Abstract

In general, when people talk or hear the term Management Information System (MIS), then reflected in their minds is a system that was created to carry out-processing the data into information to be used by an organization or certain parties who need information about. Based on the identification of the problem, it can be formulated problems in this study, namely: "how the management of national land management information system (SIMTANAS) in support of the effective implementation of the tasks of land in the city of Ternate Land Office". This study aimed to describe the management of national land management information system (SIMTANAS) in support of the effective implementation of the tasks of land at the Land Office of Ternate.Referring to the results of research, as has been noted in the previous section, it can be drawn some conclusions, as follows: The results showed that the implementation of the eight principles SIMTANAS at the offices of the Land of Ternate, in general has been running well, but has not been optimal so that some criteria / indicators that have not achieved the relevance, timeliness and consistency. The effectiveness of the implementation of the tasks of land, especially in the Land Office of Ternate, in general has been running as expected, although not yet reached the optimal result that some of the criteria effectiveness of the implementation of the tasks of the land has not been achieved, namely the ability of initiative, creativity and responsibility, satisfaction work, the quality and quantity of work. SIMTANAS support the effectiveness of the implementation of the tasks of land, especially in the Land Office Ternate pretty good, although not yet fully achieved. Not optimal SIMTANAS dikungan on the effectiveness of the implementation of the tasks indicated by the weak land some SIMTANAS performance indicators, such as relevansi, timely and consistency. Based on some of the results of all this research, it can put forward some suggestions as follows: In order to optimize the implementation of the principle of SIMTANAS at the Land Office of Ternate, it is necessary to spur the implementation of some of the principles that have not been achieved, the principle of relevance, timeliness and consistency. To optimize the effectiveness of the implementation of the tasks of land, it is necessary to accelerate the ability of initiative, creativity and responsibility, job satisfaction, quality and quantity of the work of employees, especially at the Land Office of Ternate. To increase the carrying capacity SIMTANAS on the effectiveness of the implementation of the tasks of land at the Land Office of Ternate, need to work on improving the performance of some of the principles SIMTANAS, such as relevance, timeliness and consistency by improving the system equipment and job skills training, both for power electronic engineering and power fieldworkers.Keywords: National Land Systems

Abstract

The purpose of this study to find out how the implementation of quality human resources management inimproving the development of Tingilbet Village District Beoga District Peak Papua Province. The method usedin this study using descriptive qualitative methods. to understand a phenomenon in a social context naturallyby promoting a deep process of interaction and communication between researchers with the phenomenastudied. As for the results of research shows that the implementation of quality human resources managementin improving the development of employee recruitment, staffing and staff development is still minimal in thegovernment environment of Tinggilbet Village Beoga District is not fully done objectively and in accordancewith the needs and expertise of the employees themselves, the implementation of recruitment employee,employee placement and employee development, according to the result of research that has not been done well.KEYWORDS: quality of human resources, village develop

Abstract

Abstract: Currently there is no doubt that in the era of globalization there is no doubt have demanded a lot of change, improvement and increased in various fields. If connected to the human resources needs to be an increase in the quality of labor and the ability to be able to independently and compete. Among one of the aspects relating to human resources, which must be considered by the agency is working motivation of employees (employees) is the willingness of employees to concentrate all its efforts for the agency.Motivation is increasingly important because of the leadership of the subordinates to share the work done well and directed to the goals previously set. Leadership in motivating employees should realize that humans have a willingness to work hard in the hope he will be able to meet the needs and desires of his work. In carrying out its work, the employee does not carry out all the work yourself, but sometimes it takes a good cooperation among employees in completing a job. In this case, leaders must encourage and stimulate the motion (working willingness) employee to perform a job that was his duty so that they are motivated to work as best as possible and be able to improve the productivity of their labor. It is worth noting because human labor as a man who can not be driven away, but living beings who have feelings, needs, desires and mindset alone.In improving organizational performance in a wide range of internal and external aspects, in other words Motivation determined on their relationships with the various aspects that come from individual employees themselves, as well as from outside the individual. This study found that the motivation factor, turns out to have a close relationship and significant impact on the workings of employees / educators. Therefore disimpulakan that, the role of motivation to have a significant role in the performance of an organization meningkatakn is the driving force of the organization.Keywords: Role, Motivation, and Performance

