Abstract

This study aims to find out how to implement a program to increase the use of vasectomy contraception, to identify the implementation of vasectomy contraceptive services and to know the role and function of stakeholders in the implementation of vasectomy contraceptive use policies. This research was conducted through a qualitative research with a descriptive approach conducted in Tanjung Morawa Sub-District, Deli Serdang Regency. The research informants were determined by purposive sampling technique by involving the Department of Family Planning program manager in Deli Serdang District, family planning counselors, family planning cadres and acceptors (users) of vasectomy contraception. Research data collection were done through interviews, observation and documentation studies. The results indicates that the management of family planning programs was based on the mandate of Law No. 52/2009 where the government through the National Population and Family Planning Agency (BKKBN) carries out the function of controlling population and organizing family planning (KB) programs. In managing the vasectomy family planning program in Tanjung Morawa Sub-district, Deli Serdang Regency, there were several parties that have an important role in disseminating information and facilitating vasectomy services such as the Population Control Office, Family Planning and Women's Empowerment, Deli Serdang Regency Child Protection, Family Planning Extension, Family Planning Motivators and Family Planning Cadres. Strategy of vasectomy service for free, mobile services as well as the provision of incentives for vasectomy acceptors were able to attract men’s interest  to be involved in family planning programs as users of vasectomy contraception.

Abstract

In Indonesia, currently there has been progress in the field of information technology. Along with the development of sophisticated and advanced technology, there are more and more demands of need. By utilizing the sophistication and advancement of existing technology, the government makes electronic-based policies, namely e-government. From the existence of this new electronic-based system, it makes easier to carry out the implementation of services carried out by the state apparatus to public. The objective of this study is to measure the level of public awareness of Surabaya people towards the application of the E-ticket system related to frequent violations. The scope of the study is the city of Surabaya. The problem is focused on the level of public awareness about the e-ticket system that has been running. In order to approach this problem, a theoretical reference from Soerjono Sukanto was used regarding public awareness. The data were collected through questionnaires spread across 31 districts in Surabaya and analyzed quantitatively with a descriptive approach. This study concludes that Surabaya people had awareness and knew a new system in ticketing, namely the electronic ticketing system, but for its application, many violations still occured. It is indicated by the percentage of 55% which is included in the fairly high category with a percentage of 70.5% regarding the existence the new system.

Abstract

The purpose of this study was to analyze the effect of the adaptive ability of customer relation officers in service recovery performance in the One Stop Integrated Services and Investment Office of the Special Capital Region of Jakarta (DKI). The method used in this research is quantitative. Sources of data were taken from informants, namely customer relation officers who were directly involved in the recommendation service for Building Use Rights over Land Management Rights, namely 50 respondents. The data collection technique was carried out by conducting initial interviews and distributing and filling out questionnaires. The results of the study found that culture competence, self management, social capacity, self-efficacy recovery and organizational system recovery, affect service recovery performance while informational fairness has no effect on service recovery performance of customer relation officers.

Abstract

Policy implementation of solid waste management is a part of public policy to implement in order to create a safe, sound environment and public space for the people. Bekasi Regency government contributes to solid waste management in their region that they assign the Environmental Office to hold the main role in implementing the policy. Thus, this study sought to profoundly describe the policy implementation of solid waste management by the Environmental Office of Bekasi Regency. This study used qualitative approach with “single instrumental case study” strategy by selecting a relevant case and focusing on the given phenomena and problems. The results show that policy implementation of solid waste management by the Environmental Office of Bekasi Regency has not been optimized due to the limited capacity of the Office in providing resources and budgets, creating new innovations, and influencing people’s mindset. However, it can be said that Environmental Office has been good enough in making policies and efforts for solid waste management since they have been sinergyzed with those of the above level.

Abstract

The Semarang Police, as a form of bureaucratic reform in services, uses a Tour Driver's Licenseservice. However, in its implementation, there are still many obstacles, namely inadequate infrastructure for Tour Driver’s License services and lack of human resources. The purpose of this study was to analyze the service quality of a Tour Driver’s License in Semarang Regency and the factors inhibiting and supporting it. This research uses a descriptive qualitative approach. The data analysis technique used is qualitative analysis (data condensation, data presentation and conclusion drawing). Based on the results of data analysis, it can be seen that the service quality of Tour Driver’s Licenses in Semarang Regency is good. Service implementers have the ability and are able to act professionally. It's just that in its implementation it is constrained by a lack of infrastructure, namely there is only one Tour Driver’s License unit, waiting chairs and tents are still not available, and a lack of human resources. There is a need for additional facilities, infrastructure and human resources to support the implementation of Tour Driver’s License services so that they are able to reach all areas in Semarang Regency.

