Abstract

The concept of decentralization which manifests the concept of local autonomy has implications for efforts to strengthen regional governance based on local potential, including strengthening resource management apparatus is characterized by the process and implementation of personnel management started from procurement personnel consisting of; planning, formation, recruitment and selection, development, promotion, remuneration, discipline, and dismissal or retirement. Procedures and implementation of recruitment candidates for Civil Servants (CPNS) from internal sources (Workers Honorary) and from external sources (the general public) or a common path, and potentially very susceptible to spoil the practice of system and Nepo system. One of the efforts that must be made to minimize all forms of deviation in the framework of the process of recruitment and implementation is to implement a merit system, as the antithesis of giving jobs on the basis of race, ethnicity, religion, political award, gender discrimination, personal favoritism, or the selection of equipment valid.

Abstract

This study aims to develop a model of socialization of the National Health Insurance through the role of Opnion Leader. The development of socialization model of National Health Insurance through the role of Opinion Leader is important because with the inclusion of communication technology in Rural areas has led to the emergence of social distance between opinion leaders (Opinion Leader) with the community. Although acknowledged that opinion leaders in Indonesia are still very instrumental in influencing the attitude and behavior of followers in the village. This research is also important to assist the Ponorogo Regency Government in implementing the National Health Insurance (JKN) Act organized by Social Security Administering Board (BPJS). This research is a continuation of research of Opnion Leader role which shows that its role is very high in socialization about Naional Health Insurance in the village. This research uses qualitative research paradigm. Data collection techniques used are in-depth interviews, observation and dukumentasi.Teknik Determination Informants using snowball technique, ie without determining the number of informants but based on information provided in accordance with the data required. Then the method of data analysis using Interactive Analysis Model. The results of research and discussion can be concluded that the Government set a target that in 2019 all Indonesian people have registered and have a card of National Health Insurance - Kartu Indonesia Sehat (JKN-KIS). So it has become a necessity for the socialization model that can really touch the people so that the target of the government can be achieved. Because JKN-KIS has become the thing that is needed by the society in carrying out their life to be healthy and prosperous and has been poured in Government regulation, the socialization model used belongs to the Represif socialization model. This socialization runs in one direction from one person to another. The implementation of the socialization of JKN-KIS should not only be the responsibility of the central and regional governments but the responsibility of all parties including the community as a whole. Through the role of Opinion Leader both formally and formally in the village community is needed because Opinion Leader is very close to the community and the place to ask related to all aspects of village life, in addition to understanding JKN-KIS there is awareness to become a participant of JKN-KIS both government-financed As well as pay dues independently.

Abstract

The development of small and micro enterprises have a very important role in the development of the regional economy. it can be seen from the amount of employment opportunities provided by UMKM for the community. UMKM existence cannot be under timed, because UMKM have a proven able to with stand the economic crisis that occurred in Indonesia. However,  in the development of UMKM cannot be separated from in habiting fact that hit existence of UMKM. Several classic problems that occur in UMKM is lack of capital in the developing the business, unhealthy market competition that still happening until now is the market competition with product made in china. Lack of information about the market network and still lack of innovation in creating new product-products. UMKM therefore very much require the role of government in the developing small andmiddlebusiness.

Abstract

This writing going to talk about analysis the implementation of application qlue in region North Jakarta. Reason the study is done to see how the implementation of application qlue that is part of the program smart city in jakarta especially in tanjung priok. Research methodology used is the method the qualitative study descriptive to technique data collection of interview. The research results show that the implementation of the application of qlue have not been effective. It was because, the community tanjung priok many cannot discern between qlue application, is that supposed to mean lack of socialization for the public regarding the application of qlue. In addition, obliging heads of the neighborhood report three times a day also is not effective. Of the aspect of the achievement of the policy implications of the (output), application qlue policy it is implemented still not 100 percent, based on the data populi center of the community can only 35.8 % of being contented with the implementation of the application of qlue. This indicates that the target not maximum. Thus, the implementation of application qlue in North Jakarta rudimentary and consequently need to there had been improvements forward to create good governance.

