Abstract

This study aims to analyze the application of health services in Kasembon and Pujon Districts in Malang Regency based on the catchment area perspective, as well as analyze the challenges of the practice of accessing health services. With the background of service improvement efforts that have been done a lot, but in fact, the accessibility is very difficult or even impossible to change. This study uses a qualitative method with a soft system methodology (SSM) approach. The data processing of the findings is carried out through a comparison of real facts with alternative normative models so that they have the opportunity to generate improvement ideas. The results of the study show that there are still challenges in the form of weak access to health insurance, facilities, and human resources, quality standards of health services, the role of monitoring stakeholders, to patterns of community participation. This then resulted in 3 main points of concern to produce corrective action, namely the evaluation of the health care system, health service practice standards, and the accuracy of the health service program targets. This study recommends a top-down mechanism priority by optimizing the improvement of the quality of health service standards in Kasembon and Pujon by policymakers and bottom-up through a participatory pattern by optimizing local public service agencies (BLUD) through community synergy with various institutions and government at lower levels. for managing access to health services.

Abstract

This article aims to analyze the implementation of the defense spending policy in the fiscal year 2020 at the Ministry of Defense. The problem is focused on the success or failure of the implementation of defense spending policies in the fiscal year 2020 by using the theory of policy implementation by George C. Edward III. This study uses a qualitative approach with a descriptive method. The data were collected through documentation or literature study and analyzed qualitatively using an interactive model. This study concludes that the implementation of the defense spending policy has not been effective, especially in the procurement of the main weapon system equipment. This is a challenge faced by the Ministry of Defense. The procurement of the main weapons system can increase defense strength. However, the procurement of the main weapons system equipment that is still on raw materials from abroad shows the need for the development of the domestic defense industry. So support in the form of a larger budget and government commitment is very much needed so that the defense force can increase as well as the independence of the domestic defense industry can be realized immediately.

Abstract

The advent of social media in recent times has increased the ways through which the citizenry can hold its government accountable. This study on a survey of the citizen’s perception of government accountability in the era of social media in Nigeria examined two specific objectives which are to ascertain the extent of citizen’s perception of government accountability in the era of social media and to determine the relationship between socioeconomic profile and citizen’s perception of government accountability in social media era in Nigeria. Google form was deployed to various social media platforms for data collection and analysis. The data came in from 150 respondents, downloaded and used. Principal factor analysis and linear regression model were the analytical tools used to achieve the study objectives. The study found that the average age and family sizes were 48 years and 9 people respectively. The average monthly income was 159.09 USD. The extent of citizen’s perception was rotated into three and named as online fear, power of social media, and information availability factors which explained 58.58% total variation in citizen’s perception. The study further found that age, household size, employment status, and monthly income of the respondents were the socioeconomic variables relating to the citizen’s perception in the study area. Seeing that social media is a means to hold the leaders accountable in recent times, the study, therefore, recommends that social media and its platforms should be embraced by our leaders rather than restricting its use in Nigeria.

Abstract

Governance is all about making life favorable and conducive for the citizens, and in achieving this, the government provides in the state some basic social facilities, such as security of lives and properties, and also put in place infrastructures such as good roads, schools and health services. To achieve these, it is mandatory for the government to generate income in-term of revenue, and this is popularly achieved with taxation. Unfortunately, difficulties arising from tax evasion and corruption limit the power of the government of Nigeria to generate sufficient revenue that is needed. The Government with determination of boosting the level of taxation and its compliance in order to be able to execute its tasks for the citizens, has approved electronic taxation as element of its electronic governance creativity in tune of international performance. Research method that was used for this study was qualitative in nature, secondary data was collected at the review of relevant literatures. The study found out that electronic-taxation has been satisfied to be appropriate in use of tax collection and remittance, and has been proven in calculation-error reduction. It also curtails fraud in the tax offices, eliminates challenges that may arise during reconciliation, and limiting leakages in the tax revenue collected. Electronic taxation through electronic-governance has boosted the volume of revenue generation into the cover of the government, and it saves time and cost. This research paper has recommended that tax officials at the local revenue authority, state internal revenue and the federal inland revenue should shift towards e-taxation, give more enlightenment to the taxpayers on the note of adopting electronic taxation instead of manual processing.

Abstract

The assumption that youths are veritable tools in engineering electoral violence has long been established in Nigeria politics. Many of the elections held in the country at federal, state and local levels where violence had erupted, had behind the scenes youths as perpetrators. While some keep making themselves available to selfish individuals and organisations who empowers them to make elections tensed, hindering citizens, especially young ones from freely exercising their civic responsibilities, this is only a fraction of the Nigerian youth population and not the whole. There are more youths who are willing to join the electoral exercise but have become apolitical partly because of threats to their lives and properties if they participated in the electoral process. There have been cases were serving youth corps members, officiating during elections have been attacked and killed by fellow youth, likewise youth who have gone out to vote. Interestingly, Nigeria has a burgeoning young population with more than 70 percent under the age of 40. For peaceful elections and for representative democracy, the youth have a pivotal part to play. Hence, they are both the cause for and the cure against electoral violence in Nigeria. This paper, using desk research, seeks to go beyond the narrative of youth being used as tools to cause violence during elections to argue that the effects of their actions hamper in no small measure the impact their population is able to make in terms of national development and representative democracy.

