Abstract

Abstract: This study aimed to "analyze the influence of regional performance benefits to public serviceIn the City Health Office Ternate North Maluku province" to explain Effect Benefit performance ofRegional Against Public Service is the allowance given to servants which is a function of thesuccessful implementation of bureaucratic reforms and based the gains of the Civil Servants in linewith the achievement of the organization's performance in which the Servant of the work. Therefore,the individual performance benefits Servants may increase or decrease in line with the increase ordecrease in performance measured by Key Performance Indicators lnstansi.Based on the characteristics of the issues raised in this study, the approach used by theapplication of the relevant quantitative descriptive method (Nazir 1988; Koentjaraningrat, 1997); andekplanatoris survey (Vredenbreght, 1981: 41). This is possible because in addition to this study want touncover problems that are actual and factual, it also aims to find circuit / influence of one factor orsymptoms by a factor or other symptoms. According Vredenbreght (1981: 41), that the explanatorysurvey method is a method used to test a hypothesis or, more generally, to explain the relationshipsbetween variables.Presidential Regulation No. 81 Year 2010 concerning the Grand Design Reforms 2010-2025mandates entire Ministries / Agencies and Local Government to conduct bureaucratic reform.Ministries / Agencies and Local Government has awarded bureaucratic reform in the form ofperformance benefits.Results of the assessment of the program and activities of the bureaucratic reform Ministry /Agency which conducted the National Bureaucracy Reform Team (TRBN) used by the Ministry ofFinance for consideration in the calculation of the amount of allowances of performance and are usedin the process of determination of the amount approved in the Meeting KPRBN performance benefits.Furthermore, the amount of allowances of performance after approval OPR determined byPresidential Decree. Abstract

Health is the main capital of the nation's progress because every citizen of Indonesia isentitled to health services. Health problems for residents in the city as well as in ruralIndonesia are still a problem that still exists to this day. It can be seen from the number ofhealth programs that are implemented and continue to be developed has not run well,whether it is a new health program or health program results modification of the oldprogram. One program that has not reached the target as expected is delivery help. Almostthroughout Indonesia there are still many deliveries assisted by the village cultivators.II. The purpose of this research is to know the role of the village custodian to help pregnantmother give birth in Bailang Village, Bunaken Sub-district, Manado City.The method used by researchers is qualitative research. Researchers want to know theattitude of the community, family, pregnant women, especially the village culprit helpmothers give birth. As for this research take informant which is focus of this research is 5months pregnant mother 1 person, pregnant mother 7 month 1 person, pregnant mother 8month 1 person, mother giving birth by one of the villager cultivator, village culprit Train ,Midwife 1 person (as pengelolah program), family companion 1 person, Key informant whodomiciled in Kelurahan Bailang District Bunaken 1 person. The research has been conductedfor 2 months, starting from June to July 2017 in Bailang Village, Bunaken Sub-district,Manado City.Delivery aid by a non-medical health worker is performed by a person who is called a villageculprit, a prelim village culprit is a person who is considered skilled and trusted by thecommunity to help mother and child deliveries and care according to the needs of thecommunity. The community's belief in the skill of the village master is related to the culturalvalues of the local community. Usually the village culprit helps the delivery without regard tosafety, hygiene and mechanisms as it should be so that various complications can result indeath. Basically a village culprit, based on the belief of the local community or is a work thathas been passed down from generation to ancestor or family and usually have aged ± 40years and over. This research would like to highlight the social life of coastal communitieslearned from the existence of coastal communities in which it contains elements of theinstitutions. The theory used in this research is role theory.The results obtained cultural traditions of pregnant women based on hereditary culturesfrom parents to the generation of pregnant women have been accustomed and also thebelief to the village cultivator in taking the choice because pregnant women feel moreconfident to the village culprit in assisting labor using ritual (customs) in terms of sevenmonthlyprayer reads of pregnancy. The village cultivator can not assess the risks of veryyoung pregnant women and the age of high risk pregnant women. The village cultivator inhelping delivery has knowledge in terms of experience not based on education, becauseeducation is only a village cultivation graduates SR (Sekolah Rakyat / SD-level) and some areliterate.

Abstract

In accordance with the mandate of the 1945 Constitution, the Republic of Indonesia as a unitary state adheres to the principle of decentralization in governance by providing opportunities for local flexibility to organize local autonomy. Local governments are authorized to regulate and manage their own affairs according to the principles of autonomy and assistance. This study used qualitative methods. Data source or informant study as many as 22 people were taken from several related elements are Dstrik Government (District Chief) 1, 7 People Village Government and Papuans 14 people. Collecting data using questionnaires, interviews and documentation. The data analysis technique used is interactive analysis. Abstract

