Abstract

The primary objective of this study is to investigate the behavioral patterns and levels of public engagement in waste management practices within the context of Indonesia. The issue of waste management is a significant and unresolved one that continues to be prioritized by the government. The issue of waste management has received much scholarly attention over the past twenty years. The prioritization of solid waste management is necessary to effectively attain the Sustainable Development Goals (SDGs). The present state of excessive garbage accumulation is a significant concern, with a substantial portion of it remaining unattended. The presence of hazardous elements within solid waste presents a significant risk to human life, both in the immediate and long-term. One factor contributing to the limited engagement of the public in environmental policy is the inclination of individuals to prioritize legislation primarily concerning their fundamental needs. This finding suggests a deviation from the outcomes of other research undertaken in recent decades, which posit that community engagement plays a major role in addressing waste management challenges. The findings of the study indicate that individuals' behavior has a significant role in shaping their inclination toward participating in trash management initiatives throughout various urban areas in Indonesia.

Abstract

Crime and other form of insecurity is one of the greatest threats facing Nigeria’s State today. The different measures put in place by the government to manage it have not achieved the desired outcome; thereby resulting in communities setting up Neighbourhood Watch Association (NWA) policing strategy as a self-help measure to secure their environment. This study investigated NWA as a community policing initiative in Oyo State, South/West, Nigeria. The research design adopted was the descriptive survey; the sample population of the study was drawn from 10 LGAs using an accidental sampling technique. The study also used both primary and secondary sources of data. The Primary sources were 7 In-depth Interviews (IDI) conducted and 104 copies of the questionnaire administered to respondents. The secondary sources of data were books, journals, online materials, articles, and some magazines published by various scholars on the subject matter. The findings from the study revealed that the NWA policing strategy has been very effective in preventing petty crimes such as theft, land disputes, burglary, and armed robbery.  However, it has not been able to prevent crimes like kidnap, land disputes, and farmer/herders’ conflict which is very common in different parts of Oyo State. The study therefore concluded that NWA is very useful in crime prevention and management strategy. However, the government should address the root causes of insecurity in the state, and members of NWA should be well-trained to avoid jungle justice presently meted out to suspected criminals.

Abstract

  The dynamic nature of today's public sector demands innovative approaches to service delivery, leading to the emergence of agility as a vital paradigm. This research investigates the transformative potential of agile methodologies in restructuring the Nigerian public sector for enhanced service delivery. Emphasizing the need for agility in response to technological advancements and global shifts, the study draws on Nigeria's digital policy frameworks, such as the Nigeria e-Government Interoperability Framework (Ne-GIF) and the National Digital Economy Policy and Strategy (NDEPS) 2020-2030. The research advocates a shift from traditional bureaucratic structures to a more integrated, networked approach that prioritizes citizen participation and fosters service-centric cultures. The study uses a qualitative approach to gather secondary data from diverse sources and employs thematic and content analysis. The findings reveal that agile methodologies have the potential to reshape the Nigerian public sector.

Abstract

Our cities gain from recreational parks' fundamental environmental, aesthetic, and recreational benefits. They also bring great economic benefits to any country. The purpose of this research is to assess Citizens' views on the state of three recreational parks and landscaping in Akure, Ondo State. The study aims to evaluate three recreational parks and landscaping in Akure, Ondo State, Nigeria, their properties, their impact on users, and the contribution of recreational landscapes to societal development and revenue generation. This paper also suggests better ways to maintain these recreational parks. Gardens with a broad assortment of trees and other plants are a significant recreational feature in developing countries like Nigeria. Urban and recreational facilities have been seen as a tool to improve living conditions in Ondo State. One of the most difficult aspects of maintaining recreational parks is balancing the needs of different user groups, such as those seeking solitude and those seeking raucous play and picnicking. Parks and recreation are typically the "engine" of local tourism. In a simplified tourism model, people leave their homes and travel to attractions supported by services such as hotels/motels, restaurants, and commerce.

Abstract

The bureaucratic reform of the licensing service sector in Gorontalo City was followed up by Regional Regulation Number 14 of 2006 concerning the establishment of a one-stop integrated service unit. However, the integrated service unit has not been able to provide quality services as expected. Therefore, this research is very important to provide corrections and improvements to publicly accessible licensing services. The scope of the study on the two services has reviewed the procedures carried out in the two selected services from the beginning until the licensing documents were issued. The research method used is a qualitative descriptive method through an in-depth and comprehensive study of the series of licensing services. The results showed that 1) there are differences in the application of public service dimensions in environmental permit services and building permits. 2) several factors determine the success of licensing services, namely internal factors and external factors. Internal factors include general management patterns of the organization and the provision of supporting facilities, as well as human resource development. External factors include service patterns, service provision procedures, and service distribution patterns, as well as service delivery patterns. This research provides positive benefits in the efforts of local governments to innovate public licensing services. The practical implications of the research results encourage the organization of regional equipment to meet the facility standards needed to provide quality public services.

