Abstract

Amendments to the law, as a manifestation of legal politics designed to promote public contentment is inevitable. The theory of law stipulates the significance of developments that are deemed highly necessary. Problems arose when the government of Indonesia's agenda to amend Law Number 40 of 1999 concerning the press raised concerns about the threat of oppression in the media. This study aims to determine the urgency of amending the Press Law to realize press freedom in Indonesia.  This study used a qualitative method through literature studies and interviews with practitioners. The results of this study showed that Law Number 40 of 1999 concerning the Press is a legitimate tool for press freedom at this time. It can be stated that the substance of Law No. 40 of 1999 regarding the Press is still relatively accommodating democracy in terms of ensuring freedom of opinion as human rights. However, the dominance of the media company as the capital owner will limit press freedom, necessitating a structure that can finally separate the company from the press product. In the end, the success of Law Number 40 of 1999 pertaining to the Press must be evaluated based on institutions, enforcement, and the legal culture of the society.

Abstract

The journalistic problem that arises when covering women issues at national and global levels showed that the dominant issues in the mass media were masculine. Women issues were dominant in alternative media. It was assumed that the alternative media use feminist journalism framing in its content. This research used media framing theory as the second level of agenda-setting theory that is supported by standpoint theory in critical paradigm to understand the phenomena. It used descriptive-qualitative approach with critical framing analysis design. The object of study covered 39 articles in February 2022 edition of Konde.Co and Magdalene.Co. The alternative media were chosen because  they had feminist vision. The data was analyzed using Robert T. Entmant’s procedure, namely: define problem; diagnosis of causes; make  moral judgments; and treatment recommendations. The results showed that almost all the existing articles applied the principles of feminist journalism. The framing of women-related news was more dominant particularly the issue of violence against women. This issue was dominant since until right now it is still happening actually in society. Violence is used by men to subjugate women.  Patriarchal power relations are assumed to be behind this phenomenon. This research concluded that the framing of feminist journalism focused on violence against women in public domain committed by men abusers in the position as husbands, lovers, teachers, friends, medical workers, co-workers or public figures. Patriarchism gave men the privilege of using violence as a natural thing to do. Being a feminist man and empowered woman, as well as firm law enforcement were recommendations emphasized in this framing.

Abstract

Customer relationship management system in healthcare is a key strategy in efficient hospital services. To enhance customer relations and service in healthcare, hospitals are adopting innovative technology to improve customer satisfaction, loyalty, and profitability by acquiring, developing and maintaining effective customer relations and interactions. There are significant researches in areas such as telecommunication, banking and manufacturing but limited in healthcare in Africa. This study is an analysis of the queuing system in an outpatient clinic in Nairobi, Kenya. This study interrogates the queueing system at the healthcare facility waiting lobby from an African’s women patients’ perspective. The study uses the contingency theory to interrogate the perspectives the element of accommodation and advocacy service quality and culture. The study utilized the exploratory research design to interrogate these perspectives. The results show that the women patients have adopted the queueing system but still require personalized (human interaction) service when calling the patient, the use of follow-up using contact details that were used during registration. This study hopes to sensitize hospital management to evaluate the impact of the queueing system on customer experience, particularly women patients.

Abstract

A research conducted by Kaspersky in early 2021 showed data in Southeast Asia that the highest percentage of respondents who spread the news without verification were actually in Gen Z (28%), followed by Gen X (21%), and Baby Boomers (19%). Sharing information without verification is very likely to cause the spread of fake news/hoaxes in online media. Indeed, Indonesia pins high hopes on Gen Z (born from 1996-2010) and Gen Y (1980-1995) that are considered part of the upcoming demographic bonus. In various discussions in the digital space, there are also often excuses for using free speech to justify the spread of the Covid-19 hoax in online media. This study aims to discover more about how the role of the younger generation can fight the Covid-19 hoax in the digital space by building democracy and free speech. Hoaxes continuously produced and disseminated by various groups indirectly become part of infodemic production. Even WHO stated that the condition of strengthening infodemics is as dangerous as the current pandemic worldwide. This research uses the method of discourse analysis and social networking analysis (SNA) using big data analysis on Twitter which Gen Z widely use. The results of this study describe  how is the role of the younger generation to fight the Covid-19 hoax and find out who are the primary gatekeepers among young Indonesians in this fight against the Covid-19 hoax.

Abstract

Food availability is one of the important things that any state must  fulfill so that its people can live healthy and active lives. Currently, the world is encountered with food insecurity that threatens human welfare. The world, which has not yet recovered from the domino effects of climate change, the COVID-19 pandemic, and most recently the Russia-Ukraine war, is becoming increasingly unprepared for a global food crisis. Malnutrition, mass starvation, and famine will become major problems if this crisis continues. Warnings on   a global food crisis that are often ignored have put the global food system on the verge of collapse. With the increasing level of hunger, the issue of food crisis has become a hot topic of discussion again. Foreign media are competing to report on the food crisis particularly the causes of the rapidly developing food crisis. The purpose of this study is to find out how the media has framed the causes of the food crisis. This study will take samples from three major regional media, namely Al Jazeera, Asia Times, and Washington Post, during the period of April 2020 to June 2022. This research applies a qualitative research method using the content of foreign news. The data was processed using the N Vivo 12 Plus and analyzed using media framing theory and food insecurity. The findings of this study show that the issue of war between Russia and Ukraine is the most widely used form of framing by the three media. This is because the war  disrupts not only world food production but also food distribution. This research is expected to be developed using more news samples to get more varied results.

