hotels andinns, and the presence of investment from outside. Factor threats (Threats), namely the existence of touristdestinations elsewhere, Adanaya negative issues in the city of Manado, and the existence of a naturaldisaster.Based on the SWOT analysis, the set of six strategies, namely: increase in the productivity of thetourism sector, increased promotion and competitiveness of the tourism sector, the development potential ofthe natural tourist destinations and the improvement of the management of access to information, openspace cooperation with investors, create a policy that supports the implementation of development in thefield of tourism, human resources and recruiting experts in the field of tourism development.Keywords: implementation strategies of ecotourism in Manado city, the SWOT.

Abstract

ABSTRAKPenerapan Sistem Informasi Manajemen merupakan segala bentuk kegiatan yang dilakukan di dalaminstansi yang didalamnya memerlukan informasi. Terkait dengan penerapan sistem informasimanajemen Di Dinas Kesehatan Kabupaten Minahasa Selatan ada beberapa faktor yang dapatdilakukan untuk penerapan sistem informasi manajemen yang baik yaitu berdasarkan teori dariMurdick 2000 yang dapat dilihat dari beberapa faktor meliputi Faktor teknis, faktor operasional, danfaktor ekonomis. Penerapan sistem informasi manajemen dinas kesehatan Kabupaten MinahasaSelatan diadakan tahun 2006. Sistem Informasi Manajemen ini dilaksanakan di Dinas KesehatanKabupaten Minahasa Selatan ditunjukan untuk seluruh Puskesmas yang ada di Kabupaten MinahasaSelatan, dalam Hal ini penerapan sistem informasi Manajemen yaitu berupa pengelolaan data melalulikomputerisasi. Dalam penelitian ini bertujuan untuk mengetahui Bagaimana Penerapan SistemInformasi Manajemen Di Dinas Kesehatan Kabupaten Minahasa Selatan. Hasil penelitian yangdilakukan melalui pengumpulan data yang diperoleh melalui observasi dan wawancara. Hasilpenelitian menunjukan bahwa proses penerapan Sistem Informasi Manajemen Di Dinas Ini masihkurang optimal di sebabkan oleh keterbatasan sarana dan prasarana dalam hal ini menyangkut faktorteknis dan operasional yang masih kurang memadai juga didukung dengan keterbatasan anggaranyang masuk di dinas kesehatan yang diberikan oleh pemerintah daerah. Sebagai saran yang adaBerkaitan dengan faktor teknis, Dinas kesehatan kabupaten minahasa selatan dalam menerapkanSistem Informasi Manajemen perlu memperhatikan secara saksama dan teliti, dimana dalam halteknis sendiri sangat membawa pengaruh yang besar terhadap keberhasilan suatu penerapan SIMagar mampu bekerja secara optimal. Untuk faktor operasional sendiri dinas kesehatan kabupatenminahasa selatan, dalam menerapkan sistem informasi manajemen agar tepat sasarannya, diperlukanadanya Sumber Daya manusia yang dimaksud dengan staff atau pegawai yang memiliki keahlian dibidang komputer, yang mampu mengoperasikan komputer dalam pelaksanaan sistem informasimanajemen agar dapat diterapkan dengan baik di dinas ini. Untuk faktor ekonomi diharapkanpemerintah lebih lagi melakukan pengawasan untuk ketersedian kebutuhan sarana dan prasaranajuga kebutuhan yang lain.Kata Kunci: Penerapan, Sistem Informasi Manajemen

Abstract

Abstract : Sub-district as a public service agency has a duty to provide services to the public, sothat the Civil Service will also determine the success of the public service. This research is toanswer how the performance of the Civil Service to Improve Public Services Head officeTompaso Minahasa,This study uses a qualitative method. In this case the performanceindicators used are productivity, kaualitas service, responsiveness, renponsibilitas, andaccountability. Informants in this study were taken from the community, the old law, and anemployee at the office of Head Tompaso (7 people), Law Tua (4 people), and people (5 people) ofdata collection by interview: while the analysis of data using analysis techniques interactivemodel of Miles and Huberman. The results showed: (1) The level of productivity is quite goodviews from the successful implementation of programs and activities that have been set. (2)Quality of service is pretty good views of the coordination of the Civil Service in providingservices easy, fast, transparancy, and means. (3) The level of responsiveness is quite good, inresponse to all the needs and complaints of the public. (4) Level of Responsibility quite well,judging from the utilization of human resources potential of the Civil Service. (5) Level ofAccountability pretty good views of the accountability system is done either to local governmentsand to the public. Based on the results of these studies conclude that the Civil ServicePerformance Evaluation In Improving Public Services Head office Tompaso Minahasa prettygood views of the productivity aspect, Quality service, Responsiveness, Responsibility, andAccountability.Keywords: Performance Evaluation of Civil Servants.