Abstract

This study is entitled Policy Network in the Implementation of ‘Cities Without Slums’ Program (KOTAKU) in Baleendah District, Bandung Regency. This study is motivated by the author's interest in the implementation of the KOTAKU program, which is a collaborative platform program but in its implementation there are still problems related to coordination and participation in achieving the goals of ‘cities without slums’ program. This study used descriptive research method with a qualitative approach, and the results of studywere obtained from library research and field studies, namely observation, documentation, and interviews. This study used the Deleon and Varda policy network theory which consists of several characteristics: representation, reciprocity, horizontal power structure, embeddedness, trust and formality, participatory decision making, and collaborative leadership. Based on the results of this study, it can be concluded that the Policy Network in the Implementation of the KOTAKU Program in Baleendah District, Bandung Regency is not optimal because some of the characteristics that exist in the policy network are representation, horizontal power structure and collaborative leadership.

Abstract

The implementation of the Vice President's broad and dynamic duties must of course be supported by good performance tools. As the Vice President's first support system, the position of the Vice President's Secretariat (Setwapres) was very strategic to improve organizational performance. The purpose of the study was to analyze the performance factors of the Vice President Secretariat in providing support to the Vice President from the perspective of the McKinsey 7S Framework. This research was a descriptive research with a qualitative approach. The study used primary data and secondary data. Primary data sources using the interview method. Secondary data sources using relevant document data search. All data were presented descriptively and analyzed through data reduction, data presentation, and verification. The results of the study indicated that the supporting factors were (1) a structure where there was a clear division of tasks and functions as well as good coordination; (2) a style in which democratic leadership made communication work well with direct involvement of the leadership in carrying out tasks; (3) the existence of shared values accompanied by internalization and strengthening activities. The inhibiting factors were: (1) a strategy in which several activity programs were not in accordance with the Vice President's priority program; (2) a system where the implementation of SOPs was not entirely appropriate; (3) staff where the placement was not in accordance with the educational background; (4) skills that had not been supported by appropriate training.

Abstract

This study aims to identify the relationship between the village head and the Village Consultative Body (BPD) in the use of village funds in the village of Karang Jaya, Namlea District, and explain the influence on the development of village communities. The problem is focused on the use of village funds which should be a stimulus for development in each village, but, in management, there are often problems that hinder village development. This study seeks to see and get deeper into the relationship that has been built between the village head and the BPD in the village of Karang Jaya. The approach used in this study uses a qualitative approach. The number of informants who will be interviewed is 15 people taken purposively, considering that respondents are regarded as related parties to achieve the research objectives. Researchers used observational data collection techniques and in-depth interviews to obtain data on the implementation of the village fund program. The analysis technique used in this research is qualitative data analysis following the concepts given by Miles and Huberman, and Spradley. This study concludes that the parallel relationship pattern between the BPD and the village head in the management of the village government as regulated in the legislation, it turns out that in its implementation, there is enough response so that the working relationship becomes harmonious and leads to a pattern of cooperation and shows a tendency to share tasks that are parallel between the heads. Abstract

The purpose of this study is to establish a relationship between the village head and the village consultative body in Ubung, Buru Regency. The research problem is focused on the collaboration between the village head and the village consultative body in containing the spread of Covid-19 in Ubung. The study employed a qualitative approach, with a total of twenty informants chosen at random. This study was conducted in the village of Ubung, with informants including village officials, members of the Village Consultative Body, representatives of community leaders, traditional leaders, and religious leaders, as well as community representatives considered to possess competencies relevant to the research objectives. This study collects data about the partnership relationship through observation and in-depth interviews. The analysis technique used is qualitative data analysis under Miles, Huberman, and Spradley's concepts. This study concludes that the village is extremely responsive in planning and implementing the management of Covid-19, making it easier for the community to be involved. The village side also adjusts to the existing conditions to carry out the control of Covid-19, specifically by conducting analysis and identification to decipher the program of activities that will be planned in collaboration with the Village Consultative Body. In the division of Village Consultative Body tasks, the village government prioritizes development sector implementation and public awareness, while the village government focuses more on-field segmentation planning.

Abstract

This study aims at investigateingthe strategy taken by the Department of Manpower and Industry of the city of Tarakan in overcoming the job seeker card service (AK-1). The problem was focused on collaboration between structural officials, staff, and non civil servant. To solve this problem, the theoretical references of Chris Ansell and Alisson Gash were used. The data were collected through interviews, observation and documentation and analyzed qualitatively. This study concludes that the collaboration process between structural officials, staff and non civil servant at the Department of Manpower and Industry of the city of Tarakan was going well, the strategy for making job seeker cards were able be applied. The service supporting factor was the existence of Information Technology (IT)-based applications, an inhibiting factor from services due to the Covid-19 pandemic. Services are still carried out based on health procedures set by the government.
