Abstract

Abstract: Implementation of Public Service is all services organized by public service providers as an effort to meet theneeds of service recipients and implementers of legislation. Public service is basically about the vast aspects of life. In thelife of the state, the government has the function of providing various public services required by the community. One thingthat until now is often still a problem in the relationship between the people and the government in the region is in the fieldof public services, especially in terms of the quality or quality of service government apparatus to the community.Tourism is currently being intensively incentive in the city of Manado. Lots of local and foreign tourists visiting the city ofManado. But with the level of service is said to be less than the relevant Office to make the process of tourism is not goingwell.In this research used qualitative research method, so the researcher will not specify the research only based on researchvariable, but the whole social situation examined covering aspect of place, actors and activity that interact synergistically.The result of the research shows that the lack of public service available in the Manado City Tourism Office makes thetourism process less good. With the level of human resources that have not qualified with the limitations of foreign languageskills make the tourists, especially foreign tourists feel uncomfortable. The tourism program created by the governmentitself has not been fully felt directly by the community. Lack of socialization of the existence of tourism programs from thegovernment to make people less aware of the importance of existing tourism.Keywords: Implementation of Public Service, Tourism, Qualitative.

Abstract

Gratia Natrina Kaparang, 100812002, Majors Administration Program Study Administration Business, April 2014 " On The Influence Of Distribution Materials To Satisfaction of Consumer’s (Study at Costumer/ client] of Nimble Shop exist in Sub-Province of Minahasa South-East)". Guided By : Dr. Drs. J. R. E. Tampi, M.Si and of Drs. Harry J. Sumampouw, M.Si. ABSTRACT The activity of distribution for the everlasting business of some coorporate business is very important. That is why this activity has to be carried on to satisfy the consumers needs, also to hold the consumers stay on. Then, the material is primary for the sustainebleness of men’s life. Therfore, the writte check and understand how important the distribution to serve the consumers needs for the sakeness of giving satisfaction to the consumers. In relation to what is said above, we formulate the problem such as : Is the material distribution influenced towards the consumers satisfaction? The theory of marketing strategy and theory of distribution as well as the theory of consumers satisfaction explain the problem above by hypothesis as follow : there is an influence of the material distribution towards the consumers satisfaction. To test the hypothesis, we do the research based on the descriptive-quantitative method. The samples the simple coorelation technique and the simple linear-regression technique. Test significant shows by reality that r ≠ 0, so that Ho refused and Ha is accepted in the level of significancy of 95%. The Significant test is  ≠ 0, then Ho refused and Ha formulated aas coeficient regression (b = 1) is significant. This result strengh then the Saladin’s view (2006) and also Wellington’s view (1998). Conclusion of this research is: 1) Distribution variable have influence and relation which is signifikan to satisfaction of consumer so that thereby activity of distribution have to be taken care of and continue to be developed by for the shake of taking care of satisfaction of consumer; 2) Activity of distribution not merely focussed at sale of just goods, but require to pay attention requirement and character each;every consumer so that can maintain consumer satisfactorily what becoming requirement each;every consumer; 3) Each;Every employees employed by company have to comprehend the target of company in gratifying consumer so that can cooperate in reaching the target.Keyword : Materials Distribution, Consumer’s Satisfaction.

Abstract

Tujuan penelitian ini yaitu untuk menganalisis bagaimana manajemen kinerja PegawaiNegeri Sipil di sector perindustrian pada Dinas Perindustrian dan Perdagangan Daerah ProvinsiSulawesi Utara.Penelitian ini menggunakan metode deskriptif kualitatif dengan melakukan observasi,wawancara dan dokumentasi dengan focus penelitian adalah indicator menggunakan teori KenBlanchard dan Gerry Ridge tentang model manajemen kinerja yang terdiri dari 3 bagian yaitu,performance planning (perencanaan kinerja), day to day coaching (pelaksanaan setiap hari),performance evolution (evaluasi kinerja) atau review dan learning (peninjauan ulang dan belajar).Hasil penelitian menunjukan bahwa pelaksanaan manajemen kinerja Pegawai Negeri Sipil disector perindustrian pada Dinas Perindustrian dan Perdagangan Daerah Provinsi Sulawesi Utarabelum maksimal. Dari hasil penelitian ini disimpulkan bahwa pada proses perencanaan programkerja dan pelaksanaannya sudah berjalan baik namun dalam pelaksanaan evaluasi belum maksimalkarena ternyata pegawai merasa beban kerjanya besar karena harus merangkap tugas dan tanggungjawab akibat kurangnya pegawai di sector perindustrian. Oleh karena itu, disarankan untukmelakukan penambahan pegawai disektor perindustrian, melakukan pengawasan secara periodik,memberikan pelatihan dan pendidikan seperti penyuluh perindustrian dan analis data IKM, untukmeningkatkan kemampuan yang merata kepada para pegawai serta menjaga komunikasi antarapimpinandan staf dengan membuat laporan individu berbasis aplikasi.Kata Kunci : Manajemen Kinerja, Sektor Perindustrian