Abstract: Potential Development of Human Resources is very important in order, improve the quality ofpersonnel who are competent and capable of carrying out duties as civil servants and even the community.Human resource development can be done by means of education and training of both the education andin-service training as well as education and training positions as stipulated in Government Regulation No.101 of 2000 on Education and Training. To determine the potential development of human resourcespersonnel in Sarmi, in this study was conducted using qualitative informant number as many as 10 people.Efforts Potential Development of Human Resource Apparatus in Sarmi is done by means of education andin-service training and occupation is already running but is not optimal, it is because first, the RegionalEmployment Board Sarmi as implementing education and training is still less put through an evaluation ofthe results of education and training ; Secondly, there is still a shortage of teachers (widyaswara) so this isone of the obstacles in the implementation of education and training in Sarmi.To realize the potential of human resources personnel in Sarmi, the strategic steps that must be done isnecessary to evaluate the implementation of education and training, and should be pursued additionalteaching staff (widyaswara) in order to expedite the implementation of education and training nets. Abstract: Board Unity Nation Politik and Protection of Talaud Islands Regency in the management of regionalfinance is needed transparency (transparency) to the community. Local governments in their duties andfunctions must ruun a good government, especially in terms of financial management. Through transparency,local financial management can be done effectively and efficiently, both administratively and also from theavailability and accessibility of documents, clarity and completeness of imformation, process openness, andregulatory framework. As transparency is one form of government accountability to the community, efforts toimfrove the management of financial management is also one of the fundamental aspects for the realization ofgood governance for the community is openness, involvement and ease of access for the community to theprocess of governance. The purpose of this research is to know the transparency of regional financialmanagement in Badan Unity Nation politics and Protection of Talaud Islands regency community. Thisresearch is a descriptive research with qualitative approach.Data analysis techniques used were observation,interview, documentation.Based on the research results obtained can be seen that the lack of informationdisclosure in financial management that causes weakness of financial management transparency.Therefore itis expected that the government this cease National Unity Board of politics and profection of the communitymore open in accounting for regional finances for the administration of government can run well.Keywords: Transparency of Regional Financial Management

Abstract

Abstract : Organizational culture is important when it comes to improving the performance of organizationsand personnel in it. Culture of the organization has a goal to change attitudes and behavior of existinghuman resources in order to increase labor productivity to face many challenges in the future. The purpose ofthis paper is to analyze the work culture and productivityThis research is descriptive-quantitative research. Quantitative research goal is to develop and usemathematical models, theories or hypotheses pertaining to natural phenomena. The population in this studywere employees who worked in the Institute for Agricultural Technology North Sulawesi with the number ofemployees as many as 97 employees.Results of this study show the influence of culture on the productivity of employees working for R2 = 0302, or30.2%. The statistics show that the variable work culture has a positive impact on the productivity ofemployees at the Institute for Agricultural Technology (BPTP) of North Sulawesi, which means that laborproductivity increased by 30.2% determined by or influenced by the culture of work, while the rest of 69, 8%are determined or influenced by other variables not examined in this studyKeywords: Organizational Culture, Productivity

Abstract

Tujuan penelitian adalah untuk mengetahui kinerja sekertaris desa dalam penataanadministrasi desa di Desa Gangga Satu Kecamatan Likupang Barat Kabupaten Minahasa Utara.Penelitian ini menggunakan metode pendekatan kualitatif. Informan penelitiana adalah KepalaDesa (1 orang), Sekertaris Desa (1 orang), dan staf/pegawai pemerintah desa (3 orang); sedangkaninforman dari masyarakat penerima pelayanan sebanyak 5 orang jadi total informan ada 10 orang.Pengumpulan data menggunakan pedoman wawancara, sedangkan teknik analisis yang digunakanadalah analisis model interaktif dari Miles dan Hubernan. Berdasarkan dari hasil penelitian yangtelah dilakukan oleh penulis, maka dapat disimpulkan sebagai berikut : (1) Responsiveness(Responsivitas) atau kemampuan untuk mengenali tuntutan masyarakat terhadap pelayanan,menyusun agenda, dan prioritas layanan sudah sangat baik. dimana dapat kita lihat bahwa agendakerja dan skala prioritas yang dibuat mengacu pada aturan dan standar operasional yang telahditentukan oleh pimpinan melalui musyawara bersama berlandaskan pada tuntutan dan kebutuhanmasyarakat sehingga pemahaman terhadap tuntutan dan keluhan masyarakat dapat ditanganidengan baik. (2) Responsibility (Responsibilitas) disini menunjukkan kegiatan pelayanandilakukan sudah ssesuai dengan prinsip-prinsip administrasi. Dalam hal ini proses perencanaan,pengorganisasian, aktualisasi dan pengawasan berjalan dengan sangat baik walau beberapa kendalaseperti miskomunikasi terjadi namun bisa diatasi dengan mudah. (3) Accontabilit (Akuntabilitas)menunjukkan bahwa kebijakan dan kegiatan unit kerja sebagai organisasi yang harus mampumempertanggung jawabkan seluruh aktifitas dan operasionalnya sudah menunjukan hal positifdimana proses pertanggung jawaban disini dilakukan melalui laporan pertanggung jawaban yangditujukan kepada pimpinan pemerintah desa dalam hal ini hukum tua/kepala desa, BPD,kecamatan, dan yang paling penting kepada masyarakat dalam rapat atau musyawara bersama yangdihadiri setiap komponen desa. Laporan pertanggung jawaban ini berisi segala bentuk dokumentasidan administrasi terkait penyelenggaraan pemeritah desa, penyelenggaraan kegiatan atau programkerja desa, keuangan, dan segala bentuk pelayanan publik berserta pembuktiannya.Kata Kunci : Kinerja, Sekretariat Desa Penataan Administrasi Desa

