Abstract

The purpose of the study was to determine the implementation of the 9 year free education policy in the Dumoga sub-district Bolaang Mongondow. This study uses a quantitative approach the research were 10 people from the school, school committees, and community parents. Data collection uses interview and observation guidalines while the analytical technique uses is the interactive analysis model from Miles and Hubernann. Based on the results of data analysis in drawing conclusions that the implementation of the 9 year free education sub-district is seen from the dimension of the idealized policy, the dimension of the target groups, of the dimension implementing organization, of the dimension environmental factors are all good but not maximum. Based on the conclusions the resuls of the study were recommended. (1) Dimension “Idealized Policy” to be improved by building more effective communication with the community through information and counseling activities,as well asincreasing coordination relevant parties. (2) Dimension “Target groups” need to bee improved by making more affective efforts and actions to increase support for the implementation of the 9 year free education policy. (3) Dimension “Implementing organization” need to be optimizing the role of the implementer especially the school and school commitees. (4) Demension “Environmental factor” which so far has been sufficient to support cultural, social, economic and political need to be maintained and improved.Keywords : Policy Implementation, free education.PENDAHULUANKemajuan pembangunan

Abstract

ABSTRACT: This study aims to a system or set of a value which has a symbol, value orientations, beliefs,knowledge and experience are internalized into the life of the mind. A set of values is actualized in attitudes,behaviors, and actions undertaken by every member of an organization / bureaucracy. Therefore, thebureaucratic culture will affect the effectiveness of the civil servants. In this regard, this research is intended todetermine / measure the extent of bureaucratic culture influence on the effectiveness of civil servants in theRegional Secretariat Sula Islands.This study uses quantitative methods. Respondents are as many as 35 employees were taken at randomfrom the 119 employees of the Regional Secretariat Sula Islands. Instruments and data collection techniquesused were questionnaires and aided by structured interview (interview quide). The analysis technique used totest the hypothesis is simple regression statistical analysis and simple correlation or koreasi product moment.Results and formulation: (1) variable regression coefficient toward bureaucratic culture of the effectiveness ofemployee is posifive and significant at the 0.01 level of significance or confidence level of 99%. (2) thecorrelation coefficient and the coefficient of determination variables bureaucratic culture of the effectiveness ofemployee is significant at a significance level of 0.01 ata 99% confidence levelBased on the results of that study concluded that the bureaucratic culture have a relationship and apositive and significant impact on the effectiveness of employees working in the Regional Secretariat SulaIslands. Thus the bureaucratic culture is one of the determinant factors / determinants of the level of employeeeffectiveness.Starting from these conclusions are advised let the cultural dimension "strong" organizations (such asinnovation and risk taking, attention to detail/details, results orientation/performance orientation inpeople/employees, team orientation, aggressiveness, stability, integrity, professionalism, and others) can berealized optimally on the bureaucracy in order to create or enhance the effectiveness of civil servants.Keywords: Bureaucratic Culture, Effectiveness.

Abstract

ABSTRACT : Speaking of Indonesian state marine products, who does not know, so many marine products are owned byIndonesia, and it is of more concern to the current government to manage, develop and safeguard against the perpetrators.Not a few cases that we can see in the mass media, many of which have been handled by the Ministry, such as illegal fishingconducted by foreign ships that do not have permission. Why the marine sector is very important because in it live thevarious living things that become the characteristic or icon of an area.Banggai Sea has one of the sea ions that become Icon of the Regency. The sea products in question are Cardinal Fish fishthat only exist in Banggai Laut. As a county icon it is appropriate that the fish be protected from the perpetrators of thecrime. This is a major responsibility of the Government, especially the Fisheries Department in conducting moresupervision.This study aims in addition to knowing the extent to which the supervision has been done, is to assist the relevant agencieshow to make supervision of illegal fishing can be effective.The research method used in this research is qualitative descriptive method and data collection technique throughobservation, interview, and document study. Based on the results of existing research that the task of supervision has nowbeen taken over by the Povinsi Fishery Department, now the task of the District Office is limited to Coordination, to try, bethe provincial authority.Keyword : monitoring, illegal fishing