Abstract

Environmental conflicts manifest in different ways, with context-specific impacts on the affected regions. Emerging as a crucial point of national and international security, issues of climate change have taken the fore. In the Lake Chad Region, more people have become more susceptible to the climate change, given the poverty level, unemployment and inadequate governance in these regions. Christened as the world’s most complicated humanitarian disaster, the receding lake which has served as a major source of livelihood in time past is now a haven for violent conflict and extremist groups. Assuming top on the agenda of African Union (AU) Peace and Security Council and the UN Peacebuilding Commission meetings held in 2022, its importance cannot be underestimated. To this end, this paper strengthens the evidence on climate-related conflict in the Lake Chad Basin and its simultaneous effect on human security. Using qualitative method, data was gathered through secondary sources, such as journal articles, reports from the Lake Chad Basin Commission (LCBC), books and online sources on the subject matter. Data gathered were analyzed using content analysis. Findings reveals that the vulnerability of the area based on poverty, historical antecedents to conflict and crime, as well as the growing population makes the response to the receding lake naturally violent. It is recommended therefore, that the Lake should be revived and nourished by joint collaboration from states within the region and international actors as a long term plan. Also, resilient measures through employment opportunities and skilled training should be available for the youths and most vulnerable people.

Abstract

This study aims to obtain an overview and analyze public perceptions in implementing technology-based health insurance service innovations in the Mobile National Health Insurance (JKN) application conducted by the Indonesian Health Social Security Administration Agency (BPJS). This study used descriptive qualitative method. This research data is generated from the comments column of the JKN mobile application in the AppStore and Play Store. Data collection is done by data mining and data extraction. The data analysis used in this research is Qualitative Data Analytics (QDA). The analytical tool used in this study is Qualitative Data Software Analysis (QDSA) Nvivo 12 Plus. The results of the study show several things, namely the first is related to the features available in the Mobile JKN application. The second is related to the number of downloaders and the number of active users of the Mobile JKN application, and the third is related to the perception generated by users while using the Mobile JKN application. Where it was found that overall public perception of the application of technology-based health insurance service innovations through the JKN mobile application by the Indonesian BPJS Health obtained a perception that tended to be negative. This is shown by the five indicators that mostly get a bad perception from the public, and only two indicators that fully capture good or positive perceptions. Apart from that, other findings also show the dominant sentiment generated while this application is used by the public in obtaining health services.

Abstract

This article aims to explain the policy of implementing stunting in Bengkulu Province which is related to public values. The problem is focused on the condition that Bengkulu is one of the regions that has a fairly high stunting percentage rate in 2022, namely 22 percent where in the context of tackling stunting problems, the Bengkulu Provincial Government seeks to formulate and implement policies or regulations that are in favor of public values. The Provincial Government of Bengkulu has launched various programs in an effort to accelerate the prevention of stunting which includes parenting and assisting mothers and children, eating patterns, and environmental sanitation. In order to approach this problem, references from Timo Meynhard's theory (2020) are used, where the measurement of public values ​​consists of Moral-Ethics, Aesthetic-Hedonistic, Instrumental-Utilitarian, and Socio-Political. The data were collected through interviews, literature studies, documentation studies, some relevant information derived from statutory policies and related reports and were analyzed qualitatively. This study concludes that stunting prevention policies in Bengkulu Province must focus on the context of implementing policies that are synergistic between local governments by emphasizing nutrition, the environment and household sanitation, as well as education related to stunting prevention and treatment which are two-way in nature and are supported by a budget for run the work program.

Abstract

This paper is set for three modest objectives: first, to investigate the provincial distribution of government officials using data compiled by the Office of Civil Services; secondly, to perform a causality test between Gross Provincial Product (GPP) and government employment, including estimations of government employment elasticities with respect to GPP; and third, to analyze the economies of scale in government employment. A provincial panel of 77 units over a 12-year period during 2009-2020 (BE 2552-2563) and three different categories of government, namely, central, judiciary and local, excluding temporary employees and military officials, were presented in this research. The results show that over the 12-year period, the government's manpower has a slight increase in manpower at of 0.41 percent annual growth rate. This may be explained by factors such as: employment restriction policy, the use of technology to replace manpower, employment of non-essential tasks through outsourcing, or budget constraints. Comparative statistics are performed with a highlight on:, local government manpower with high growth rate at 2.84 percent, specifically, up from 185,864 person in 2009 to 252,877 person in 2020. This is in accordance with Thailand’s decentralization policy that led to transfer of responsibilities for area-based performance. Of note is that (i) the proportion of local employment is still very small, only 20 percent of total employment of central government; (ii) regional distribution of government manpower is unequal, in which the Northeastern region has lowest rate of manpower relative to population; iii) according to causality analysis indicates that GPP is a cause of an increase in public manpower government employment, and not vice versa. Another note worth mentioning is that economies of scale in government employment is confirmed,. This implies that in the low populated provinces may be suboptimal from viewpoint of employment efficiency

Abstract

Development in the tourism sector aims to manage natural resources in the region and requires inter-sectoral participation, by both government and society and the private sector in tourism management. The success of tourism development is the development that involves community participation and can provide benefits to local communities in terms of economic, social, and cultural. The involvement of various parties has the potential to advance the region by collaborating on the resources owned by the local government, the community, and the private sector. This study aims to find out how collaboration is carried out by actors in the framework of building a tourism village in Kebumen Regency to develop regional tourism. This study uses exploratory research methods using a qualitative approach. Through this research, an analysis is carried out regarding the development of collaborative governance-based tourism villages in Kebumen Regency. The research location in this study was in Kebumen Regency and the research sites were in six tourist villages in Kebumen Regency. The focus of this research is on issues related to the realization of collaborative governance in the management of tourism villages to develop regional tourism potential in Kebumen Regency. Management of tourism villages requires the involvement of various parties consisting of local government, village government, tourism awareness groups, and the private sector and is carried out optimally.