Abstract

ABSTRACT :Village Consultative Body (BPD) is one of the perpetrators of PNPM Rural in the village which serves as the agency that oversees the process of each stage desa.Tujuan PNPM Rural in this study to determine how the function of BPD supervision of the implementation of PNPM Rural Village Kalasey One Subdistrict Mandolang Minahasa.The method used is descriptive qualitative method. The focus of research is supervision of BPD at the planning and implementation stages of PNPM Mandiri in the village. Informants were taken from perpetrators PNPM Rural Village Kalasey One, entirely as many as 10 people. Data collection techniques used were interviews. Data analysis technique used is descriptive-qualitative analysis interactive model of Miles and Hubernann.Based on research results ditariki conclusions: (1). BPD supervisory functions in the planning activities of PNPM Rural done fairly well, namely through the activity of BPD in every stage of the planning of activities ranging from the preparation and dissemination of early, stage of planning at the village and district. (2) The oversight function of BPD at the stage of implementation of PNPM Mandiri in the village is quite well done is through the activity of BPD in each stage of the start of the preparatory meetings implementation in the village, distribution and use of funds, procurement of labor, materials and tools, monitoring and evaluate progress on implementation of activities in the field, and village meetings for accountability by the implementation team.Based on the results of this penellian then it can be recommended some suggestion that: although PNPM Mandiri is no longer there, but the results achieved must be maintained and preserved to support the efforts penanggunglangan poverty. For that BPD oversight function to be needed in the maintenance and preservation of the results of PNPM Mandiri.Keywords: Monitoring, BPD, PNPM Mandiri.

Abstract

One of the elements of government in Indonesia is the state civil apparatus. Its task is to assist thegovernment in serving the needs of the people where the people are the main elements in democracy. Theproblems encountered in the apparatus of the regional secretariat of Manado City in 2017 are still manyacts of abuse of authority and positions owned by the apparatus, one of which is nepotism. Nepotism alsotrigger social jealousy among officials because they feel unfairly treated in the promotion processpositions that are not in accordance with the level of career. Apparatus has the ability and expertise incompleting the task, but does not have good discipline. Late arriving at the office, wandering around atwork, dressed unkempt and other things that violate the regulations of the agency. Delaying work thatcould have been completed that day but not done, stalling work time to make the work pile up. Theapparatus becomes lazy and unproductive. Does not show his professionalism as a civil servant of the statein charge of serving the community. Arise attitudes underestimate the job because they realize he has theability and expertise that is expected and become the mainstay of the leadership. And lack of appreciationfrom the leadership to his subordinates for the ability and the work that has been achieved. Based on theresults of test and data analysis using quantitative methods, it is concluded that the merit system has aneffect and has a positive influence on working spirit. With the merit system will improve the working spiritof state civil apparatus in the Regional Secretariat office of Manado City. It is not enough to have a goodcivil apparatus management system, but also the spirit of work to motivate the apparatus in order toimprove discipline and achieve work performance in line with expectations.Keywords: Merit System, Working Spirit, State Civil Apparatus.

Abstract: Leadership Leadership Organization is a major factor and the first that affect an employeejob satisfaction. The better the leadership of the head of the Organization will be higher the jobsatisfaction felt by employeesThis study will use the survey method with quantitative approach using simple correlation andregression analysis.The magnitude of the effect of variable work motivation on employee job satisfaction variablesindicate that the coefficient of determination of 0.4436 (44.36%). This means that the variable of workmotivation significant effect on job satisfaction of 44.36%. Referring to the results of this study providethe sense that the efforts made by the leadership associated with the level of job satisfaction ofemployees already on the path to truth.Keywords: Leadership, Work Motivation and Job Satisfaction

Abstract

government provides a disaster program to prepare citizens, especially those who live indisaster-prone areas to be able to be ready and alert to natural disasters that can occur at any time.Article 26 of Law No. 24 of 2007 concerning disaster management explains that the community has theright to obtain education, training, and skills in implementing disaster management, because Indonesiahas a high risk of natural disasters including the city of Manado. In community empowerment, ingeneral it can be interpreted as a process that builds people or society through developing communitycapacity, changing community behavior, and organizing the community. The purpose of empowermentfor the community is to provide opportunities for development and development of living welfare, thecreation of independence in building a decent and sufficient life for citizens with a developing economiclife. Abstract

ABSTRACT: Government Regulation No.41 Year 2007 on the regional organization mandates that thearrangement (restructuring) subdistrict government organization must meet the criteria ofeffectiveness, efficiency, and rationality. In connection with the PP.19 of 2008 on the organization ofthe District shall determine the amount and type of organizational units of the district governments.The purpose of this study was to determine the effectiveness of the organizational restructuring ofgovernment policies Malalayang districts.Research using qualitative methods. Informants were taken from the sub-district government officialsMalalayang the sub-district office as many as 8 people. Data collection by interview; while the analysisof data using analysis techniques interactive model of Miles and Hubernann.Based on the results of the study conclusion: (1) Restructuring Malalayang subdistrict governmentorganization in accordance with the policy set forth in the PP. No. 41 Year 2007 and PP. 19 In 2008, interms of the large / number of work units and other types of units organaisasi (Section and Section)formed. (2) Restructuring Malalayang subdistrict government organization meets the criteria ofeffectiveness, efficiency, and rationality as working unit was formed (sections and sub-sections) are allcustomized to menyelenggaraan duties and functions of district governments that have been defined.(3) Restructuring government organizations Malalayang districts can realize or improve theeffectiveness of the duties and functions of district governments both general duty of the governmentand the task of handling the affairs of local autonomy meaningful public service delegated by theMayor.Departing from the conclusion of the study is the need to put forward suggestions: (1) OrganizationMalalayang district governments that exist today based on this research meets the criteria ofeffectiveness, efficiency and rationality. But in the future would need to be adjusted according to thedevelopment problems in society. (2) The policy of restructuring government organizations districtsshould be coupled with the preparation of qualified personnel resources.