Abstract

Abstract :        The development of the conducive work climate to be a very important to push spirit of  work to increasing  performance remember that government bureaucracy working in the hierarchy environment, bureaucrats, monopoly and bound by the rules set consistently. Based on problem background has been analyzed, then can formulate problem how government policy region Talaud  Islands Regency in to develop work climate of representative office at Manado. Based on problem formulation then direction of research to know how policy implemented by the government of region Talaud Islands Regency in to develop work climate of representative office Talaud Islands Regency at Manado. This research treated and analyzed with use descriptive-analytic technique. Data source or respondent in this research is any civil servants representative office Talaud Islands Regency at Manado, number of civil servants placed in the representative office at Manado there are as many as 21 employees. Result data analysis above to give a conclusion that condition work climate in the representative office Talaud Islands Regency that exist today quite conducive and quite enjoyable and stimulating morale of the employees. Abstract

This study aims to determine and analyze community participation in: decision making(participation in decision making), participation in implementation (participation in implementation),participation in utilization of results (participation in benefit), and participation in evaluation (participationin evaluation).This type of research used in this study is a qualitative descriptive study with representativeelements of: Head of HANURA UPTD, Head of Protection Section for Natural Resources Conservationand Community Empowerment. Camat, Lurah, Tua Hukum, and the Community. Data collectiontechniques using observation, interviews and documentation. Data analysis techniques are carried outthrough the stages of organizing data, data reduction, data grouping, data analysis and drawingconclusions. Data triangulation is carried out to check the validity of data and information, then the resultsof data analysis are presented using words written words.The results show that participation in decision making has not been demonstrated by the community due tothe lack of opportunities in the preparation of program plans and activities, so that it cannot convey whatthey need, where the community needs community empowerment activities. Participation in theImplementation was shown by the community through the presence in Focus Group Discussion (FGD) andsocialization, while the opportunity to utilize the available facilities was not yet available because it waswaiting for cooperation with the private sector. Participation in Utilization Results are only limited toutilizing existing natural resources and have not utilized existing tourism activities to empower thecommunity. Participation in the Evaluation does not yet exist because there is no opportunity for thecommunity to participate. It is recommended that the government involve the community to participatestarting from the public consultation, outreach. The community can manage the surrounding natural area eventhough the government has involved the private sector in developing TAHURA, also involving thecommunity in the Evaluation stage to provide input for further program improvementKeyword: Community Participation, Ecotourism

Abstract

Abstract :This research moved from initial findings that the implementation of the program in the VillageSawang Bendar Raskin indicated less effective, less targeted and not just the right amount. Thus, thisstudy aims to determine how the Raskin program implementation and obstacles that reported in theprocess of implementation of the Raskin program.To answer the research problem, then applied descriptive method kualitastif. Data collected byobservation, interview and documentation, kemudiaan 10 (ten) the informant set of elements of theDistrict government Tahuna many as four people, four persons from the village government Sawangbendar and 2 persons from the RTS-PM. Interactive techniques used to analyze the data.Results of the study showed that: (1) Rice program impelemntasi Poor (Raskin) in Sub Sawangsubdistrict Bendar Tahuna, in general has done well and is quite effective, but there are two dimensions,namely resources and implementing organizational structure is not optimal achievable. (2) There areseveral factors inhibiting or obstacles in the implementation of Raskin, particularly in Sub SawangBendar, namely: (a). Weather constraints in the distribution of Raskin. (B). Liveliness personnel,executive personnel khususya distribution and (c). Delays in the disbursement of operational funds atdistrict level.Referring to some of the findings in this study, it is necessary to give some suggestions assolutions to problems in this study, as follows: (1) Internal coordination should be increased throughsurveillance team in charge at each level of the implementation team. Abstract

Abstract: urban village head (Lurah) has the duty to execute the authority of the government that delegated bythe mayor to handle as a matter of regional autonomy, one of which is coordination. This research wasconducted with the aim of explaining the ability of urban village head on the coordination of development inKelurahan Banjer, Tikala Sub-district, Manado City. The research design used is qualitative. The researchfindings are the ability of the lurah to coordinate the development in Kelurahan Banjer, Tikala Sub-district,Manado City, in terms of technical capability in the administrative and technical processes work well verticallybut not horizontally. Humanity's ability is very prominent in the implementation of tasks, especially in guidingand directing the work of staff and to the community. Abstract

