Abstract

This study is about political development of halal tourism in Sabang city. The focuses of this study are to analyze the actors of political development of halal tourism in Sabang city, the strategy, also the chances and challenges. The method used is a qualitative method. The findings of this study, among others, there are three important points. First, the actors of political development who invlolved are categorized at the national, Individual (national), Local (Aceh Province), Individual (Aceh Province), Local (Sabang), Individual (Sabang), and Private (Sabang) levels. Second, the actors who involved use a political development strategy with a mixed approach. Third, the actors see the magnitude of opportunities in building halal tourism in Sabang city and also the challenges that must be overcome immediately to manifest this.

Abstract

This study explains the process of identity politics that occurred in the gubernatorial election in North Sumatra in 2018. The purpose of this study is to look at the process of identity politics and patterns of identity politics influencing the course of democratic parties between contesting candidate pairs. This study uses a descriptive method that focuses on the actual problems or phenomena that occur when the research is conducted. The findings of this study are: (1) The identity politics process was carried out by the ERAMAS team by evaluating traditional and religious leaders, while the DJOSS team only carried out the process of identity politics by using traditional leaders in various regions; (2) The patterns of identity politics in the ERAMAS team are carried out in the form of activities related to Islam, such as preaching safari with Ustadz Abdussomad, Dzikir Akbar, provider of mosque cleaning cars, subuh movement in congregation, and sanitation, and participating in traditional activities DJOSS's winning team patterned activities related to adat in various regions and were involved in traditional activities, for religious patterns only to visit religious leaders in the area.

Abstract

This article was prepared on the background where the poor in North Sumatera are powerless and have no ability to place their position and role in government and development, whileefforts to empower the poor have not been optimally carried out by the North Sumatera Provincial government. This article was prepared to discuss ways to make the poor in North Sumatera powerless, and outline strategies and models to empower the poor in North Sumatera. The poor are powerless and the risk poses a factor of poverty, physical weakness, isolation, improvement, and powerlessness, the poor are not managed and tend to be left by the government, and are not liked by the community. The strategy for empowering the poor in North Sumatera can be carried out through the Need for Strengthening program, Strengthening Human Resources, Strengthening Institutions, Strengthening Access to Communication and Information, Strengthening Networks - Partnerships, and Strengthening Participation. Abstract

This research is about observing the environment in managing Traditional Markets in Sumedang Regency. Problems involving external analysis are characterized by a lack of representation of facilities and infrastructure and limited storage of work documents, while internal analysis is characterized by assigning tasks to employees that are not based on the competencies of each employee. The theory used refers to the stages in strategic management that refer to one element of the four basic elements of strategic management, namely environmental observation. The method in this study uses a qualitative approach. The results showed that in the external analysis aspect carried out by the Department of Cooperatives, Small and Medium Enterprises, Trade and Industry of Sumedang Regency, not yet fully able to analyze the external conditions, namely the work environment and social environment in the Cooperative, Small and Medium Enterprises, Trade and Industry Sumedang Regency is to be used as a strength or carrying capacity in the implementation of strategic management of Traditional Market management in Sumedang Regency, marked by facilities and infrastructure to support a limited working environment and social environment that still leaves social problems from the weak handling of garbage and placement of street vendors. While internal analysis on cultural aspects must be improved in terms of employee work discipline and human resource competencies must be improved according to work completion requirements.

Abstract

Democratization in Indonesia is a political shift from non-democracy to democracy. This political shift affects political change in Indonesia. Many scholars see that this democratization is due to the factors of economic recession, internal internal conflicts and political parties of New Order advocates, Student Movements or opposition. The aim of this study is to see how the process of political culture in Indonesia has come to the democratization of many scholars who have overlooked this political culture. The method used is literature study in the context of collecting data through documents such as Books, Journals, Bachelor Theses and some other references, this method of inquiry is chosen to better understand the political condition of Indonesia textually. In this context, political culture has become a major factor in the catalysts of democratization because the political culture of a middle-class society is a result of a long process resulting in the formation of civil values that impede democratization. This article ultimately aims to contribute thought in the process of building democratic values during democratization.

Abstract

Langsa Barat Health Center is a first-rate health facility that provides health services to the community. In providing health services to the community, all existing service units and all employees are committed to providing quality health care and care for the safety of patients, visitors, communities and employees. Service standards are a commitment of service providers to provide services with a certain quality determined on the basis of a combination of community expectations and the ability of service providers. Establishment of service standards through identification of service type, identification of service type, customer identification, customer expectation identification, vision and service mission formulation, process and procedure analysis, facilities and infrastructure, time and cost of service.To set the standard of service whether or not a reference is used from the Decree of the Minister of Administrative Reform Number KEP / 25 / M.PAN / 2/2004 on general guidelines for the preparation of public satisfaction index. Where is the location of this research is Puskesmas Langsa Barat. This study aims to determine the index of community satisfaction with public services at the Langsa Barat Health Center. The respondents in this study were the health service users in Langsa Barat Health Center.Based on the result of the research, it is found that service indicator is in the form of officer discipline, officer responsibility, courtesy and officer friendliness, suitability of cost with specified, and service unit comfort have excellent service quality. While other indicators have good service quality. And overall the index of community satisfaction on public services at Langsa Barat Health Center has good quality of service.