Abstract

Pariwisata adalah suatu fenomena global yang menunjang perekonomian global. Hal inimerupakan indikasi yang dirasakan di hampir semua wilayah di dunia, termasuk di Indonesia. Secarakhusus di Propinsi Sulawesi Utara, Pariwisata Kabupaten Minahasa Utara sudah cukup berkembangdalam tiga tahun terakhir. Penelitian ini dilakukan di Propinsi Sulawesi Utara, Kabupaten MinahasaUtara dengan mengambil fokus penelitian pada kinerja Dinas Pariwisata dan Kebudayaan daerah dalampengembangan pariwisata. Penelitian ini menggunakan pendekatan kualitatif, dengan memfokuskanpenelitian pada masalah bagaimanakah kinerja Pegawai Dinas Pariwisata dalam upaya PengembanganPariwisata di Kabupaten Minahasa Utara?Hasil penelitian menunjukkan bahwa: Kinerja Organisasi Dinas Pariwisata Kabupaten Minahasa Utarasudah memadai; Kinerja pegawai Dinas Pariwisata Minut sudah cukup baik namun faktor pendidikan,organisasi dan faktor psikologis perlu diperhatikan lagi; Tantangan dan peluang organisasi yangmempengaruhi pengembangan pariwisata Minahasa Utara antara lain terbagi dua, yakni dari dalamorganisasi dan kedua dari luar organisasi; dan Upaya Peningkatan Kinerja Pegawai Dinas PariwisataKabupaten Minahasa Utara adalah: 1. Perencanaan sumber daya demi mengisi kebutuhan pegawai yangmasih kurang dalam bidang pariwisata; 2. Peningkatan tanggungjawab bagi setiap pegawai; 3.Peningkatan kedisiplinan pegawai; 4. Stimulus pimpinan dalam hal pengembangan sikap, mental,kepribadian, dan motivasi para pegawai dinas pariwisata.demi mencapai tujuan pengembanganpariwisata daerah; 5. Pelaksanaan pendidikan dan pelatihan atau dikenal dengan DIKLAT pegawaisecara kontinu; 6. Pembinaan masyarakat melalui seminar dan lokakarya pariwisata; 7. Kerja samadengan BMKG dalam hal peringatan bencana terutama di lokasi pariwisata.Kata Kunci : Pariwisata, Kinerja organisasi, Kinerja Pegawai, Dinas Pariwisata.

Therefore more needed sufficient capability from office manageror executing. The purposes of this research to know The Increasing Importance of Human Resources onThe Regional Secretariat Office Sangihe Archipelago Regency.Data analysis techniques on this research is descriptive qualitative analysis is analysis conducted for,describe, observe, delineate, embrace even summarize observation result has been done in the field.Population on research is government employees in the Regional Secretariat Office Sangihe Regency asmany as 178 peoples.The result of research to show human resources more important on the management of officeadministration, in this case the quality of the staff or employee. Abstract

Abstract: both the bad governance will appear on good governance; generally the implementation of theprinciples of good governance has not been implemented properly. This research is to know how theleadership style of village head of Kauditan One in governanceThis research method is a survey research. Data Collection Techniques through interview questionnaires,and field observations Data analysis techniques used are quantitative analysis with parametric / inferentialstatistical analysis. The total number of respondents / informants in this research is 66 people, consistingof village government apparatus 26 people and community members 40 peopleSimple regression analysis and simple correlation analysis show that Old Law leadership style hassignificant relation and influence toward applying the principles of good governance in the administrationof village administration 43,97% at test level a = 0,01 or level of trust / belief equal to 99 %, as indicated bythe test result with the t-test where the t-value of 7.09 turns out to be greater than the list at the significantlevel of 0.01 (1%) with the degree of free (sb) 64 which is only 2.39 :Keywords: leadership style, village head and good governance

Abstract

ABSTRAKThis study aims to determine how the Implementation of Bottom-Up Approach inRural Development Planning in The Subdistrict Tumpaan South Minahasa District, alsoto determine the extent of Implementation of Bottom-Up Approach in RuralDevelopment Planning can encourage community participation in rural development inSub Tumpaan South Minahasa District,In the methods used in this research is descriptive-qualitative method. Researchconducted in four villages that was taken from 10 villages in the District Tumpaan.Informant studies taken from various related elements, namely The Village Head, BPD,LPM, and Leaders/ Community Leaders entirety as many as 16 people. Date collectionusing interview techniques. The analysis technique used is qualitative analysisinteractive models of Miler and Hubermann.Based on the research result deduced: (1) Implementation of a bottom-upapproach to development planning in the village has been able to do well in the village inthe subdistrict Tumpaan; (2) Implementation of bottom-up approach the planning ofRural Development must be supported by harmonious cooperation between the relevantinstitution; (3) The implementation of bottom-up approach the Rural Developmentplanning is also supported by the participation of the entire communityKeyword : Bottom-Up Approach, Rural Development Planning

Abstract

Abstract: The problem that often arise in malalayang beach in because Malalayang Beach become one of culinarytourism object which become one of garbage supplier in coastal area of Malalayang Beach in this case there shouldbe participation from society in the form of physical donation, material contribution, and moral contribution. Basedon these issues, the participation of the community is very important in maintaining cleanliness at the beach.Departing from the importance of community participation in need in maintaining coastal cleanliness, so that theresearcher is interested to appoint and discuss and examine the title of research on Community Participation inHandling of Beach Hygiene in Kecamatan Malalayang Manado City.This research uses qualitative method because it is done in natural condition. The number of informants is 17people, consisting of one sub-district head, 1 person head, 1 neighborhood head, 4 people from local people, and10 tourists.Keywords: Community Participation, Cleanliness.

