Abstract

Malang continues to initiate a digital-based government and budgeting system to achieve Malang Smart City in 2020. However, based on the results of the 2018 SPBE evaluation, the results have not been maximized. This is due to the lack of policies that form the basis or legal umbrella in the implementation of SPBE. In addition, the lack of utilization of IT governance in the administration of local government also results in e-government effectiveness. For this reason Dinas Kominfo Kota Malang needs an effective IT governance reference. The purpose of this research is to evaluate the management of strategies and IT frameworks using COBIT 5. The results of the evaluation are used as a basis for recommendations for improvement to support the improvement of SPBE evaluation results the next year to Malang Smart City 2020. Based on the measurement results of capability level in the Manage the process The IT Management Framework (APO01) and Manage Strategy (APO02) both reach level 1. Furthermore, an analysis of the gap between capability levels and targeted levels is carried out as a basis for preparing recommendations. Each recommendation given will be mapped into a road map that shows the planned program or activity along with the achievement targets for each process that is evaluated. In addition, recommendations were made based on ITIL V3 2011 guidelines related to The Seven-Step Improvement Process and Strategy Management for IT Services.

Abstract

Sleep apnea is a medical problem that has a sustained impact and has a high mortality rate, which is a burden on public health services. There are two main types of sleep apnea, that is central sleep apnea and obstructive sleep apnea. In this study I developed a system related to obstructive apnea because it is the most common form of apnea. To help medical staff or someone who has indicated sleep apnea to monitoring this disease, we need a system that can be used as an early detection is. This system uses the K-Nearest Neighbor method as the signal type determination algorithm. The acquisition of ECG signals by AD8232 sensor will acquire R-peak and R-interval data that used as parameters for determining sleep apnea. This system uses Arduino Uno as a microcontroller, AD8232 as an input and Buzzer as an output. The AD8232 sensor has an accuracy rate of 94.56%, the accuracy rate of the K-Nearest Neighbor method which is carried out as many as 15 experiments is 86.6%. And generated a time of 1281.1 ms for the average processing time of the system.

Abstract

Whitelabel is an activity that refers to buying a product/service by a reseller and then given a new label as if the reseller produced it. Meanwhile, payment point online bank (PPOB) is a bill payment system and products selling such as phone credit, phone quota, electricity tokens, electronic vouchers, etc. The background of this research is that currently there is one PPOB service provider in Indonesia, PT XYZ (the company name is obscured). PPOB PT XYZ has approximately 26,000 users, 17% of which are members owned by PT XYZ partners. PT XYZ opened a partnership with other companies / organizations to develop PPOB on behalf of the company / organization. This method is a marketing method called whitelabel. Although currently the PPOB whitelabel application with partners has been running well, but there are some new needs including adjustment of product profits, use of partner bank accounts, SMS notifications on PLN token purchases, and web-based PPOB applications. To be able to solve these new needs easily, quickly, and have a fairly good quality, the use of reuse oriented development methods is highly recommended. In this study a simple PPOB system was produced that could meet the new needs of PT XYZ's existing PPOB whitelabel, using a microservice structure and using a library (reusable component) and services from third parties (software as a service). The system gets 100% valid results on validation testing, also there are no critical issues in compatibility testing, and gets a score of 81.5% on user acceptance tests (UAT).

Abstract

Diabetes Mellitus (DM) is a chronic disease of one types of non-contagious disease caused by a metabolic disorder due to the malfunctioning pancreas to produce insulin. Many diabetics who initially didn't know they had diabetes mellitus, and at the end the disease has spread to all organs and cause complications. It can't be denied, that this ignorance is based on the lack of knowledge and health facilities for diabetics. Griya Bromo Clinic is one of the clinics which specifically for diabetics. So far, the service process is still carried out with a paper based system managed by two admins. At first, this wasn't a problem, but the average number of patient who visited the clinic in a day reached 120 to 130 people. As one of the institutions that provide health services, clinic certainly requires the existence of an information system to improve their quality of service. Based on the existing problems, the result of requirement analysis is 33 functional requirement and 1 non-functional requirement. The next step is system design stage using UML, which can be used as a reference in system implementation with the PHP programming language and using CodeIgniter Framework. The final stage, system testing was carried out using black-box and white-box techniques that show 100% valid results for all the test cases, and on user acceptance testing show 100% valid results in 19 test cases. While in compatibility testing, the system runs well in 11 different browsers.

Abstract

Quadcopter is one type of unmanned aerial vehicle (UAV) or unmanned aircraft that has 4 rotors. At present the quadcopter control system still uses radio control. Along with the development of quadcopter technology at this time has been equipped with various features such as GPS and also a camera to take pictures or digital images from the quadcopter's point of view. Ar.Drone is an output quadcopter from the Parrot brand. Ar.Drone uses the Linux operating system so that it can be used to conduct research on quadcopter development. On the quadcopter an intelligent algorithm can be applied related to image processing so that it can be developed and one of them is object following or tracking. By using hough transform researchers are expected to be able to create an automatic navigation system for quadcopter that can be used to detect spherical objects as a basis for navigation. With the automatic navigation system can be petrified if you want to take a picture or video needed to record an object without having to do manual navigation using radio control. The navigation system automatically runs based on the position of the ball in the video streaming frame. for that frame streaming is divided into 9 frames to find out what movements the quadcopter has to do to be able to move along with the object. There are several things that must be done before the image from the front camera quadcopter can be used for the implementation of the hough transform algorithm. The process is image pre-processing, namely digital image processing including segmentation using HSV, blurring, and canny edge. In testing the position of the spherical coordinates on the frame, it can be concluded that the quadcopter can track the movement of the ball with reference to the sphere midpoint coordinate position. From the distance test, the maximum distance for detection is 4m with the percentage of successful detection of all colors at 85%.

