Abstract

Abstract :Implementation Program Good Fish Cultivation (CBIB) is an activity that teaches about howto cultivate a good fish so as to produce good products. in East Bolaang Mongondow Regency is stillvery low level of knowledge about CBIB thus affecting freshwater fish production level. The researchobjectives are: To know and analyze the Implementation of CBIB Program for Fish CultivationSociety in East Bolaang Mongondow Regency This study employ a qualitative study method thatlocated in Community Seeds Unit and Group of Fish Farmers in East Bolaang Mongondow.This thesis research uses qualitative research method, with research location in communityseed unit (UPR) and Pokdakan (fish farmer group) in Bolaang Mongondow eastThe result of the research shows that the implementation of CBIB program in East BolaangMongondow Regency is not optimal yet. constraints such as, lack of CBIB Auditor in East BolaangMongondow Regency so lack of guidance and supervision. Constraints are also lack of humanresources that have the potential to become a CBIB auditor and also related to program budget, sothat CBIB Implementation can not be applied maximally.From the results of this study, it can be concluded that CBIB Implementation can not bedone well because it is influenced from 3 aspects: Organization aspect, Interpretation aspect, andaspect of Application. It is recommended that the East Bolaang Mongondow Regional Administratorshould make efforts to support the fulfillment of the needs of fish farmers in Bolaang MongondowTimur District in terms of organizational aspect, interpretation aspect, and application aspect so thatthe achievement of production and safety and quality can be improved.Keyword: implementation, good fish cultivation program, fish farmer community

Abstract

ABSTRACK The service civil  policy ethics as stipulated in Government Regulation No. 42 Year 2004 on Soul Coaching Corps and the Code of civil servants, establish ethical obligations that must be implemented by civil servants in performing official duties and relationships of everyday life. But in reality there are many civil servants attitude and behavior is not in accordance with the ethical values ​​of civil servants. Starting from these two studies in this meand to determine how the implementation of the civil service ethics policy at the District Secretariat Sula Islands. The method used was a qualitative method. Data sources / informants of this research is purposive sampling of civil servants in the Sula Islands District Secretariat is 5 persons from the leaders / officials concerned and 10 people on staff employee / executive, so the total number of informants there were 15 people. The instrument in this study is the researchers themselves, while collecting the data using interview techniques. Data  analyzed to using qualitative analysis techniques interactive model of Miles and Hubernann. The results on  based of the study conclude: 1). Actions to do by the leadership in connection with the implementation of policies such as the civil service ethics laws and regulations (PP.42 2004), fostering employee awareness, and enforcement of ethics rules is already quite effective. 2) An understanding of the ethics of civil servants are set out in PP.42 2004 (in the state of ethics, organizational ethics, ethics in society, ethics in yourself, and the ethics of others civil servants) is good enough. 3). Application of civil service ethics or practice by employees in the execution of official duties generally been pretty good, but not maximized. This means that the attitude and behavior of civil servants in performing official duties in general is quite in accordance with the ethics of civil servants specified in PP.42 2004. Based on these results the conclusion can be stated as the following suggestions: 1) The enforcement of civil servants in the Secretariat ethics to the District Sula Islands needs to be improved. 2) Understanding of the staff of the Secretariat of the islands of Sula District of ethics of civil servants need to be improved; 3) Application of civil service ethics in the execution of official duties should also be improved in environmental Sula Islands District Secretariat. In this connection it is necessary a high awareness of the employees themselves to adjust the attitude and behavior of the ethical values ​​of civil servants. Abstract

Village-owned enterprise is economic institutions at the village level that aims to manage the potential of the village and the villagers prosper which is managed by the Government of the village together with the community. Formation of the Village-owned enterprises carried out based on the aspirations of the community and Government consultation village. The purpose of this research is to know the implementation policy of the village-owned enterprise in the village of Tule Subdistrict Melonguane Talaud Islands Regency East. This research uses qualitative research methods, descriptive. Data collection techniques used are observation, interview and data collection with the document. To see how the implementation of the policy of the village-owned enterprise in the village of Tule Subdistrict Melonguane Talaud Islands Regency East. Researchers using four indicators: communication, resources, disposition and bureaucratic structure. Based on the results of this study stated that the implementation of the policy of the village-owned enterprise in the village of Tule Subdistrict Melonguane Talaud Islands Regency East haven't run well due to a lack of good communication, resources that have not been adequate, the absence of a commitment from implementers to implement policies and organizational structures that are not regular. Thus it can be concluded that the implementation of the policy of the village-owned enterprise in the village of Tule Subdistrict Melonguane Talaud Islands Regency East hasn't been going well.Keywords: Policy Implementation, Business Entity, The Village.