Abstract

This qualitative research embarks on an exploratory journey into the lived experiences of a specific group of students—young minds from western Indonesia who are embarking on an academic journey in the dynamic ecosystem of higher education institutions in Java. In the literature synthesis, it is clear that while the experiences of international students have been studied extensively, the experiences of certain subgroups within a country remain relatively unexplored. This phenomenological exploration of the life experiences of West Indonesian students in Javanese institutions not only enriches academic discourse but also informs practical strategies for enhancing the educational journey of these students. The study identified several major challenges faced by these students, including language barriers, misunderstanding of culture and social norms, variations in academic expectations, adaptation to local cuisine, and the formation of social networks. While these challenges were formidable, the narratives of these students also reveal their resilience and capacity for personal growth. These findings offer valuable insights that go beyond academia. Recommendations include establishing a standardized and accessible cultural orientation program, fostering a network of peer support, and recognizing the need for academic guidance tailored to the unique challenges facing Western Indonesian students. This research not only contributes to a deeper understanding of cross-cultural adaptation and personal growth but also has practical implications for policymakers and educational institutions.

Abstract

The phenomenon of policy conflicts that emerge in society and policy change requires an examination of the policies that are the focus of this research. With a focus on the dynamic nature and process of stakeholder-generated policies, identification is conducted over the long term, emphasizing conflict. The alcohol investment policy generated many pros and cons, prompting the government to intervene and later cancel the policy. When considering the identification of policy conflicts through the lens of the Advocacy Coalition Framework, it is important to examine the severity and speed of policy change. The findings of this study show that investment policies only fulfill economic requirements, ignoring all other considerations and standards. To support the social fabric of society, policy regulations are needed that accommodate all interests and produce win-win solutions. From upstream to downstream, alcohol circulation can be regulated using a comprehensive strategy. Policy conflicts are evaluated based on their nature, intensity, and causes through the lens of context and events.

Abstract

This research aims to obtain a comprehensive and complete picture of local potential-based MSME HR competency development interventions in improving the community economy in Girikerto Village. The findings of this research are that the Girikerto community has various local resources that are developed and utilized to become more economically valuable and competitive.  Interventions for developing MSME HR competencies have been carried out by relevant stakeholders consisting of government, academics, supporting institutions, and funding institutions in the form of policies, training programs, mentoring, development, and facilitation in a coordinative and collaborative manner.  This research focuses on interventions to develop MSME HR competencies, while previous studies have focused more on the importance of competencies, types of competencies, and the role of HR competencies in MSMEs. This research uses qualitative methods, primary data collection was carried out through observation and interviews with the MSME's Actor in Girekerto, while secondary data was obtained from documents, articles, and social media. The findings from this research have implications for the Village Government and related institutions in preparing intervention strategies for developing MSME HR competencies based on local potential. The government must intervene in collaboration and coordination with related institutions in formulating policies, programs, and facilitation for MSME groups based on available resources. Policies, programs, and facilitation must be carried out continuously and coordinatedly.

Abstract

This article aims to analyze the problems of the Rainbow Village in Semarang City. The success of the Rainbow Village at the beginning of its development contrasts with the current conditions that are empty of visitors, damaged paint conditions, and many wild plants growing along the road between people's houses. The problem analysis will focus on studying policy networks in implementing Kampung Pelangi. The existence of policy networks in implementation and policy-making is interesting to examine because the process involves a political process that is not only controlled by the state but involves various actors and diverse interests. Through qualitative methods and the theoretical framework of Waarden and Rhodes' policy networks, this paper wants to answer how the dynamics of policy networks run and the types of policy networks that develop. As a result of the study, the Rainbow Village policy network tends to be unstable and only runs when this program goes viral in the early days of implementation. The network built involves three important policy stakeholders, namely civil society, the private sector, and the government. The interaction between actors in policy networks tends to be unbalanced so there are inequalities in the distribution of resources and authority. This causes pokdarwis as the leading actor of the network to have difficulty maintaining the network's existence. The type of policy network is an issue network, where the network is temporary when program issues arise and network actors are not bound in a permanent network.

Abstract

This conceptual paper aims to examine the prevailing patterns of migration from local municipalities to metropolitan areas in the context of socio-economic transformations. Emphasizing the crucial role of local municipalities in addressing and mitigating migration towards urban cores, the paper underscores that the effectiveness of such efforts relies on factors like good governance, enhanced economic prospects, basic service provision, infrastructure development, and tailored skills training within the unique context of each municipality. Migration is a multifaceted phenomenon entwining economic, socio-cultural, and security dimensions. The unsustainable influx from the periphery burdens metropolitans, particularly in rural regions, challenging the mandated responsibilities. The failure of local municipalities to adequately deliver services exacerbates the strain on metropolitans already grappling with limited resources. The migration exodus from rural to urban centers often stems from pervasive socio-economic disparities, making migration a perceived solution to enhance the quality of life. Despite the advent of democracy, developmental progress in rural areas remains limited, necessitating a comprehensive approach that integrates rural development strategies with urban planning, job creation in urban areas, and the resolution of systemic issues. It is crucial to acknowledge that addressing migration requires a holistic perspective, as rural development alone may not suffice to deter migration to urban centers, given the diverse opportunities and amenities they offer. The paper advocates for a coordinated, multi-stakeholder approach involving governmental bodies, local communities, NGOs, and the private sector to achieve meaningful and sustainable results in curbing migration from local municipalities to metropolitan areas. In conclusion, the study underscores the importance of achieving a more balanced and sustainable population distribution across municipalities for overall societal well-being.
