Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in driving regional economic growth; however, the level of business legality, as indicated by Business Identification Number (NIB) ownership, remains uneven across regions. This study aims to analyze the spatial distribution of MSMEs and disparities in NIB ownership in Bantul Regency, and to examine the role of the local government in promoting business formalization. A mixed-methods approach is employed, combining qualitative descriptive analysis with spatial analysis using Geographic Information Systems (GIS). Secondary data were collected from local government agencies, the Central Statistics Agency (BPS), and relevant scientific literature, covering approximately 96,000 MSMEs at the subdistrict level. Data analysis was conducted using the interactive model of Miles and Huberman, integrated with spatial mapping techniques. The findings reveal that while MSMEs are widely distributed, NIB ownership remains uneven, particularly in peripheral areas. This disparity is influenced by limited digital literacy, unequal access to digital infrastructure, and variations in government outreach and institutional capacity. The study highlights that spatial factors and governance effectiveness significantly shape business legality. It contributes to the literature by incorporating spatial perspectives into MSME legality studies and emphasizes the importance of place-based policy interventions to support inclusive and sustainable business formalization.

Abstract

Terrorism is one of the major challenges governments around the world have been tackling since 2000. Despite efforts to deal with the challenges, there has been a rise in terrorist activities, particularly of Islamic extremist groups. The purpose of the study investigated   the major causes of terrorism in Northern Nigeria and the economic implications in the country. The research method is both qualitative and quantitative research approach. The paper explores the use of questionnaires and interviews to collect data from respondents in selected local government areas of Borno, Katsina, and Zamfara States.  The study employed descriptive statistics method for data analysis. The findings from the study revealed that the major cause of terrorism in northern Nigeria is the emergence of the Boko haram sect in the North-Eastern part of Nigeria, which led to the loss of thousands of lives and mass destruction of properties in the affected areas. Other major causes of terrorism are the influx of illegal aliens into the country, extreme poverty, and a high rate of illiteracy in the Northern part of Nigeria. The study also revealed that the major economic implications of terrorism in North-Western Nigeria are mass destruction of public markets, declining foreign direct investment, increased budget on security, food shortage, and declining business activities in the affected areas. On this note, the study recommended that the government should re-strategise not only on military intervention to combat all acts of terrorism across the country, but also on improving infrastructure to support human capital development, business growth, and employment generation.

Abstract

Government performance is influenced by regional borrowing and the effectiveness of local financial management. This study aims to analyze the relationship between regional borrowing policies, financial management effectiveness, and local government performance. The research employs a case-study design with a mixed-methods approach, systematically integrating quantitative and qualitative methods to produce a comprehensive, context-sensitive analysis. The main finding of this study reveals that the Gorontalo City Government utilizes regional borrowing as an alternative financing source to bridge fiscal gaps, particularly for infrastructure development and the improvement of public service delivery. However, the impact of borrowing is not direct. The regression results indicate a very weak and statistically insignificant relationship between regional borrowing and government performance, as reflected by R = 0.017, R² = 0.000, and Sig. = 0.867. These findings imply that regional borrowing should be directed toward productive, high-leverage sectors rather than merely used to cover budget deficits. The study contributes to the development of government studies by demonstrating that local government performance is determined not only by the magnitude of fiscal resources but, more importantly, by the quality of governance. Its primary contribution lies in strengthening the understanding of the relationship between government legitimacy, public trust, political accountability, and executive–legislative relations.

Abstract

in land ownership and control between men and women remains an agrarian issue that affects farmers’ well-being. Although studies on gender and agrarian issues have advanced, research on the relationship between agrarian governance, policy implementation, and women’s access to agrarian resources at the local level remains limited. This study aims to analyze land ownership disparities among female farmers in Tasikmalaya City and to examine how government agrarian policies are designed to improve their well-being. The study employed a descriptive qualitative approach through in-depth interviews and Focus Group Discussions (FGDs) with female farmers and relevant government agencies. The findings indicate that land ownership remains predominantly male-dominated; women are more likely to be farm laborers or family workers with lower wages, and they face limited access to land, capital, technology, and decision-making. The implementation of agrarian reform and the Sustainable Food Agricultural Land Protection (PLP2B) has not been fully gender-responsive due to institutional capacity constraints, a lack of gender-disaggregated data, and low female involvement in policy processes. Nevertheless, women remain actively engaged through Women Farmers’ Groups (KWT) and household food management. This study demonstrates that agrarian inequality is not only related to land distribution but also to governance and the implementation of public policies. Therefore, more inclusive and gender-responsive agrarian policies are needed to strengthen women farmers’ access, participation, and well-being.