Abstract

This study examines the role of the Regional Disaster Management Agency (BPBD) of North Nias Regency in mitigating flooding in Lotu Subdistrict. The purpose of this study is to determine how the Regional Disaster Management Agency (BPBD) of North Nias Regency plays a role in mitigating flooding in Lotu Subdistrict. The method used in this study is a descriptive qualitative research method by analyzing data using role theory with five indicators, namely the role as a stabilizer, the role as an innovator, the role as a modernizer, the role as a pioneer, and the role as an implementer. The results of the study show that the Regional Disaster Management Agency of North Nias Regency faces several obstacles, such as having only 13 employees and 8 rubber boat operators, which limits its disaster management capabilities; only three employees have undergone disaster management training; and budget issues hinder the procurement of new equipment, resulting in only two functional rubber boats. This study has limitations, such as a lack of quantitative data to assess the effectiveness of socialization and education, as well as a lack of exploration of the roles of the community and volunteers. Further studies are recommended using a holistic approach with quantitative and qualitative methods, as well as expanding the focus on multi-stakeholder collaboration and the use of information technology to improve the capacity and effectiveness of the BPBD in an applicable manner. Abstract

The research aims to describe the implementation level of managerial and technician roles of public relations practitioners from government and private institutions in Indonesia. The hypothesis is public relations from private institutions often more apply the managerial roles while the practitioners from government public relations tend to apply technical communication than managerial roles of communication. The researcher uses positivistic paradigm by applying survey method with questioners which are filled by 105 respondents. The instrument are from Five-Factor Dimension Model that specifically measures the level of managerial and technician roles of communication. The research finds that there is no significant differentiation between public relations practitioners from government and private institutions regarding the dimensions of managerial and technician roles. Both practitioners frequently apply technician roles rather than managerial roles, however, the government public relations more frequently conduct managerial roles than practitioners from private institutions. The research contributes to the development of public relations study and practice in Indonesia by testing the managerial and technical roles conducting by public relations practitioners through using Five-factor Model.

Abstract

Micro Small and Medium Enterprises (MSMEs) is a buffer of the national economy that it proved able to survive during the monetary crisis in Indonesia in 1997-1998. On the one hand, MSMEs have a strong resilience to the economic crisis. On the other hand, the development of MSMEs is faced with complex problems. This research departs from the complexity of the problems faced in developing Tapioca Starch business. This study aims to understand the problems faced by SMEs in developing Tapioca Flour Business in Kediri and prepare concrete steps to solve the problem. This research used descriptive qualitative method with data collection technique of interview, observation, and documentation. The results of this study indicated that the problems faced by the Tapioca flour business in Kediri are that they have no the formation of the business in a business group, the lack of human resources skills in developing the business, the limited business capital, and the dependence of the entrepreneurs on the middlemen directly and not to the detriment of entrepreneurs. The steps proposed for such issues include the formation of business groups, strengthening cooperative networks with business groups, markets, and cassava growers, and strengthening venture capital through saving and loan systems.

Abstract

This study examines the issue of community empowerment, which is considered to be a solution problem of poverty, which is more interesting when the community of "Janda" becomes an important object. This research focuses on the study of community-based community empowerment model in Janda village. Purpose is able to measure the effectiveness and also the ideal form of community empowerment program model in the village of Janda, Dadapan Village, Balong District, Ponorogo Regency. The research are method qualitative descriptive approach, with object in research is the people members, especially mothers who berrstatus "widow" in the Dadapan Village, Balong District, Ponorogo Regency.. Activities include 1). Training of processed food from the existing agricultural potential, 2). Make a kitchen granary from the land around the community. 3). Train the art activities of mothers who are "Janda". From concluded this research is community empowerment activities in Dadapan Village, Balong District, Ponorogo Regency, which have been done are very focused on "Janda", so that the activity is expected to contribute, to the life of those who is distressed or increase the independence of the family, with this activity, economical but psychologically they will be motivated to become a powerful individual.

Abstract

The purpose of doing this research is to know how personal branding a person made by utilizing social media. Like the d_kadoor phenomenon of uploading a unique and unique video. In a number of videos shared by him, it looks Kadir Bachmid or d_kadoor behaving witty. Most imitate the behavior of mothers, ranging from clothing, style to the theme of gossip about arisan. Research on d_kadoor is a personal branding domain so that the theory used is personal branding. While the desired approach in this study is a qualitative approach with only one informant, namely Kadir Bachmid as d_kadoor itself. The results of this study illustrate that personal branding can show popular (famous) people. With the following strategies: 1) social media as a primary need. 2) Creative, inofatif, and have high confidence in Social Media For Personal Branding.3) Sensitive to information that is becoming a trend in society.4) Be entertaining.5) Non verbal and verbal communication has an identity.

Abstract

Plurality of political attitudes of citizens Muhammadiyah Ponorogo in the elections in 2015 is an interesting phenomenon because almost all citizens and sympathizers of this organization gives full support to the partner Regent and Vice Regent promoted by the National Mandate Party. This study to find out more about political attitudes of citizens muhammadiyah shown in local elections (Election) Ponorogo. Moreover, the research also seek out further orientations are used as a handle by Muhammadiyah cadres and elite that are part of a successful team. Informants in this study is regular and elite members or directors of the Muhammadiyah organization spread over several districts. Data collection in studies using interviews and documentation. The final goal of this study was to determine the political direction of Muhammadiyah then it could be a foundation in nominating candidates for the next general election