Abstract

This study aims to explain the extent of the work ability of government officials in serviceto the community in the West Tahuna District Office in Sangihe Regency. This study uses qualitativeresearch, with primary and secondary data sources, then the data obtained by interview,documentation and observation. The collected data is then analyzed through data reduction and datapresentation then conclusions and verification are carried out so that they can provide answers tothe research problem. The results of this study indicate that the ability of the apparatus to provideservices to the community in the West Tahuna District of the Sangihe Islands Regency is evidentfrom intellectual abilities and physical abilities. 1. The intellectual ability of the apparatus to provideservices to the community is seen from their educational background, understanding of the rules,previous positions and support from leaders and colleagues. 2. The physical ability of the apparatusin providing services to the community is good because it is supported by the age factor of relativelyyoung employees, the ability to take advantage of new technological work facilities as well as theexistence of a good working relationship with the leadership and coworkers. And in order to improvethe ability of officials in providing services to the community in the District of West Tahuna, SangiheRegency, it is necessary to create an employee capacity development program in accordance withthe existing work. And the nature and character as an apparatus that is responsive and cares for theneeds of the community must be owned by every state civil apparatus.

Abstract

ABSTRACT: The purpose of this study was to determine the effectiveness of the supervision of theHead of administration of the village in the district Talawaan North Minahasa regency. Research usingqualitative methods. The informants were 12 people consisting of: Head, Head of Governments of theDistrict, 3 Village Head, 3 administrators BPD, and 3 administrators LPMD.Collecting data with interview techniques; while the data were analyzed using qualitative analysistechniques interactive model of Miles and Hubernann.Based on the results of the study it can be concluded: (1) Control Head of the administration of thevillage in the district of North Minahasa Regency Talawaan effective enough views of things: thesupervision of the preparation and implementation of regulations and rules village head; supervisionorderly implementation of village administration; Supervising the management of village finances;supervising the implementation of the tasks and performance of the village head and village; supervision ofthe implementation of the tasks and functions of BPD; supervision of the implementation of tasks andfunctions LPMD; means / measures to evaluate the administration of the village; means / measurescorrecting irregularities in the administration of the village administration. (2) Control Head can realizeEffectiveness village governance.Based on the conclusion of the study suggested: (1) Head should be more exercise directsupervision that is down to the villages to monitor and evaluate the direct administration of the village. Abstract

Research that has been conducted aims to analyze how the Implementation of Policy Determination of InterCity Public Transportation Tariff in North Sulawesi Province. The method used in this research is qualitativemethod. Based on the results of the study can be concluded that the Implementation of the PolicyDetermination of Inter-City Public Transportation Tariff in North Sulawesi Province has not been runningproperly. Judging from the survey results in the field based on the amount of tariff written in the Decreeissued by the Governor of North Sulawesi. In the actual tariff rules on the route Kawangkoan - Manado tariffas per SK Rp 12.600, - in fact the current tariff of Rp 15.000, - route Manado - Langoan Rp 15.000, - to Rp17.000, - Manado - Tondano route Rp 9,400, - to Rp 10,000, - Manado - Tomohon route Rp 7, 400, - to Rp8.000, - Manado - Kotamobagu route Rp 34.500 to Rp 55.000, - Manado - Bitung route Rp 9,700, - to Rp10.000, - and route Manado - Amurang Rp 13.800, - to Rp 15.000 , -.The sanctions stated in Article 10 in thePergub of North Sulawesi number 13 of 2016 which should be feared by the recipients of policies that violatethe rules are in fact not known by the recipients of the policy so that it becomes something that is consideredunimportant to something that is not important to be conveyed and known. Furthermore, four factors thatdetermine the success of a policy implementation of communication, resources, disposition, bureaucraticstructure has not been implemented and a barrier to the successful implementation of the policy ofdetermining public transportation rates. Lack of public respect for existing policies for various reasons thatexist inhibit the implementation of a policy. To solve the existing problems in the implementation of the intercity public tariff policy adoption in North Sulawesi Province, provincial and district / city governments aspolicy makers and policy-makers should be concerned about whether or not a policy should be implemented.Keywords: Policy Implementation, Public Transportation, Tariff.