ABSTRACT: Act. 32 of 2004 stated that the village chief has a fundamental duty held government affairs and communitydevelopment. PP. 72 of 2005 explains, is the task of government affairs, among others, community living arrangements inaccordance with the authority of the village. Affairs, among others, is to coordinate the development of participatoryvillage. The purpose of this study was to determine how the village head Nduma performance in governance and ruraldevelopment.This study used a descriptive-qualitative method. Informants of this study as many as 15 peoplewere taken from the employed several elements of village government officials, BPD / MTT, LPM, PKK leaders /community leaders / traditional / religious., And citizens. The main instrument in this study is a researcher himself, whilecollecting data using interview techniques and assisted with the observation danstudi dokmentasi. Data analysis was doneby using qualitative descriptive analysis-interactive model ofMilesand Hubernann.The results of the study provide conclusions: (1) Performance Nduma kampug head in the administration ofgovernment affairs villages (such as lead organization of village administration, village life setting, rulemaking village,the formation of village social institutions, peace and public order pemerliharaan village, village financial management,and services to the public) is not optimal, but generally are good enough; (2) Performance Nduma village heads in theimplementation of rural development / village (ie the coordination and facilitation of development planning,pengkoordinasikan implementation of development programs, and the mobilization and development of communityparticipation in development), also have not been up but has shown good performance.Based on the conclusions, it is recommended suggestion that the performance of the head of the village Ndumain governance and development needs to be improved and enhanced. Abstract

Empowerment according to the Big Indonesian Language Dictionary (KBBI) is a process, method, actionthat makes power, namely the ability to do something or the ability to act in the form of reason, effort oreffort. Society is the unity of human life that interacts according to a certain system of customs that iscontinuous, and which is bound by a sense of shared identity. Community empowerment is an effort toimprove the ability and potential of the community so that the community can realize its identity and dignityto the maximum to survive and develop themselves independently both in the economic, social, religious andcultural fields. Rice field printing programs are carried out to increase food production to support therealization of food security in Indonesia. The purpose of the new paddy field printing activity is to increasethe standard area of pagan land through the expansion of paddy fields which are then expected to be ableto produce the main production of rice in the paddy fields. In addition, the implementation of this programis expected to be able to meet the needs of paddy fields which are decreasing due to land conversion. Therice field printing program is intended to support food self-sufficiency and food security in Indonesia.Keywords: Empowerment, Community and Print Rice Fields

Abstract

At the present one of challenge in service health at hospital is fullfiling ofexpectation of quality of service pharmacy. The application of medical service, as theintegral part of patient satisfaction and whole medical service activity. Hospital must givebest service to reach satisfaction. Satisfaction of pharmacy services which can be seen from 5(five) servqual dimension (responsiveness, reliability, assurance, empathy, tangibles).Methods : This research is an analytical research survey with a cross sectional researchdesign. Subject of this research is the outpatient in islamic hospital Sitti Maryam. Thenumber of samples in this research were 100 samples. Retrieval of data throughquestionnaires. Statistical tests were used to analyze the relationship between variables usingthe Pearson Product Moment with α = 0,05 and CI = 95%.Result : The result of good responsiveness is 47%, good reliability 32%, good assurance29%, good empathy 48%, good tangibles 88%. And the level of patient satisfaction is 42%.The statistic test result from the responsiveness variable with patient satisfaction obtainablerhitung = 0,018; reliability variable with patient satisfaction obtainable rhitung = 0,172;assurance variable with patient satisfaction obtainable rhitung = 0,216; empathy variable withpatient satisfaction obtainable rhitung = 0,265; tangibles variable with patient satisfactionobtainable rhitung = 0,491.Conclusion : The test results indicate that there is a relationship between the pharmacyservice in dimension of assurance, empathy, tangibles with outpatient satisfaction. thedimensions of responsiveness and reliability dimension there is no relationship with patientssatisfaction.Keywords : Quality of pharmacy services, Patients satisfaction