Abstract

The study aimed to determine how the effect of organizational commitment and job satisfaction on the performance of Langsa Health BPJS employees. The population in this study were permanent employees at the Langsa Health BPJS, which numbered 31 respondents. The sampling technique used in this study is non probability sampling using saturated sampling. The method of data analysis uses multiple linear regression equations with the help of SPSS software carried out t test, F test and the coefficient of determination. The results of multiple linear regression obtained by the equation Y = 1,098 + 0,260X1 + 0,290X2. To prove the hypothesis partially carried out t test for each variable, where the organizational commitment variable obtained t sig <5% (0.03 <0.05) so that it can be stated that organizational commitment has a significant effect on the performance of BPJS health employees in Langsa City. Job satisfaction variables obtained t sig <5% (0.04 <0.05) so that it can be stated that job satisfaction has a significant effect on the performance of BPJS health employees in Langsa City. And to prove the hypothesis simultaneously the F test is carried out, so that F sig <5% (0.00 <0.05) can be stated that organizational commitment and job satisfaction simultaneously have a significant effect on the performance of BPJS employees in Langsa City. As well as the determination coefficient test results obtained by 33.4% organizational commitment and job satisfaction affect the performance of health workers BPJS Langsa City.

Abstract

This study seeks (1) to explore local government strategies in selecting personnel for strategic positions; (2) studying the role of the RPA (Regional Personnel Agency) in carrying out the Decency and Appropriateness Test of personnel applying for the "Position Auction"; (3) studying the role of the Sekwilda in conducting the fit and proper test; (4) searching for the fit and proper test models according to local characteristics. The agenda for improving Indonesia's public sector becomes a necessity if it is linked to developments and current demands, such as good governance, professionalism, transparency, accountability, ethical and moral enforcement in the delivery of public services (Milakovich and Gordon, 2007 in Nurprojo, 2014). The improvement of the Indonesian bureaucracy through the enactment of the State Civil Apparatus Law is expected to be able to realize a better Indonesian bureaucracy through the performance of professional civil servants based on competence and competition by establishing a merit system in State Civil Apparatus management.  This study uses a qualitative paradigm by relying on researchers as data collectors through in-depth interviews and participatory observation. In-depth interviews were conducted with local elites (Head of the Regional Personnel Agency, Staff of the Regional Personnel Agency, Members of the Regional People's Representative Council, Members of the Selection Committee, Non-Governmental Organizations, the media and intellectuals) who were concerned with local governance. This is done to determine the implementation of the propriety test and due diligence in the context of filling strategic positions in the regions.

Abstract

The Indonesian Workers Placement and Protection Service Center Semarang is the Indonesian Workers Placement and Protection Service Center which houses Indonesian labor services in the Central Java Province. The problem of the rise of illegal migrant workers, the processing of documents which still requires a long time, the high placement of Indonesian workers in the informal sector and the still high complaints of Indonesian workers in the Semarang Indonesian Placement and Protection Workforce Service Center show that there are still many problems with migrant workers. This study aims to identify the service quality of the Semarang Indonesian Workers Placement and Protection Service Center provided to Indonesian workers. This type of research is qualitative research. Data collection techniques used through interviews, observation and documentation. Sources of data used through primary and secondary data. The results of this study are the responsiveness dimension of the Indonesian Workers Placement and Protection Service Center can realize the pre-departure process in an average of one month, the insurance dimension is still a problem related to service convenience, tangibles dimension has been effectively seen from the competency test facilities and the final debriefing, the empathy dimension needs a little improvement on the acceptance of service input, the reability dimension is quite good with the certainty of costs but an evaluation of HR related needs.

Abstract

This study aims to describe the leadership of the village head in increasing the work motivation of village officials. This research was inspired by the improvement of the performance of village officials in Pergam Village, Rupat District, Bengkalis Regency. The research method used was descriptive qualitative approach. Data collection techniques with observation and documentation interviews. The problems that affect namely; A leader has a great influence in increasing employee motivation through his leadership, work motivation has a significant effect on employee performance. After reviewing the researchers found that the leadership of the village chief plays a role in increasing the work motivation of village officials. The efforts made by the Headman in increasing the apparatus' work motivation by doing; Headman's leadership in improving welfare, Headman's leadership in creating a harmonious work atmosphere, Headman's leadership in rewarding achievements, Headman's leadership in providing justice, Headman's leadership in respecting and involving the apparatus, Headman's leadership in completing work facilities, Headman's leadership in developing the potential of the apparatus , Village chief in creating strict and fair punishment.
