Abstract

This article aims to explain what efforts have been made by the Aceh Health Service to build public confidence in the importance of injecting the COVID-19 vaccination. The low coverage of the COVID-19 vaccination in Aceh as of 18 September 2021, which was only 11.74%, made Aceh one of the 3 regions with the lowest COVID-19 vaccination rate in Indonesia, until the end of November 2021. Many people refused to get vaccinated because the background of mistrust was the reason for the low coverage of the COVID-19 vaccination in Aceh at that time. However, since the end of December 2021, the coverage of Covid-19 vaccinations in Aceh has begun to increase, so that in February 2022 Aceh is ranked 18th nationally. This study uses a descriptive qualitative approach through interviews, observation, and documentation techniques. The results of the study show that public trust sought by the Aceh Health Service, Banda Aceh City Health Office, and Sabang City increases when people benefit from programs carried out by the government as explained by J. M. Lewis in Mohammad Thahir (2020), If the community benefits from programs carried out by the government, then public trust will increase.

Abstract

This investigation aims to show that the government’s policy without participation approach causes horizontal conflict in society. The case study is financial aid in reconstruction process for the earthquake’s victims in Bantul Regency, 2006-2007. This research collects secondary data, such as government’s documents, journals, books, news, and other relevant sources. Based on data analysis, we find that the absence of participation in policy making causes policy cannot accommodate the social context of the target group. As impact, community leaders and community members face a problematics situation that creates many problems during implementation. These problems, finally, lead the society into horizontal conflict. This finding might contribute in public policy and disaster management discourse, theoretical and practical, and build a path for the future research.

Abstract

Tourism is one of the targets of the Sustainable Development Goals (SDGs). Indonesia has high tourism potential, as evidenced by the contribution of tourism to Gross Domestic Product. One area that is developing tourism is Tanjungpinang City. Tanjungpinang City is a city that has tourism characteristics by relying on Malay-Johorese culture. The number of tourist visits to Tanjungpinang City has always increased since 2017 but decreased by 89.2 percent due to the Covid-19 Pandemic. Efforts to continue to develop tourism can be done by involving various actors in tourism development. The actors involved are divided into five, namely policy creator, coordinator, implementer, facilitator, and accelerator. This study aims to determine the role of actors in tourism development in Tanjungpinang City by using a qualitative descriptive approach. The result of the research is that there are 45 actors involved. The actor is divided into five roles. Actors who act as policy creators, coordinators, and accelerators have performed their roles well. Some actors who have not played an optimal role are facilitator and implementer actors.

Abstract

There is an increased focus on employee performance management by employers, as a tool of improving efficiency of resource allocation and usage in local governments around the world. In an era of instant communication and widely available information, communities demand quality service delivery and they are quick to show their frustrations if their expectations are not met. Performance management has also been shown to increase local government accountability and transparency. The purpose of this article was to review and analyze relevant recent international academic literature to uncover themes and lessons in performance management implementation. A document review, was conducted to determine which studies to include in the literature survey by identifying (1) those published in an English peer reviewed journals on Google Scholar, and (2) those focused on performance management (PM) from an international/global perspective. The literature was classified into themes. In addition to classifying the articles, the paper summarizes the major findings of literature. This study finds that there are many challenges experienced in the implementation of performance management and there tends to be a mismatch of expectations of what performance management means to employees and employers. Also, Politicians dominate the administrative/ bureaucratic arm of local government, frustrating the purpose of performance management. This article also provides recommendations on how to improve the nature of performance management implementation.

Abstract

This research aims to examine the development program planning of Village-Owned Enterprises (BUMDes) in the Community Empowerment and Village Agency of Sumedang Regency. The research report is prepared using a descriptive qualitative method. The sampling technique used is purposive sampling, involving four key informants: the Functional Division, the Financial Sub-Division, and the Pepkades Sub-Division (two individuals from each division). Data collection techniques involve literature and field studies. Data analysis uses the Miles and Huberman method, including data reduction, data presentation, conclusion/verification, and triangulation. The research results show that the role of the Sumedang Regency Government, through the Community Empowerment and Village Agency, is involved in planning related to BUMDes empowerment programs. However, the implementation of this planning is still not optimal due to challenges in human resource management in BUMDes. Intensive efforts are needed to provide coaching and socialization related to BUMDes development programs, organize regular coordination meetings between the Agency and BUMDes Managers, and conduct periodic performance evaluations of BUMDes management.