Abstract

This study examines how digital public service innovation drives bureaucratic transformation in Sumedang Regency by analysing implementation processes, institutional changes, and key implementation barriers. Previous studies on digital public service innovation in Indonesia have predominantly focused on service effectiveness and technological adoption, while limited attention has been given to bureaucratic transformation as a multidimensional institutional process. This study therefore aims to fill this gap by integrating process evaluation, institutional transformation, and implementation barrier analysis within a single evaluative framework. The research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and documentation involving 9 informants consisting of local government officials, digital system operators, and community service users. Data analysis was conducted interactively through data reduction, data display, and thematic conclusion drawing based on three evaluation dimensions. The findings indicate that the digitalisation of public services improves administrative efficiency, strengthens transparency, and reshapes bureaucratic structures and work procedures. The transformation is also reflected in the emergence of new digital governance roles and a shift toward a more performance-oriented and responsive bureaucratic culture. However, the transformation process continues to face several challenges, including limited human resource capacity, incomplete inter-agency system integration, uneven institutional commitment, and varying levels of community digital literacy. The study concludes that digital innovation in Sumedang represents a gradual and multidimensional process of institutional transformation rather than merely technological modernisation. Theoretically, this study contributes to the development of digital governance and bureaucratic reform literature by providing a multidimensional analytical framework for understanding institutional transformation in local government digitalisation.

Abstract

Despite increasing emphasis on community-based climate adaptation, the implementation of inclusive governance in the Climate Village Program (ProKlim) remains uneven at the local level. Previous studies have primarily focused on participation and program effectiveness, while limited attention has been given to multidimensional governance inclusiveness. This study examines the implementation of inclusive governance in ProKlim at the village level in Tobek Godang Village using a qualitative case study approach. Data were collected through in-depth interviews, observation, and document analysis involving key informants from village government and community members. The findings show that inclusive governance remains fragmented and uneven. Inequalities persist in access to information and resources, participation varies across social groups, transparency tends to be symbolic, accountability remains procedural, and institutional coordination is weak. This study contributes to inclusive governance literature by demonstrating that inclusiveness in community-based climate governance is shaped by intersecting spatial, social, and institutional inequalities, producing partial and uneven inclusion rather than equal participation. The study highlights the need to strengthen institutional coordination and participatory mechanisms to support more equitable and sustainable climate governance at the village level.

Abstract

Food sovereignty has become an important issue amid the increasing dependence on external food supplies and the declining attention to local food consumption in urban areas. In Medan City, this condition has encouraged the emergence of the Sumatran Youth Food Movement (SYFM), a youth-based community that advocates local food sovereignty through collective action and public awareness campaigns. This study aims to analyze the food conditions that underlie the emergence of SYFM, examine its characteristics as a New Social Movement, and describe the strategies employed in promoting local food sovereignty. The research uses a qualitative descriptive approach. Data were collected through in-depth interviews with key informants involved in the movement, supported by documentation and literature studies. The findings reveal that SYFM emerged as a response to food dependency, the dominance of imported food products, and the declining appreciation of local food among urban communities. As a New Social Movement, SYFM is characterized by its food sovereignty ideology, youth and student-based participation, participatory organizational structure, and the use of educational campaigns, public actions, and alternative economic practices. Through discussions, socialization programs, local food campaigns, and collaboration with local farmer cooperatives, SYFM contributes to increasing public awareness of local food, encouraging changes in consumption behavior, and strengthening support for local agricultural products. The study concludes that local food sovereignty can be promoted not only through government policies but also through community-based youth movements that foster social awareness and collective action at the local level.

Abstract

The phenomenon of working children remains prevalent among poor fishing communities, including those in Neighborhood III of Nelayan Indah Village, Medan Labuhan District. Economic limitations and unstable income from fishing activities encourage children to participate in income-generating activities to support household needs. This study aims to analyze how working children divide their time between school and work, examine their economic contribution to family income, and explore community perceptions regarding child labor in poor fishing households. The research employed a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and documentation involving working children, parents, community members, business owners, and local government officials. The findings indicate that children generally perform work activities outside school hours, enabling them to continue their formal education while contributing economically to their families. Although the income earned by children is relatively small, it functions as supplementary income that helps reduce household economic burdens. Community members generally perceive children’s involvement in work as acceptable and reasonable due to persistent poverty, unstable fishing incomes, and a cultural tradition of helping parents. The study concludes that child labor among poor fishing families is closely associated with household survival strategies and structural poverty, while education remains an important aspiration for children and their families despite economic constraints.