Abstract

ABSTRACT : Kumo beach is one of the busiest beaches in North Halmahera, Kumo beach is alsoone of the island cluster of islands in front of Tobelo town which can be reached ± 5 minutes bymotorized boat. Island Kumo is located right in front of Tobelo town with a beach shaded by treesand a beautiful white sand and the sea is clear, strong and strong and suitable for activities such assnorkeling, boating and others, the choice of the local tourists because of its beautiful sceneryaccess close from Tobelo town. Unfortunately, all the advantages of a tourist beach Kumo untappedand managed properly, it is very necessary for the implementation of policies that seriously bypolicymakers and implementers alike.The research was analyzed using qualitative descriptive method. Thus, the details can bedrawn that the data analysis technique that is performed is after the data are collected, then thenext data will be combined, depicted in narrative form sentences by providing interpretation orinterpretation based on direct observation conducted by researchers with samples of the objectexisting research or respondent which exists. The results of this research show that the efforts madeby the Department of Tourism and culture of North Halmahera District has not been able to exploreand manage the attraction beach Kumo well because they said there are various factors that hamperpolicy makers and implementers in implementing the policy of tourism development on the islandof Kumo.Keywords: Policy Implementation, Development, Attractions.

Abstract

abstract: Rastra program is one of the government's strategy to eradicate poverty, especially in fulfilling theneed of food for poor people which aims to help reduce the burden of Poor Household in fulfilling basic foodneeds as one of the basic rights of society. But in the implementation of this program often experience variousproblems, rastra not until channeled into the hands of RTS-PM rastra, not right target, not appropriate price,not timely, not appropriate quality. It is therefore necessary to evaluate the implementation of the program tosee if the implementation has been done successfully in accordance with the general guidelines asappropriate. Program evaluation is to measure program's achievement, that is measure the effect of aprogram on the goals to be achieved and determine the success rate of the program of the activities made andto contribute the thinking to the decision maker about a program to improve the program to come. Based onthe results of the research, the achievement of the indicator according to William Dunn is the effectiveness,efficiency, adequacy, equity, responsiveness, and accuracy as a measure of successful implementation on theperformance of the program, indicating that the implementation of distribution of Rastra Program Year 2017in Tolok 1 Village is still not running maximally.Keyword : Evaluation, Policy, Distribution, Prosperous Rice

ABSTRACT : The agricultural sector is the dominant sector of national and regional development regarding the role of agriculture in employment, income generation and social welfare, economic growth and the creation Domestic gross regional product (GDP ) and foreign exchange through exports. Therefore, the research is the analysis of Strategy to Improve Agricultural Sector Development In Tondegesan In the village of the District Parent Kawangkoan Minahasa .This research used Qualitative Research Methods using data analysis techniques SWOT. Analysis of internal factors produce factors strengths and weaknesses. Strengths factors is fertile Potential Land Resources, Commodity excels as a primary requirement, Human Resources 75,06% is Farmer, Having a farmer institution, farmer group businesses management, and Strategy of market place. Weakness factors is Lack of support for government benefits, Farmers have limited access to capital, lack of control from PPL, Lack of Knowledge and Skills Farmer, limited facilities and infrastructure, Weak Agricultural Technology. External factors generating opportunities and threats factors. Opportunities factors is market needs, The development of the fertilizer industry, agroindustrial production machine tool industry, and Technological Development. Abstract