Abstract

Social media provides almost unlimited connection opportunities. Organizational public relations place social media as a platform for carrying out public communication and strategic communication. Determining how to approach and forge relationship between the institution and the community is a strategic communication that the organization needs to put forward. Perum Peruri as the Money Printing Public Company of the Republic of Indonesia manages Instagram social media as part of the effort to communicate with the public. This study aims to see and describe how is Peruri's public relations strategy to utilize Instagram as a means of communication with the public. This research focuses on activities carried out in digital media; characteristics of digital media use; and strategic planning for communicating with the public. This research uses a qualitative approach and descriptive research type. The research took place for three months from October to December 2021. Data of the research was collected through an interview with Yahdi Lil Ihsan as the Secretariat, Protocol and Corporate Communication Bureau of Peruri, and observations through social media monitoring. The results of the study show that the Management of Instagram social media by Peruri aims to build an image as digital security with guaranteed product authenticity and safety.  Peruri's PR uses social media as its strategy for communicating with the public. The strategy comprises five stages including mapping the institution's image in the eyes of the public, conducting editorial planning, collecting data to create content, distributing content through Instagram social media, and evaluating (monitoring).

Abstract

Social media offers various interesting features with their respective advantages, such as a medium for communicating, making transactions, building communities, learning, and running a business. These features can be accessed anywhere and anytime, with only an electronic device and an internet connection. However, with these various advantages and conveniences, not a few people abuse social media by spreading fake news or hoaxes. One of the government institutions in Indonesia that has duties and functions in stopping, monitoring, and preventing the spread of hoaxes is the Ministry of Communication and Informatics (Kemkominfo). This study aims to analyze the communication strategy of the Ministry of Communication and Informatics  to prevent the spread of hoaxes on social media. This research uses a qualitative descriptive method and data is collected through interviews with two internal parties of the Directorate General of Information and Public Communication at  the Ministry of Communication and Informatics; and communication specialists. The results showed that the communication strategy implemented by the Ministry of Communication and Informatics to prevent the spread of hoaxes on social media was to use digital literacy.There are four (4) pillars that are the main points in the digital literacy program, namely digital security, digital ethics, digital culture, and digital skills.

Abstract

The Regional House of Representatives (DPRD) is a legislative body representing the votes of the vast majority of the populace, and its members are answerable to it. Legislature members have duties, responsibilities, and rights that must be carried out at work. However, DPRD encounters several issues that make carrying out these duties difficult. This study's objectives include examining the Regional House of Representatives Government Communication regarding the formulation of regional regulations in Indonesia, the challenges faced by DPRD members in converting regional regulations draft (Raperda) into regional regulations (Perda), and the DPRD's model for formulating policy in Indonesia. In this work, qualitative research is combined with an empirical legal methodology. Under natural circumstances, data were gathered through observation, in-depth interviews, and documentation studies. This study concludes that the government communication of the Raperda formulation in the DKI Jakarta Provincial DPRD follows the Prudential Principle or is done with extreme caution. The DPRD's use of the precautionary principle can be compared to Dunn's idea of forecasting, namely projection. Discussions around developing proposed regional rules almost always involve challenges and issues. Since political influence is crucial, all efforts will be made in this vein.

Abstract

This research examines the correlation between perception of risk of Covid-19 and knowledge of Covid-19 to reach vaccination decisions. A number of researches have shown that among many factors that are associated with people’s decision to get vaccinated are the perception of how vulnerable are they to be infected by the virus and the perception of how severe is  the impact of the virus on  them as well as how knowledgeable are they about  the disease being prevented. This research aims to investigate the same finding in the context of a group of respondents in Indonesia. With the online survey that collected data of more than three hundred research participants, the result of the data analysis in this research, however, does not corroborate the finding in the previous research. Part of the possible explanation is the approach to drive the vaccination through the implementation of the vaccine mandate. The policy of vaccine mandate in Indonesia was implemented since the vaccine was first available in the country. The proof of vaccination was used as a requirement to have access to public transportations and other public services. This vaccine mandate continued progressively to the second and even third or booster  vaccination. This policy of mandatory vaccination became an approach to increase vaccine uptake, which was rather different from other vaccinations that allow some room for voluntary choices.

Abstract

The democratic system in Indonesia supports the rise of anti-Western communities who reject the ideology of secularism, pluralism, and liberalism. Noted in several cases that occurred in Indonesia lately such as the 2017 DKI Jakarta Governor election and the 2019 presidential election as a sign of the rise of Islamic conservatism. Various actions oppose the dominant ideologies such as secularism, pluralism, and liberalism, one of them was the presence of Indonesia Tanpa Jaringan Islam Liberal (ITJ). The existence of ITJ until now voiced its rejection of the ideology of secularism, pluralism, and liberalism especially on social media. However, with the diversity of ITJ audiences, each message's reception will be different. Audiences are not always passive just accepting every message received. Therefore, this study will look at how acceptance of ITJ account followers on ITJ content using Stuart Hall's (1980) encoding-decoding theory. This study uses the constructivist paradigm and the methodology of transcendental phenomenology to understand the audience's experience in receiving content of ITJ and ideologies of secularism, pluralism, and liberalism. This research found various features of ITJ account followers in receiving the message displayed by ITJ. This study found that most informants understood and believed that Islamic religious values ​​can be a good solution for the system government. Truly the majority of Informants are in a negotiating position. The audience does not take the dominant ideology (secularism, pluralism, liberalism, or even conservative) for granted. There is an active role of the ITJ audience in receiving information.