Abstract

In the process of learning activities in class in general students need an evaluation to measure the extent of academic development. In fact, evaluating learning activities is not only needed by students but also parents. The problem faced by parents is to have their own activities. Parents are not easy to monitor student learning outcomes in real-time and online. The purpose of this study makes it easy for parents to monitor student learning outcomes at school by using Android-based mobile apps. For the development model of the student monitoring application, that is the waterfall. With the requirements specification stage, system design analysis, implementation and testing. The results of developing a student monitoring application have two teacher users and parents. It has an login, reset password, change password, add score, delete score, check comments, check score, leave comments and logout. For testing using 2 methods, black box and user acceptance testing. Black box testing aims at whether all functionalities that have been created when the requirements specification stage is valid or invalid. After testing the black box by running each function, it can be concluded that all functionalities are valid and can be run well. For user acceptance testing, 5 respondents were asked to get direct feedback. This test aims at whether the student monitoring application can be accepted by users to facilitate monitoring student learning outcomes. After testing user acceptance testing, 5 respondents answered 100% YES and the application is acceptable.

Abstract

In 2017, five e-commerce sites in Indonesia with the highest number of unique visitors experienced an average growth of 97 percent. With this significant growth, new e-commerce companies must use various methods in order to compete in this industry. However, there are e-commerce that use unfavorable methods, for example using the "fake discount" tactics, where the discount given looks fantastic, but the discount is given after the original price of the item is raised first. Users are not aware of this because they do not remember the price before the change, and there is no display of the product price history. Based on these problems, the Web Application for Price Tracking of E-Commerce Website can be developed which can be used by e-commerce users to track prices, by entering product links into the application, then the application get the product prices with scraping techniques and then the results are saved in a database as the price history for that product. This application development uses the waterfall model development method, and the results of the implementation are tested by validation testing, performance testing, and User Acceptance Testing (UAT). The validation test obtained a value of 100% valid, performance testing shows the application has good performance, and majority of the respondents on UAT testing give a positive score without any negative, so it can be concluded that the Web Application for Price Tracking of E-Commerce Website can be a solution to e-commerce's prices and discounts problem.

Abstract

Stopword is an insignificant word contained in a sentence. Stopword was used to help the text preprocessing stage, especially in the stopword removal stage. Digital library was often used at this stage to get a stopword list. However, not all stopword lists in the digital library were words that were not important in the data. The main focus in this research was to find out forming stopword list and word weighting on the document classification of product review using the Zipf Law method. The method used for word weighting was Augmented Term Frequency - Probability Inverse Document Frequency. The document classification process aimed to find out the effect of forming stopword list and word weighting. Document classification using the Support Vector Machine algorithm and Polynomial Kernel. The output of the research was the result of classification accuracy. Based on the result of classification accuracy, there was an effect of forming a stopword list and weighting of words on the classification result. The best accuracy result of the document classification was found at a percentage of 15% for forming stopword list taken from term that has low constant result. The resulting accuracy consisted of a precision value of 0.73, a recall value of 0.7 and a f-measure value of 0.63.

Abstract

Hadits is second reference to moslem people. Furthermore function of hadits is explanation from alquran . but many common people difficult to find some topic of hadits because its amount very much and not everyone can memorize it. Actually paper book or electronic book can't give feedback which relevant first. In computer science there's subject that study about extracting words become a new information that we need or to know similarity a phrase with certain document namely text mining. writer wants implement one of text mining technique namely BM-25 in searching of hadits shahih moeslem . and writer wants to know how effective BM-25 algorithm for handle problem that writer give. From research that using hadits shahih moeslem as its data. Writer wants testing with five different queries and made variate of value of k and b variable that can optimize the result of query dan k variable optimum at q1=0.75 ; q2=0.5 ; q3=0.75 ; q4=0.75 ; q5=0.5 and b variable optimum at q1=0.1.2 ; q2=1.2 ; q3=1.2; q4=1.2; q5=1.2 and precision @ k that gets average precision value p@10=70%,p@20=54%,p@30=42%.

Abstract

One reference to measure health services in an area is how medical care is handled by medical personnel. In this case the Maternal Mortality Rate (MMR) as well as in infants is the Infant Mortality Rate (IMR) considered as an important indicator in health care. Antenatal care services are carried out as an effort to prevent complications during pregnancy and expectant mothers by determining the actions that must be given to pregnant women from the examination results so that they are able to suppress the Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR). LVQ network is a competitive training with each output connected in a certain class. In this study the authors implemented LVQ learning to classify normal childbirth into 2 classes, namely whether childbirth is normal or at risk. By using the data collected in the Nursing Care (ASKEP) data on the general physical examination of pregnant women which contains information on age, pelvic size, fetal position, measurement of blood pressure, hemoglobin cell level (HB), results of psychology testing for prospective mothers, Upper Arm Circumference (LILA), proteinurea and Fetal Weight Interpretation (TBJ). The results of LVQ testing for the classification of normal childbirth with learning rate parameters (α) = 0.1, reduction constants LR (c) = 0.1, minimum LR = 10-7 and maxEpoch / iterations maximum 24 times with a comparison of the amount of training data and test data (64:16) is an accuracy value of 93,78%.