Abstract

This article was written to examine the implementation of the SIPASTI BMD program in the procurement of goods and services at the Sumedang Regency Council Secretariat. The method used in preparing this research report is a descriptive qualitative research method. Data collection techniques use literature studies and field studies. In analyzing data, the following steps are used: data reduction, data presentation, conclusion drawing/verification, and triangulation. Based on the research results, it was concluded that the SIPASTI BMD Program was implemented quite well. However, currently, there are several obstacles in its implementation, including network errors that can delay the input of goods and services and some employees who still don't understand the technology. In overcoming these obstacles, several efforts were made, including waiting for policies from the center and improving the quality of employees with better performance, discipline, and following technical guidance or outreach regarding the program. Suggestions related to this research are to fully encourage the Council Secretariat in determining the policies that will be implemented and pay more attention to employees who do not understand technology who will later be used as support in their work as well as facilitating networks at the Council Secretariat to support the SIPASTI BMD program.

Abstract

Employees’ response to organizational change remains pivotal in determining the success of change initiatives, especially within public sector organizations. This study aims to explore the determinants of change readiness among civil servants. Data was gathered through surveys of 350 civil servants involved in organizational change processes. Various factors influencing change readiness were identified, and their direct impact was assessed. Furthermore, the study delved into the mediating role of adaptability in the relationship between these factors and change readiness. Results indicate that organizational identification exerts a positive yet statistically insignificant influence on employees’ change readiness, while managerial climate significantly impacts employees’ change readiness. Adaptability emerged as a mediator between these factors and employees’ change readiness. This research contributes to understanding the determinants of employees’ adaptability and change readiness, offering valuable insights into human resources management and organizational development.

Abstract

This paper intends to determine the contestation between the quality and quantity of service delivery in comparison between pre-apartheid and post-democratic South Africa. There are relative arguments that persist that quality and better service was provided in South Africa during the apartheid government era as compared to the current democratic system era. Contrary to these arguments, post-apartheid South African politicians boast about the service they are providing at the best quality and having closed the segregated service delivery system that was provided and practiced by the apartheid regime. This paper is conceptual, and it uses a desktop methodology to argue and compare the two perspectives in an attempt to find a truthful answer to it. This paper concludes that within the midst of the contestation of such arguments, the current beneficiaries perpetuating such scale of comparison are ignorant of the different contexts of eras of development and challenges and opportunities within which the two regimes operate.

Abstract

The notion of malnutrition remains the world’s most serious health problem and the single biggest contributor to child mortality. Although food gardens are not specifically mentioned, they have the potential to provide support for malnourished and sick people including children and adults and potentially provide nutritional diversity to support complementary feeding. This study aims to examine the role of the school gardening Programme and its impact on malnutrition in South African rural communities. Data reveals that many children in the rural communities of South Africa suffer from malnutrition and they are experiencing several health consequences. Moreover, this is common among the children at most primary and secondary schools. Therefore, the lack of economic resources, and absence of information regarding nutrition, and inadequate breastfeeding increase the chances and number of malnourished children in rural communities. This is a conceptual or abstract paper whereby the authors relied merely on secondary data and government documents in writing and achieving the set goals and objectives. The study concludes that school gardening programs have the potential to play a fundamental role in addressing malnutrition in South African rural communities. By providing learners with access to fresh produce, nutrition education, and promoting environmental sustainability, these programs can have a positive impact on the health and well-being of students and their communities.

Abstract

This research aims to investigate the actor relationship model in fulfilling the obligation to provide public and social facilities by developers to the Palangka Raya City government. In addition, this research designs collaboration between actors in the sustainable management of public and social facilities by the Palangka Raya City government. The focus of the problem is on the rapid development of new housing construction in Palangka Raya City which has caused residential growth in various areas. Housing construction carried out by developers must meet infrastructure, infrastructure and utilities as basic needs in a residential environment. However, many new housing developments still do not provide public and social facilities as expected. Meanwhile, it is the obligation of every developer to provide land and hand it over to the Palangka Raya City government. In overcoming this problem, this research refers to the concept of a multiple factor approach (Sudiadi, 2015; Syaifudin & Astrika, 2016). Data was collected through observation, interviews and documentation in 2 sub-districts and 16 sub-districts, and analyzed qualitatively. This study concludes that the lack of relationship between actors/stakeholders is caused by the absence of regulations or regional regulations issued by the Regional Government. It was also found that housing development exceeded needs and did not provide adequate public and social facilities.
