Abstract

The Ministry of Finance released the Synergy Program (Joint Program) in 2017, where one of the subprograms is a Joint Analysis between the Directorate General of Tax and Customs. Joint Analysis is intended to optimize state revenue, tax compliance and can be developed by other subprograms. The implementation of Joint Analysis can encompass non-compliant importers and exporters and close the tax avoidance gap by shifting the location of activities or company domiciles between regions of Indonesia. The purpose of this study is to analyze the enabling factors in implementing a joint analysis policy between the Directorate General of Tax and Customs. This study adopts the positivism paradigm with qualitative methods. Primary data sources were obtained through in-depth interviews with selected informants. The results showed that political support and commitment from the leadership were quite good, but equal treatment at the Regional Office level was still a chore to complete. The legal regulations are complete and clear enough to accommodate the implementation of the program even though the technical operational standards at the Regional Office level are not yet rigid. Resources and governance are quite good although it requires time for the joint team to learn about business processes. Understanding between parties is considered quite good with the growing development of trust and joint commitment to secure state revenue. Communication between joint teams is done practically and flexibly, data exchange can be by email or WhatsApp group. The use of data analytics applications is also quite effective even though it has not yet reached all Regional Offices.

Abstract

This study aims to find out how to implement a program to increase the use of vasectomy contraception, to identify the implementation of vasectomy contraceptive services and to know the role and function of stakeholders in the implementation of vasectomy contraceptive use policies. This research was conducted through a qualitative research with a descriptive approach conducted in Tanjung Morawa Sub-District, Deli Serdang Regency. The research informants were determined by purposive sampling technique by involving the Department of Family Planning program manager in Deli Serdang District, family planning counselors, family planning cadres and acceptors (users) of vasectomy contraception. Research data collection were done through interviews, observation and documentation studies. The results indicates that the management of family planning programs was based on the mandate of Law No. 52/2009 where the government through the National Population and Family Planning Agency (BKKBN) carries out the function of controlling population and organizing family planning (KB) programs. In managing the vasectomy family planning program in Tanjung Morawa Sub-district, Deli Serdang Regency, there were several parties that have an important role in disseminating information and facilitating vasectomy services such as the Population Control Office, Family Planning and Women's Empowerment, Deli Serdang Regency Child Protection, Family Planning Extension, Family Planning Motivators and Family Planning Cadres. Strategy of vasectomy service for free, mobile services as well as the provision of incentives for vasectomy acceptors were able to attract men?s interest  to be involved in family planning programs as users of vasectomy contraception.

Abstract

The tax sector supports a stable process of economic growth and the tax ratio is considered an indicator that can be used to assess the performance of the taxation sector. This study examines the impact of macroeconomic and tax rates on the magnitude of the tax ratio in the case of six ASEAN member countries during the period 1998 to 2018. Data processing was performed using panel data regression using the Generalized Least Square (GLS) method with the STATA program. This study has very interesting results because inflation has a significant influence on the level of a country's tax ratio. The relationship between inflation and taxes is said to be positive, so any increase or decrease in inflation will also cause an increase or decrease also in the taxation sector. In other words, inflation and taxes move in the same direction but with different magnitudes. Countries with a stable macroeconomic situation will create greater opportunities for investment and more jobs are created. This will further increase the purchasing power of consumers and assume the tax burden will be easy for the public

Abstract

Policy implementation of solid waste management is a part of public policy to implement in order to create a safe, sound environment and public space for the people. Bekasi Regency government contributes to solid waste management in their region that they assign the Environmental Office to hold the main role in implementing the policy. Thus, this study sought to profoundly describe the policy implementation of solid waste management by the Environmental Office of Bekasi Regency. This study used qualitative approach with ?single instrumental case study? strategy by selecting a relevant case and focusing on the given phenomena and problems. The results show that policy implementation of solid waste management by the Environmental Office of Bekasi Regency has not been optimized due to the limited capacity of the Office in providing resources and budgets, creating new innovations, and influencing people?s mindset. However, it can be said that Environmental Office has been good enough in making policies and efforts for solid waste management since they have been sinergyzed with those of the above level.