Abstract

ABSTRAKBerdasarkan hasil penelitian maka terdapat permasalahan-permasalahan yaitu adanya kekuranganatau kelemahan dalam pelaksanaan atau dalam mengfungsikan anggaran pendapatan belanja desa inidalam pembangunan desa, salah satunya yaitu keterlambatan pemerintah desa dalam menyusunperencanaan kegiatan keuangan desa kemudian kurangnya koordinasi antara kepala desa denganBPD dan LPM dalam penyusunan APB-Des kemudian kurangnya transparansi pertanggungjawabanpemerintah desa kepada masyarakat mengenai pelaksanaan APB-Des yang wujud nyatanya padapembangunan desa, masih kurangnya pemberdayaaan masyarakat desa melalui APB-Des, di sampingitu pengawasan BPD terhadap pelaksanaan APB-Des masih kurang. Pendekatan penelitian yangdigunakan dalam penelitian ini adalah pendekatan deskriptif-kualitatif. Sumber data utama dalamkata-kata, dan tindakan; sisanya adalah data tambahan seperti dukumen dan lainya. Penelitiankualitatif menggunakan metode kualitatif, yaitu observasi, wawancara, atau pengeditandokumen.penelitian bertujuan untuk mengetahui penggunaan dana desa yang digunakan sesuaidengan program, hasil pemanfaatan dana desa dan keterlibatan masyarakat di desa tuguis, kecamatanibu tabaru, kabupaten Halmahera Barat. Kepada informan yang dianggap memiliki potensi untukmemberikan informasi tentang penggunaan dana desa dalam pengembangan desa tuguis, kecamatantabaru, kabupaten Halmahera Barat. Juga melalui observasi dan dokumentasi hasil penggunaan danadesa.fungsi anggaran pendapatan belanja desa APB-Des dalam pembangunan desa. Dalam hal inifungsi APB-Des dalam pembangunan desa di atur pada empat faktor utama fungsi anggaran yang dikemukakan oleh Deddy Ismatullah ( 2010 ) yakni sebagai alat perencanaan, sebagai alat pedomankerja, dan sebagai alat koordinasi. Hasil penelitian di desa tuguis menunjukan bahwa fungsi APB-Dessebagai alat perencanaan, pedoman kerja, alat pengawasan, dan alat koordinasi suda di laksanakan didesa tuguis namun belum maksimal. Oleh karna itu implikasi dari hasil penelitian ini adalah perlunyamelakukan upaya-uapaya konkrit untuk memaksimalkan fungsi APB-Des sebagai alat perencanaan,pedoman kerja, alat pengawasan, dan alat koordinasi dalam pembangunan desa tuguis agarkeberhasilan pembangunan di desa tuguis dapat di tingkatkan. berdasarkan hasil penelitian tentangfungsi APB-Des dalam pembangunan desa dapat di tarik kesimpulan yaitu APB-Des berfungsi sebagaialat perencanaan, alat pedoman kerja, alat pengawasan, alat koodinasi. Bertolak dari kesimpulanhasil penelitian tersebut dapat di rekomendasikan beberapa saran yaitu perencanaan pembangunandan pengawasan pelaksanaan program pembangunan desa yang di danai dengan APB-Des perlu ditingkatkan kualitasnya di desa tuguis Kata Kunci: anggaran pendapatan belanja desa dalam pembangunan desa.

Abstract

ABSTRACT : This research aims to know the role of the Regional Electoral Commission in organizing theelection head East halmahera Regency area. And to know how the electoral region of East HalmaheraRegency in increasing participation in the election of the head of the region. Electoral Commission is chosenand defined by law the inaugural election, where at the beginning of its formation, the Electoral Commissionis the agency that consists of people who are nonpartisan and most of the colleges and non-governmentalpeople. The regional Election Commission is subordinate to the Central Electoral Commission to organize theelections are tiered.The research methods used in this research is qualitative, descriptive methods, using primary data collectiontechniques. While the primary informants amounted to 3 people, yaitu: 1. Technical Defisi technical electionsubsection coconut and public relations Head of Sub-Division 3 programs and data and additional informants,those who can provide information although not directly involved in social interaction that is thorough, peoplenamely , academic, and religious figures.From the results of the examination can be conclude that the performance of the Regional ElectoralCommission East Halmahera in increasing community participation in elections of the head of the area canalready say good, because in this case there is the occurrence of an increasing number of voters being 70%, inaddition also many promotional activities and socialization activities performed by the Regional ElectoralCommission in order to attract sympathetic community. Reference from the conclusions above, in order thatthe Commission recommend to the regional elections of East Halmahera can be more enterprising againsocialisation in order public participation in choosing the higher.Key words: Regional Electoral Commission and community participation