This study aims to describe how the implementation of administrative governance in reporting village funds. This study uses descriptive qualitative methods, and data collection techniques used are observation, interview and documentation. The number of informants in this study were seven people. In this study using the theory of good governance principles. The results of this study indicate that in administrative governance of village fund reporting in rural areas, not all village administrations can be applied in accordance with applicable regulations that refer to PERMENDAGRI No. 47 of 2016. The lack of tools needed to manage village administration, and the lack of capacity and responsibility of the village government in carrying out its duties, and the implementation of work duties that are not in accordance with the basic tasks and functions of village officials, are obstacles to achieving good and appropriate administrative governance in the village fund accountability report. .Keywords: Governance, Village Administration, Responsibility Report, Village Fund

Abstract

ABSTRACT : This study is based on the assumption of the importance of leadership behavior and employee competence in realizing the effectiveness of the organization or bureaucracy. By taking research location in the Regional Secretariat Bolaang North Mongondow, this study wanted to answer the questions: (1) the extent to which the relationship of leadership behavior with the effectiveness of the bureaucracy? and the extent to which the relationship of employee competence to the effectiveness of the bureaucracy?This study used a survey method. Subjects were civil servants in the Secretariat of the North Mongondow Bolaang area, with respondents as many as 48 people taken at random from the 72 civil servants. The main instruments used in data collection was a questionnaire / questionnaire and assisted with interview techniques. The data analysis using descriptive statistical analysis of frequency distribution / percentage, chi-square and contingency coefficient. The result showed: (1) the value of chi-square and contingency coefficient of correlation between the behavior of the leadership of the effectiveness of the bureaucracy are significant at the 99% confidence level. (2) the value of chi-square and contingency coefficient of correlation between the effectiveness of employee competence of the bureaucracy was also significant at 99% confidence level.Based on the results of the data analysis conclusion: (1) leadership behavior has a strong positive correlation and significant to the effectiveness of the bureaucracy. (2) competency employee has a close positive correlation and significant to the effectiveness of the bureaucracy. Contrary to the conclusion of the study results suggested that the quality of leadership behavior and employee competence would beenhanced to achieve maximum effectiveness of the bureaucracy.Keywords: leadership behavior, job competence, the effectiveness of the bureaucracy.

Abstract

Abstract: Population and community dietary changes cause the increase of the volumes of type, and characteristic of theincreasingly diverse garbage waste management. Based on the problems of Research aims to know the performance ofthe Department of the environment in the waste management in the city of Manado.This study uses qualitative methods with selected informants consisting of Chairman, officials of the competent officials/staff/ implementation, and how the garbage workers in the service of the Environment Manado as well as the community.Data collection techniques used are interviews, observation and documentation. Qualitative data were analysed withdescriptive narrative supported by primary and secondary data.The results showed that the performance of the related Department of the environment in the waste management in the cityof Manado has shown a fairly good results, in terms of productivity can be seen already very good views of the goals set andthe effort to realize the goal, among others, with the application of law socialization, adds to the operational personnelhygiene and the granting of construction on the importance of environmental hygiene in order to materialize the city ofManado in a healthy, comfortable, clean, healthy and free of waste by improving the quality of service sothat waste treatment system Manado city becomes "Cendikia" and as a destination "Ecotourism". Similarly, whenviewed from the responsivitas against the incoming complaints from community directly dealt with up with a sprightly,assertive and sociable and friendly also responds when serving. The same thing can also be seen in the responsibility,because the procedure of the Ministry of the environment Office of trash in Manado city is already organised properly. Inaddition to accountability is already good enough in this the role of Government as a provider of basic services and wastemanagement facilities as well as briefing policymakers also firmly related environment and garbage. BesidesGathering information dissemination and community aspirations regarding waste processing services through socializationand dropped directly into the field, conduct of meetings between the device and the public, as well as throughprint/online media others. But in terms of the quality of service is still lacking good especially the willingness of wastemanagement infrastructure and facilities because it looked to the future production of garbage will be moreand more, socialization and interaction of related problems of garbage as well as the affirmation of a rule about garbage isstill lacking.Keywords: performance, waste management