Abstract

Stock Exchange This study aims to determine whether company size, profitability, leverage, the proportion of independent commissioners and government ownership have an influence on the company's effective tax rates both jointly and partially. This was tested on companies listed on the Indonesia Stock Exchange by means of statistical testing through a panel data regression model that was processed using the STATA 12.0 application. Secondary data used in this research were collected using content analysis techniques. The research sample was determined by a purposive sampling technique on companies in the sectoral index consisting of 10 sectors listed on the Indonesia Stock Exchange with the study period 2009-2018. The independent variables used in this study are company size, profitability, leverage, the proportion of independent commissioners and government ownership, while the dependent variable is the company's effective tax rate. The results showed that the size of the company, the level of profitability of return on assets and corporate governance that are proxied by the proportion of independent directors have a significant effect on effective tax rates, although with different correlations. Where firm size is negatively correlated, while the level of profitability and corporate governance has a positive effect on effective tax rates. Meanwhile, leverage and government ownership variables tend not to have a significant effect on effective tax rates.

Abstract

This study seeks (1) to explore local government strategies in selecting personnel for strategic positions; (2) studying the role of the RPA (Regional Personnel Agency) in carrying out the Decency and Appropriateness Test of personnel applying for the "Position Auction"; (3) studying the role of the Sekwilda in conducting the fit and proper test; (4) searching for the fit and proper test models according to local characteristics. The agenda for improving Indonesia's public sector becomes a necessity if it is linked to developments and current demands, such as good governance, professionalism, transparency, accountability, ethical and moral enforcement in the delivery of public services (Milakovich and Gordon, 2007 in Nurprojo, 2014). The improvement of the Indonesian bureaucracy through the enactment of the State Civil Apparatus Law is expected to be able to realize a better Indonesian bureaucracy through the performance of professional civil servants based on competence and competition by establishing a merit system in State Civil Apparatus management.  This study uses a qualitative paradigm by relying on researchers as data collectors through in-depth interviews and participatory observation. In-depth interviews were conducted with local elites (Head of the Regional Personnel Agency, Staff of the Regional Personnel Agency, Members of the Regional People's Representative Council, Members of the Selection Committee, Non-Governmental Organizations, the media and intellectuals) who were concerned with local governance. This is done to determine the implementation of the propriety test and due diligence in the context of filling strategic positions in the regions.

Abstract

This study was conducted to determine the capacity of Blokchain technology in recording transactions that occurred in the ledger and in general it also offer the government to be applied to the e-Government sector which can increase data transparency, avoid fraud, and increase public trust in the government. This problem also focused on the application, challenges in the future with respect to the allocation of Blockchain technology, and in the e-Government sector, the use of Blockchain technology did not appear to be the main focus therefore it needed deeper observational evidence for the use of Blokchain technology. In its application, the biggest challenges in utilizing blockchain were generally presented as innovations such as security, scalability, and flexibility. In order to approach this problem, theoretical references were used from pre-existing studies that discuss Blokchain technology, e-Government, public services, and the data were collected through indexed journals both on a national and international scale. And the review of this paper concluded that academic research in this sector had only just begun and the issues addressed in the literature were still very limited. Therefore, more intensive research in this area is still needed to advance this field of research academic research in this sector had only just begun and the issues addressed in the literature are still very limited.

Abstract

This paper aims at obtaining the objective data and information regarding to employee development, the obstacles in employee development and efforts to overcome obstacles to employee development at the Manpower and Transmigration Office of Sumedang Regency. The method used was descriptive qualitative with four research informants, namely the Office Secretary, the Head of General Affairs, Asset and Personnel, the Head of the Finance Subdivision and the Head of the Training Institutional Development Division. Data collection techniques through secondary data collection was such as literature study, primary data collection techniques were such as observation, interviews and documentation that were then analyzed by steps in the form of data reduction, data presentation, verification and triangulation. The results obtained indicated that the development of employees at the Manpower and Transmigration Office of Sumedang Regency was still not perfect and not in accordance with the objectives of the development itself. The changes in employee needs due to limited human resources, changes in organizational needs and changes in the organizational environment required the Manpower and Transmigration Office of Sumedang Regency to make efforts by optimizing development costs, minimizing changes in employee needs, minimizing changes in organizational needs and minimizing changes in environmental needs.