Abstract

ABSTRACT : Bureaucracy has ethics that apply to the entire apparatus. Professionalism of publicserviceis a demand that must be realized int he bureaucracy. This study aimsto determine the effectofthe bureaucratic ethic of public service professionalism Malalayang Head Office of Manado City.This study usesquantitative methods. Research was carriedby 40 votes districts Malalayanggovernment apparatus. The data used areprimary data obtained through a questionnaire. The analysistechniq ueused to test the hypothesis is simple statistical regression analysis and simple correlation orkoreasi product moment. The result showed that the direction ofthe regression coefficients andcorrelation coefficientsof the variables bureaucratic ethicof public service professionalism is posifiveand significant atthe 0.01 level of significan ceorconfidence level of 99%.Based onthe results ofthat study concluded that the bureaucratic ethic positive and significantimpacton the professionalism ofthe public service in the sub-district office Malalayang.It is recommended that the understanding, appreciation and practice of ethical apparatusagainst bureaucracy needs to be improved through the development of ethics bureaucracy to theapparatus should be donemore intensively. Application of ethics bureaucracy by bureaucraticapparatus needs to be exemplary of the leaders or elite bureaucracy its elfso that it takesthecommitment of the elite bureaucracy to implement ethics bureaucracy properly.Keywords: ethics bureaucracy, professional services public

Abstract

The purpose of this research is to know the effectiveness of village administration administration in TobelosVillage, Ibu Hal District West Halmahera District. This research uses quantitative approach method. Theeffectiveness of village administration administration is seen from the three indicators of organizationaleffectiveness proposed by Gibson that is production, efficiency, and adaptation or flexibility. The researcher isthe Village Head, Head of Administration Affairs, Head of Development Affairs, Chairman of BPD, Chairmanof LPM, Chairman of RT 02, and a community figure, totaling 7 people. Data was collected using interviewguidelines, while the analytical technique used was interactive model analysis from Miles and Hubernan.Based on the result of data analysis, it is concluded that the effectiveness of administration administration ofTobelos village seen from the indicator of production, efficiency, and adaptation / flexibility is still not good.Based on the results of research can be recommended suggestions: 1. Quality of human resources of villageheads and village apparatus needs to be improved through training or upgrading. 2. The sources of villagegovernment's financial revenue such as ADD and other sources of revenue mandated in Law No. 6 Year 2004should be optimized. 3. Village Heads and Village Devices should be provided with a fixed income and adequateallowances. 4. Abstract

ABSTRACT: Government personnel is an important factor in achieving the objectives ofgovernment and state. In reality there is, still encountered problems in government agencies.Problems often occur is the presence of government officials who have the quality of work is notgood, it was seen from the slow processing tasks that accumulate, the lack of discipline ofgovernment officials, as a result of service that is provided is not maximized., While the one of thegovernment's efforts to improve the quality of government personnel is by giving knowledge andguidance through education and training.The research method that I use in this study is a quantitative research methods.quantitative method is a method / research based on the philosophy of positivism that is the sciencevalid, science is built on empirical, observable, measurable, using mathematical logic and makegeneralizations above average population and sample of this research is all employees at thedistrict office Kawangkoan north numbering 30 people.Based on the analysis using Pearson product moment correlation coefficient (r) = 0.802,while the coefficient of determination (r2) = 0.64. The results showed that the correlationcoefficient between the level of education and training on the performance of government officialsby 0802, while the coefficient of determination of 64%. With this result can be explained that theincrease in the performance of the government apparatus is determined by the education andtraining by 64% while 36% is determined by factors other. be based on above results, thehypothesis put forward unacceptable that there are degrees of connection and the power ofdetermination between education and training on the performance of government officials at theDistrict Office North Kawangkoan. Furthermore, based on the significance of test results obtainedthat the value t = 7108 at significance level (α) = 0.05 with degrees of freedom (df) = n -2 = 28,then the table = 1.701. From the data obtained that thitung greater than table where thitung 7.108˃ 1,701. then H0 and H1 a reject. thing this proves that there is significant influence betweeneducation and training on the performance of government officials at the District Office NorthKawangkoan.of research results on North District office Kawangkoan that education andtraining programs have a very strong influence on the improvement of the performance of thegovernment apparatus, the more often a government apparatus to follow the education andtraining programs, the performance of the apparatus will also increase.Keywords: education and training, government officials Performance