Abstract

ABSTARCT: The authority of leadership village leader as Hukum Tua in Minahasa Regency, is head the legal community unity which has borders authorized to regulate and manage the affairs of government, the interests of the local community by community initiatives, the right of origin, and / or traditional rights are recognized and respected in the system of government of the Republic of Indonesia. Good Governance be a good idea in order to improve the quality of public services that the village government organized jointly between the Hukum Tua, BPD, community organizations and the public with the principles of transparency and accountability. Therefore, this study aims to determine the role of the Hukum Tua in realizing the transparency and accountability of development in the village of East Lembean drag troughs District of Minahasa.The research proves that the role of the Hukum Tua in realizing the principle of transparency in village drag troughs are good, because the ability to convey information and financial development programs are often delivered village itself directly to the community and village, in meetings or in the event of joy and sorrow. Communication patterns often hold a general meeting every three (3) months and provide information boards so people can determine the extent of the activities that have and have not done. The principle of accountability also good because the Hukum Tua in delivering accountability of the duties and obligations is delivered directly to the public through a loudspeaker as well as the accountability report (LPJ) be submitted in writing to the BPD, Head and forwarded to the Regent Minahasa, in determining the commitment to the process of delivering LPJ BPD and there is conformity with the vision and mission of the village government.The method used in this study is a qualitative study with 32 informants. It can be concluded that the role of Hukum Tua villages Seretan troughs in accountable is the transparency to stakeholders received good appreciation by almost all members of the Rural Colusion Organization receives accountability report Hukum Tua. Considered appropriate for a person of honor calls Ukung Tu'a is Tu'a in walak. Abstract

In realizing the objectives of the development program in each institution it takes a managerialpattern in the management of development and other governmental programs to be perceived and enjoyedby the community. The use of village funds is prioritized in village development. One of the most importantthings needed is the wisdom of the village head to direct and guide the community to jointly implement thedevelopment program. The purpose of this research is to know how the Management Of Village Funds InDevelopment In Paslaten Village Langowan West District Minahasa Regency. The research methods usedin this study are qualitative methods. The informant in the research is a person who can provide informationabout the situation and background conditions of research. The focus of research is seen from the indicatoraccording to George Terry, which is planning, organizing, mobilization and controlling. Data collectiontechniques through observation, interviews, and documentation. The results showed that the ManagementOf Village Funds In Development In Paslaten Village Langowan West District Minahasa Regency in themanagement of village funds is not done transparently or openly to every community even a lot of issuesCommunity that the management of village funds in the use of village funds is not suitable for it.Keywords : Management, Village Funds, Development.

Abstract

Anak sekolah merupakan aset negara yang sangat penting sebagai sumberdaya manusia dan bagi keberhasilan pembangunan bangsa (Moehji, 2003). Ada tiga hal yangmempengaruhi kualitas SDM yaitu kesehatan, pendidikan, dan kesejahteraan. Kesejahteraandapat diraih apabila seseorang memiliki atau dapat mengakses pekerjaan, pendapatan, pangan,pendidikan, tempat tinggal, kesehatan dan lain-lain (Khomsan, 2012). Gizi merupakan salahsatu input penting untuk menentukan kualitas sumberdaya manusia. Zat gizi dibutuhkan tubuhdalam jumlah yang memadai untuk pertumbuhan, perkembangan dan kebugaran tubuh. Untukmeningkatkan kualitas hidup yang baik diperlukan lima kelompok zat gizi yaitu karbohidrat,protein, lemak, mineral dan vitamin (Proverawati dan Asfuah, 2009).Metode penelitian : Jenis penelitian ini adalah study analitik dengan menggunkan pendekatancrossectional study atau potong lintang. Populasi dalam penelitian ini sebanayak 114 siswa dansampel penelitian sebanyak 70 siswa. Pengambilan data sosial ekonomi dengan menggunakankuesioner dan untuk asupan energi di peroleh dengan menggunakan FFQ dan Food Recall dariresponden dengan wawancara.Hasiil penelitian : Untuk melihat adanya hubungan antar variabel digunakan analisis bivariatdengan menggunakan uji Chi Kuadrat dengan tingkat kemaknaan 95%. Hubungan antarapendidikan ibu dengan asupan energi diperoleh p = 0,866. Hubungan antara pendapatankeluarga dengan asupan energi diperoleh p = 0,429. Hubungan antara pekerjaan ibu denganasupan energi diperoleh p = 0,971.Kesimpulan : Tidak ada hubungan antara pendidikan ibu dengan asupan energi. Tidak adahubungan antara pendapatan keluarga dengan asupan energi. Tidak ada hubungan antarapekerjaan ibu dengan asupan energi.Kata Kunci :Status Sosial Ekonomi dan Asupan Energi
